Parl passes Triple Talaq Bill

NEW DELHI, JUL 30 (PTI): Parliament on Tuesday approved the bill that makes instant triple talaq a criminal offence, after the contentious legislation was passed by Rajya Sabha following non-aligned BJD extending support and NDA constituents JD-U and AIADMK walking out. Lok Sabha had passed the Muslim Women (Protection of Rights on Marriage) Bill last week and with Rajya Sabha now approving it, the practice of instant divorce by Muslim men will be punishable by jail term of up to three years. The Upper House passed the bill by 99 votes in favour and 84 against it. It earlier rejected an opposition sponsored motion to send the bill to a Rajya Sabha Select Committee with 100 votes against it as compared to 84 in favour. While BJD supported the legislation, JD-U and AIADMK walked out, lowering the majority mark which normally stands at 121. The ruling NDA has 107 members in the 242member Rajya Sabha. Boundary issue: Govt appeals for peace DIMAPUR, JUL 30 (NPN): Acknowledging the longstanding claims and counter claims in areas along the Dimapur-Peren boundary belt between different communities, the state government said on Tuesday that such disputes have, at times, threatened to flare up, which could lead to the possibility of breakdown of law and order. A home department communiqué stated that the government has always taken the matter with utmost seriousness and efforts have continued to be made to resolve the issues in an amicable manner so peace, tranquillity and understanding between the communities continued to prevail. Accordingly, it said the continued measures have been undertaken to maintain law and order from time to time. In the greater interest of peace and unity, the government appealed to the communities of both the districts of Peren and Dimapur to maintain peace and tranquillity and desist from taking any step that could aggravate the situation. It further appealed to the leaders of both the communities to put in every effort to maintain peace, as only then, the government would be able to work towards a resolution of the dispute to the satisfaction of all.

On opposition charge of targeting Muslims, he said BJP may be getting a little less votes from the community but it considers them very much a part of the country and works on the principle of ‘sabka saath, sabka vikas, sabka vishwas’.

Fuel prices continue to fall NEW DELHI, JUL 30 (AGENCIES): The staterun oil companies have cut the petrol prices for the sixth consecutive day and diesel prices for the second consecutive day across major cities on Tuesday. Petrol price fell about 13 paise while diesel slipped in the range of 7-8 paise across major metro cities. Petrol costs Rs 72.86 per litre and diesel Rs 66 a litre in New Delhi. In Dimapur, petrol is retailing at Rs. 70.81 a litre, decrease by 12 paise from Rs 70.93 a litre on Monday. Diesel became cheaper by 7 paise to Rs 63.80 as compared with yesterday’s price of Rs. 63.87. In Kohima, the retail prices of petrol and diesel were Rs. 71.61 a litre and Rs. 64.41 a litre respectively. Prices of both petrol and diesel had jumped immediately after the government, in the Union Budget on July 5, announced that it will levy additional excise duty of Rs 2 per litre. As per the country’s dynamic pricing mechanism, the domestic fuel prices depend upon international fuel prices on a 15-day average and the value of the rupee.

Gov-designate Ravi to arrive today; swearing in on Aug 1 Staff Reporter

DIMAPUR, JUL 30 (NPN): Governor-designate of Nagaland, R.N. Ravi will arrive here on Wednesday before proceeding to Kohima. He will be accompanied by his wife and family members. Ravi will be accorded a ‘general salute’ by the Nagaland Police personnel upon his arrival at 3rd Assam Rifles helipad in Kohima. He will be sworn in as governor at Durbar Hall, Raj Bhavan at 11 am on August 1, which will be followed by a reception. Gauhati High Court Chief Justice (Acting) Arup Kumar Goswami will administer oath to the Governor– designate. Apart from being the governor of Nagaland, Ravi will continue to head the peace talks as Centre’s representative and interlocutor. Before starting for the State, Ravi held a formal meeting with leaders of NSCN (I-M) led by its general secretary Th Muivah and an informal meeting with Working Committee (WC) of Naga National Political Groups (NNPGs) convener N Kitovi Zhimomi separately on July 26.

Born in 1952, Ravi, a 1976-batch Indian Police Service (IPS) officer of Kerala cadre, retired as special director of Intelligence Bureau (IB) in 2012. He rejoined the service and served as chairman of Joint Intelligence Committee between 2014 and 2018, before being appointed as deputy national security adviser to Prime Minister in October 2018. Prime Minister Narendra Modi chose him as the Government of India’s representative and interlocutor for Naga peace talks in 2014. After Ravi took over as interlocutor, the Framework Agreement was signed between the Centre and NSCN (I-M) on August 3, 2015, while another agreement was signed by New Delhi with WC, NNPGs on November 17, 2017.

OPDs to remain shut across India Missing Naga youth NEW DELHI, JUL 30 (IANS): OPDs in government hospitals across the country will be shut on Wednesday as part of protests against the National Medical Commission (NMC) Bill which doctors say will encourage quacks. As a mark of protest against the Bill which was passed in the Lok Sabha on Monday, the Indian Medical Association (IMA) has called for a nationwide 24-hour withdrawal of non-essential services. Demonstrations and hunger strikes will be held in all states. The IMA has asked medical students to boycott classes in solidarity. The Federation of Resident Doctors Association (FORDA) and the Resident Doctors Association (RDA), AIIMS, have asked members to wear black badges. “The Bill if not amended will only lead to a deterioration in the standards in medical education but will also lead to degradation of healthcare services,” an RDA statement said. The non-essential services including OPDs will be shut from 6 a.m. on Wednesday till 6 a.m. on Thursday. Emergency, casualty, ICU and related services will function

normally. “Section 32 of the NMC Bill provides for licensing of 3.5 lakh unqualified non-medical persons to practise modern medicine. The term Community Health Provider has been vaguely defined to allow anyone connected with modern medicine to get registered in NMC and be licensed to practise modern medicine,” said R.V. Asokan, Secretary General, IMA. “This would mean that all paramedics including pharmacists, nurses, physiotherapists, optometrists and others are becoming eligible to practise modern medicine and prescribe independently. This law legalizes quackery,” said Asokan.

Meanwhile, Indian Medical Association (IMA) Nagaland State Branch has also requested all MBBS doctors for a 24-hour withdrawal of nonessential medical services on July 31, 2019 to oppose the National Medical Commission (NMC) Bill 2019. IMA Nagaland president Dr. Kezevituo Keditsu stated that emergency casualty and ICU services would function as usual.

Khonoma bodies set 15-day found in Gurugram deadline to nab escaped UTP

KOHIMA, JUL 30 (NPN): A Naga youth, who was reported missing since July 20 from Gurugram, has been found. Twenty-five-year-old Vangba Phom was found in Huda City Metro Station by off-duty police personnel on Monday evening. He was reportedly seen loitering around asking for help when two off-duty police personnel Raman Singh and Sonu Arya found him. The police then informed his family after which the latter alerted Delhi Eastern Naga Students’ Union (DENSU) and Naga Students’ Union Delhi (NSUD). DENSU brought Vangaba to Nagaland House, New Delhi, where the Deputy Resident Commissioner, Kethosituo Sekhose, provided a room in the House, while the basic needs were being taken care by DENSU. NSUD president Hinoto said Vangba was found in a very bad shape. When enquired about what had happened to him, Vangba is reported to have disclosed that he had a misunderstanding with his roommates and that they allegedly mistreated him, so he ran away. Hinoto said Vangba had gone out of his friend’s apartment to hunt for a job. However, one person saw him and suggested him to go to Nagaland House and called an auto. The auto driver, however, took him to Huda City Centre Metro station and took away his phone and left him there. (Cont’d on p-7)

KOHIMA, JUL 30 (NPN): Expressing anguish at the escape of under trial prisoner (UTP) and rape and murder accused Sabir Ahmed from Naga Hospital Authority, Kohima (NHAK) on July 22, Khonoma Village Council (KVC), Khonoma Women Union (KWU) and Khonoma Youth Organisation (KYO) have set a 15-day deadline for the authority to arrest and bring him to justice. In a joint letter addressed to Kohima deputy commissioner (DC), KVC chairman Nisamezo, KWU president L Mor and KYO president Mhiesilhukho Yalie recalled that the accused was arrested in connection with alleged rape and murder of a woman from Khonoma village and a case was registered in Kohima women’s police station (no. 007/2018 under section 302 IPC). The police had completed the investigation and submitted the charge sheet, they added. And even as the trial was to begin to give him a befitting punishment, the statement said it was shocking to learn that the accused had escaped from custody on July 22, jeopardising delivery of justice and prolonging the agony of the bereaved and community. The organisations urged the authority concerned to take immediate action on the officials responsible for escape of the accused in a heinous crime from their custody due to their dereliction and callousness in duty. They hoped the authority would not add salt to the injury by sleeping over the matter.

LPO serves 15-day ultimatum on LH DIMAPUR, JUL 30 (NPN): Lotha Public Organisation (LPO) has served 15-day ultimatum on the Lotha Hoho (LH) to reconstruct and reselect a new team of office bearers by following proper guidelines. In a press release, LPO chairman Sulanthung Humtsoe and general secretary Zaremo Kikon cautioned that failure to comply with its ultimatum, the LPO would function as “full-fledged independent organisation” as mandated with the interest and support of 94 displeased villages. The signatories alleged that selection process of the current LH team was “unjust, unfair and lack transparency” as the protem speaker did not allow any representatives from any Lotha villages to speak out rights and opinions. LPO claimed that the representatives who were present on the selection day were not even given time and chance to mandate their leaders during December 3, 2018 installation process. “Therefore, the selection process is not valid and authentic and the current LH team is not mandated according to our age-old traditions of consensus in all the decision making process,” LPO stated. Further, LPO reiterated that the selection and installation process of the current LH team was “totally preoccupied and stage-managed.”

Villagers prevent PHE minister from inaugurating water project NNC (PB) says it is actual NNC Correspondent

KOHIMA, JUL 30 (NPN): Zhadima village with the support of several neighbouring villages Tuesday obstructed the commissioning of water supply project for Chiephobozou RD Block and surrounding villages at Balancing Reservoir Site, Zhadima under Kohima district and prevented PHED minister Jacob Zhimomi from inaugurating the project. Minister was accompanied by advisor sericulture & excise and minority affairs Zhaleo Rio, advisor treasuries and accounts and national highways Dr. Longriniken and departmental officials. Zhadima village youth president Vizosielie Khoube told media persons that the villagers were agitating against incomplete work of the project. He said the department was commission-

ing the water reservoir, but the water has not reached the villages. “So we could not help but voicing our grievances and our concern to the government,” he said. It is learnt that 24 villages under Chiephobozou RD block were to be benefitted under the project with piped water supply. However, the villagers claimed that neither adequate sub water reservoirs were constructed nor distribution pipelines were fitted to the units. In the case of Zhadima village, they claimed that three small water reservoirs with a volume capacity of 1950 litres were fitted with just a single tap each and no other distributing pipelines. The villagers questioned how could that suffice the village which has 875 households. Prior to the agitation,

the Zhadima village submitted a representation to the department with the hope a better consultation and mutual understanding would be reached on the ongoing project. However, the villagers lamented that the department did not pay heed to the plea of the people or express status of works to the people. The villagers said they were left with no option but to resort to the obstruction of the scheduled programme. The community affirmed that no commissioning programme could be organised until the village site projects were suitably feasible for water supply. Earlier, the minister sought cooperation of the villagers and asked them to allow him to inaugurate the project assuring that by December 2019 the department would meet all the requirements. However, the

villagers registered disagreement and insisted that the project be commissioned only after water reaches all the 24 villages. “Our stand is that until and unless the water reaches the 24 villages we will not let the department inaugurate this project,” Zhadima Village VDB secretary Roko Angami told the media persons. “We will file RTI in the name of the village with the department,” he added. Deptt will have a review meeting: Talking to media persons, PHE minister Jacob Zhimomi said that initially the project was meant to supply water to 24 villages but due to technical reasons it was not feasible. He said that after analysing various technical difficulties, the department could cover around 10 villages in the first stage. “So primarily, our first

He assured that the government will explore possibilities “where we can fund this project so that the desires and needs of the people are fulfilled.”

On V. Nagi’s co-convenership, NNC (PB) recalled that he was elected by voice vote in the meeting of NGOs (civil societies) at the time of the formation of Working Committee (WC), Naga National Political Groups (NNPGs), and that this was official. NNC (PB) further stated that Z Royim had, during his acting presidency in 2015, given all political authority in writing to Nagi to exercise and execute NNC authority in political decision making, appointment of members, etc. Therefore, it asserted that Royim had no moral or political authority to appoint or change any high office of responsibility in its setup.
