DIMAPUR, JUN 23 (NPN): In a major development, the Executive Director (P), RO-NE of National Highways & Infrastructure Development Corporation Ltd. (NHIDCL) on June 18, 2019, has written to the Director (T) NHIDCL, New Delhi, recommending ‘Notice for Intention to Terminate’ the contract work awarded in 2016 to M/s RAMKY -ECI (JV) engaged in the four-lane project (138 Km to 152 Km) after show cause notice was issued in the month of April 2019. M/s RAMKY-ECI (JV) has also been issued a notice by the GM (Projects) BO-Dimapur on April 25, 2019. In the June 18, 2019 letter, the Executive Director (P), RO-NE,NHIDCL, recommended termination of contract of M/s RAMKYECI (JV), since the firm had defaulted various contract clauses and failed to remedy them despite having been issued with ‘Cure Notices’. The ED(P) pointed out that M/s RAMKY-ECI(JV) had failed to remedy the defaults such as cracked/ failure of newly laid DBM,
Govt to consider bill to give more teeth to NIA NEW DELHI, JUN 23 (AGENCIES): Seeking to give more teeth to the National Investigation Agency (NIA), the government plans to amend two laws to allow it to probe terrorist acts against Indians and Indian interests abroad. The Union cabinet will take a call on Monday on amending the NIA Act and the Unlawful Activities (Prevention) Act. The amendment bill could be introduced in Parliament this week during the ongoing Monsoon session. The amendments will also allow the NIA probe cybercrimes and cases of human trafficking, sources aware of the proposal said on Sunday. Amendment to Schedule 4 of the UAPA will allow the NIA to designate an individual suspected to have terror links as a terrorist. As of now, only organisations are designated as ‘terrorist organisations’. The NIA was set up in 2009 in the wake of the Mumbai terror attack that had claimed 166 lives. Since 2017, the Union home ministry has been considering the two laws to give more power to the NIA to meet fresh challenges, the sources pointed out.

was only 1.57 per cent per month in eight months of peak working season from October 2018 to May 2019. The ED(P) said at the rate of progress, the work will take another minimum of 18 months (3 calendar years) to complete the work. In view of the continued default to proceed with the work in accordance with the provisions of the contractual agreement, and despite several notices and meetings for timely execu-
tion, the ED(P) recommended that the contract given to M/s RAMKY-ECI(JV) be terminated at the earliest. Even the other firm, M/s Gayatri Projects Ltd. has run behind schedule as per a notice issued by GM (Projects) BO-Dimapur . The notice pointed out that instead of construction of one major bridge and four minor bridges, the firm has so far constructed only one minor bridge and no visible sign of activity for construction of the remaining bridges. It may be pointed out that state chief minister Neiphiu Rio had expressed dissatisfaction with the tardy progress of the construction works for the four-lane NH 29 from Dimapur to Kohima, there has been little effect. He had also met with the contractors to speed up the progress. Rio had even approached Nitin Gadkari, minister in-charge of Ministry of Road Transport and Highways (MoRTH) to speed up the work which has been dogged by delays. Source said Rio had also suggested that the 4-lane highway be formally inaugurated by Prime Minister Narendra Modi by January 2020.

DIMAPUR, JUN 23 (NPN): Calling for meeting the objectives of BEFR regulations in letter and spirit, the Committee on Inner Line Permit (ILP) has proposed a robust IT-based ILP system in the State to ensure issuing, monitoring and tracking of ILPs. In its report to the State cabinet on February 15 this year, the committee stressed that while the ILP system should facilitate visits of genuine tourists and legal migrants coming for work, it should be foolproof to ensure that no illegal migrants can enter. The panel also recommended constitution of a permanent ILP committee in the State Home department under home commissioner for reviewing guidelines and exemption list. A similar monitoring committee would also be set up in all district headquarters headed by deputy commissioners (DC) to function under the permanent ILP committee in the home department. Under the proposed system, Aadhaar will be-
come mandatory for people from rest of India, while for residents of Assam, it will be NRC. Recommending enabling of electronic authentication of Aadhaar numbers with Aadhaar database without any manual intervention, the committee specified that for people of Assam, the authentication should be the NRC database. “No ILPs should be issued for people from Assam whose names are not included in NRC,” it specified. The committee also suggested issuing ILPs with QR codes and SMSbased verification. While mentioning that all important check gates – in Kohima, Dimapur, Mokokchung, Wokha and Mon – should be automated with IT system, CCTV and training of manpower, the committee contended that this would allow issue of ILPs using online system, provided the applicants are able to produce the documents. NEW DELHI, JUN 23 (AGENCIES): A petition filed before the Supreme Court has sought a direction to the Centre and the Nagaland government to take appropriate steps for the protection of life and liberty, properties and other fundamental rights of non-Nagas living in the commercial hub of Dimapur following the imposition of the Inner Line Permit (ILP), The Hindu report stated. BJP leader Ashwini Kumar Upadhyay, in a public interest litigation (PIL) petition, has challenged certain sections of the Bengal Eastern Frontier Regulation, 1873 which gives unbridled power to a State to prescribe ILP. Section 2 of the Regulation empowers a State government to prescribe ‘Inner Line’ to prohibit citizens of India or any class of such citizens going beyond the prescribed line without a pass. Upadhyay said the colonial-era regulation was passed by the then British government
to prohibit Indian citizens to move in selects districts to create monopoly in business. He said the State Cabinet had taken a decision to extend the operation of the 1873 Regulation in Dimapur. “Therefore, many nonNagas who have landed properties with commercial shops, godowns, etc. and who are staying in as tenants, and many locals who earn their income by means of collecting house rent from tenants would be adversely affected,” he said. The plea said that “Gujaratis, Rajasthanis, Biharis, Jharkhandis, Bengalis, Gorkhas, Bodos, Dimasas, Karbis, Garos, etc. have been regarded as outsiders by the government of Nagaland, which is a racial discrimination.” “Many traders/businessmen have to close down their business and leave Dimapur, a cosmopolitan town. Dimapur cannot be converted exclusively for hills tribes on racial ground when it was never an integral part of the Naga hills,” the
petition said. “When Nagaland acquired statehood, Dimapur, being a part of Assam, was legally and constitutionally excluded from the Naga Hills and from Sixth Schedule. But, petitioner don’t know how it was again included in the State of Nagaland after exclusion from Sixth Schedule?” Upadhyay said. The petition contended that the imposition of the ILP would “create a country within a country ... and create a monopoly of trade, commerce, business only for new settlers who have come down to Dimapur from the Naga Hills and bar perpetual residency and right to free moment to others”. “If all the North-Eastern States adopt such alien concept, then the concept of citizenship will be diluted and fundamental rights will be immensely circumscribed,” said the petition, which is likely to come up for hearing in first week of July.
GUWAHATI, JUN 23 (AGENCIES): The National Investigation Agency (NIA) that is probing the murder of Arunachal Pradesh MLA Tiron Aboh has come across a recorded telephonic conversation between a worker of the National People’s Party (NPP) and an unidentified NSCN (I-M) functionary, a News 18 report stated. A senior official told News18 that a phone call was allegedly made to an NPP worker, Noknyiam Nokbi, from Khonsa, by the unidentified person who claimed to be from the NSCN (I-M). “In the taped conversation, the militant is heard threatening the NPP worker to stop spreading words against the NSCN (I-M) or face dire consequences,” the official said. The suspected NSCN (I-M) leader is heard telling Nokbi not to lead or organise any meeting where the now-slain Khonsa West MLA Aboh and or his supporters would speak against the outfit. He is also heard talking about Jalin Hakhun, who was one of the 11 people, including Aboh, killed in the ambush near Bogapani in Tirap district
on May 21. Hakhun was the president of the Dadam Area Youth Association (DAYA) and was actively campaigning for Aboh ahead of the assembly election in the state. The threat call to Nokbi was allegedly made late in March and a few days later, two NPP workers were attacked by suspected NSCN cadres at Kheti village in Tirap district of Arunachal Pradesh. One of them, an NPP worker, Jaley Anna, was beaten to death. Meanwhile, Nokbi and Wangsi Atoa were being interrogated by the NIA along with the two survivors Nyajut Hakhun (a help at Aboh’s residence) and Nokliam Tekwa (PSO). Sources said Hakhun (22), living with the Aboh family for the last four years, was one of the four survivors of the May 21 attack and was reportedly missing for a while after the incident. “According to her statement, Hakhun was in the last car of Aboh’s convoy. She said she ran away from the spot with the help of a biker who was passing through the same road,” the official said.
India rejects US report on minorities’ status Fresh bill to allow proxy NEW DELHI, JUN 23 (IANS): India on Sunday rejected a US State Department report which made certain critical comments regarding the status of minorities in the country, saying it has “no locus standi” to “pronounce on the state of our citizens’ constitutionally-protected rights”. In response to a query on the State Department’s latest ‘Report on International Religious Freedom’, which says that mob attacks against the minority communities continued in India in 2018, External Affairs Ministry spokesperson Raveesh Kumar underlined that India is a “vibrant democracy” with constitutionally-protected fundamental rights of all its citizens, including minorities. “We see no locus standi for a foreign entity/government to pronounce on
the state of our citizens’ constitutionally-protected rights,” he said. Significantly, the report was released just ahead of US Secretary of State Mike Pompeo’s visit to India from June 25. “India is proud of its secular credentials, its status as the largest democracy and a pluralistic society with a long-standing commitment to tolerance and inclusion. “The Indian Constitution guarantees fundamental rights to all its citizens, including its minority communities,” the MEA spokesperson asserted. “It is widely acknowledged that India is a vibrant democracy where the Constitution provides protection of religious freedom, and where democratic governance and rule of law further promote and protect the fundamental rights.” The US State Department report,
released on June 21, alleged that some senior officials in the ruling BJP made inflammatory speeches against the minority communities. “Mob attacks by violent extremist Hindu groups against minority communities, especially Muslims, continued throughout the year amid rumours that victims had traded or killed cows for beef,” it also said. The state department, in its annual 2019 International Religious Freedom Report, alleged that some senior officials of the ruling BJP made inflammatory speeches against the minority communities. The report says though India’s Constitution guarantees the right to religious freedom, “this history of religious freedom has come under attack in recent years with the growth of exclusionary extremist narratives”.
Meanwhile, according to The Indian Express, the report evoked sharp criticism from the ruling BJP which said it “shows clear bias against the Modi government and BJP”. Drawing on the slogan “sabka saath, sabka vikas,” the party said that its “mega-schemes” have cut across castes and religion. “The basic presumption in this report that there is some grand design behind anti-minority violence is simply false. On the contrary, in most of such cases, these instances are carried out as a result of local disputes and by criminal mindsets. Whenever needed, PM Modi and other BJP leaders have strongly deplored violence against minorities and weaker sections of the society,” BJP national media head Anil Baluni had said in a statement.

NEW DELHI, JUN 23 (PTI): The Union cabinet will take a call Monday to introduce a fresh bill in Parliament to extend the facility of proxy voting to overseas Indians. Sources in the government said on Sunday that the union cabinet will consider introducing the bill in parliament. The bill proposes that overseas Indians, who are entitled to vote in India, can appoint a proxy voter to cast the ballot on their behalf. As of now, overseas Indians are free to cast their votes in constituencies they are registered. The Bill seeks to give them the option of proxy voting, which is as of now available to service personnel only. According to estimates of the External Affairs ministry, there are about 3.10 crore NRIs living in different countries.
An expert committee of the Election Commission, working on the issue, had in 2015 forwarded the legal framework to the Law Ministry to amend the electoral laws to allow the overseas Indians to use proxy voting. Unofficial data with the EC shows that only 10,000 to 12,000 overseas voters have exercised their franchise because they do not want to spend foreign currency to come to India and vote. Another provision in the amendment bill relates to the spouses of service voters. As of now, an armyman’s wife is entitled to be enrolled as a service voter, but a woman army officer’s husband is not, according to the provisions in the electoral law. The bill proposes to replace the term ‘wife’ with ‘spouse’, thus making the provision gender-neutral.

Further, under the proposed new system, ILP holders will be required to keep ILPs in digital form, if they have a mobile phone, along with a photo ID proof. Those without a mobile phone will keep paper ILPs. While family ILPs will be issued for the spouse and children of the primary applicant based on the credentials of the primary applicant, Aadhaar and NRC authentication for all applicants will be ensured under the new system. The committee said guarantors would also need to keep their copies of ILPs they had sponsored with them, while private guarantors can guarantee a maximum of 10 employees normally. Further, investors and businessmen will be allowed to sponsor higher number of ILPs under the new system, subject to the condition that they employ an equal number of locals. (Cont’d on p-8)
Fuel prices hiked
DIMAPUR, JUN 23 (NPN): The retail price of petrol was increased by 5-6 paise across India on Sunday. In Delhi, petrol prices rose to Rs 69.98 a litre against Rs 69.93 a litre on Saturday while diesel price climbed to Rs 63.84 per litre as compared to Rs 63.78 per litre on Saturday, as per data from Indian Oil Corporation website. In Dimapur, petrol per litre cost Rs. 67.99 and diesel Rs. 61.65. In the state capital, Kohima petrol cost Rs. 68.80 per litre and diesel Rs. 62.26 per litre on Sunday. It may be noted that the retail fuel prices in the national capital Delhi are the cheapest among all metros and most state capitals owing to lower taxes.

DIMAPUR, JUN 23 (NPN): In view of the construction of Sonoru bridge, Kohima Traffic Police has restricted movement of heavy vehicle from High school to Secretariat via Sonoru bridge with effect from June 24. In this regard, PRO Kohima police said all heavy vehicles going down towards Secretariat and coming up towards town are to take diversion from Tinpatti-Don Bosco Jn-Billy Graham road and vice versa.
NEET merit list to be declared soon
KOHIMA, JUN 23 (NPN): Higher and Technical Education department will be declaring the results of the NEET/MBBS/BDS merit list by June 25 or 26, while the counselling for NSEE will be held on June 28. When contacted, H&TE department official informed Nagaland Post that the delay to declare the merit list was due to the late announcement of NEET results by the Centre. The merit list/seat allotment is being prepared and will be announced by this coming week. (Correspondent) K Y M C
