Rio, Zeliang spar over budget deficit

KOHIMA, MAR 26 (NPN): Members of the 13th Nagaland Legislative Assembly redeemed the prestige of the house when the voice of the opposition rang loud and clear and flooring the treasury bench during the debate on the budget which began at around 10.30 a.m. Monday and went on till 9.30 p.m. This can be compared with another dubious distinction of the 12th NLA which completed business within 15 minutes because all were in the treasury bench. Several NPF members took on the government on various issues indicating that they had come prepared which bodes well for the state. The Cut Motions introduced by the opposition NPF on 16 departments was later reject by voice vote. Nagaland Assembly on Monday passed the state’s Rs 18,315.76-crore budget for fiscal 2018-19. Chief Minister Neiphiu Rio who also holds the finance portfolio, moved for passing the Appropriation Bill No.2 by saying that he would not be giving a detailed explanation on the deficit figures as contained in the budget speech but would welcome any member seeking clarification. NTC seeks info on appointments of advisors

DIMAPUR, MAR 26 (NPN): Nagaland Tribes Council (NTC) has filed an application with the Chief Minister’s Office (CMO) Nagaland seeking information related to the appointment of advisors. In an RTI application filed by its executive member Joshua Newmai, the NTC queried by what constitutional provisions and law the chief minister appointed 20 MLAs as advisors to various departments and asked to furnish to them, the constitutional provisions and relevant law. NTC also asked what authority created/enacted the post of advisors and what were the powers and functions of those MLAs as advisors. It asked the public information officer in the CMO to furnish their specific powers and functions. Further, NTC also asked details of the status, facilities, perks, salaries and allowances of those advisors. Meanwhile, NTC has asked whether the advisors were holding any office of profit that has been declared unconstitutional by the Supreme Court by judgment dated July 26, 2017. It requested to furnish the reasons with supportive documents within the time prescribed by the Act.

He also reiterated that he had inherited a deficit of Rs.1234 during the year 2014-15 when he took over as chief minister from Rio. Zeliang asserted that when he presented the full budget in July 2014, the projected deficit for 2014-15 was Rs 1,252.45 crore and that, as such, it was factually wrong to say that the budget deficit at Rs 950.09 crore as on March 31, 2014 had skyrocketed to Rs 1,657.88 crore as on March 31, 2018. Zeliang responded by saying that the deficit of Rs.1234 crore in 2014-15 was the reconciled figure with the centre as well as RBI and therefore demanded that the fact should be corrected. The opposition leader also reminded the house that from a surplus budget of Rs 18.47 crore in 2003-04, the deficit had increased to Rs 1,234 crore as on March 31, 2014, which was a yearly average deficit of Rs

112.18 crore. After he took over from Rio, Zeliang said he had presented a deficit budget of Rs 1,252.45 crore in July 2014 since his government had inherited an accumulated deficit of Rs 1,234 crore. Zeliang said for the implementation of the RoP-2017 an additional amount of Rs. 178.24 crores was provided, thereby from the negative opening balance of Rs 1607.73 crores for the year 2018-19, the accumulated deficits was Rs. 1234 (after subtraction) as on March 31, 2014 and the additional amount of Rs 178.24 crores for RoP 2017, and actual deficit of his government from 2014-15 till 2017-18, was Rs 195.49 crores with a yearly average deficit of Rs 48.97 crores. DIMAPUR, MAR 26 (NPN): NDPP legislator, Zhaleo Rio was elected unopposed as deputy speaker during the first session of the 13th Nagaland Legislative Assembly. Participating in the general discussion on the budget Monday afternoon, opposition member, Imkong L. Imchen reminded the PDA government that the opposition party would closely monitor the government’s implementation of their promises. According to a DIPR report, agreeing on the need to address the discrepancies in the electric billing system, Imchen urged the government to honestly implement the online billing system. NEW DELHI, MAR 26 (IANS): A news website on Monday alleged that a sting operation on some media houses has revealed that they were ready to peddle Hindutva agenda to polarize voters along communal lines for money. Cobrapost, the website that is known for journalistic sting operations, said one of its scribes carrying spy cams interviewed many media executives who expressed their willingness to polarise the voters for money. DIMAPUR, MAR 26 (NPN): Following the release of amount of Rs. 771.73 lakh for payment of post matric scholarship (PMS) by the finance department, the All Nagaland College Students Union (ANCSU) Monday decided to keep its course of action in abeyance. In a press release, ANCSU vice president and grievances committee chairman, Benjong Longchar, and general secretary, Vimeyiekho Vitso, lauded the state chief minister for the alternative arrangement made for the payment while anticipating the amount from the ministry. ANCSU has appealed to the higher education department and respective banks to expedite the process of depositing the scholarship amount to beneficiaries before the upcoming semester exam/ pre university scheduled to begin from April 5, 2018. If the government fails to do so, ANCSU cautioned that it would take any action to any extent. Meanwhile, ANCSU held a meeting with its Dimapur-based units on March 25, 2018 at Eastern Christian College Dimapur, which was attended by at least 15 affiliated colleges. The meeting deliberated on to PMS payment for the year 2016-2017. The union said Dimapur-based colleges and secondary institutions were the most affected institutions (11335 students, 69 institutions). Further, in view of the upcoming semester examination, ANCSU said after much deliberation it has resolved to allow colleges/institutions to function smoothly.

SHILLONG, MAR 26 (PTI): All schemes funded by the North Eastern Council (NEC) will have to be completed by 2020 and the respective state governments may have to take the responsibility of completing those which are delayed by over three years, its secretary Ram Muivah said Monday. “NEC schemes as per Expenditure Finance Committee (EFC) are co-terminus with the 14th Finance Commission. So all North Eastern Council schemes have to be completed in all respect by March 2020,” he told reporters here. DIMAPUR, MAR 26 (NPN): Captured video of a wild Asian elephant in Nagarahole National Park, Karnataka seemingly ‘smoking’ has left the scientists and experts puzzled. In a press release, the Wildlife Conservation Society (WCS), India Program, stated that the video was captured by WCS assistant

director Vinay Kumar in April 2016, when WCS team was involved in a project undertaking long term monitoring of tiger and prey populations. The video has gone viral and has been shared extensively by multiple international agencies. According to WCS, this was the first known

video-documentation of a wild elephant exhibiting such behaviour, and thus has scientists and experts puzzled. Dr Varun R Goswami, elephant biologist and senior scientist with WCS India, believes that, most probably, the elephant was trying to ingest wood charcoal, as she appeared to be

picking up something from the burnt forest floor, blowing away the ash that came along with it in her trunk, and consuming the rest. Charcoal has well recognised toxin-binding properties, and although it may not have much nutritional content, wild animals may be attracted to it for this medicinal value, it stated. One could view the video on WCS India youtube channel. Kumar told PTI that though he felt there was something unique about the elephant and the smoke when he was shooting the video, he forgot about the episode later. Recently while checking his records, he stumbled on to the video again. “I discussed it with Goswami and it was then decided that we would release it,” he said. The statement said the video has been shared extensively by international agencies and publications.

DIMAPUR, MAR 26 (NPN): Saku Ao, a prominent citizen and one of the pioneers of Dimapur from the Ao community, passed away on March 25, 2018 at Eden Hospital Dimapur after a brief illness. He was 94. According to family members, Saku’s funeral service will be held at his residence in Khermahal on March 27 at 9 a.m. and later at 11 a.m. at DABA Town Fellowship. He will be laid to rest at family cemetery in his estate at Khermahal, Dimapur. He is survived by his wife, one son, seven daughters, one daughter-in law, six sons-in-law, 31 grandchildren and 40 great grandchildren. Hailing from Aonokpu (Nokpuyimchen) village in Mokokchung district, Saku was one of the pioneers in the field of business from the community and was into

No continuous holidays for banks: AIBOC

CHENNAI, MAR 26 (IANS): Banks will not remain closed for five consecutive days starting from Thursday, a union leader said on Monday. “The banks will work on March 31 (Saturday) and there is no continuous holidays as per messages in the social media,” D. Thomas Franco Rajendra Dev, general secretary of the All India Bank Officers Confederation (AIBOC) told IANS. He said banks will be closed on Thursday and Friday owing to Mahaveer Jayanthi and Good Friday. Saturday will remain open since it is the fifth Saturday of the month. Banks are only closed on second and fourth Saturdays. On April 2, the banks will remain shut for annual closing of accounts. K Y M C
