NEW DELHI, MAR 28 (AGENCIES): Plans for a combined anti-BJP federal front gained momentum when West Bengal chief minister Mamata Banerjee on Wednesday met dissident BJP leaders including UPA chairperson Sonia Gandhi to take forward her idea of a “united opposition”, to “eradicate BJP politically” from the country while on the other hand, Andhra Pradesh chief minister Chandrababu Naidu also planned to meet opposition leaders in the coming week ahead. Banerjee, who has been meeting leaders of various opposition parties and some allies of the ruling BJP here, Wednesday held discussions with Arun Shourie, a former Union minister in the NDA government led by Atal Bihari Vajpayee. Zeliang seeks directive from speaker to CM

DIMAPUR, MAR 28 (NPN): Leader of Opposition (LoP) TR Zeliang has urged NLA speaker Vikho-o Yhoshü to direct chief minister Neiphiu Rio to reconcile the accurate fiscal deficit figure at the earliest and bring it to the notice of all legislators and people of the State in order to clear the cloud on the issue and maintain accountability and transparency. In a letter to the speaker, Zeliang referred to budget discussion of March 26 on point of order where he asked Rio to furnish the correct reconciled fiscal deficit figure as on March 31, 2014. Stating that it was most unfortunate the budget for 2018-19 was passed without furnishing fiscal deficit figure and clarification, LoP claimed that the deficit figure mentioned in Governor’s address was only a projected amount and not a confirmed figure of 2013-14 from RBI. The letter added that the speaker’s observation on the contradictory statement given by leader of the House on the subject had only created confusion in the minds of members of both the treasury and opposition benches.

On his first visit to the national capital after parting ways with the ruling NDA two weeks ago, Chandrababu Naidu will be in Delhi on April 2 and 3, essentially to meet with leaders of different parties belonging to the opposition camp and share the anti-BJP platform in preparation for the 2019 Lok Sabha polls and also the assembly polls in his state that coincides with it. The Andhra CM has accused the Narendra Modi government at the Centre of betrayal. On this count, Naidu’s attacks have perceptibly gone up after BJP chief Amit Shah wrote a scathing letter to the TDP chief blaming him for the breakup. Having failed to raise the no-confidence motion in Lok Sabha so far, Naidu hopes to communicate at the national level his woes and his allegations against the BJP-ruled Centre and open up negotiations for new alignments for 2019. Chandrababu Naidu, it is learnt, has been in regular touch with West Bengal chief minister Mamata Banerjee, since he left the NDA. KVC objects move to rename IG stadium ENCSU makes final plea for SIT report on PMS

DIMAPUR, MAR 28 (NPN): Reacting to the cabinet’s decision to rename Indira Gandhi (IG) Stadium in Kohima to Dr. T. Ao Stadium, the Kohima Village Council (KVC), Wednesday asserted that the government must maintain the status quo with regard to IG Stadium. In a press release, KVC chairman, Dr. Neiphi Kire, and secretary, Zeneizo Rutsa, said they were delighted to observe that games and sports were finally getting the recognition and attention it deserved. They also said it was encouraging to see that the new government was bringing positive changes in the fields of games and sports by introducing a New Nagaland Sports policy, Dr. T. Ao Football Academy etc. However, the KVC opined that changing the name of Indira Gandhi Stadium to Dr. T. Ao Stadium was not advisable, because there were other ways to honour someone without dishonouring the other. After all, KVC said late Indira Gandhi was the former Prime Minister of India.

Further, the council also pointed out that the foundation stone of the stadium was laid by Rajiv Gandhi, Former Prime Minister of India, on October 6, 1987. Besides, KVC said the inauguration of IG Stadium was done on October 28, 2003 by none other than Atal Behari Vajpayee, another Prime Minister of India. The Foundation stone, Inaugural Stone are laid prominently at the entrance of the gallery for all to see, said KVC, adding that to destroy these historical monoliths physically was not a wise decision. “Therefore we are surprised that the Government has suddenly decided to do away with the legacy of these former Prime Ministers without consultation with the stake holders, landowners and public leaders,” KVC said. Meanwhile, the council expressed its opinion that if at all the government wished to honour late Dr. T. Ao, then it should establish a new stadium altogether elsewhere and not show disrespect to the country’s prime ministers.

DIMAPUR, MAR 28 (NPN): Eastern Nagaland College Students’ Union (ENCSU), which has been asking the state government to disclose the SIT report on misuse of Post Matriculation Scholarship (PMS) funds, Wednesday made a final peal to the state government to release the report. SIT constituted to probe into the alleged misuse of PMS fund had submitted its report to the state government through the chief secretary on January 31, 2018. In a press release, ENCU president, M Longre Chang, and general secretary, WanGnei C Jessuhu, cautioned that the union was “ever ready” to lock the gate of directorate of higher education in the event the government failed to respond immediately. In this regard, ENCSU has informed all the students to remain mentally and physically prepared “to fight for our right...” The union asserted that there was no reason for setting up SIT or any other investigation team if its report was to be kept confined. Affirming that it was standing firmly to protect the interest of the student community, the ENCSU also reminded the former chief minister, former chief secretary and former secretary higher & technical education to remain in touch with the issue till it came to a close. Centre slashes tribal scheme budget to Rs 1 cr from Rs 200 cr NEW DELHI, MAR 28 (IANS): Allocation for a Centrally-sponsored tribal welfare scheme launched in 2014 has come down to a mere Rs 1 crore in 201617 from Rs 200 crore in 2015-16 and Rs 100 crore in 2014-15, according to an RTI reply that also indicates that the lion’s share of the allocations went to BJP-ruled tribal states while Congressruled states were ignored. Vanbandhu Kalyan Yojana (VKY) was launched in 2014 by the Union Ministry of Tribal Affairs for overall development of the country’s estimated 60 million tribal population. It was included as a Central Sector Scheme in the ministry’s annual plan with an initial allocation of Rs 100 crore for 2014-15. However, the then Congress-ruled states of Meghalaya, Manipur (both predominantly tribal states), Congress-ruled Karnataka and Uttarakhand (which then had a Cong-led govt) did not feature in the list provided by the ministry. Among the NDA-ruled states that did not feature in the list are Goa, Haryana

and Punjab (then ruled by SAD-BJP alliance). The last two don’t have any tribal population. Andhra Pradesh received Rs 10 crore in 201415 and Rs 5 crore in 201516. Arunachal Pradesh got not even a penny in 2014-15 while in 2015-16 it got Rs 6 crore. Other northeaster n states like Mizoram, Nagaland, Sikkim and Tripura -- all of which have substantial tribal populations -- received no funds in 201415. However, in 2015-16, Mizoram got Rs 4.95 crore, Nagaland received Rs 7.66 crore, Sikkim Rs 3.82 crore and Tripura Rs 6.13 crore. Tamil Nadu, UP and West Bengal received no funds under the scheme in 2014-15. However, in 201516, Tamil Nadu received Rs 7 crore, UP Rs 2 crore and West Bengal Rs 2.45 crore. DIMAPUR, MAR 28 (NPN): Nagaland SSA Teachers’ Association (NSSATA) has demanded immediate release of the pending salary to SSA teachers. In an open letter to chief minister, school education minister, school education director and SSA director on Wednesday, NSSATA called for adherence to the government’s letter of November 2016 that assured regular payments of monthly salaries to SSA teachers. The teachers should not be made to beg for their hard-earned “paltry salary” and instead be enthusiastically teaching in schools, it added. DIMAPUR, MAR 28 (NPN): Rongmei Naga Pe o p l e ’s O r g a n i s a t i o n (RNPO), the apex body of Rongmei people living in the three States of Assam, Manipur and Nagaland, has expressed its heartfelt gratitude to NSCN (I-M) for recognising Zeme, Liangmai and Rongmei as separate tribal communities at the recently-held Tatar Hoho assembly. The organisation said clubbing of these tribes together as a single tribe with the nomenclature Zeliangrong for so long had created confusion and had also suppressed their right to assert their separate identities. In a press release, RNPO also termed as baseless the claims of certain Zeliangrong organisations that the Tatar Hoho’s decision was taken without

NITI launches ranking of ‘aspirational’ 101 dists NPA asks govt to enhance Deadline for linking accreditation of journalists Aadhaar with welfare

NEW DELHI, MAR 28 (PTI): NITI Aayog has come up with a mechanism under which 101 most underdeveloped districts (including Kiphire district) of the country termed as ‘aspirational’ would be competing with each other in terms of performance and they will be ranked on 49 indicators based on various data points. The 49 indicators on 81 data points will cover five development areas of health and nutrition, education, agriculture and water resources, financial inclusion and skill development and basic infrastructure. From the beginning of next fiscal year from April 1, this real-time data collection and monitoring will be open for public viewing. India cannot grow at a high rate on a long run until these districts catch up, whatever high are the GDP number, it has no meaning until the benefit of growth percolates down to very basic level, NITI Aayog CEO Amitabh Kant said while an-

nouncing the launch of ranking for the “Aspirational Districts’. The ranking of districts follows the launch of ‘Transformation of Aspirational Districts’ by Prime Minister Narendra Modi in January with an aim to quickly and effectively transform some of the most underdeveloped districts in the country. This will converge the central and state schemes, collaborate central, state and district collectors to strengthen these districts by identifying the lowhanging fruits for immediate improvement, measure progress and then rank the district by getting the data on a real-time basis. All the states -- except West Bengal and Kerala -- are on board in this ranking initiative; however, these states are expected to join soon, Kant said. As per the baseline ranking, Vizianagaram in Andhra Pradesh is ranked highest with score of 48.13 per cent while Mewat in Haryana tails at the

Among others, Asifabad (Telengana), Singrauli (Madhya Pradesh), Kiphire (Nagaland), Shrawasti, Siddarthnagar and Balrampur (Uttar Pradesh), Namsai (Arunachal Pradesh), Sukma (Chattisgarh) are ranked at bottom of the list. From April 1, these 101 districts will start entering data and from May onwards, they will be ranked based on progress made (delta ranking) on a realtime basis.

DIMAPUR, MAR 28 (NPN): Nagaland Press Association (NPA) Wednesday urged the state government to enhance the number of accredited journalists and also notify the enhancement of the operational subsidy of the accredited journalists. In a press release, NPA said this was resolved at a coordination meeting with the press clubs of Dimapur, Kohima and Mokokchung on March 28, 2018 at Press Point, Dimapur. The meeting deliberated various issues confronting the press fraternity and stressed on strengthening the association with the inclusion of more working journalists from the state. They also demanded that the government soon convene a meeting of the accreditation committee and clear the pending applications at the earliest so

journalists were benefited. It further demanded the gover nment implement Pension and Health Schemes for the Working Journalists in consonance with the schemes being implemented in other states of the country. Meanwhile, the NPA said that its membership drive would begin from April 1 to June 30, 2018. It stated that journalists working in the state with one year experience were eligible for membership. NPA requested press clubs of Dimapur, Kohima and Mokokchung to encourage its members to join the association. For membership forms, working journalists in Kohima, Mokokchung and Dimapur can contact their respective press clubs while journalists from other districts can contact NPA.

NEW DELHI, MAR 28 (PTI): Centre on Wednesday extended by three months to June 30 the deadline for linking of Aadhaar with welfare schemes, where the benefits are funded from the Consolidated Fund of India. The earlier deadline for the same was March 31, 2018. The Ministry of Electronics and IT, in an office memorandum, informed about the extension of the stipulated date for the linkage to June 30. The deadline for linking bank accounts and mobile phone numbers with Aadhaar has already been extended indefinitely, till the five-judge constitution bench delivers its judgement on petitions challenging the validity of the biometric scheme and its enabling law. Sources familiar with the development said that while there is a threemonth breather for linking of the 12-digit biometric identifier with welfare schemes (that include PDS, MGNREGA and pension schemes amongst others), availing of the benefits will require either Aadhaar number, enrollment slip or request for Aadhaar enrolment after March 31.
