Centre mulls tax on cash withdrawal Tax on those withdrawing `10 lakh in cash a year

NEW DELHI, JUN 10 (AGENCIES): The government is looking at the possibility of introducing a tax on those withdrawing Rs 10 lakh in cash a year as it seeks to discourage the use of paper currency, crack down on black money and promote use of digital payments for all manner of transactions. Government sources told Times of India that another proposal under consideration is mandating Aadhaar authentication for all high-value cash withdrawals, which it believes will make it easy to track individuals and tally tax returns. In doing this, the government will go beyond just seeking the unique identification number, as is the case with deposits of over Rs 50,000 where PAN is given. Fuel prices cut for fifth straight day

DIMAPURA, JUN 10 (AGENCIES): State-run oil marketing companies on Monday slashed the retail prices of petrol and diesel for the fifth successive day across four metro cities. After the daily revision in retail fuel rates, the price of petrol in all the metro cities lowered 13 paise per litre while diesel became cheaper by 11-12 paise. In Dimapur, petrol was sold at Rs 68.42 a litre, down 13 paise compared with yesterday’s price of Rs 68.55 a litre, and diesel is sold at 62.17, down 11 paise from Rs 62.28 a litre on Sunday. Similarly, in the state capital Kohima, the retail prices of petrol and diesel were Rs 69.13 and Rs 62.71 a litre respectively.

Power shutdown

DIMAPUR, JUN 10 (NPN): Power department has informed consumers under Wokha, Tseminyu and Pughoboto areas that there would be a shutdown of power supply at 132/33KV Wokha Sub-Station for realignment of Bus-Bar from 5am to 9am starting from June 11-14, 2019. In a press release, Kohima transmission division EE, Tiameren Walling said the department was making all out efforts to complete the work within the stipulated period and requested the consumers to bear the inconvenience.

The government is of the view that annual cash withdrawals of over Rs 10 lakh are not needed for most individuals and businesses. Above board transactions should not be hampered by authentication. The discussions come ahead of the budget that is to be presented on July 5, though government sources said the move has not been finalised. The government is, however, clear that it does not want to do anything that will burden the middle class and the poor with excessive compliance. “Why should someone withdraw over Rs 10 lakh for cash transactions when digital payments are being encouraged?” asked a source, requesting anonymity. Last week, the RBI announced that banks would do away with charges on NEFT and RTGS transfers and said the charges on card use were also being reviewed. This, sources in the finance ministry said, would go a long way in promoting non-cash transactions and

check the use of cash in the economy. Separately, a few years ago, the government had made digital or cheque payments mandatory for businesses to claim the benefit of business expenses. As a result, large companies are making wage payments of over Rs 10,000 through cheque or via bank transfer. The UPA government had introduced bank cash transaction tax a decade ago but was forced to withdraw it a few years later after an uproar. Over a period of time, the tax was also watered down. What is now being considered is a much higher threshold. In late 2016, a highlevel panel of chief ministers, headed by then Andhra Pradesh CM N Chandrababu Naidu, had recommended reintroduction of the levy for withdrawals of over Rs 50,000. It had also suggested other measures to reduce cash use post-demonetisation. The proposal for a cash withdrawal tax was, however not implemented. The SIT on black money, too, has recommended several steps on reducing cash holding in the economy,

with several of them yet to be implemented. The Reserve Bank of India recently announced doing away with the charges levied on fund transfers through RTGS and NEFT. RBI has also asked the banks to pass on the benefits to customers, a move that will boost digital transactions. The decision was announced by the RBI as part of its measures to deepen and broaden the financial markets. At present, RBI levies minimum charges on banks for RTGS and NEFT transactions of fund transfers and Banks in turn levy charges on their customers for the same. While doing away with the charges, RBI instructed the Banks to pass these benefits onto their customers. The central bank will issue the guidelines and instructions in this regard for banks soon. Banks charge Re 1 to Rs 5 for transfer of funds through NEFT, and Rs 5 to Rs 50 through RTGS, depending on the quantum of the transaction. The banks would now either reduce these charges down substantially or could even make it completely free.

SRLU Porba threatens to halt SARDP-NE works DIMAPUR, JUN 10 (NPN): SARDP-NE Road Land Owners’ Union (SRLU) Porba under Phek district has served an ultimatum on the deputy commissioner (DC) Phek to meet its three-point charter of demands on or before July 22, 2019. In a representation addressed to DC Phek, the union chairman Vezo Dzudo and organizing secretary Vezota Chiero cautioned that failure to meet their demands within the stipulated period, the concern authorities would be solely held responsible for any eventualities that could arise. The union warned that it would even go to the extent of hailing the ongoing work. SRLU demanded reverification of already damaged properties and inclusion of all genuinely affected land owners left out earlier of compensation. SRLU also demanded re-verification of to-be damaged properties of uncut portions. It stated that all verification should be done in consultation with land owners union as all the portions of the affected and to be affected areas were individually owned lands only.

DIMAPUR, JUN 10 (NPN): Despite knowing that demand for seats by train passengers from Dimapur far exceeded the available quotas, the Northeastern Frontier Railway (NFR) has done precious little to mitigate the problem. Even with the present meagre seats available as against the huge demand, Dimapur railway station remains as the second highest revenue earner for the NFR. Each day, hundreds of desperate passengers are compelled to be crammed inside

the Non-AC bogies and have to pay for the benevolence of Ticket Examiners. There have also been persistent complaints from passengers who had valid reservation tickets of having to share their berths with other passengers. The volume of train passengers continues to grow substantially but the NFR has remained unmoved. Only two daily Express trains emanate from Dimapur and Guwahati-Nagaland Express that departs Dimapur at around 6 a.m. while the same departs Guwahati at around 11

p.m.; BG Express departs Guwahati at around 2 p.m. and after arrival at Dimapur returns to Guwahati at around 9.45 p.m. A railway official at the Dimapur said passengers generally preferred Nagaland Express as the same train departs from Guwahati for Dimapur at around 11 p.m. In addition to the two, the Guwhati-Jorhat Jan Shatabdi Exp leaves Guwahati for Dimapur enroute Jorhat at 6.30 a.m. and on return halts at Dimapur for around five minutes enroute Guwahati and departs at 4.30 p.m. (Cont’d on p-11)

NEW DELHI, JUN 10 (IANS): Central government has compulsorily retired almost a dozen senior tax officers on charges ranging from extortion, bribe and sexual harassment. The axe has fallen on about 12 senior officers of the rank of chief commissioners, principal commissioners, commissioners of income tax department under rule FR (fundamental rule) 56 (j) of central civil services (pension) rules. The officers include Ashok Agarwal, joint commissioner of Income Tax and former deputy director, ED; S.K. Srivastava, commissioner (Appeal, NOIDA; Homi Rajvansh, IRS 1985 batch; B.B. Rajendra Prasad; Ajoy Kumar Singh; B. Arulappa; Alok Kumar Mitra; Chander Saini Bharti; Andasu Ravinder; Vivek Batra; Swetabh Suman and Ram Kumar Bhargava.

This is major crackdown by the Central government on officials indulging in alleged corruption practices. Among the key tax officials shown the door is Ashok Agarwal who has remained suspended from 1999 to 2014. He faced serious allegations of corruption and extortion from businessman and accused of helping late ‘godman’ Chandraswami.. The 1989-batch Indian Revenue Service (IRS) officer has also been retired prematurely as he faced charges of alleged sexual harassment. One of the disgraced officer Homi Rajvansh had illegal acquired assets worth Rs 3.17 crore. Finance Ministry sources said Rajvansh was arrested by CBI after absconding from his headquarters to evade arrest. On the other hand, Chander Saini Bharti was

apprehended by CBI in connection with a trap case and the bribe money of Rs 30 lakh was recovered from ‘angadiya’ (courier) used by him. Swetabh Suman was arrested by CBI in Delhi on April 13, 2018 for allegedly demanding Rs 50 lakh for giving relief in a shell company matter to a businessman. The amount was recovered from a middle-man and searches were carried out by CBI on the premises linked to Swetabh in Guwahati, Jorhat, Shillong, Noida and Delhi. Another officer B.B. Rajendra Prasad was arrested by the CBI on allegations of passing favourable order for illegal gratifications while S.K. Srivastava, is accused of sexual harassment to two women IRS officers of Commissioner rank. Officers have also been compulsorily retired for incompetence as in the case of B Arulappa.

NEW DELHI/KOLKATA, JUN 10 (AGENCIES): Against the backdrop of speculations that BJP-led NDA government at the centre is contemplating imposing President’s Rule in West Bengal amidst post-poll violence that has claimed nearly a dozen lives so far, the Bengal governor Keshari Nath Tripathi Monday told India Today TV that there may be need for President’s rule in the state if the situation deteriorates. Bengal governor said he has apprised Prime Minister Narendra Modi and home minister Amit Shah about the prevailing situation in the state. This is the first time Tripathi has met Modi and Shah after the Lok Sabha elections. “I have apprised the Prime Minister and the home minister about the situation in West Bengal. Kathua gangrape: 3 including mastermind given life term PATHANKOT (PUNJAB), JUN 10 (PTI): A court on Monday sentenced three men including a temple caretaker to life imprisonment till last breath for the gangrape and murder of an eight-year-old nomadic girl in Kathua in Jammu & Kashmir shortly after convicting them along with three others for the ghastly crime that shook the nation 17 months ago. It pronounced the much-awaited verdict away from the gaze of media which gathered in full strength outside the court premises. All the 7 accused were present in the courtroom. A 15-page charge sheet filed in April last year said the girl was kidnapped on January 10 that year and was raped in captivity in a small village temple, exclusively manned by Ram, after keeping her sedated for four days. She was later bludgeoned to death, it said.

Delhi. The governor’s visit to Delhi came in the middle of a running tussle between the Centre and the Bengal government on the issue of post-poll violence in the state. On Sunday, in an advisory the home ministry had expressed “deep concern” over continuing violence in West Bengal, saying the “unabated violence” even after the Lok Sabha polls appears to be a failure on part of the state government.

“The unabated violence over the past weeks appears to be a failure on the part of the law enforcement machinery of the state to maintain the rule of law and inspire confidence among people,” the advisory said. The Bengal government hit back at the Centre saying there were a few “stray post-poll clashes” in Bengal and the situation was “under control”. In a letter to the Centre, chief secretary Malay Kumar De said “firm and appropriate actions” were initiated in all cases of violence without any delay. “There have been a few stray post-poll clashes in the state perpetrated by some anti-social elements, the law enforcement authorities have been taking firm and appropriate actions in all such cases without any delay,” De wrote in the letter to the Union Home Ministry. “The situation is un-

At 48 degrees, Delhi creates new record NEW DELHI, JUN 10 (IANS): Heatwave in Delhi peaked on Monday, with the mercury touching 48 degrees Celsius, the highest in the history of the national capital. Thanks to dry winds from Rajasthan and Pakistan, the temperature in Delhi surpassed the previous highest of 47.8 degree Celsius which was recorded on June 9,2014. The Palam observatory of the Indian Meteorological Department (IMD) recorded the temperature of 48 degree Celsius after 3 p.m., an official of the state-run weather forecaster said. “Today was the hottest ever day in the history of Delhi,” the official added. The IMD’s observatory in Safdarjung, however, recorded the maximum temperature at 45.6 degrees Celsius. According to private forecaster Skymet, absence of rains over the past two weeks and dry westerly winds led the temperature to soar substantially on Monday.

NSCN (R) Yimchunger national workers react DIMAPUR, JUN 10 (NPN): Reacting to the ‘mass resignation’ claim by NSCN (R) Yimchungrü national workers, the NSCN (R) deputy kilonser (defence) Athong Yim, joint secretary Among Yim, PRO Yimto, “major” Lesanmong and “major” Chuba, on behalf of NSCN(R)Yimchunger national workers, stated that at no point in time did they tender resignation. In a press release, the signatories claimed that they were “very much still within the folds of the NSCN (R)” under the leadership of Y.Wangtin Naga, Akato Chophi and Tikhak. Therefore, the signatories claimed that the recent statement issued by “some former Yimchunger National Workers of NSCN (R) is a clear case of ‘defection’ and not a ‘mass resignation’ as claimed.” According to the signatories, the NSCN(R) had done nothing wrong against any individual or community. The signatories, therefore, stated that any individual/person/groups/unions “trying to create Animosities and to Polarise the Situation within Tribal lines has their own vested Interests” and did not reflect the “image or views (whatsoever) of the Yimchunger National Workers under NSCN(R) in any manner.” Meanwhile, the signatories have reaffirmed their “faith and allegiance to the NSCN/ GPRN (R) and to stand by its Principles & Ideologies, come what may.” K Y M C
