Govt declares bank holiday on April 2 DIMAPUR, MAR 29 (NPN): Nagaland government has declared April 2, 2018 (Monday) as bank holiday on account of Annual closing of Bank Accounts under Negotiable Instrument Act, 1881 (Act, XXVI). The declaration was in partial modification to home department’s earlier notification dated October 10, 2017, stated a corrigendum issued by Home commissioner, Abhishek Singh on Thursday.

CM to address AHoDs & HoDs meet

DIMAPUR, MAR 29 (NPN): A meeting of all Administrative Heads of Department (AHoDs) and Heads of Department (HoDs) would be held on April 3, 2018 at 11am at Secretariat Conference Hall. A government circular stated that the chief minister would address the meeting and directed all AHoDs and HoDs to attend the meeting positively.

NSDMA monsoon preparedness meeting

DIMAPUR, MAR 29 (NPN): Nagaland State Disaster Management Authority (NSDMA) has informed that a monsoon preparedness meeting will be held on April 17, 2018 at 11am in the office of the chief minister secretariat. According to a government circular, the meeting will be held under the chairmanship of chief minister and chairman NSDMA to review the status of public infrastructure and to assess public utilities such as bridges, culverts, drainage etc. before the onset of monsoon. In this regard, all technical departments, which are maintaining the community assets, have been requested to come with the updated status report of the public utilities.

Woman found dead

KOHIMA, MAR 29 (NPN): In a delayed report, a middleaged woman was reportedly found dead at Khonoma, near British Bungalow on March 28 at around 11am. According to police sources, the victim identified as Pezano, around 51-year old, lived alone. Sources said the body was found inside a Water tank with head injuries. Police said post-mortem was conducted Thursday. A case has been registered with Women Police Station under IPC Section 302 and investigation is on, added police. (Correspondent)

SC judge red flags Centre’s interference, asks CJI to act

NEW DELHI, MAR 29 (PTI): Senior-most Supreme Court judge, Justice J Chelameswar, has shot off a letter to the Chief Justice of India (CJI) asking him to consider convening a full court to take up the issue of alleged executive interference in judiciary. Justice Chelameswar, in his letter written on March 21, cautioned that “the bonhomie between the judiciary and the government in any State sounds the death knell to democracy”. The unprecedented letter, copies of which were also sent to 22 other apex court judges, questioned the probe initiated by Karnataka High Court Chief Justice Dinesh Maheshwari against District and Sessions Judge Krishna Bhat at the instance of Union Ministry of Law and Justice, despite his name being recommended for elevation twice by the Collegium. “Someone from Bangalore has already beaten us in the race to the bot-

Raising the issue of judicial independence, he said, “We, the judges of the Supreme Court of India, are being accused of ceding our independence and our institutional integrity to the Executive’s incremental encroachment. The executive is always impatient, and brooks no disobedience even of the judiciary if it can. Attempts were always made to treat

the Chief Justices as the Departmental Heads in the Secretariat...” Chelameswar took serious note of the communication between the Karnataka HC chief justice and the executive saying, “the role of High Court ceases with its recommendation”. He said any correspondence, clarificatory or otherwise, has to be between the executive and the SC. Referring to Bhat’s case, he said, “To my mind, I could recollect no instance from the past, of the executive bypassing the Supreme Court, more particularly while its recommendations are pending...” “A s k i n g t h e H i g h Court to re-evaluate our recommendation in this matter has to be deemed improper and contumacious,” he said. Chelameswar said the judiciary may not be “faroff ” when the executive would directly communicate with the High Court about pending cases and ask what orders are to be

passed. “Let us also not forget the bonhomie between the judiciary and the government in any State sounds the death knell to democracy. We both are mutual watchdogs, so to say, no mutual admirers, much less constitutional cohorts”, he said in the letter to the CJI. Asking the CJI to take up the issue of executive interference in judiciary by convening a full court on the judicial side, he said this was necessary in order to ensure that the institution (Supreme Court) remained relevant under the scheme of the Constitution. He then referred to an instance from the past when the apex court had taken serious note of direct communication of the then Law Minister with the High Courts on the issue of judges’ transfer which had finally led to the judgement in first judges case in 1981. Later, the Collegium had assumed power with regard to judges’ appointment in higher judiciary.

ANCSU voices out against VIP attachment DIMAPUR, MAR 29 (NPN): All Nagaland College Students’ Union (ANCSU) has appealed to the state government not to allow attachment of any assistant/associate professors with VIPs. In a representation addressed to the minister for Higher & Technical education, All Nagaland College Students’ Union vice president, Benjong Longchar, and general secretary, Vimeyiekho Vitso, stated that the union was against attachment of assistant professors/associate professors with any of the VIP since they were supposed to be teaching in their posted institutions. Further, ANCSU demanded immediate detachment of such assistant professors/associate professors, if any, as that would directly affect the institution jeopardizing the student community. The union cautioned that it would be vigilant in this regard and would not compromise under any condition that would hamper the welfare of students.

NNPGs WC cracks whip against defection DIMAPUR, MAR 29 (NPN): Working Committee (WC) of six NNPGs currently negotiating with the Government of India (GoI) has taken a serious note of defection of national workers among NNPGs and held an emergency meeting in Delhi to discuss the issue. In a statement later issued to the media, WC convener, N Kitovi Zhimomi, and four co- conveners, Wangtin Naga, Zhopra Vero, Kiumukum and Z Hozheto Chophy appealed to these “restless and unsettled” national workers to recommit and rededicate themselves to whichever NNPG they were affiliated and owe allegiance to. It warned of empowering civil and military authorities of respective political groups to identify and deal with “unprincipled” members before they disturb, destabilise and destroy the unity and integrity of NNPGs and derail the ongoing political dialogue with GoI. According to the statement, these were historic days for the Naga people and that nothing could be more dangerous than ele-

ments with ulterior motives who did not understand the meaning of Indo-Naga political solution. Knowing well that there would be restless, selfish and immature individuals within NNPGs who would seek higher ranks and plump assignments through defection with little regard for the progress and status of the Indo-Naga political dialogue, the WC said it signed joint declarations on May 13, 2017, September 19, 2017, October 6, 2017 and reaffirmed the same in January this year upholding the principal of reconciliation and unity in letter and spirit so as not to entertain any defection among the NNPGs and also cautioning the defectors within the six NNPGs to rejoin the parent organisations at the earliest. WC said that while much patience had been shown to these elements, the disturbing character and activities of a few national workers among NNPGs had been observed by it. They seemed to be deaf and blind to the situational reality in pursuit of individual benefits, it added.

NPF accuses PDA govt of fund diversions Central govt to 100% fund Govt appointments, development projects in NE creation of posts

DIMAPUR, MAR 29 (NPN): Opposition NPF has accused PDA government of diverting funds from ongoing road projects, instead of bringing additional fund from the Centre. In a statement issued to the media on Thursday, NPF termed the state government’s assertion of bringing funds from the Centre to develop the State as hollow and devoid of any basis. It alleged that the government had on March 14 decided to divert funds sanctioned by the previous DAN regime for maintenance and repair of roads in various parts of the State at the whims and fancies of Rio to benefit his areas and cronies. NPF claimed that the previous government had accorded sanction for development, repair and maintenance of 17 road projects

all over the State under Special Road Development Programme amounting to Rs 150 crore. These road projects included, among others, Naginimora-Tiru road, Zunheboto town road, Longtoker village-Tuensang road, Shamatore town road, drainage and road repair at Darogapathar (Dimapur), Thonoknyu-Waphur road (Noklak), HeningkunglwaKupunala road, construction of Niuland bridge/ culvert and Peren-TeningNsong road. Most of these works had been completed and some were on the verge of being completed, it added. The release, however, stated out that much to the chagrin of people and contractors, some of whom had volunteered to undertake work at the request of general public even without formal work orders since model code of conduct came into effect then, the

PDA government had on March 14 revised the projects, while administrative approval for withdrawal of funds was reissued for other works like Circular Road at Sovima, road and drainage at Seluophe, repair and maintenance of road at Razhaphe, Circular Road at Phesama, EAC HQ road at Botsa, etc. The party clarified that it was in no way against any developmental activity anywhere in the State and wholeheartedly welcomed the PDA government’s decision to develop areas where the chief minister has interests. However, NPF regretted that instead of bringing additional funds from the Centre, the government of the day had stooped so low as to divert funds earmarked for projects, most of which had been completed and others were nearing completion. New Delhi, Mar 29 (IANS): Central government will now 100% fund the development projects in the North Eastern region - unlike 90% as per previous policy while the remaining had to be done by the state, it was announced on Thursday. Briefing the media after Cabinet meet, Union Minister of State for Development of North Eastern Region (DoNER), Dr. Jitendra Singh called the decision as “historic”. Central government has allocated Rs 4,500 crore for the purpose. The ongoing projects would be as per the older formula of 90:10 but the new projects would be completely funded by the Centre, he said, adding that the ongoing projects would be completed by 2020. He said the focus areas of the 100% centrally-funded development schemes would be bamboo, regional tourism and higher education including medical education.

He also announced a road development scheme for the Nort East. “We have also announced a Northeast Road Development Scheme for the ‘orphan’ roads. This is the first region-specific road development scheme. The orphan roads are the ones which lie between two states and were neglected. Now the Centre had adopted these orphan roads,” Singh said. He said that the government has initially pledged Rs 1,000 crore for the project. He said Prime Minister Narendra Modi’s personal interest in bringing equitable development to the North East had started showing “transformational results”. It may also be mentioned that the Union Cabinet, on March 21 approved the North East Industrial Development Scheme (NEIDS), 2017 with financial outlay of Rs 3,000 crore up to March 2020. It said government will provide necessary allocations for remaining period of scheme after assessment before March 2020.

DIMAPUR, MAR 29 (NPN): Nagaland chief minister, Neiphiu Rio has appointed Ntsemo Ngullie as chairman of Nagaland Beekeeping & Honey Mission (NBHM) with immediate effect. This was stated in a notification issued by APC & mission director, T. Imkonglemba Ao, IAS. Meanwhile, the government has also appointed Priyang Pandey as OSD to the state government with its headquarters at Nagaland House, New Delhi. Pandey is reportedly a senior research fellow & project head of India Foundation, a think tank with links to the BJP. According to the cabinet memorandum dated March 27, 2018, Pandey’s appointment was made based on the request of the deputy chief minister and orders issued on March 22, 2018. Further, to facilitate smooth functioning of the chief minister’s office, a proposal was made to create 10 tenure/ ex-cadre posts-- PRO to CM in the rank of commissioner & secretary; in the rank of secretaries-- OSD to CM, special assistant to CM, press secretary to CM and media officer; OSD (backward) in the rank of jt. secretary; asst. press secretary, two media assistants and asst. PS to CM as class-I gazetted officers.

Training module on HIV&AIDS for law enforcers, church Y. Patton calls on Rajnath Singh; DIMAPUR, MAR 29 (NPN): Training module on combating HIV&AIDS for law enforcement agencies (LEAs) and faith-based organisations (FBOs) was launched at Hotel Japfu, Kohima on Thursday. Speaking on the occasion, chief secretary Temjen Toy urged organisations like Nagaland State AIDS Control Society (NSACS), Kripa Foundation and others involved in creating out awareness to focus more on vulnerable and high risk groups. He lamented that there was lack of behavioural and habitual changes despite modernisation and liberalisation that had made everyone aware of HIV/AIDS. He stressed targeting college and school-going groups to sensitise them on the need for behavioural changes. Acknowledging that combating the scourge of HIV&AIDS was still a major challenge, Toy ex-

pressed happiness at the continuing efforts being made to combat the same. He urged the people involved in battling the deadly disease to remain focused and take informed decision. Expressing happiness at the steps being taken by police department to contain spread of the disease, the chief secretary observed that with the support of the church and LEA the challenge could be tackled in a more effective manner. He said when he was in the health sector15 years back the issue was more about creating awareness and sensitisation against stigmatisation. The thrust remained the same now, though the focus had changed, he added. Earlier, the focus was more on high risk groups like truck drivers, FSWs and security personnel, he pointed out. He said police could play the role of a consumer of the training module as well as that of a facilitator. Meanwhile, admitting that the church had for long looked upon the pandemic as God’s curse upon sinful humankind and therefore detached itself from addressing the issue, Rev Dr Mechiehol Savi in his speech pointed that the

church had lately taken the responsibility of educating people on ways at containing the disease. In his opening remark, Kripa Foundation director Abou Mere informed the gathering that the foundation had hired consultant to work on a training module for LEA and FBO aimed at empowering the police and church workers in combating HIV&AIDS. He expressed the confidence that the training module would help in understanding the epidemic and develop appropriate responses to tackle the challenges. While Vikholie Yiese chaired the programme, Rev Savi said the invocation prayer. FBO consultant Vinito Chishi and LEA consultant Dr Sashimeren delivered short speeches. NSACS project director Dr Nangshimeren highlighted the objective of the training module.

DIMAPUR, MAR 29 (NPN): Nagaland’s deputy chief minister, Y. Patton, Thursday called on the Union Home Minister, Rajnath Singh, at his official residence in New Delhi. In a statement issued by the PRO (IPR) Nagaland House on Thursday, the deputy chief minister, during their discussion, deliberated on the financial situation of the state. He urged the Union Home Minister to release Special Plan assistance (SPA) liabilities of Rs. 863.95 crore at the earliest for the state.
