Lu c k n ow / Patna , Mar 14 (IANS): In results that can set the tone for the 2019 general elections, the BJP on Wednesday received a severe drubbing in the Lok Sabha and assembly byelections in Uttar Pradesh and Bihar losing four of the five seats, including the prestigious Gorakhpur and Phulpur parliamentary constituencies, after nonBJP parties teamed up in alliances against the saffron party in the two states. The BJP also lost the Araria Lok Sabha constituency and the Jehanabad assembly seat while scoring a consolation win in Bhabhua assembly seat in Bihar. The results in both the states triggered calls for a Grand Alliance - a la Bihar - all across India to take on the BJP in the next Lok Sabha polls. Samajwadi Party (SP) and BSP stitched a last minute alliance in the by-polls. Bahujan Samaj Party (BSP) supremo Mayawati had announced the backing of her party for SP candidates in both the constituencies in return for a SP support to her party candidate in the Rajya Sabha biennial polls. Banks lose Rs 1.6 crore every hour to cheating, forgery BENGALURU, MAR 14 (AGENCIES): Every hour, Indian banks lose Rs 1.6 crore to just “cheating and forgery”, one of the oldest methods of frauds which accounts for a little more than 60% of all money lost by banks. The Reserve Bank of India (RBI) has eight categories of frauds for the sake of uniform reporting by banks, and just one — cheating and forgery— saw Indian banks lose a whopping Rs 42,276 crore in three years of 201415, 2015-16 and 2016-17, with Public Sector Banks (PSBs) bearing the brunt. Data for 2017-18 is being compiled. Experts say this points to a major vulnerability in the system resulting from lack of training, security frameworks and overall hygiene. Such fraud basically involves obtaining loans using forged documents, or cheating banks by making false claims. Of the Rs 42,226 crore lost to ‘cheating and forgery’, 89% (Rs 37,583 crore) was lost by public sector banks (PSBs), while private banks lost Rs 4,683 crore. The State Bank of India lost the most-- Rs 5,743 crore-- accounting for 15% of money lost by PSBs.

PB Acharya, Dr. SC Jamir mourn Chenlom’s demise DIMAPUR, MAR 14 (NPN): Governor of Nagaland, PB Acharya, and Governor of Odisha, Dr. SC Jamir, in their separate condolence messages, Wednesday expressed grief and shock over the demise of former minister, M Chenlom Phom, who passed away after a prolonged illness on Tuesday. In a condolence message to Mrs. Chubasenla Chenlom Chenth, Acharya stated that late Phom’s contribution as a public leader in various positions for the welfare of the people of Nagaland would be ever remembered. Achar ya said that many would feel a sense of personal loss on hearing this sad news and this feeling will continue with them for a long time. Acharya conveyed his heartfelt condolences to all

members of bereaved family and prayed to the Almighty to grant them strength and solace to bear this irreparable loss. Governor of Odisha, Dr. SC Jamir said he knew Chenlom Phom very intimately as they worked together in the service of the people in most trying time. “He was a very committed and determined leader, who used to speak out his mind without any reservation,” Dr. Jamir said, adding that Phom people were very dear and near to his heart. In his demise, Dr. Jamir said Naga people have lost a veteran politician and his death would be a great loss to Phoms in particular. He also extended condolences to bereaved family and prayed that the departed soul rest in peace.

In the neighbouring Bihar, the opposition Rashtriya Janata Dal (RJD) dealt a stunning blow to the saffron party and its ally JD-U headed by chief minister Nitsh Kumar when it bagged the Araria Lok Sabha seat. RJD’s Sarfaraz Alam defeated BJP candidate Pradeep Kumar Singh by over 60,000 votes in Araria. In Jehanabad assembly constituency, Suday Yadav of RJD defeated JD-U candidate Abhiram Sharma by 35,036 votes while BJP’s Rinki Pandey worsted Sambhu Patel of the Congress, a RJD ally, by 15,000 votes in Bhabua assembly constituency. The balloting in Jehanabad and Bhabua followed the death of RJD and BJP legislators respectively. The Araria Lok Sabha seat became vacant after the death last year of Mohammad Taslimuddin, the RJD MP. It was a direct fight between the BJP-led National Democratic Alliance and the Grand Alliance of the RJD-Congress in Bihar, a year ahead of the next Lok Sabha battle.

NEW DELHI, MAR 14 (NPN): In a development that’s likely to boost overall road infrastructure in Nagaland, the Union Ministry of Road Transport and Highways (MoRTH) has approved construction of 12 road stretches in the State under Special Accelerated Road Development Programme in North East (SARDP-NE). As per the approval, a 25-km stretch of Chakabama-Zunheboto road will be made a two-lane road with hard shoulders under EPC mode at cost of Rs 339.57 crore. It will have five minor bridges, 148 culverts and a major and minor junction each. Another 25-km stretch of the same road will also be two-lane with hard shoulders under EPC mode at a cost of about Rs 239.31 crore and have129 culverts and seven minor junctions. Further, another 25-km stretch of this road will also be made two-lane with hard shoulders under EPC mode at a cost of about Rs 285.68 crore. It will have 143 culverts and a minor junction. A 20-km stretch of the same road shall be made two-lane with hard shoulders under

EPC mode at a cost of about Rs 315.03 crore. It will have a major bridge, 128 culverts, and one major and two minor junctions. Another 20.534-km stretch of this road shall be made two-lane with hard shoulders under EPC mode at a cost of about Rs 240.64 crore. It will have 101 culverts and one major and 18 minor junctions. Meanwhile, a 20-km stretch of the MerangkongTamlu-Mon road shall be made two-lane with hard shoulders under EPC mode and cost about Rs 215.12 crore. It will have 75 culverts, and two major and 10 minor junctions. Another 19-km stretch of the same road shall be made two-lane with hard shoulders under EPC mode at a cost of about Rs 272.88 crore and have a major bridge, 128 culverts and a major and minor junction each. Another 27.835-km stretch of this road shall be made two-lane with hard shoulders under EPC mode at a cost of about Rs 323.98 crore. It will have two minor bridges, 141 culverts, and 20 minor junctions. A 20-km stretch of the same road shall be constructed twolane with hard shoulders under EPC mode at a cost of

about Rs 215.79 crore. It will have three minor bridges and 88 culverts. Likewise, the 22.558-km stretch of the Pfutsero-Phek road shall be constructed two-lane with hard shoulders under EPC mode and cost about Rs 282.98 crore. It will have 190 culverts and a major and minor junction each. Another 20-km stretch of the same road shall be constructed two-lane with hard shoulders under EPC mode at a cost of about Rs 237.72 crore and have 117 culverts and a major and five minor junctions. The other 20-km stretch of this road shall be made two-lane with hard shoulders under EPC mode at a cost of about Rs 251.97 crore and have two minor bridges and 112 culverts. Land for these projects is being provided by the State government. And as these road stretches pass through landslide-prone areas, these will be provided with flexible pavements that are easier to maintain and repair. Three years’ time period has been earmarked for completion of all these projects, while the construction agency will be responsible for any defects for four years.

Stephen Hawking, science’s NSDMA issues safety tips brightest star, dies aged 76

LONDON/NEW DELHI, MAR 14 (IANS): Renowned British physicist Professor Stephen Hawking, who shaped modern cosmology and inspired millions despite suffering from a lifethreatening condition, died on Wednesday -- leaving millions in mourning globally. He was 76. His family released a statement on Wednesday confirming his death at his home in Cambridge. “We are deeply saddened that our beloved father passed away today. He was a great scientist and an extraordinary man whose work and legacy will live on for many years,” Hawking’s children said in a statement. Hawking is survived by three children -- Robert, Lucy and Timothy -- from his first marriage to Jane (More on p-2) Wilde, and three grand-

children. The physicist was born on January 8, 1942 in Oxford, England. Known the world over for his acclaimed book “A Brief Histor y of Time: From the Big Bang to Black Holes”, Hawking was diagnosed with amyotrophic lateral sclerosis (ALS) -- a progressive neuro-degenerative

disease -- in 1963 at age 21, The Guardian newspaper said. Hawking’s doctors gave him nearly two years to live but he defied medical history and survived for decades. For the rest of his life, the physicist used a wheelchair to move around and a speech synthesizer that allowed him to speak in a computerised voice with an American accent. For Hawking, the early diagnosis of his terminal disease ignited a fresh sense of purpose. With fellow physicist Roger Penrose, Hawking merged Einstein’s theory of relativity with quantum theory, suggesting that space and time began with the Big Bang and end in black holes. In 1974, Hawking proposed what is known as his most significant theory that black holes can emit sub-atomic particles.

DIMAPUR, MAR 14 (NPN): In view of the onset of the windy and dry season, Nagaland State Disaster Management Authority (NSDMA) has issued some safety tips for the prevention of fire accidents. Home Commissioner, Abhishek Singh, in a press release stated that fire incidents have been recorded as one of the major disastrous events in Nagaland which had destroyed hundreds of acres of forest cover. He recalled the 2015 Japfu/Dzukuo forest fire where the Indian Air Force had to be called in along with a host of officials from different departments to douse the fire. To limit fire-related dangers, Singh suggested the following dos and don’ts: i) On an outing to the forest during dry/windy season, be informed about the dangers and the preventive measures in effect for the sector one intends to visit; ii) Always have an emergency kit at home

and burn anything (house hold waste, dead leaves) at the end of the day far from vegetation, when there is no wind; iii) Cigarettes, matches etc from moving vehicles should never be discarded near forests; iv) Completely extinguish cigarettes before disposing of them; v) If caught in a wildfire, look for a body of water such as a pond or river to crouch in. In the absence of a water body, find a depressed, cleared area with vegetation, lie low to the ground, and cover body with wet clothing, a blanket, or even soil; vi)Stay low and covered until the fire passes. Protect lungs by breathing air closest to the ground, through a moist cloth, if possible, to avoid inhaling smoke. The press release requested the public to report sightings of wild fire at the 24/7 NSDMA toll free number 1070, or the concerned District Fire & Emergency Services.

NPSC rules: PCC welcomes govt notification IIT-R researchers decipher antibacterial mechanism of naturally occurring chemical

DIMAPUR, MAR 14 (NPN): Public Coordination Committee (PCC)-- comprising of PSAN, ACAUT, CTAN and various associations-- has welcomed the official notification of the State government pertaining to recruitment and composition rules of Nagaland Public Service Commission (NPSC). In a press release issued on Wednesday, PCC said civil service aspirants of the State could now look forward to better days with the government finally issuing an official notification to streamline NPSC. Stressing that meritocracy should be given importance for efficiency in the system, the organisation opined that P&AR notification of March 12 could be considered a red-letter day for civil service aspirants of Nagaland as the drastic change would surely aid in bringing about higher levels of fairness and transparency in the State’s most prestigious examination. It recalled that after protests in November and December last

year by activists of organisations like PSAN, ACAUT, CTAN, etc, under the aegis of PCC, then cabinet led by chief minister TR Zeliang took a decision on November 29 to revoke the October 26 office memorandum (scrapping of Grade III posts from the purview of NPSC) and also met other demands made by PCC. While appreciating then NPF government for being sensitive towards the plight of young, educated and unemployed youth of Nagaland and its prompt action, PCC also applauded new chief minister Neiphiu Rio for his quick positive response that helped clear the pending notification. The organisation hoped that the present government would strive to work towards uplifting the society in the days to come. It also acknowledged the vital role played by outgoing chief secretary Pankaj Kumar to make the reforms a reality. Meanwhile, as per the notification, the following amendments have been made – i) candi-

dates for main examination from preliminary examination will be selected in the ratio of 1:10 for the number of posts notified, as opposed to the previous ratio of 1:7, which will accommodate more candidates for the main examination; ii) interview marks have been reduced from 75 to 55; iii) declaration of answer keys for all examinations conducted by NPSC, which will help candidates cross-check answers and review their performance; iv) awarding of maximum and minimum interview marks shall be in line with the convention followed by UPSC; v) at least three members of NPSC will be appointed having requisite administrative experience, provided they have good track record and integrity; and vi) senior officers nominated by chief secretary and DGP shall be included in the board of interview for civil service exam so that transparency may be maintained.

New Delhi, March 14 (AGENCIES): Researchers at the Indian Institute of Technology (IIT), Roorkee, have found out the mechanism that underlies anti-bacterial properties of a natural compound called ChlorogenicAcid which occurs in several plants including coffee. They have shown that the compound binds itself to an enzyme called chlorismate mutase in bacteria, thereby inhibiting its growth and causing its eventual death. The enzyme is in Shikimate pathway, which is one of the most essential metabolic pathways in any bacteria. It provides amino acids essential for survival of bacteria. The shikimate pathway is present in microorganisms, plants, and apicomplexan parasites, but is absent in higher eukaryotes, which makes the enzymes of this pathway prom-

Dr. Pravindra Kumar of the Department of Biotechnology at the Institute, while speaking to India Science Wire, said, “based on biochemical and structural findings, we have shown that chlorogenic acid, a structural analogue of chorismic acid, is an inhibitor of chorismate mutase.Biochemical and binding assays have shown the inhibitory activity of chlorogenic acid against chorismate mutase type II.”

The researchers claim that molecular mechanism of antibacterial properties of chlorogenic acid has been deciphered for the first time. “The overall structural blueprints obtained from our work can be exploited to produce a more efficient new class of antibiotics. The atomic resolution structural snapshot of the Chlorogenic Acid binding with Chlorismate Mutase enzyme provides information, which can be used to tweak the chemical structure of Chlorogenic Acid to make a more potent inhibitor”, Dr. Pravindra Kumar added. The first results of the study were published in Scientific Reports in 2017.
