3 rescued from getting lynched Haflong, Jul 6 (PTI): Army and police personnel have rescued three ‘sadhus’ from getting lynched by a mob, which suspected them to be child-lifters, at Mahur Railway Station in Dima Hasao district of Assam, officials said Friday. District officials said Army men posted at an adjacent camp and police officers came to the rescue of three persons yesterday after hundreds of people had gathered to attack them in the wake of rumours of child-lifting. The belongings of the ‘sadhus’ were thrown open by the mob, videographed and shared on social media, further fuelling the hearsays, the officials said. Following the incident, the district administration, under the chairmanship of Deputy Commissioner Amitabh Rajkhowa and Superintendent of Police Prasanta Saikia, called for an emergency meeting yesterday. Representatives of different communities who attended the meeting, appealed to the public, especially the people of Dima Hasao, to act responsibly and not be swayed away by rumours on social media. They also urged the people to not take law into their own hands, and instead, report to the authorities about any suspicious movement of any person. In the last few weeks, there have been several attempts by the district administration to make people aware about news circulating on social media without any base or authenticity, the officials said.

GoI talks tough on Naga demands Gov pitches for rainwater harvesting
NEW DELHI, JUL 6 (AGENCIES): Five of the six Naga groups, currently in peace talks with the Union government, have said that the Centre has disapproved of the idea of the unification of Naga dominated areas of the North East along with Nagaland to create a “greater Nagaland”. This was reported by The Week a news magazine in its July 6 issue. The report also disclosed that the Centre had reportedly told the groups that it would not grant any financial autonomy to the state. According to The Week, GPRN/NSCN leader Alezo Venuh, emissary to the collective leadership, said “Apart from the sovereignty issue, the Indian government has also refused to include Naga dominated areas to create a special Naga state.” Venuh is the leader of the GPRN/NSCN, which along with other members of the working group had on November 17, 2017, joined the peace talks with the Union government. The conglomerate of five organisations, however, did not join the talks with NSCN (I-M), the other biggest
armed group in the North East, which has been in talks with the Centre for the last 22 years, the report said, adding that five groups are running parallel talks with interlocutor R.N. Ravi. “In fact one of the conditions in the peace treaty has been that we would not disclose the details of the talks. So our hands are tied,” he said. According to The Week one of the reasons for the central government not accepting a special Naga state, carving out all Naga dominated areas in North East, would be possible unrest in Manipur and Arunachal Pradesh. In Manipur, the BJP runs a coalition government with Naga People’s Front (NPF). In Arunachal Pradesh, a dissection would have international implications as the Chinese continue to project it as a “disputed” territory. The Week said that one of the major issues that has become a road block for the negotiations is the problem of extortion by the Naga groups, an issue which had also been raised recently in the open by a prominent conglomeration of tribes.
The Centre has taken a serious view of a myriad of independent reports from Nagaland and other North Eastern states, which indicate that the Naga armed groups have made extortion a major activity. Different civil societies are making efforts to end the extortion activities by bringing all such groups together such as under the slogan of ‘One Government. One Tax.” The Week reported that, Isak Sumi, deputy kilonser of the NSCN (K), had welcomed the “effort of the Forum for Naga Reconciliation (FNR) and others to bring a single tax regime. But we will not enter into any talk by abandoning our demand of sovereignty for Naga people.” Reverend Wati Aier, convener of FNR, said, “Our attempt to bring all such groups under one umbrella does not mean that we would like to help government of India in peace talks. Our effort has got nothing to do with the peace talks done by government of India with a few groups.” The Week also maintained that activists in Nagaland involved in efforts
NSCN (K) invited to Panglong DIMAPUR, JUL 6 (NPN): Myanmar government has invited NSCN (K) as observer to the third session of the 21st Century Panglong conference, scheduled to be held at Nay Pyi Taw from July 11-16, 2018. According to a Myanmar Times report, the government has also invited all members of the Federal Political Negotiation and Consultative Committee (FPNCC), also known as Northern Alliance, to attend the conference. The decision comes after the tripartite Union Peace Dialogue Joint Committee’s first day of meetings in Nay Pyi Taw to prepare for the conference next week. The joint committee includes representatives of government, the military, signatory groups to the Nationwide Ceasefire Agreement (NCA) and political parties. Although the NSCN (K) signed a state-level ceasefire accord with the Myanmar government in April 2012, it is not a signatory to the NCA. Besides NSCN (K), the Karenni National Progressive Party (KNPP) has also been invited as observer. Both NSCN (K) and KNPP are not members of FPNCC. The KNPP has
confirmed that it will attend the conference. No members of the FPNCC have signed the NCA. At the conference next week, the government, military, political parties, and signatory groups will discuss political, economic, social, security, land and environmental issues. Civil society groups will also join the conference as participants. The Peace Commission has invited armed ethnic groups that have not signed the National Ceasefire Agreement to attend, and most of them have accepted. “The commission has invited all non-signatories of the NCA. They can participate in the meetings of the armed ethnic groups at the conference,” said U Tin Myo Win, chairperson of the commission. The conference will be divided into several groups to discuss different topics. The non-signatories will not be allowed to participate in other groups apart from their own at the conference. The commission said that security issues would not be discussed at the conference. The invitation letters were sent to the leaders of each armed ethnic group.
46 NDRF rescue teams stationed in flood-prone areas of 14 states: MHA NEW DELHI, JUL 6 (AGENCIES): The Union Home Ministry on Friday said 46 fully equipped rescue teams of the NDRF have been stationed in flood-prone areas in 14 states as proactive measures, reports News Nation. “The National Disaster Response Force teams, comprising 1,384 personnel, have been deployed in vulnerable areas in Arunachal Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Jammu and Kashmir, Maharashtra, Delhi, Punjab, Sikkim, Tripura, Uttar Pradesh, Uttrakhand and West Bengal,” a home ministry spokesperson said. The spokesperson said the teams will assist state administrations in rescue and relief work, adding a 24X7 NDRF control room in the national capital is closely monitoring the situation and is in touch with other agencies for additional deployment. “The NDRF had rescued 20 stranded people, including five pilgrims undertaking the Kailash Mansarovar Yatra, in Uttarakhand’s Pithoragarh district,” the spokesperson said.
Over 50% smartphones not protected New Delhi, Jul 6 (IANS): Over 50 per cent of smartphone users do not use passwords or antitheft solutions, leaving their devices and the increasing amount of precious data on them accessible to anyone, says a survey. Many people today rely on their mobile devices to access the Internet and carry out online activities, such as online banking, emails and social media activities, all of which involves a huge quantity of sensitive data. The survey by Russiabased cybersecurity company Kaspersky Lab showed that less than 48 per cent of people password-protect their mobile devices and just 14 per cent of people encrypt their files and folders to avoid unauthorized access. “We all love our connected devices because they give us access to vital information, from anywhere at
any time. They are valuable items that criminals naturally want to get their hands on, and their job is made easier by the fact that every other pickpocketed phone is not password protected,” said Dmitry Aleshin, VP for Product Marketing, Kaspersky Lab. Further, the survey showed that less than half (41 per cent) of people make backups of their data and only 22 per cent use antitheft features on their mobile devices. If these devices fall into the wrong hands, all of this data from personal
to bring unity among all groups have not addressed the issue of extortion. The activists maintained that the forcible collections are not extortion but a means needed to fund the movements. On June 3, 2018, the NNPGs Working Committee (WC) media cell decided to suspend all negotiations with the Government of India in protest against the raid carried out at the residence of its co-convener and general secretary of NNC (Parent Body), V Nagi on June 2, 2018. However, acknowledging the appeal of the apex tribal bodies and GBs of Nagaland, the Working Committee (WC) of the NNPGs decided to resume the negotiation process with the Government of India on June 10. It may be mentioned that in an unprecedented move, six ‘Naga National Political Groups’ (NNPGs)- -GPRN/NSCN, FGN, NNC (parent body), NPGN/NNC (NA), NSCN (R) and NNC/GDRN (NA) in December 2016 had unanimously decided to join hands “in the interest of the Naga people”.
accounts, including photos, messages and even financial details could become accessible to someone else, the study said. “There are a few really simple things that everyone can do to secure their devices and the data they hold. By applying password protection and using a dedicated security solution, including anti-theft protection, you can protect your personal information, photos and online accounts from both loss and malicious usage,” Aleshin added.
Kavita Acharya, wife of the governor, picking the first beneficiary name.

KOHIMA, JUL 6 (NPN): Governor of Nagaland, PB Acharya, Friday said rainwater harvesting was the need of the hour and called for switching to an eco friendly rainwater harvesting system, which is neither complicated nor time consuming and would result in a wide range of benefits for home or business. The gover nor was speaking at an outreach programme for promoting rainwater harvesting launched under his initiative at Raj Bhavan here on Friday. Acharya said two thirds of the world was filled with water, but humans had deteriorated the environment
and was causing water scarcity. He said Nagaland was richly blessed with plenty of water and it would be a good thing if households adopted a method of harvesting rainwater to use during the dry seasons. The governor opined that since most parts of the state receive rainfall for six months or more, rainwater harvesting would be beneficial for the people. He encouraged citizens to set up water tanks and harvest the rain water to address the water scarcity problem in the State. “Water is life, save water for sustenance of the future,” Acharya said. In his brief address, principal secretary, Piyush Goyal, said Nagaland was among the places that re-
ceived the highest rainfall but faced acute shortage of water during the winter seasons. He stated that it was high time the people woke up and faced reality and took measures to preserve water by building water conservation and storage structures to ensure a source of water during the dry seasons. He added that this was the first step to motivate people to consider water conservation measures of their own. At the programme, 20 beneficiaries were selected via a lucky draw for distribution of 3000 litre water tanks at 50% subsidy. Raj Bhavan stated that beneficiaries could deposit the cost of the tank by July 15 so that the materials could be delivered to their respective homes. Five additional names were also picked up and kept on the wait list. Raj Bhavan has arranged water storage tanks of 3000 ltrs capacity. The governor’s secretariat will contact the selected beneficiaries. The last date for collecting the water storage tanks will be July 25, 2018. If any beneficiary fails to claim the tanks within the stipulated period, the benefit would automatically shift to the next beneficiary in the wait list.

DIMAPUR, JUL 6 (NPN): The ongoing drive against formalin-treated fish has further intensified with Wokha district administration now prohibiting storage with immediate effect, distribution or sale of fresh fish products, including Crustaceans, treated with formalin or other forms of preservatives for three months or till corrective measures are taken. Wokha deputy commissioner (DC) Dr Manazir Jeelani Samoon warned that failure to comply with provision of the Food Safety & Standards Act, 2006 and the notification would attract penalties up to Rs 10 lakh with imprisonment under Section 59 of the Food Safety & Standards Act. CJI is ‘master of roster’: SC NEW DELHI, JUL 6 (PTI): The chief justice of India is the “master of the roster” and there is no dispute that he has the “ultimate authority” and “prerogative” to allocate cases, the Supreme Court asserted today, in a third such reiteration by the apex court in eight months on the contentious issue. A bench of justices A K Sikri and Ashok Bhushan in their separate but concurring verdicts noted that being the senior-most judge, the CJI is empowered to exercise ‘leadership” on the court and in this role, he is expected to be the “spokesperson and representative” of the judiciary. Referring to several earlier verdicts of the apex court, Justice Sikri said the CJI has the authority and responsibility for administration of the court and this gives him the “ultimate authority for determining the distribution of judicial work load”.
