NTC slams govt for affront on Zeliang tribe DIMAPUR, MAY 10 (NPN): Nagaland Tribes Council (NTC) has noted with concern the “legitimate protest” by the Zeliang People’s Organisation (ZPO) which has been ignored by the PDA government to the proposed consultative meeting with all tribe organisations on May 11 in Kohima. In a press note, Nagaland Tribes Council media cell pointed out that the ZPO was irked because the Zeliang tribe, which is a recognised tribe in Nagaland, was not invited to the meeting and whereas the government had invited Zeliangrong, which was not a recognised tribe in Nagaland, to represent the Zeliang tribe at the meeting. In this regard, the council said that the state government’s action violated its own list of notified scheduled tribes of the state and was therefore a serious concern having “far reaching consequences.” N a g a l a n d Tr i b e s Council has therefore demanded that the state government “immediately rectify the erroneous action” and uphold the legitimate and constitutional rights of the Zeliang tribe for all time to come.

NPF calls for joint meeting on May 14 DIMAPUR, MAY 10 (NPN): Naga People’s Fr o n t ( N P F ) C e n t r a l Headquarters, president, Dr. Shürhozelie Liezietsu, has convene a joint meeting of the central office bearers (CoB) and all the NPF official candidates who could not return in the last general election 2018 on May 14, 2018 at 10:30 a.m. at Central Office Kohima. In a notice, NPF president has requested all concerned members to attend the meeting without fail.

NLA library committee meet

DIMAPUR, MAY 10 (NPN): Nagaland Legislative Assembly (NLA) deputy speaker, Zhaleo Rio, who is also the chairman of NLA Library Committee, has convened the first meeting of the committee for the tenure 2018-2019 on May 19, 2018 at 11 a.m. in the assembly committee hall. A statement issued by the NLA secretariat has requested all the responsible committee members to attend the scheduled meeting.

No response to UDAN’s NE promo

Dimapur, May 10 (NPN): If morning shows the day then possibly the recently launched Air Deccan under the government of India’s ‘Ude Desh Ke Aam Nagrik’ (UDAN) is not likely to take off, at least in Nagaland as indicated by the poor response for the past ten days, beginning from May 1, when the service was launched. Airport officials had said that initially, the 18seater B190 aircraft will operate between Kolkata and Dimapur. It will start from Kolkata at 7.50 a.m. and make stops at Agartala and Shillong en route to Dimapur. It will return to Kolkata after stops at Shillong and also Agartala on the same day. The flight will be available on all days except Sunday. As per information, a total of only six people flew by Air Deccan– four from Dimapur and two to Dimapur- but on Thursday, there was no passenger and the plane had to fly empty. the needs of the travelling passengers are not taken into account. For one, the project is supposed to promote Shillong airport as a hub of the north east and which has been designated as the focal point in the planning. Dimapur has been added to complement that plan but itself remains neglected with regard to improvement of flight frequencies. Despite knowing there is need to interconnect capitals of the region, the Civil Aviation Ministry continues to ignore the

demands from people of Nagaland to operate at least three daily flights between Delhi-GuwahatiDimapur. This can provide connectivity to passengers from Dimapur who want to fly to either Imphal, Dibrugarh or Aizawl from Guwahati. When regular large bodied aircrafts are available to fly to and from Dimapur-Kolkata-Delhi; the route of the twin engine 18-seater aircraft in no way offers any benefit for travelers who will not be able to take the connecting flight

beyond Kolkata since it will arrive very late in the evening. The only benefit would be the fare. Under the gover nment’s Udan regional connectivity scheme, air fares are capped at Rs. 2,500 per person for an hour’s flight to Tier-2 and Tier-3 cities in which the government will provide subsidy for flying at such low fares. However the low fares cannot compensate for the connectivity to other destinations and which could even mean having to stay overnight at Kolkata.

KOHIMA, MAY 10 (NPN): Nagaland chief minister, Neiphiu Rio, Thursday said the state government was hopeful of making Nagaland an Open Defecation Free (ODF) state by 2019. State chief minister, who held an interaction with Parameswaran Iyer, secretary Ministry of Drinking Water & Sanitation, said he had “a very fruitful interaction” with Iyer. “We are hopeful of making our State ODF with support of people and community,” he said in a tweet. Secretary also tweeted that he had “good meeting” with chief minister, adding that Nagaland was on track to become ODF in the coming months. Iyer also called on PHE minister, Jacob Zhimomi and briefed him about the status on SBM-G activities in Nagaland. Meanwhile, a review meeting of Swachh Bharat Mission-Gramin (SBM-G) activities across the state was held at Hotel Japfu Kohima organized by Water and Sanitation Support Organisation (WSSO) PHE department.

The meeting was addressed by the secretary of drinking water, P. Iyer and chief secretary Temjen Toy. The union secretary Iyer stated that Nagaland should be declared an ODF state by June 30, 2018 and that all the responsible officials should work with a mission mode to achieve the target. Reminding that Swachh Bharat Mission was a top priority mission of the Prime Minister of India, the secretary urged all responsible officials to complete the task as per the timeline with commitment and dedication.

The meeting also stressed on improving the level of cleanliness in rural areas through solid and liquid waste management activities and making Gram Panchayats/villages ODF. Issues faced by districts like Mon and Tuensang were thoroughly discussed including the slow progress of implementation of Individual Household Latrine (IHHL). In this regard, the department officials were directed to camp in those districts for at least 15 days so that issues like IHL were addressed at the earliest and to declare them ODF. (Cont’d on p-7)

Toshi assures VGs on implementing HC order LS by-poll: Tokheho, Apok file nominations Correspondent

K O H I M A , M AY 1 0 (NPN): Though the Gauhati High Court had directed Nagaland government on November 9, 2017 to enhance the salary of Village Guards (VG), the government could not implement the order. Now, adviser for IPR, SCERT and Village Guard, Toshi Wungtung has assured Nagaland Village Guard Association (NVGA) to take up the matter with the Central and State governments for the order’s speedy implementation. The assurance was given by Wungtung to a delegation of NVGA that called on him at Commissioner’s Guest House here on Wednesday. It may be noted that the Kohima Bench, Gauhati High Court (GHC), following a petition filed in March 2017, passed a judgment increasing the salary of Vil-

lage Guards in Nagaland from Rs. 1500 per month to over Rs. 15000 per month. According to a press release issued by NVGA president TA Ngamlao, Toshi Wungtung gave a patient hearing and advised the VGs to work with dedication and sincerity and also to be prepared with Aadhar cards. Ngamlao said Wungtung also informed the NVGA that he had been working for the welfare of VGs since the last 10 years and had taken up their various issues in different capacities. Besides the wages issue, Wungtung mentioned of his priority to work for better administration and provide better infrastructure and facilities to VGs in Nagaland. The adviser assured the VGs that he will make all efforts for their betterment and fulfilling their needs at the earliest possible time.

During the meeting, the NVGA leaders quoted Prime Minister of India Narendra Modi’s declaration at Tuensang on February 22 this year that “if the State government does not have sufficient fund, the Central government will give the fund for increasing the wages of village guards of Nagaland”. The association also quoted Union minister for state for home Kiren Rijiju as having declared in several public meetings in Nagaland that the wages of VGs in Nagaland would be increased. The delegation also pointed out that chief minister Neiphiu Rio had declared during a public rally on February 21 this year at Meluri, Phek that if his alliance was voted to power, his government would increase the wages of VGs up to Rs 15,000.

KO H I M A , M AY 1 0 (NPN): People’s Democratic Alliance (PDA) consensus candidate Tokheho Yepthomi and Naga People’s Front (NPF) candidate C. Apok Jamir, the only two candidates to have a straight fight for the lone Lok Sabha seat bypoll on May 28, Thursday submitted their papers to Nagaland Commissioner M Patton, who is also returning officer for the (Cont’d on p-7) by-poll.

Flanked by host of ministers and PDA members, including senior alliance partners, Yepthomi was the first to file his nominations. His name was proposed by NDPP general secretary Ahovi. On the other hand, C. Apok Jamir’s name was proposed by NPF spokesperson Achumbemo Kikon. Jamir was accompanied by NPF president Dr. Shürhozelie Liezietsu and host of NPF legislators and senior party functionaries. The scrutiny of the

nominations will be held on Friday, the Patton said, adding that the last date of withdrawal of candidature is May 14. It may be mentioned that the seat fell vacant after Neiphiu Rio resigned on February 17 to contest the assembly election. He won the 11-Northern Angami-II seat unopposed and was elected the chief minister. Meanwhile, Nagaland Pradesh Congress Committee (NPCC), which had discussed with the NPF to

NE state capitals to have rail network by 2020 Telecom employees hold street corner meet GUWAHATI, MAY 10 (AGENCIES): Indian Railway is likely to spend almost Rs 90,000 crore to improve connectivity in the North East by 2020, including a 795-km railway line in Arunachal Pradesh that will provide accessibility right up to the China border, and connections between the capitals of all North Eastern states. “We have set a target of 2020 to connect these state capitals to the main railway network. Once these are complete, new trains which would directly link these to the metros will be introduced. This will not only help regional connectivity within these states, but also bring NE closer to the rest of India,” said A K Yadav, Chief Administrative Officer (Construction), NFR. While Assam, Arunachal Pradesh and Tripura are connected by rail, the capitals of Mizoram, Meghalaya, Manipur, Sikkim and

Nagaland are not. Of these, Mizoram capital Aizawl is likely to be connected first with the new line between Bhairabi and Sairang (51.38km) in advanced stage of construction. For providing connectivity to Gangtok, work up to Rangpo has been sanctioned which is around 40 km short of the Assam capital and for Nagaland, NFR is building the Dhansiri-Sukhobi-Zubza 91.75 km line with 90 bridges and around 26 km of tunnels connecting it to Assam. “Sairang is approximately 18 km from Aizawl. We have no presence in Sikkim so far and to provide connectivity to Gangtok, work up to Rangpo has been sanctioned. Rangpo is around 40km short of Gangtok and work between Gangtok and Rangpo will be taken up in phase two,” said AK Yadav. Indian Railways is waiting for a clearance for

some of the other lines. While Guwahati and Itanagar are already connected to the national network, the capital towns of Mizoram, Manipur, Nagaland and Meghalaya have now been taken up for linkages. Manipur will be connected through a 111-kmlong line from Jiribam to Imphal with 37 tunnels and 22 bridges, the capital city of Mizoram will be on the railways’ map through a 52-km new line between Sairang near Aizawl and Bairabi bordering Assam. Progress in the Byrnihat-Shillong corridor in Meghalaya was affected due to opposition from the Khasi Student Union. The railway is yet to receive a no objection certificate for land acquisition, which has not been given so far by Khasi Hills Autonomous District Council. In Sikkim, Indian Rail-

ways is awaiting clearance from the forest department but is hopeful of completing all the projects by 2020. On the international front, close to China border, Railways has undertaken final land survey of three different lines and will submit the report to the Ministry of Defence. “Owing to long international border, northeast region has huge requirement for providing railway network from strategic considerations. MoD has identified 14 projects across the country of which four were selected as priority corridors. Except for PathankotLeh, the other three projects fall in the northeast region,” Yadav added. The lines once commissioned will also help the movement of foodgrain, cement, sugar and other utilities to the northeast and will give a huge boost to tourism.

AUAB is protesting against the anti-BSNL policies of the government and demanding the rolling back of the Subsidiary Tower Company.
