BENGALURU, JUL 8 (AGENCIES): The resignation drama in Karnataka continued on Monday, as the Janata Dal (Secular) or JD(S) and Congress got all their ministers to step down from their posts and proposed to replace them with disgruntled legislators in a last-ditch effort to save the one-year old H.D. Kumaraswamy-led coalition government. The coalition dangled cabinet berths as carrots to disgruntled legislators who remain holed up in a plush hotel in Mumbai. The BJP, which claims to have no role in the resignation of Congress and the JD(S) legislators, is confident that at least another four or five MLAs would resign. On Monday, the BJP said that the Karnataka governor should intervene and ask the coalition government to step down as it does not have the numbers to continue in power. “Ministers voluntarily resigned to make way for others to be accommodated,” Siddaramaiah, former chief minister and senior Congress leader, said in Bengaluru. “All ministers from #JDS have submitted their resignations just like the 21

Sharpshooter from Nagaland among 5 poachers arrested G U WA H AT I , J U L 8 (AGENCIES): In a joint operation by Assam police and Forest department, at least five members of a poaching racket including a sharpshooter hailing from Nagaland was arrested in Assam’s Biswanath area, Saturday night. According to TNT report, police official said that the gang was reportedly planning to kill rhinos which usually stray out during the monsoon due to the rising water level inside the Kaziranga National Park. The five arrested have been identifies as Arfan Ali, Mintu Hazarika, Tunmoni Saikia, Puniram Das and Ramkuiba, the sharpshooter from Nagaland. A joint team of police personnel, who were carrying out naka checking during which Arfan and Ramkuiba alias John were arrested. Arfan is a local from Biswanath ghat area and was taking Ramkuiba from Dimapur to Behali, police said. Based on information provided by the duo, the security personnel later held the other three gang members. A senior official said that there are other people involved in the racket.

Kumaraswamy, on the other hand, is yet to convey the resignations to the governor and is likely to act only if the disgruntled legislators offer signs of a possible reconciliation, said one person aware of the developments. “If the disgruntled elements are not interested, then there is no point in these resignations,” the person cited above said requesting not to be named.

Single lane traffic at Old KMC dumping site as sinking continues Correspondent

KOHIMA, JUL 8 (NPN): Sinking on NH-29 at the old KMC dumping site, about some 7 km from the State Capital, continues, even as work is on in full swing under the aegis of Public Works Department (PWD) to open the road for vehicular traffic. The stretch has been opened for vehicular traffic since July 5, but only during evening. Vehicles from Kohima are being diverted towards Jotsoma village route via KMC toll tax booth, while those coming from Dimapur are being diverted towards the Jotsoma bypass during the daytime. However, the same area sank for about 50 metres again this month. Both the officials explained that they were monitoring the situation and trying their best to restore it and make it pliable. They were, however, apprehensive that

if the rain continued, then no one could ascertain how many days it would take to restore vehicular movement on the stretch. One PWD official said opening a single lane was possible but, due to repairing, no vehicular movement could be allowed at the moment during the day. Although the department was tr ying ever y means possible to make the road pliable, the official said the sinking area had become unstable and that the department could not take the risk of allowing movement of vehicles. Gov feted prior to completion of tenure DoNER reviews status DIMAPUR, JUL 8 (NPN): Nagaland governor, PB Acharya, who would be completing his tenure as governor soon, was honoured at a felicitation programmes jointly organised by St. Joseph University, Dimapur and ICFAI University, Dimapur in their respective college premises on July 8, 2019. Acharya was appointed as the Governor of Nagaland on July 14, 2014 by the President of India and was sworn in as 19th governor of Nagaland on July 19, 2014. Addressing the gathering in both the events, Acharya stressed on creating an economically strong state saying that despite blessed with rich natural resources the state is economically poor, DIPR reported. Describing universities as pillars of the Nation to make India economically strong, the governor urged the universities to produce employable youth in ac-

He also said that the fruits of independence have not reached equitably to all the section of the people where only some section were enjoying the luxury while many citizens were downtrodden, which was not acceptable in a democracy. DIMAPUR, JUL 8 (NPN): Ministry of Development of North Eastern Region (DoNER) Monday reviewed the status of implementation of various programmes in different sectors in Aspirational Districts. DoNER secretary Dr. Inder Jit Singh chaired a meeting with the chief nodal officers/nodal officers of Aspirational districts of the region in Delhi Monday. Nodal officers of the following Aspirational Districts gave presentations: Barpeta, Baksa, Darang, Dubri, Goalpara, Hailkandi & Udalguri (Assam); Namsai (Arunachal Pradesh), Chandel (Manipur); Ribhoi (Meghalaya);Mamit (Mizoram); Kiphire (Nagaland); West Sikkim (Sikkim) and Dhalai (Tripura). Their presentations were based on five themes of Aspirational District pro(NEZCC fetes Acharya on p-7) gramme i.e. Health, Educa-

tion, Agriculture &Water Resources, Financial Inclusion, Skill development and Basic infrastructure. It was decided to identify the common issues, challenges and thrust areas of all the Aspirational districts with reference to the presentations made by nodal officers and references of the data of NITI Aayog. DoNER secretary said that the ministry will take follow-up action based on the inputs received from the nodal officers of aspirational districts. Dr. Singh instructed the concerned officers to monitor the progress of those districts on a regular basis on different parameters so that these districts improve their performance. The secretary directed them to coordinate with the line ministries, state governments and districts administration to intensify their efforts for development of aspirational districts.

DIMAPUR, JUL 8 (NPN): With the arrival of monsoon, residents in Dimapur received some respite from the searing heat. However, relief was also offset by water logging in manyh colonies adverfsly affecting movement. Raising concern over the poor drainage system, many residents also expressed ire that the recently constructed roads, in some areas, had large potholes. Further, Sumo counters in the Naga Shopping Arcade were also partly submerged in water after the rainfall on Monday. Some staff of the counters were selling tickets from the waiting shed. Speaking to Nagaland Post, some of them complained that even if there was light rainfall, the area became water-logged due

to poor drainage system. They said the water-logging affected their customers and travellers. Other low lying areas of Dimapur were also inundated due to heavy rainfall during the past few days. A resident of Sachu colony said water-logging was a regular phenomenon

NEW DELHI, JUL 8 ( AG E N C I E S ) : Pa r l i a ment on Monday passed an amendment bill which allows voluntary use of Aadhaar as proof of identity for users to open bank accounts and get mobile phone connection. The Aadhaar and Other Laws (Amendment) Bill, 2019, was passed by Rajya Sabha by a voice vote. The Bill, which also provides for a stiff Rs 1 crore penalty and a jail term for private entities violating provisions on Aadhaar data, was already passed by Lok Sabha on July 4. The Aadhaar and Other Laws (Amendment) Bill, 2019, was introduced in Lok Sabha on June 24. The amendments provide for use of Aadhaar number for KYC authentication on voluntary basis under the Telegraph Act, 1885, and the Prevention of Money Laundering Act,

2002. The passage of the Bill means that people will now be able to open bank accounts and get new mobile connection without showing their Aadhaar card. It also gives option to children to exit from the biometric ID programme on attaining 18 years of age, while stipulating stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy. It had also barred private companies from using the unique identity number for authenticating customers. Citing privacy concerns, the apex court had last year said that it was not mandatory for customers to link their Aadhaar number with their respective bank accounts or mobile phone numbers. During the debate on the Bill in Rajya Sabha, Union Minister Ravi Shankar Prasad on Monday said that people like Bill Gates

and Thomas Friedman are appreciating Aadhar. He assured that House that the government is not going to change the architecture of Aadhaar and is focused on only changing the concerned law. Prasad also said that a comprehensive data protection law will be introduced by the Centre because the government considers data sovereignty a very important thing and will ensure that it is never compromised. “We will bring a comprehensive data protection law. Data sovereignty is integral to us and it will never be compromised,” Prasad said in Rajya Sabha. The amendments in the law will enable the Unique Identification Authority of India (UIDAI)—the authority responsible for issuing Aadhaar numbers—to hold back the misuse of 12 digit identification number.
