Major offensive in J&K; 4 militants killed SRINAGAR, JUN 22 (AGENCIES/PTI): In a first major offensive against militants ever since Jammu and Kashmir (J&K) came under Governor’s rule, police Friday killed four militants, including chief of the banned Islamic State Jammu and Kashmir (ISJK) Dawood Ahmed Sofi, in a remote mountain village in south Kashmir’s Anantnag district, officials said. A policeman and a civilian were also killed in the exchange of fire between militants and security forces at Khiram village of Srigufwara tehsil, police said. The killing of the four militants is being seen as a major achievement with security forces intensifying their operations against terror groups before the two-month Amarnath yatra begins June 28. Clashes broke out near the encounter site when a group of youth started pelting stones on the forces, a police official said, adding that security forces used force on the protestors and several civilians were injured. Govt appoints NEPED, NBRM chairmen

DIMAPUR, JUN 22 (NPN): State government has appointed appointed Kevechutso Doulo as chairman, Nagaland Empowerment of People through Economic Development (NEPED) and L. Thronghokiu as chairman of Nagaland Bio Resource Mission (NBRM) with immediate effect. This was stated through a notification issued by the office of the Agriculture Production Commissioner. Besides other allowances, the chairmen will be entitled to TA/DA as applicable to Group ‘A’ officers in the State.

Maharashtra bans plastic from today

MUMBAI, JUN 22 (AGENCIES): Maharashtra government ban on plastic items is all set to come into effect from Saturday. Environment Minister Ramdas Kadam said that an extensive awareness campaign will be carried out in the next eight days to inform people about banned items. The fine for the first-time and second-time offenders will be Rs. 5,000 and Rs. 10,000, respectively. A third violation will attract a fine of Rs. 25,000 and a jail term for three months.

Immediately after assuming office as adviser to the governor, Kumar reviewed the security situation with the top police brass during a meeting here. The meeting was attended by Director General of Police S P Vaid, the director general of prisons, special DG and other officers. During the meeting, detailed discussion was held on the prevailing security situation in Kashmir, the spokesman said.

Chang has called for augmenting capacities of the Forest department to investigate wildlife crimes. Inaugurating a two-day wildlife crime investigation workshop at the conference hall, forest office complex here on Friday as a special invitee, Chang said as most forest areas were owned by local communities, community-led conservation programmes through the forest department were important. Change, the two-day wildlife crime investigation workshop has been organised for 45 forest officials. Chang also released Traffic’s newsletter “Traffic Post” on the occasion. Principal chief conservator of forest (PCC) I Panger chaired the programme and welcomed the participants. He suggested the need for capacity building programmes like the workshop as the State was still in its infancy in tackling wildlife crime. Panger called for including such training programmes in the forest curriculum, especially for wildlife crime investigation, and setting up a branch of Wildlife Crime Control Bureau in Dimapur to tackle the growing menace of wildlife (Cont’d on p-7) crime.

Petrol prices cut, diesel stands still NEW DELHI, JUN 22 ( AG E N C I E S ) : Pe t r o l prices were cut up to 18 paise Friday across the four metro cities of Delhi, Kolkata, Mumbai and Chennai. However, diesel prices remained unchanged from where they stood on Thursday. Indian Oil Corporation provides a city-wise price list for various fuels on a daily basis. Prices of non-branded petrol, applicable from 6am on June 22, 2018, were Rs 76.02 per litre in Delhi, Rs 78.70 per litre in Kolkata, Rs 83.74 per litre in Mumbai and Rs 78.89 per litre in Chennai.

NEW DELHI, JUN 22 (NPN): Addl. DGP Chhattisgarh, T. John Longkumer, IPS has been given the green signal by the Centre for a three-year deputation to Nagaland. With this, decks are now cleared for Longkumer, a 1991 batch IPS officer of Chhattisgarh to take over as the new DGP of Nagaland. According to MHA sources, Longkumer’s name was cleared by the Appointments Committee of the

Cabinet (ACC). Longkumer, son of Padma Shri Temsula Ao (incumbent chairperson of the Nagaland State Commission for Women) is a recipient of the Presidents Medal for Meritorious Service in 2011 and President’s Medal for Distinguished Service in 2016, he also holds the rare distinction of being awarded the Home MinistryCRPF DG Disc of Merit (first non serving officer). After having served for over 20 years in the Left Wing Extremism (LWE) operational areas with distinction, he was awarded the ‘Internal Security Medal’ by both Madhya Pradesh & Chhattisgarh governments. It may be recalled that Longkumer, as DIG Bastar region, was in direct command of operations when the 9th IRB (Daring Ninth) was deployed in Chhattisgarh from 2005 to 2007.

DIMAPUR, JUN 22 (NPN): To ensure that the Governor’s Secretariat is in sync with Digital India initiative and that government services are made available to citizens electronically, Governor PB Acharya launched the mobile app and e-governance project of Raj Bhavan at Kohima on Friday. Addressing the launch programme, the governor called upon other departments of the State to implement the Digital India programme for the welfare of the people. Governor’s principal secretary Piyush Goyal said the Government of India, with an aim to transform the entire ecosystem of public services through use of information technology, launched the Digital India programme to transform India into a digitally-empowered society and knowledge economy. The app will also feature the history of Raj Bhavan, former governors, governors’ profiles, speeches, press releases and other information related to Raj Bhavan. The launch programme was attended by IT&C commissioner & secretary, KD Vizo and officials from both IT&C department and Raj Bhavan. This was stated in a press release.

SHILLONG, JUN 22: Veteran Congress leader Martin Danggo, who quit as member of the Meghalaya assembly on Thursday night, resigned from the primary membership of the Congress party on Friday to join the ruling National People’s Party (NPP). In his resignation letter to the Congress president Celestine Lyngdoh, Danggo said that he had resigned as member of the assembly and the party “as per the desire of my (danggo) people”. Home Minister James Sangma said that Danggo, who had been elected to the State Assembly for the straight five-consecutive times from Ranikor assembly constituency, will be joining the NPP and seeking re-election from

the constituency. On June 12, several Congress members from South West Khasi Hills district’s Ranikor block resigned en masse and joined the ruling NPP in the presence of chief minister Conrad Sangma. The resignations came in wake of the refusal of the previous Congress government headed by Mukul Sangma, now the Leader of Opposition, to the local demand to upgrade the Ranikor Community and Rural Development Block to a Sub-Division. Ranikor, bordering India-Bangladesh border, is around 121 km from Shillong Following Danggo’s resignation, the opposition Congress has reduced its strength to 20 in the 60-member Meghalaya assembly.

‘Credibility of judiciary was occasionally in danger’ Govt bans sale of fish treated with formalin NEW DELHI, JUN 22 (AGENCIeS): Justice J Chelameswar, who demitted office today, has disapproved of the Centre’s decision not to elevate Justice K M Joseph to the Supreme Court, terming the action as “not sustainable”. Justice Chelameswar, who had held an unprecedented presser along with three other senior Supreme Court judges to highlight the alleged discrimination in allocation of cases to benches, said that the credibility of the highest judiciary was “occasionally” in danger. “I wish and pray that he (Joseph, the Uttarakhand Chief Justice) becomes a judge of the Supreme Court. I have not stalled it. I have been repeatedly asking for it. The collegium has unanimously reiterated its recommendation,” Chelameswar told news outlets. He termed Justice Joseph as an “outstanding

judge” and said he should have been elevated to the apex court and the collegium must reiterate his name to the Centre. He told NDTV that “the government should not process the recommendations (for elevation of judges) for months together. That will lead to a situation where appointments are not made, vacancies are not filled. All this will result in more and more pendency.” On the issue of his virtual revolt against Chief Justice of India Dipak Mis-

ra, the judge said he did not regret holding the press conference on January 12. Justice Chelameswar rued the fact that though many former judges had hailed him for his decision to highlight the deficiencies in the functioning of the apex court but right-thinking persons were not coming forward. Asked by India Today channel whether he thought that the credibility of the Indian judiciary was in danger, he said “occasionally, yes”. However replying to questions by ‘The Print’, Chelameswar said he did not think the judiciary was in danger and recalled his time as a law student during the Emergency to drive home the point. Referring to the key bone of contention between him and Chief Justice of India Dipak Misra, he acknowledged that the CJI was the master of roster but there

was a problem with regard to allocation of cases which needed to be sorted out. “I don’t think any problem can be resolved overnight. The problem still remains and then an attempt is made,” he told the India Today news channel. Justice Chelameswar said he was “surprised” when his decision to set up a five-judge bench comprising senior-most judges to hear a case against the CJI was overturned. He said the matter (Prasad Education Trust case) was a “serious” one as a former high court judge was arrested in this case leading to registration of an FIR by the CBI. Speaking to CNNN ew s 1 8 , Ju s t i c e C h e lameswar acknowledged that there are certain judges who are hearing a dozen Constitution Bench case while there are some other judges who never get the opportunity at all.

DIMAPUR, JUN 22 (NPN): Food safety commissioner-cum-commissioner & secretary Himato Zhimomi has prohibited storage, distribution and sale of fresh fish products, including Crustaceans, treated with formalin or other forms of preservatives in Nagaland for a period of three months or till corrective measures are taken with immediate effect. A notification was issued in this regard on Friday. And those found violating the order will be imposed a fine of Rs 10 lakh with imprisonment under Section 59 of the Food Safety and Standards Act, 2006, the notification warned. According to the notification, fish vendors are selling fresh fish products, including Crustaceans, in the State treated with formalin, which is highly toxic and injurious to health. Distribution, storage and sale of fresh fish prod-

ucts treated with formalin or other forms of preservatives is considered “unsafe” under Section 3(1)(zz)(v) of Food Safety and Standards Act, 2006, it pointed out. Zhimomi said the notification had been issued in the interest of public health. Adulterated powdered spices: Food safety cell of the department of health and family welfare (H&FW) has also noted that certain food business operators (FBOs) were selling powdered spices adulterated with artificial non-edible colours and also using carbide gas for artificially repining of fruits, which are harmful for human consumption. In this regard, the department has prohibited the powdered spices containing foreign substances, offer for sale, store for sale, distribution for sale and sale of powdered spices in loose form, except under packed conditions with proper la-

bels with immediate effect in the State. It has also prohibited use of carbide gas for artificially ripening of fruits with immediate effect in the state. Non- compliance would be an offence punishable under Section 59 of the Food Safety and Standards Act, 2006, with imprisonment and fine. The department has informed public not to purchase goods that are suspected to be adulterated, or check the quality of the food items and labeling before making purchases. Uncertified packaged water: Taking note of certain FBOs selling 20 litre and 1 litre packaged drinking water without obtaining BIS certification of FSSAI, the food safety commissioner has cautioned that they were liable to be penalised, punishable with imprisonment and fine under Section 52 and 63 of the said Act.
