DIMAPUR, FEB 28 (NPN): Deputy National Security Advisor (NSA) and Centre’s representative and Interlocutor to Naga Peace Talks, R.N. Ravi, has admitted that “differing positions” on the demand for separate Naga flag and Constitution has delayed signing of the final agreement. In an exclusive interview to Nagaland Post, Ravi said Government of India was ready to consider Naga flag for Pan Naga cultural body and to term the final agreement as Naga “Yehzabo”. He, however, added that the Naga negotiators were not agreeable to it. The interlocutor also maintained that the final agreement could be signed “tomorrow” if the “Naga negotiators reciprocate with pragmatic flexibilities”. While Government of India was respectful of Naga unique history, their rights and identity, Ravi said, “Final agreement must unambiguously convey the unity of Nagas with the Indian Union.” In the interview, Ravi also talked about the “thriving political economy of insurgency in Nagaland
Centre sanctions `66 cr for state

NEW DELHI, FEB 28 (NPN): Central government on Thursday sanctioned Rs.66.19 core to Nagaland for areas that are not included in Part IX and IX A of the Constitution during the period 2018-19. As per documents made available, Finance ministry’s Finance Commission Division (FCD) has directed the chief controller of accounts to advise the Reserve Bank of India, Nagpur to credit the amount in to the account of the state government immediately. FCD further stated that the state government (Finance department) needed to transfer the amount to the concerned bodies/councils (ADCs) within 15 days of the receipt from the Centre. Any delay in transferring of fund will require the state government to release the same with interest at bank rate of RBI, it added. FCD also advised the state government to ensure that grants were distributed as per 2011 population census, “with a weight of 90% and area with a weight of 10%.” The state Planning department has been asked to ensure that utilization of fund and monitoring of implementation of works/ schemes are as per guidelines.

Below are excerpts of the interview with Ravi: NP: What is the current status of the Naga peace process? Ravi: Naga Peace Talks is at the concluding stage. Political principles of settlement, substantive issue of competencies and structural issues of governance have all been mutually agreed. The peace process has become truly inclusive with the seven Naga groups coming onboard. We have mutual understanding with NSCN (I-M) that they would not oppose the NNPGs constructive cooperation in the peace process and their par-
ticipation in the final agreement. The peace process can conclude any day. NP: You are saying that government of India has “mutual understanding” with NSCN (I-M) on inclusion of NNPGs in the ongoing peace process. However, in a recent interview to a news channel, NSCN (I-M) general secretary, Th. Muivah, had accused government of India of using NNPGs as a “parallel force”. What do you have to say on this? Ravi: Mr. Muivah is a very senior leader for whom I have very high regards. He is aware of the background, circumstances and reality of the inclusion of NNPGs in the peace process. He knows that exclusion of oth-
er groups will be a recipe for violence after the final settlement. I am sure he does not meant what he said. NP: You said that the peace process can conclude any day, however, Mr. Muivah has ruled out solution before the ensuing Lok Sabha election. What is your comment on this? Ravi: Naga political peace process does not have much to do with the elections. In the last 22 years, several elections for the parliament as well as state assembly have been held. I think it would be incorrect to draw any such reference to the forthcoming election. NP: There is a general perception here in Nagaland that political parties, especially BJP, have promised solution to Naga issue for electoral benefits. Is the present government at the Centre led by BJP using Naga issue to establish a firm foundation in Nagaland? Ravi: I am the government of India’s Representative and Interlocutor and my mandate is to deliver a solution to the Naga issue to the best possible satisfaction of the Naga people. I would not like to comment on the political statement of any
political party. NP: Why has the BJPled NDA government not been able to sign the final agreement despite promises of “Election for Solution”? Ravi: Everyone knows that in any negotiation a settlement depends on agreement among the negotiating parties on all the issues on the table. One negotiating party alone cannot do it. NP: You have been saying that the Talk is in the final stage. What is holding the negotiating parties to sign the final agreement? Ravi: Naga political issue is a very old and complex one. In the last four years the negotiating parties have made significant continuous progress by resolving several facets of it. Like political parameters of settlement and the specifics of various competencies to be shared between the Naga people and the government of India. All issues have been mutually understood and agreed. However, few issues mainly a flag and a constitution are sticky. On these issues, the two sides have differing positions. We will sign the agreement as soon as these are resolved.
Imran Khan announces release of IAF pilot as ‘peace gesture’

Islamabad, Feb 28 (PTI/AGENCIES): Pakistan Prime Minister Imran Khan on Thursday said that as a peace gesture they would be releasing Indian Air Force pilot Wing Commander Abhinandan on Friday. Addressing a joint session of the National Assembly, Khan said the IndiaPakistan situation should not “get out of hand” otherwise “Pakistan will have to retaliate”, the Dawn reported. “Countries are ruined because of miscalculation,” said Khan. Alleging “war hysteria” in India, he said: “I’m afraid there might be a miscalculation. War is not a solution. If India takes any action, we will have to retaliate,” he added. Mohammad Razzaq Chaudhry of Horra’n village, 7 km from the Line of Control (LoC) in PoK’s Bhimber district, said he noticed a dogfight in the skies around 8.45 am on Wednesday. The wreckage fell more than a kilometre away from Razzaq’s house in a deserted field. He soon saw a parachute descending towards the ground, which also landed around a kilometre from his house in a different direction. According to Razzaq, “the Indian pilot ran a distance of half a kilometre in backward direction while pointing his pistol towards the boys who were chasing him,” Dawn writes. “During this brisk movement, he fired some more gunshots in the air to frighten them but to no avail, he said. Then he jumped into a small pond where he took out some documents and maps from his pockets, some of which he tried to swallow and soaked others in water.”

NEW DELHI, FEB 28 (AGENCIES): Indian Air Force Thursday said there was enough evidence to conclusively say that Pakistan’s F-16 fighter jet, which intruded into Indian air space on Wednesday morning, was shot down by MiG-21. Addressing a press conference, Air Vice Marshal RGK Kapoor said Pakistan could have used only F-16 for the air intrusion as its other fighter jets do not have the capability to carry this particular missile. “There is enough evidence to show that F-16s were used in
this mission and Pakistan is trying to hide this fact. Also, parts of AMRAAM Air to Air Missile which is carried only on the F-16s in PAF were recovered East of Rajouri within the Indian territory,” he said. The IAF also showed a piece of the AMRAM missile at the news briefing. “The fact remains that one F-16 of PAF was shot down by an IAF MiG21 Bison aircraft,” said the Air Vice Marshal. He said Pakistani aircraft package which was part of the Wednesday’s operation comprised F-16s and JF 17s and
perhaps some Mirages and that India countered them with Mig 21 Bisons, Mirage 2000s and Sukhoi 30s. Pakistan had claimed that F-16 was not part of the group of fighter jets that was used during the intrusion. IAF also busted the other lies being propagated by Pakistan about its aggression on Wednesday. Pakistan initially claimed that it had shot down two IAF aircraft and three pilots. “The other lie that Pakistan spread was that it intentionally dropped weapons in open air spaces just to prove a point. The fact is that the Pakistani jets targeted Indian military installations,” he said. Sources said Pakistan deployed around 24 aircraft out of which three came inside India. He said there have been many factually incorrect statements made by Pakistan after the retaliatory strike including its initial claim that two IAF aircraft were shot down by Pakistan and three pilots were downed.
BENGALURU, FEB 28 (PTI): Karnataka BJP chief BS Yeddyurappa Wednesday said India’s pre-emptive strikes on terror camps in Pakistan has created a wave in favour of Prime Minister Narendra Modi and will help the party win over 22 of 28 seats in the state in the coming Lok Sabha polls. “The atmosphere....day by day the wind is increasingly blowing in favour of BJP. Wednesday’s action of destroying terror hideouts by entering inside Pakistan has resulted in a pro-Modi wave in the country, the results of which can be seen in coming Lok Sabha polls,” Yeddyurappa said. Minister of State for External Affairs VK Singh criticized party colleague and former Karnataka chief minister BS Yeddyurappa for claiming that the Indian air strikes on a terror camp in Pakistan have led to a “pro-Modi” wave in the country ahead of the elections. “BS Yeddyurappa ji, I beg to differ,” Singh said in a tweet. “We stand as one nation, action taken by our government is to safeguard our nation [and] ensure safety of our citizens, not to win a few extra seats,” he said.

KOHIMA, FEB 28 (NPN): After Election Commission of India (ECI) had on February 9 dismissed a complaint filed by Zeneisilie Ate Loucii seeking deregistration of Nationalist Democratic Progressive Party (NDPP), Delhi High Court has now sought response from the ruling party and ECI on the issue. Reliable sources informed Nagaland Post that the High Court had listed the hearing on April 9. Sources said after ECI had dismissed her plea, the petitioner approached the High Court challenging the commission’s order. The court saw merit in the case and is reported to have observed that the ECI order was wrong. Accordingly, the case was admitted on February 27 and the court issued notice to both ECI and NDPP. In its order on February 9, ECI had stated that after hearing both the complainant and the respondent’s plea that there was no supporting evidence to prove that its members (NDPP members) were also members of NPF. Mentioning that there were more than 2,200 registered un-recognised political parties in India, besides the recognised national and State parties, the commission had observed that in a multi-party system, it was not uncommon for members of one political party to cross over to another.
Zeliang’s ‘sexist’ remark in NLA draws flak NPF slams PDA govt’s attitude DIMAPUR, FEB 28 (NPN): NDPP women organisation has expressed shock at the alleged sexist comment made by leader of the opposition, T.R. Zeliang in his speech on the Citizenship (Amendment) Bill, 2019 during the recently-concluded third session of the 13th Nagaland Legislative Assembly (NLA). It also demanded a public apology from Zeliang to all women, besides retracting from his remark made in NLA. NDPP women body claimed that Zeliang had on February 25 allegedly told the house that: “As the saying goes, no man can serve two masters. Of course, some men can please two girls but no man can serve two masters”. According to the women’s wing, such “callous and insensitive language” was not only unbecoming of a person of the stature of a leader of opposition, who was also formerly chief minister, but was also a “direct insult and degradation” of all women. It also expressed astonishment that a person who is a father
to a daughter and a husband could make such “chauvinistic and derogatory” comment against women in the House, which was the highest decision-making body in the State. And when the entire world was talking of gender equality, the NDPP women wing asked what kind of example was the leader of opposition trying to set for the younger generation to follow. Or, it asked whether this was the way that he actually perceived women. “When people the world over, including in India and Nagaland, are trying to fight against molestation, harassment and assault on women, we have a people’s leader who is making such remarks in a House of law makers. Is this what is expected of our leaders whom we have elected to protect our rights and defend our dignity?” the women’s wing wondered. The women’s wing clarified that its communiqué was not meant for making a political statement, but to protect and defend the dignity and liberty of women
in general and Naga women in particular. Asserting that it would not tolerate any person, an elected member or otherwise, to “demean, belittle and insult women intentionally or otherwise”, the women’s cell reminded Zeliang that women in Naga society had always played a proactive role, supporting the men folk in every way, working shoulder to shoulder in the fields, offices, homes and even politics. Perhaps, holding high office had made him forget the sacrifices his mother, wife and daughter had made for him, it quipped. The NDPP women body appealed to all right-thinking citizens, both men and women, to come forward and condemn such “derogatory, callous, insensitive, irresponsible and chauvinistic” statements made against women. Reiterating to stand firm with the party’s commitment towards gender equality, it declared that it was prepared to defend any woman from discrimination and abuse.
DIMAPUR, FEB 28 (NPN): Expressing its displeasure over the alleged indifferent attitude of the PDA government pertaining to many issues concerning the State during the recentlyheld Assembly session, NPF has asked the ruling coalition to be sincere in its approach towards development of the State. In a statement, NPF press bureau alleged that many questions put forth by its legislators were rejected in the business list for reason best known to the Assembly secretariat, while some of those raised by the opposition bench during the question hour were not answered or twisted. It said some “pertinent questions” raised by the opposition for a particular department were not answered by the caretaker MLA of the department but by ministers of other departments. Citing an instance, the opposition party said NPF Legislature Party leader and leader of opposition TR Zeliang sought a clarification from planning minister Neiba Kronu on the
road sector on the last day of debate on the budget speech in the House. But the minister failed to provide any satisfactory answer on the much public important issue in the floor of the House, it added. Kronu simply stated that good quality of roads for Dimapur and Kohima would be completed within two and three years, adding that change would be visible in these two cities. He said the contractors concerned would maintain the roads for three years after completion of their projects without mentioning any particular road. The opposition leader further asked the minister which were the roads in the two cities and under what scheme the ongoing roads were being executed, besides seeking to know the amount against each road and requesting him to publish the same in local dailies the following day. However, the opposition party regretted that till date no such information has appeared in the local newspapers.

Fuel, LPG price hiked
NEW DELHI, FEB 28 (AGENCIES): State-controlled oil marketing companies increased retail petrol and diesel prices on Thursday. Fuel prices were kept stagnant on Wednesday. Following today’s rate revision, petrol became dearer by 6-7 paise while diesel price was hiked by 8 paise per litre. LPG price was also hiked by Rs 2.08 per cylinder and non-subsidised gas by Rs 42.50. K Y M C
