Correspondent
KOHIMA, JUN 6 (NPN): In a major move aimed at curbing the menace of illegal immigrants, the State government is mulling introduction of Indigenous Inhabitants Registration Certificate (IIRC). This was stated by Transport, Railways, Civil Aviation & Land Resources minister P Paiwang Konyak during a review meeting held at deputy commissioner’s (DC) conference hall at Mon on Thursday. For this, Paiwang has asked the Mon district administration to be fully prepared to act against illegal immigrants. As per the recommendations of the Committee on Inner Line Permit (ILP) report, the Register of Indigenous Inhabitants of Nagaland (RIIN) will be a master list of all Indigenous Inhabitants of Nagaland. However, the committee was of the view that it will require an extensive survey, with the help of village and ward wise list of Indigenous Inhabitants based on official records and prepared under the supervision of district administration.

Following the daily revision in retail fuel rates, the price of petrol in all the metro cities slashed by 15-17 paise per litre while diesel became cheaper by 34-37 paise per litre. Petrol prices were lowered in New Delhi by 16 paise to Rs 71.07 a litre on Thursday as against Rs 71.23 on Wednesday. Diesel in the national capital became cheaper by 34 paise to Rs 65.22 a litre as compared with Rs 65.56 yesterday’s price. In Kohima, the retail prices of petrol and diesel were Rs 69.74 a litre and Rs 63.50 a litre respectively. Fuel prices were unchanged across all the metro cities on Wednesday. As per the country’s daily dynamic pricing mechanism, the fuel prices depend on global crude prices on a 15-day average, and the rupee-US dollar exchange rate as India imports 80 per cent of its crude requirements.

10th year of CoR signing: FNR appeals Churches DIMAPUR, JUN 6 (NPN): To mark the 10th Anniversary of the signing of the “Covenant of Reconciliation” (CoR), the Forum for Naga Reconciliation (FNR) has requested, through the Joint Christian Forum of Nagaland and regional Church Councils/ Associations, to ring the church bell/chimes, on June 13, 2019 at 12 noon, for a duration of 60 seconds, in all Naga areas crossing denominational lines. In a statement, Forum for Naga Reconciliation said Nagas witnessed “factional” bloodshed a decade ago, but the signing of the CoR on June 13, 2009 by top leaders of the Naga National Political groups led to the end of factional killings and violence. “Although, a small beginning, citizens are witnesses to the positive steps our leaders have taken,” FNR stated. Further, FNR has requested all the churches to take a brief moment to pray for peace and reconciliation on June 16, 2019 (Sunday) in all the churches and worship places. FNR expressed the belief that “our symbolic participation for peace and reconciliation” would be testimony to the world and would deepen “our understanding of and commitment to its values and principles.”

Meanwhile, for those who are left from the RIIN, the person concern can file an application before the Home Commissioner who will then verify and take necessary action for updating in the RIIN, if needed. On online system of ILP, the committee viewed that the proposed IT based ILP system should address the objectives of Bengal Eastern Frontier Regulation (BEFR) in both letter and in spirit. While the ILP system should facilitate genuine tourists and legal migrants that come to the state, the committee was of the view that the system should be full proof to ensure that no
‘Radical Islamist groups posing security threat’ NEW DELHI, JUN 6 (AGENCIES): Intelligence agencies have raised an alarm over looming threat of radicalisation in the country. In a report submitted before Home Ministry, intelligence agencies have warned that many radical Islamist groups have been making attempts to increase their presence across the country. The repor t sent to the Union Home Ministry claims that some radical groups with bases in southern state of Kerala are making incessant attempts to radicalise youth living near the India-Nepal border. Such groups are also targeting Bangladeshi Muslims who reside in North Eastern states like Assam. Agencies have revealed that funds coming from Gulf countries are being used to mobilise such outfits.
illegal migrants can enter. In this regard, the committee has recommended a permanent ILP committee, to be constituted by the Home department under Home Commissioner, to review the guidelines as also the exemption list. It also recommended a similar committee to be set up in all district headquarters under the respective deputy commissioners to function under the permanent ILP committee. The committee maintained that a robust online system was needed to ensure issue, monitoring and tracking of ILPs. Meanwhile, during the meeting Paiwang also discussed about the prevailing situation at Tobu, and insisted on initiating transfer of village guard (VG) administration of Tobu under the administration of Mon DC from Tuensang for administrative convenience. Deliberating on the Tobu incident, he termed it as unfortunate and appealed to the citizens of Tobu area to cooperate and abide by the instructions given by the district administration and police.
Cong in crisis: Party dissolves in Telangana; 12 MLAs join KCR
HYDERABAD, JUN 6 (AGENCIES): The misery of the Congress spread from Rajasthan and Punjab all the way to Telangana in the south, where 12 of its 18 state legislators joined chief minister K Chandrasekhar Rao’s party, the TRS. State leaders of the Congress- the handful that are keen to remain with it said that the Chief Minister aka KCR, is “buying” Congress lawmakers. But the Congress rebels said they’re inspired by nothing more than KCR’s vision. “All the 12 members support the leadership of chief minister KCR and requested to work with him. We gave a representation to the Speaker and urged him to merge us with the TRS party,” said GVR Reddy. The Congress has been lurching from one crisis to another since its disastrous performance in the general election which saw it collating just 53 seats around the country. The cause of at least part of that epic fail - infighting - has exponentially increased in states like Punjab and Rajasthan. In Telangana, however, (Cont’d on p-11) the party won three of 17
Organizations condemn firing incident DIMAPUR, JUN 6 (NPN): Several organisations have strongly condemned the firing incident that occurred outside the residence of Nationalist Democratic Progressive Party (NDPP) secretary general Abu Metha at Sovima village in Dimapur on the night of June 5, 2019. In a press release, NDPP media & communication committee stated that following the incident an emergency meeting of party’s CEB was convened by the president Chingwang Konyak. At the meeting, all the members CEB unanimously passed resolutions condemning the “cowardly and dastardly act” of the miscreant(s). NDPP claimed that miscreant(s) resorted to firing seven rounds of ammunition on the residence of the party secretary general at around 10:30 pm. The perpetrator(s) again returned at around 11:30pm and resorted to blank firing 17 rounds of automatic weapons near Abu Metha’s residence, it stated. NDPP expressed sur-
prise as to what prompted the miscreant(s) to resort to “such senseless act that go against the very fabrics of our society where people of the State are yearning for peace.” NDPP said it was even more appalling that the perpetrators attacked the residence when Metha was with his wife and children. “Such acts of terror cannot and should not be tolerated by any civil society”, said NDPP and called upon all right thinking citizens of the State to come together in condemning such cowardly acts. At the meeting, CEB has resolved to ask the state government and the investigating agencies to take urgent steps in identifying the perpetrator(s) and arrest them immediately to ensure that justice was delivered without any delay. In view of the unfortunate incident, the CEB also resolved to urge the state government to provide adequate security cover to Metha, his immediate family members and his residences.
CEB expressed hope that the law enforcing and investigating agencies would soon bring the facts of the incident to light and punish the guilty as per the law of the land. VCS: Village Council Sovima (VCS) has strongly condemned the firing incident at the residential gate of Abu Metha by some unidentified miscreants. In a press release, Sovima village head GB Thepfukeduo Kuotsu and VCS chairman Neikriehu Kense said that “such attempting to murder and firing” by the perpetrators would never be accepted or tolerated by the village council. VCS stated that various kinds of incidents happening within the jurisdiction of village has created fear psychosis among the public and was also destroying the peaceful atmosphere of the village. VCS said it had therefore restricted vehicular movements within its jurisdiction in the past, but was relaxed for the
The ‘tough road’ to Nagaland Science Centre, Dimapur Staff Reporter
DIMAPUR, JUN 6 (NPN): Even as the number of visitors to the Science Centre located behind Super Market here, which also houses the Innovation Hub & Space Education Centre, has steadily increased from 6,775 in 2014 to 17,866 in the past 12 months, its shabby immediate surroundings remains a perennial eyesore. Little or nothing seems to have been done to improve the condition of the road. Nagaland chief minister Neiphiu Rio had inaugurated the Innovation Hub & Space Education Centre on September 28, 2018. Rio, who had then observed the deplorable condition of the road leading to Science Centre, assured that it would be repaired soon. And eight months later, the road is still in shambles. When Nagaland Post visited Science Centre on
Deplorable road leading to Nagaland Science Centre in Dimapur. (NP)
Thursday, it was observed that two ends of the road leading to the centre – from near Nagarjan junction and Circuit House – were slushy and filled with massive potholes. Before Rio’s visit on September 28 last year, the road was filled with mud and gravel as a temporary measure. But thereafter, the
Lok Sabha seats, which was seen as a “revival” of its fortunes in the southern state given that just months ago, it fared abysmally in the state election which KCR won easily. The Congress says a bruised KCR is trying to shore up by poaching its people. But the Speaker of the assembly, Pocharam Srinivas Reddy, today said that the dozen rebels are considered merged with KCR’s party now and will be seated along with his legislators. Further, because they form a group so large (twothird of the party’s current strength), they circumvent being disqualified under anti-defection laws. The Speaker isn’t playing fair, according to the chief of the Congress. “We are looking for him since morning. His office says he is unavailable. He has no time to meet us,” complained UK Reddy, who spent hours on a dharna or sit-in at Telangana assembly premises. “At this rate, KCR might as well shift the legislature to his farm house. The sanctity of the assembly and the dignity of the Speaker’s office has been destroyed,” he continued.
condition of the road only deteriorated. This reporter also spoke to the curator of Science Centre, Richard Rikhio, who informed that an engineer had visited the centre about a month ago to take stock of the condition of the road and took measurements.
Claiming that Science & Technology adviser Mmhonlumo Kikon had taken keen interest in repairing the road, the adviser was optimistic that repair work would commence soon. Ever since its establishment, Innovation Hub & Space Education Centre, which is primarily meant
to provide a platform to young and inquisitive minds to come up with innovative solutions to basic problems and challenges, has managed to get only 19 registered members against a target of 300 students. However, 10 of the 19 students are currently working on their own original inventions than, upon completion, will be patented. When asked why the membership was so less, mentor Onongoto Soleho cited various reasons ranging from cumbersome school activities, to mindset of the parents, to even some students saying that the centre was far from their houses. It may be mentioned here that the Innovation Hub & Space Education Centre is under the aegis of and monitored by National Council for Science Museum, Kolkata.

NSCN (I-M) condemns
DIMAPUR, JU 6 (NPN): NSCN (I-M) has condemned the “unpleasant development” by Assam Rifles in villages like Khekiho, Hazadisa and Industrial, near Hebron Camp since Wednesday. In a press note, NSCN (I-M) MIP alleged that security forces, that came in three trucks and a gypsy, stationed themselves at Gover nment Middle School, Khekiho, began to frisk all passers-by and also resorted to force entry in their registry. MIP said all GBs of the villages were also asked to meet them and submit the name(s) of NSCN members from their respective village, if any. NSCN (I-M) said creating such bizarre situation was uncalled for, “as it stands contrary to the spirit of ceasefire agreement.” Stating that action by AR will not help in building mutual understanding and trust that were essential parts of a peace process, MIP said “it is bewildering why the AR should continue to hold persistent grudge against NSCN and choose to come in its path by forcing frosty atmosphere.” It further asked AR to pull out its troops, pointing out that ultimately sanity should prevail, since respecting the ongoing Indo-Naga peace talks was critically important at this stage.
Dimapur based college student unions ask DNSU to apologize
DIMAPUR, JUN 6 (NPN): Dimapur based college students’ unions Thursday said they were dismayed by the recent “gesture” shown by the Dimapur Naga Students’ Union (DNSU) and demanded “unconditional apology” from DNSU. In a joint statement, SMCSU advisor Kakugha Sumi, CCAC general secretary Boto Y Sumi, Salt Christian College students union general secretary, Gamal and Immanuel College students union president H. Kaboto Kibami reminded that the Dimapur based college students’ unit could take their own decision unlike the school going students, “who need a leader to be their mouthpiece.” The Dimapur based college students’ unions cautioned that failing to apologize, the joint college (Cont’d on p-11) students unit will suspend
the students membership/ funds collection. It may be recalled that the Dimapur Naga Students’ Union (DNSU) Tuesday maintained that the proposed indefinite bandh called on June 5 was without proper consultation and was a hasty decision. Since the proposed bandh was without its knowledge, DNSU said it decided not encourage the indefinite bandh. Meanwhile, the unions also condemned the statement made by Naga Women Hoho Dimapur vice president, Vimeno Liegise on June 5. The unions said, Vimeno who claimed to represent NWHD, not only provoked the peaceful agitation but also made false allegation against ANCSU officials of asking Rs. 15 lakhs from Higher & Technical Education department, without credible evidence.
