KO H I M A , M A R 3 0 (NPN): Nagaland Legislative Assembly (NLA) on Thursday passed a surplus budget for 2017-18 amounting to Rs. 16,375.42 crore by voice vote, through the Nagaland Appropriation Bill (No.2) Act, 2017. Chief Minister, Dr. Shürhozelie Liezietsu had presented the budget on March 28 in the Assembly. The budget for 2017-18 has had an increase of Rs 2716.68 crore over the previous year’s Rs. 13658.74. As the negative opening balance of the current year was at Rs. 1657.87 crore, the year 2017-18 is estimated to close with a negative balance of Rs. 1437.84 crore. The assembly also passed the Nagaland Appropriation (No.1) Bill, 2017 authorizing payment and appropriation of Rs. 3403.76 crores from the consolidated fund of the state to make payments on expenditures incurred till March 31, 2017. CNTC lauds unity move by NNPGs DIMAPUR, MAR 30 (NPN): Central Nagaland Tribes Council (CNTC) has welcomed the move of five Naga National Political Groups (NNPGS) in coming together by forming Working Group, which has the endorsement of the Nagaland GB Federation (NGBF) and Eastern Nagaland People’s Organisation (ENPO) asking the government of India to initiate a separate dialogue with the Working Group without any delay. In a statement CNTC media cell said, such coming together by warring Naga brothers was the utmost long desired of the people of Nagaland and would pave the way for a better tomorrow. CNTC said it had voiced out its opinion in the same line with NGBFs and ENPO, after careful observation on the present political scenario and thorough deliberation on the issue. Therefore, CNTC maintained that the “unique identity and strengthening the historical facts of the Nagas, any solution should be inclusive of all groups and unity should be first and foremost without any preconditions”. It further, stated that any solution without unity and knowledge of the people would only invite a social upheaval and create division on the already fragmented Naga people.

Dr. Imtiwapang Aier adjourned the house sine die after announcing the constitution of various financial and non-financial committees and panel of chairmen for 2017-18. Earlier, taking part in debate on the budget 201718 during the 15th session of the 12th NLA, chief minister, Dr. Shürhozelie Liezietsu expressed serious concern over the continuous increase of the deficit. He however assured to try his best to initiate measures to bring down the deficit, saying “the state was facing unusual year with unusual circumstances beyond its control.” CM said there was a sharp growth on the level of deficit during 2016-17 due to factors beyond its control while another major reason was due to the reduction in the borrowing limit of the State by Rs. 141 crores after the state’s budget had been passed. As clarified to one of the legislators that the deficit for 2016-17 was a whopping Rs. 1657.87 crore, Dr. Shürhozelie did not deny
that the level of deficit was a problem which the state continues to struggle. He however pointed out that this was so due to the Central government’s downward revision of the GSDP of the state. He further said the reasons for accruing such a huge deficit was due additional funds that had to be provided as10% State Share, adding that state government was compelled to provide an additional amount of Rs. 65.74 crores as 10% state’s share towards the latter part of the financial year to ensure that departments were able to access more funds from Centre, particularly as their second and third installments. He however expressed confidence that it was a good investment which would help the state to access more CSS funds during 2017-18. Another cause of unavoidable expenditure he mentioned was in the area of power purchase for which an additional amount of Rs. 30.97 crores had to be provided. CM said with the progress of the society,
power consumption was also on the increase yet there was other factors such as reduced deposits in GPF compared to the budgeted amount due to the reducing number of state government employees who were under the old GPF scheme, coupled with substantial withdrawals by retiring employees. He said this would eventually become zero and slowly all employees would come under the ‘New Pension Scheme’, funds of which are maintained by an external agency, adding this was an inevitable reality over which the state have no control. Despite adverse circumstances beyond its control resulting in increased deficit, he said “we have put in place a better platform to facilitate better flow of funds from the Centre which will help to offset the deficits that have been incurred in the interest of the State.” He also appreciated the concern raised by members about the high levels of debt repayment and assured that all the borrowings would be within the prescribed limit of 3% of

On allocations of budget to various departments, CM said there was indeed a need to judiciously look into the needs of those departments which do not receive funds from the Centre. He however said budgetary allocations were made proportionate to the activities of the departments. He said as Planning Commission of India was replaced by NITI Aayog, state resources at its disposal for developmental activities were drastically reduced. Even after increased allocation of resources by the 14th Finance Commission, he said the state continued to remain as a revenue deficit state. As a result, he said Nagaland faced with lesser funds for the priority developmental needs. During the current financial year, CM said the state managed to access as on date (after budget preparation) about Rs. 1900 crores under CSS programmes, which was the highest accessed so far.
KO H I M A , M A R 3 0 (NPN): Expressing utter surprise over the negative opening balance of Rs. 1657.87 cores for 2017-18 fiscal, BJP legislator, Mmholumo Kikon appealed to the chief minister to bring out a white paper on the budget deficit in order to explain in detail as to how the state was burdened whit such exponential deficit. Taking part in the general discussion on the budget for the year 2017-2018, Kikon, while appreciating chief minister, Dr. Shürhozelie for bringing out a practical and realistic budget, however expressed concern over the state’s poor financial health. Referring to the negative opening balance of 2016-17, which was at Rs. 1194.35 crore and the current (2017-18) negative opening balance of Rs. 1657.87 crore, he said it was for the first time in the history of Nagaland to have had such a huge deficit amounting to nearly Rs. 464 crore, accumulated just within a year. ed to do a lot of re-thinking and initiate corrective measures. He opined that there may have been some issues in managing the state’s finances which had resulting in accrue such a huge financial deficit. Kikon also said adding to financial woes was the excess of government employees in the state to the tune of over one lakh as compared to Manipur with 67,000 excess of government employees and 68,000 in Meghalaya. In order to increase revenue in a transparent manner, Kikon suggested implementing online payment system for direct transfer to beneficiaries, ILP, excise challan, shop tax etc. He also spoke on the ULB election issue and felt the need to hold proper consultation with all the stakeholder in order to end the deadlock. Also taking part in the discussion, parliamentary secretary for Higher and Technical Education, Deo Nukhu raised issue of imposition of Armed Forces Special Powers Act (AFSPA) with Disturbed Area tag in Nagaland. He asserted saying that when Nagaland was
peaceful, what was the need to enforce such Acts time and again. Such laws were imposed only during the late 1950s when the situation abnormal, he opined. He said such Acts have made the people suffer with untold miseries. Nukhu said times have changed drastically and now the atmosphere was such that there was no further need for the draconian law to be imposed in the state. He requested the house to raise the issue with the Government of India to revoke the Act since the same was extended every six months. Nukhu also appraised the house of the need to help and uplift the urban poor, who he said was leading a poorer life as compared to people in rural areas, taken care by the VDBs. He such issues could be taken care by local self governments and municipals only if ULB elections are held. BENGALURU, MAR 30 (AGENCIES): Last-mile air connectivity could soon become a reality, with the first bunch of flights under the ‘Udan’ scheme set to get operational by next month. The scheme – acronym for Ude Desh Ki Aam Naagrik (May the Common Man Be Able to Fly) – was announced by the Centre last October to connect tiertwo and tier-three towns to metros. The Civil Aviation Ministry on Thursday has handed over licences to five operators who won the bid to operate on regional routes. The first towns to be connected will be Bhatinda and Shimla by April, while other small towns – from Kandla and Porbander to Salem, Bidar and Hosur – will be connected in a phased manner latest by September. DIMAPUR, MAR 30 (NPN): Tizit Area Students’ Union (TASU) has set April 10, 2017 as deadline on the State government to start construction works on - all weather Namtola-Mon road, Tizit-Namtola (Pongma River) RCC Bridge, Nokyan (13 km) road under PM’s package (20142015) and NEC (Tizit Longding) road repairing. Serving an ultimatum to the government, TASU president Manpang Wangyen and general secretary Tahkai Wangsahum warned that if their demands were not met within the given deadline, then they would impose indefinite blockade on Namtola-Mon road. This was in reiteration to its earlier ultimatum served to the chief minister on January 5, 2017, TASU said. The union said it had on various occasions written to the responsible district administrations and government but no action has been initiated till date. TASU also urged the government to construct Government Higher Secondary School building as it has been run from a worn out building structure that was meant for girls’ hostel.
HCBA urges members to abstain from work KOHIMA, MAR 30 (NPN): As per the instructions of the Bar Council of India, the High Court Bar Association (HCBA) has stated that all advocates would compulsorily abstain from attending court on March 31, 2017. In a press release, HCBA secretary, A Zhimomi, said the token protest was against the proposed amendments to the Advocate Act, 1961 recommended by the Law Commission of India. The association has requested the bar members to strictly comply with the instructions.

NEW DELHI, MAR 30 (NPN): A young woman from the North Eastern was found dead in Hyderabad Wednesday night under mysterious circumstances. According to police sources, the female reportedly from Nagaland was found dead by her friends. “As of now, we are ascertaining the cause of her death,” police said. The girl, in her midtwenties, was reportedly working in a call centre. Police sources said Helping Hands NGO had contacted the hospital authorities who later got in touch with some missionaries to contact the family of the deceased. However, the identity of the deceased could not be ascertained till the time of filing the report. K Y M C
