RIIN will shield State from outsiders

DIMAPUR, JUL 29 (NPN): Nagaland deputy chief minister Y. Patton has defended the state government’s decision to compile a Register of Indigenous Inhabitants of Nagaland (RIN), asserting that it will help to safeguard the State from outsiders. Speaking to The Hindu, Y. Patton, who also holds the Home portfolio said: “Register of Indigenous Inhabitants of Nagaland may take more time; we are consulting all civil society groups, including the NSCN (I-M). It can be delayed by a few months.” As published in Nagaland on June 6, the state cabinet on February 15, 2019 approved the recommendation of the ILP committee, after which it was decided to compile a register to prevent issuance of indigenous inhabitant certificates to ineligible persons. In a notification dated June 29, the government set December 1, 1963 as the cut-off date. State govt under serious pressure from BJP: Therie DIMAPUR, JUL 29 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie has alleged that the state chief minister has “surrendered his writ to BJP High command” and that the government of Nagaland was under “serious pressure” from BJP. Addressing the Phek District Congress Committee (PDCC), all the frontals bodies and five ACCCs at Phek town on July 29, Therie alleged that the chief minister has captured a Christian State like Nagaland and submitted into the hand of BJP. “I don’t know how he is at peace doing this to Nagas,” he said. Further, alleging that BJP-led government at the centre was “EVM Govt and not a public mandated government”, Therie said the result sheets were “abnormal and unbelievable” by any political analysts. “BJP Government is like an egg and when it falls, it will be utterly beyond repair,” he said. and any other issue relating to implementation of the RIIN. On July 17, 2019, a consultative meeting of civil society organisations (CSOs), tribal hohos, NGOs, senior citizens and legislators with State government representatives held at the State Banquet Hall, Kohima unanimously resolved to support and extend cooperation to the State government in implementation of the proposed RIIN. The meeting had also resolved that the process of enumeration for implementing RIIN would be carried out only after consultations with all stake holders and after the final modalities/guidelines were agreed upon. After the state government issued notification dated June 29 for creation of RIIN, various sections of civil society and tribal bodies of Nagaland have expressed views, opinions and concerns on a number of matters pertaining to the exercise for RIIN. At two consultative meetings held by the government, several pertinent issues concerning RIIN were also raised.

LS passes Bill to repeal 68 Acts NEW DELHI, JUL 29 (IANS): The Lok Sabha on Monday passed the Repealing and Amending Bill, 2019, which seeks to repeal 68 Acts and makes minor amendments to four other laws as Shashi Tharoor (Cong) demanded abolition of the Sedition Law and criticised the government for its misuse. The Bill makes minor amendments to the Income Tax Act, 1961, the India Institutes of Management Act, 2017, the Beedi Workers Welfare Fund Act, 1976, and the Motor Vehicles (Amendment) Act, 2001. In case of first two laws, the amendment related to substitution of certain words. Moving the Bill for passage, Law Minister Ravi Shankar Prasad said strict action would be taken against law-breakers. Tharoor said over 200 people had been arrested in the past five years under the Sedition Law. Demanding its abolition, Tharoor said the British government had used the law against (Mahatma) Gandhi, (Jawaharlal) Nehru and Bhagat Singh. “We (the government) are using it against Jawaharlal Nehru University students,” he added.

A day after disqualifying 14 more rebel MLAs in a parting shot on the trust vote eve, paving the way for an easy run for the BJP, Assembly Speaker K R Ramesh Kumar announced his resignation soon after Yediyurappa won the confidence motion in a process lasting less than an hour after the House met. With the BJP comfortably placed in the numbers game after the disqualification of 17 rebel MLAs, including three earlier, that reduced the effective strength of the House, the opposition Congress and JDS did not press for division. DIMAPUR, JUL 29 (NPN): ECI Engineering & Construction Co. Ltd, a firm involved in ongoing four-lane road work, has agreed to take responsibility and provide adequate water tankers and water sprinkling in and around Medziphema town to control dust pollution. In an undertaking, the firm assured that a water tanker would be stationed permanently at Medziphema town with a supervisor to monitor for 24 hours. The firm also stated preparation for blacktopping would commence by October 2019, adding that it would take full responsibilities in case of negligence and failure on any part. Meanwhile, Medziphema Village Council (MVC) and Medziphema Town Mechü Krotho (MTMK) have amicably accepted an undertaking from the ECI Engineering Construction Ltd. on July 29, 2019. In a press release, MVC chairman Nikhonyü Kuotsu and MTMK president Akhoto Kuotsu and general secretary Khrielie Iralu stated that they have accepted the formal undertaking in good faith. The two bodies, however, reiterated that failure to adhere with the proposed remedial measures would lead to untoward consequences, for which, ECI would be held solely responsible in future. KOHIMA, JUL 29 (NPN): An under trial prisoner (UTP) and rape accused escaped from Naga Hospital Authority Kohima (NHAK), as the poor infrastructure at the hospital turned out to be the main reason for the escape. A day after the escape of the UTP, NHAK authority held a meeting on July 23 to take stock of the situation and decided that henceforth all UTP patients would be examined by senior doctors and that all the UTP patients would be subjected to thorough medical examination before they were admitted at the hospital. The meeting resolved that medical history of all UTP patients would be carefully scrutinised before their admission, besides deciding that security personnel

would henceforth bear the responsibility of securing the UTP patients and not the hospital management. It may be recalled that the accused, Sabir Ahmed was on trial for rape and murder and had escaped from NHAK on July 22 after being admitted in UTP cell on medical ground. Ahmed was on trial for allegedly raping and murdering a 51-year-old woman in Kohima in March last year and was arrested by the Nagaland Police from Aizawl and a case registered against him at the women police station here.
