DIMAPUR, JUL 3 (NPN): Observing that there was likelihood of land transaction between individuals/ village councils etc for the left out portion of existing road along the proposed four lane road from Chumukedima to Medziphema, the deputy commissioner (DC) Dimapur has notified has notified the general public neither to sell nor purchase those land as such transactions, if brought to his notice, would be made null and void. In a public notice dated July 3, 2018, DC Dimapur, Sushil Kumar Patel, reminded that those lands were government property acquired for general public use of the state of Nagaland. Since the left out portion would be used for public utility service in future, the DC said such transaction was likely to disturb the construction of four lane road along the said stretch. Further, DC cautioned that failure to comply with the order would attract severe legal actions as per the Nagaland Eviction of persons in Unauthorized Occupation of Public Land (Amendment) Act 1978.

JOWAI, JUL 3: Union Minister for Development of North Eastern Region (DoNER) Dr. Jitendra Singh on Tuesday reiterated the central government’s commitment to ensure fast-track development in the eight North Eastern states. “There has been a “seachange” in the North East in comparison to what it was four to five years ago,” he said while addressing the ancient Behdeinkhlam, festival of the Pnars here in West Jaintia Hill district. The Behdienkhlam festival is a unique and ancient festival of the indigenous Pnar people and is celebrated mid-July every year after the sowing is over. “Khlam” means plague or pestilence’and “beh dien” means to drive away with sticks. Singh said that the Prime Minister Narendra Modi has not only confined to the development of the region, but also to the cultural and social growth of the region. “My presence in the event is also a reiteration of the high priority that

law and order situation but also on the development aspect in the region. “The people of Northeast are extremely satisfied and looking forward to the Prime Minister as someone who will actually deliver in the manner which was not happening earlier,” Singh said. Reiterating the motto of the government of service at the doorstep, the minister said “The DoNER ministry has started the process of having a rotational camp secretariat in the eight states of the northeast so that the confidence can be built up among the people of the region for the ministry and that people do not have to travel all the way to Delhi or the DoNER’s headquarter for any assistance.” Singh said, that Meghalaya saw its first-ever train and got included in the rail map of India under the BJP-led NDA government. “Not only this, in the last four years, the law & order and security situation has considerably improved towards normalcy and now, the picturesque locales of Meghalaya are flooded with tourists”, he said.

NEW DELHI, JUL 3 (IANS): Supreme Court on Tuesday said that it was the obligation of the State that crimes involving vigilante groups are prevented, saying self-appointed vigilantes can’t be allowed to take law in their hands. Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud reminded the Centre and State governments of their responsibility to curb violence by vigilante groups. The court said this while hearing of batch of petitions including one by social activist Tehseen S. Poonawalla and Tushar Gandhi, great grandson of Mahatma Gandhi, seeking to curb violence by cow vigilante groups. Tushar Gandhi had also filed a contempt plea on some States, accusing them of not enforcing the earlier orders of the court. The court said that violence by any vigilante group had to be curbed after its attention was drawn to the violence in Maha-

rashtra in which five people were killed in mob violence in the wake of social media posts on alleged child lifters. Reserving the order, the court gave all the parties three days time to submit their written submission with suggested guidelines to deal with such violence. Appearing for Tushar Gandhi, senior counsel Indira Jaisinh told the court that despite its order to appoint nodal officers to prevent such incidents, there was an incident of mob lynching near the national capital. She told the court that the purpose of moving the contempt plea was not to punish someone but for the effective enforcement of its orders by the state governments. “Unlike other crimes, this crime (by vigilante group) has a pattern and motive and the question is whether State is acting or not,” Jaising said. NEW DELHI, JUL 3 (AGENCIES): Supreme Court will on Wednesday deliver its verdict on who should wield power in the national capital, chief minister Arvind Kejriwal or Lt. Governor Anil Baijal. A fivejudge bench headed by Chief Justice of India Dipak Misra will pronounce the verdict on a batch of appeals filed by the Delhi government challenging Delhi High Court’s order holding the Lieutenant Governor as the administrative head of the national capital. The bench had earlier reserved the crucial verdict on December 2017 while it had commenced hearing in November. (More on p-7)

Kma bans fish import

DIMAPUR, JUL 3 (NPN): In view of the recent seizures of formalin-injected fish, DC Kohima, Rajesh Soundararajan, has banned import of all fish and crustacean products and sale of the same with immediate effect in Kohima district. DC cautioned that violators would be prosecuted as per the relevant legal provision. DC has also directed the Kohima Municipal Council administrator to take necessary steps to ensure strict compliance of the same.

WhatsApp warned over abuse of platform Government has asked WhatsApp to take immediate action to end the menace of spreading messages that impact the country’s law and order situation and ensure that the platform is not used for such malafide activities, an official statement said here on Tuesday. “Instances of lynching of innocent people have been noticed recently because of large number of irresponsible and explosive messages filled with rumours and provocation are being circulated on WhatsApp. The unfortunate killing in many states such as Assam, Maharashtra, Karnataka, Tripura and west Bengals are deeply painful and regrettable,” the statement from the IT Ministry said. It added: “While the Law and order machinery is taking steps to apprehend the culprits, the abuse of platform like WhatsApp for repeated circulation of such provocative content are equally a matter of deep concern.” The government has also directed that spread of such messages should be immediately contained through the application of appropriate technology. It has also been pointed out that “such platform cannot evade accountability and responsibility specially when good technological inventions are abused by some miscreants who resort to provocative messages which lead to spread of violence.”

DIMAPUR, JUL 3 (NPN): Nagaland Tribes Council (NTC) has expressed concern at the technical education department’s notification classifying candidates for Joint Entrance Examination - Main (JEE Main) into four categories whereby 10 ethnic groups were placed in Category I, another 10 ethnic groups in Category II and Rongmei (derecognised) in Category III (ST), while special emphasis was made for Rongmei (recognised) in Category I. In a letter to chief secretary Temjen Toy, NTC president Toniho Yepthomi and general secretary Nribemo Ngullie feared that the notification with major modifications would be detrimental to the interest of indigenous Naga tribes of Nagaland. They cautioned that, if the new rules and guidelines were allowed without rectifications and JEE (Main) conducted on the basis of these rules, these would create a bad

It, however, pointed out that there were established laws to determine citizenship status, recognition of tribes and reservation policy in the State and respective departments could frame rules or guidelines as per law of the land.

NEW DELHI, JUL 3 (IANS): Against the backdrop of several states appointing acting DGPs, the Supreme Court on Tuesday directed state governments to stop such practice of appointments upon the superannuation of an incumbent top cop. Instead, the states were asked to send, to the UPSC, the names of three senior police officers who could be considered as probable candidates for the posts of DGP or Police Commissioners as the case may be. The court said that UPSC will prepare a panel of three senior most officers with a reasonable remaining tenure up to retirement (two years or close to it) and send it to the state government to pick one of them for appointment as police chief. The recommendations should be sent three months before the retirement of a police chief. The order came as the Supreme Court bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud passed a slew of directions on police reforms in the country. The Centre told the court that some states were appointing politically convenient officers as acting police chiefs and when they get close to their retirement, they are appointed on regular basis thereby enjoying full term of two years, irrespective of the years left in their service. The court did not modify its direction but it barred the state governments from appointing any officer as acting DGP.

Dimapur, Jul 3 (NPN): A joint team of Assam Rifles and Army under the aegis of DAO division conducted operations in Motongsa village in Arunachal Pradesh and destroyed three major NSCN (I-M) camps and a logistic base. According to a press statement by Kohima based PRO (Defence), the massive operation was launched based on specific intelligence

about presence of cadres trying to terrorize and attempting extortion in and around Motongsa village. During search of the thickly vegetated area, the party located and destroyed three NSCN (I-M) camps and a logistic base, it said. The camps were being used by the outfit as base of operations and had allowed the group to increase their influence in the area, it added. K Y M C
