7 rebel NPF MLAs to back PDA in polls

DIMAPUR, MAR 25 (NPN): Dealing a massive blow to the opposition NPF and a huge boost to the NDPP-led PDA, just on the eve of the Lok Sabha poll and assembly by-poll, seven NPF legislators from ENPO areas have come out in defiance of the party line by openly expressing support the PDA government. The seven NPF legislators include- Kejong Chang, (54 Tuensang Sadar II A/C), E.E. Pangteang (48 Moka A/C), Eshak Konyak (47 Aboi A/C), C.L. John (45 Tehok A/C), B.S. Nganlang (Tamlu A/C), N. Thongwang Konyak (Mon Town A/C) and Toyang Chang (53 Tuensang Sadar-I A/C). The seven legislators in a signed joint statement declared their appreciation of the PDA government for all the developmental and progressive initiatives carried out till date under the leadership of chief minister, Neiphiu Rio and deputy chief minister, Y. People unhappy with govt performance: ADR survey claims NEW DELHI, MAR 25 (IANS): “Better employment opportunities” is the top priority of Indian voters and they are unsatisfied with the government’s below average performance, reveals a survey conducted by election watchdog – the Association for Democratic Reforms (ADR). The survey, released on Monday, said the government’s performance score on the top 10 voters’ priorities is below average. The other top two voters’ priorities, “better healthcare” and “drinking water” were also rated as below average. “This evidently indicates that the voters are unsatisfied with the government’s performance. The government needs to prioritise and invest more particularly in these sectors,” it said. “On better employment opportunities, which is the top priority among voters, the performance of the government has been rated as one of the worst (2.15 on a scale of 5).” The ADR conducted the survey between October 2018 and December 2018 covering 534 Lok Sabha constituencies, in which 2,73,487 voters spread among various demographics participated.

KOHIMA/MOKOKCHUNG, MAR 25 (NPN): As the last date for filing of nomination for the Nagaland parliamentary constituency election and byelection came to a close, two more candidates filed their nominations on Monday, taking the number of candidates in the fray to four. Former BJP national secretary (ST Morcha) Hayithung Tungoe filed his nomination as NPP candidate. Dr M.M. Thromwa Konyak of Indian Christian Secular Party also filed his nomination during the day. The two candidates filed their nomination at the commissioner’s office here. Meanwhile, NPF has constituted a coordination committee within the party to explore possibilities for

CEO urges MSPs to ensure network functioning DIMAPUR, MAR 25 (NPN): Chief Electoral Officer (CEO) Nagaland, Abhijit Sinha Monday asked all mobile service providers (MSPs) in Nagaland to ensure that the networks were up and running, and good during the poll duration. CEO’s office, through its media cell, further asked MSPs to monitor connectivity throughout the state and take all measures to improve it. The service providers were also made aware of the poll date particularly from April 10, 2019 onwards. Further, CEO conveyed that webcasting and offline videography would be implemented in about 450 polling stations. MSPs assured that they would take all the steps to improve connectivity and would ensure that there were no glitches anywhere.

RN Ravi-NSCN/GPRN hold talks in Dimapur

NEW DELHI, MAR 25 (PTI): Supreme Court Monday favoured increasing the random physical verification of VVPAT slips in the upcoming Lok Sabha and assembly polls and told EC that “no institution should insulate itself from improvement, including the judiciary”. The court said it was not the question of “casting aspersions”, rather a matter of “satisfaction” of the electorate. It asked EC to file response as to whether it can increase the number of sample surveys of VVPAT slips from one in each assembly segment for the upcoming general and assembly elections. The court was hearing a plea filed by 21 opposition leaders seeking that VVPAT slips of at least 50% of EVMs in each assembly constituency be checked randomly in the Lok Sabha elections next month. A bench of Chief Justice Ranjan Gogoi and Justice Deepak Gupta asked the EC to file its reply on affidavit indicating the reasons of its satisfaction that purity of elections can be maintained and is being maintained.

DIMAPUR, MAR 25 (NPN): After over two decades of engaging in a political dialogue, the Government of India and NSCN/ GPRN for the first time sat for a talk in Dimapur, Nagaland. The two entities entered into dialogue in the year 1997. The meeting was held in a heavily guarded premises of Police Complex Chumukedima. Sources informed Nagaland Post that NSCN/ GPRN general secretary and chief negotiator, Th. Muviah along with other top leaders reached the meeting venue on Sunday. Sources also revealed that the discourse was mostly on the status of Naga Flag and Constitution. When contacted, deputy National Security Advisor and Government of India representative and Interlocutor to Naga peace talks, RN Ravi, said the negotiating parties have narrowed down the differences to the issue of Naga Flag and separate Constitution. Asked if the negotiating parties made any breakthrough on the demand (More on p-5) for separate Naga Flag and

Constitution, Ravi said, “We discussed the remaining issues at length, understood each other’s positions and sensitivities. Although the issue is complex, both sides are determined to resolve it to our mutual best satisfaction. We have narrowed down the differences”. When asked when would they hold the next meeting, Ravi said “we’ll have it in due course.” It may be noted that the Government of India and NSCN (I-M) had signed the “Framework Agreement” on August 3, 2015 and since then both the negotiating groups have maintained that the talk was in the “advanced stage”. However, it remains to be seen whether the two entities could hammer out differences soon and bring about a logical conclusion to the decadesold Naga political issue. In an exclusive interview with Nagaland Post, Ravi said Centre was ready to for a solution provided the NPGs agree over the issue of Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”.

Rahul promises `72000 yearly to 20% poor NEW DELHI, MAR 25 (PTI): In a big poll promise that he described as a “groundbreaking” measure to end poverty, Congress chief Rahul Gandhi Monday said 20 per cent families in poorest of the poor category will be given Rs 72,000 each annually as a minimum income. Making the announcement at a press conference here, Gandhi said, “The time for change has come”. Five crore families and 25 crore people will directly benefit from the scheme, he claimed, terming it is a “final assault” to eradicate poverty in the country. “The final assault on poverty has begun. We will wipe out poverty from the country,” he said. “I promise that there will be justice for the poor. The Congress guarantees that 20 per cent families belonging to poorest of the poor category in India will be given Rs 72,000 each

There will be no two Indias,” he said. Asked where the money will come from and whether it will affect the economy, he claimed there is enough money in India and the Congress guarantees that 20 per cent poorest families will be given Rs 72,000 per year. “Remember that in Madhya Pradesh, Chhattisgarh and Rajasthan, I had promised that in 10 days farmers will be given a loan waiver. I am promising you today that justice will be done. Scheme will be on a phase basis. First a pilot project will be run then scheme will run,” he said.

In this regard, ARK foundation has advised RNTCP to make V B6 available and to ensure that such stock-outs did not happen again. It has asked RNTCP to coordinate with NSACS and to also advocate with CTD for the other newer prevention therapy with Rifapentine as 3HP. that beneficiaries were not getting the direct bank monetary transfer through Nikshay. During the course of the treatment, the foundation said it was important to have access to nutritional supports, adding that getting such benefit after the treatment did not help much. Further, ARK foundation questioned the state RNTCP as to why there has been a lapse of Direct Benefit Transfer (DBT) for the nutritional support for the beneficiaries. ARK foundation also suggested conducting massive TB awareness campaigns across the state by taking advantage of the existing NGOs working in AIDS Control programmes, and not just conduct such a campaign on a “once a year basis” by observing World TB Day alone. “In this resource constraint settings, it is important to make use of the existing health

Pointing out that TB continued to be the main killer of people living with HIV, Ketho said there was an urgent need for PLHIV community to be empowered on the aspect of TB and have access to prevention and treatment facilities. “And this includes access to the new drugs Bedaquiline and Delaminid and TB test such as LAM test,” he said. DIMAPUR, MAR 25 (NPN): Rengma Hoho and its frontal organisations have reiterated the demand for creating a Tseminyu district. In a joint memorandum to chief minister Neiphiu Rio, Rengma Hoho, Rengma GB Association, Selo-zi, Rengma Students’ Union, Rengma Chairmen Forum and Rengma Officers’ Forum stated that it was their third memorandum to the State government for consideration of their “rightful” demand. The organisations said they had submitted representations to the government for creating Tseminyu district on April 28, 2016 and on July 27, 2016. Recalling that Nagaland was created out of political necessity, the memorandum claimed that Rengmas had been involved in every stage of the Naga political movement since inception. It said that Rengmas were one of the backbones when Naga Hills district was created at Chumukedima (Samagutin) in 1866 as major portion of Naga Hills belonged to the tribe. Since then, Naga Hills district consisted of only five Naga tribes, viz., Rengmas, Angamis, Zeliangs, Semas

and Lothas. However, all the four tribe have their own districts, while the Rengmas have been left out thus far, the memorandum added. According to the representation, the Rengmas had “contributed enough, if not more equally with rest of Nagas” in the political journey and today Nagas were enjoying the fruits of the sacrifices where the tribe stood second to none. The organisations further pointed out that Rengmas were also signatories in all important decisions of the Nagas.
