Assam tense; final NRC draft today HIGHLIGHTS OF NRC DRAFT

People submit documents to NRC officials at a Seva Kendra in Guwahati, Assam.  Of the 3.29 crore applicants in Assam, 1.9 crore have been cleared in first round of lists as Indian nationals on January 1 this year.  Descendants of those who can prove citizenship till March 24, 1971, will also be considered Indian citizens. So will those who came between January 1, 1966 and March 25, 1971, and registered themselves with the Foreigners Registration Regional Officer.

 National Registry of Citizens was first prepared in 1951 after a census. The latest updation of the list in Assam contains the names of descendants of those whose names were in the 1951 list, or those who were in Assam’s Electoral rolls till March 24, 1971.

 NRC authorities have disclosed that 1.5 lakh people will be dropped from the first list, since anomalies were found in their documents. Around 50,000 of them are rural women.  NRC is also preparing a common database of citizens to help identify declared foreign nationals

Mother, daughter swept away by river DIMAPUR, JUL 29 (NPN): A mother and her daughter were swept away by the waters of Dzuchru river, Phesama under Kohima jurisdiction on Sunday. A press note by Nagaland State Disaster Management Authority (NSDMA) informed that the incident took place at around 2:30 p.m. when the women had gone to collect pig fodder and slipped into the river. The mother was rescued by State Disaster Response Force (SDRF) while the daughter was still missing. The mother was admitted to Bethel Hospital with multiple injuries. NSDMA said personnel of SDRF and DDMA Kohima swung into action with the help of Phesama local community. However, inclement weather hampered the rescue operation and will resume early Monday to find the missing daughter, NSDMA said.

KOHIMA, JUL 29 (NPN): National Highway-2 near Phesama village, which was completely blocked on July 28 due to mudslide was cleared on Sunday. All vehicles were being allowed to pass through the stretch. Sources informed that the road clearing work was conducted by BRO with the help of the local populace. Meanwhile, restoration work along the stretch near Peducha, which was hit by

a massive landslide on July 24, was still on. All vehicles were being diverted via Peducha–Tsiesema till Sunday, sources informed. According to NHIDCL branch office Dimapur, restoration work is being carried out round the clock. However, the work has been affected due to incessant rain leading mudslide in the area. NHIDCL said the restoration work may take another one week up to August 4, if weather conditions were favourable.

Over Rs 15k crore unclaimed money with insurance cos NEW DELHI, JUL 29 ( I A N S ) : A s t a g ge r i n g amount of Rs 15,167 crore amount belonging to policyholders is lying unclaimed with 23 life insurance companies, according to latest regulatory data. As per data released, of the total unclaimed amount of Rs 15,166.47 crore as on March 31, 2018, Life Insurance Corporation towers over other companies in the unclaimed list with Rs. 10,509 crore, while the 22 private sector insurers account for the remaining Rs 4,657.45 crore. Among private companies, ICICI Prudential Life Insurance has Rs 807.4 crore of unclaimed insurance claims, followed by Reliance Nippon Life Insurance (Rs 696.12 crore), SBI Life Insurance (Rs 678.59 crore) and HDFC Standard Life Insurance (Rs 659.3 crore).

ACAUT, PSAN ask govt to clarify on 706 posts under ‘illegal’ appts

DIMAPUR, JUL 29 (NPN): Reacting to news report published in sections of the local daily on Saturday, directorate of fisheries & aquatic resources has denied the allegation by People’s Democratic Rights (PDR) that fish production in the State had declined in 2017-18. In a rejoinder issued on Sunday, fisheries & aquatic resources director Kevisa Kense asserted that the news was factually incorrect and claimed that fish output had actually increased to 8,990.5 metric tonne (MT) in 2017-18 as against 8,605 MT in 2016-17. People’s Democratic Rights had alleged that fish production declined to 8,220 MT during the year under review. On the issue of potential areas developed by the department, he claimed that the potential area developed so far was 3375 ha and not as stated. The director explained that fish production could only be achieved after completion of projects,

NSLSA: State-wide campaign against human trafficking DIMAPUR, JUL 29 (NPN): State-wide campaign “Fight Against Human Trafficking” was carried out by Nagaland State Legal Services Authority (NSLSA) in more than 100 churches across Nagaland on Sunday in association with Nagaland Baptist Church Council, Nagaland Christian Revival Church and Catholic and Pentecostal church bodies. The State-wide campaign was in line with National Legal Services Authority’s (NALSA) Victim Trafficking and Commercial Sexual Exploitation Scheme, 2015. Altogether 108 panel lawyers and para-legal volunteers of NSLSA and 11 district legal services au-

thorities and three social workers spoke on the legal provisions for trafficking. Resource persons on the occasion pointed out that 8,132 cases of human trafficking were reported from the country in 2016, as per National Crime Records Bureau (NCRB) records. West Bengal with 3,579 reported the highest number of human trafficking cases and accounted for nearly 44% of all cases across the country. However, as per NCRB, there was no case of trafficking reported from Nagaland in 2016. As per legal provisions, anyone convicted of trafficking one person will get imprisonment for a minimum of seven years, which might

go up to 10 years, along with a fine. For trafficking of more than one person, the punishment is a minimum 10 years of jail term, which may go up to life imprisonment, and a fine. For trafficking one minor, the punishment is minimum 10 years of jail, which may go up to life term, and a fine. And for trafficking more than one minor, the punishment is minimum 14 years of jail, extendable to life imprisonment, and a fine. The authorities are also trying to dispel fear of anyone being declared a foreigner automatically on his or her name not figuring in the complete NRC draft by asserting that sufficient time would be given to all to file claims and objections. Considered one of the largest exercise of its kind carried out in any corner of the world to determine residency status of citizens, the NRC of 1951 in Assam is being updated by Registrar General of India along with Office of the State Coordinator, NRC as per the directive of Supreme Court and under its strict monitoring. And with barely 12 hours remaining for publication of the complete NRC draft, neighbouring States like Arunachal Pradesh, Meghalaya and Nagaland too are facing anxious moments as many organisations are apprehending large scale influx of alleged illegal immigrants from Assam. They fear that those whose names don’t figure in complete NRC draft might move into their States.

Fisheries dept responds to PDR allegation

NEW DELHI, JUL 29 (AGENCIES): Seeking to scotch rumours and identify fake news on social media platform WhatsApp, a team of experts at a city-based institution is working on developing an application that may be able to tell you whether a

message is fake or not. P. Kumaraguru, associate professor of computer science at the Indraprastha Institute of Information Technology, Delhi, is heading the team which is developing the app. Rumours on WhatsApp have sparked off a spate of incidents involving mob fury. The professor feels that the application will be a useful tool in the current scenario where a number of such incidents have been reported in which people were killed in violence, triggered on the basis of rumours circulated on WhatsApp. “We are collecting a large number of data and have asked people to forward us messages on the number 9354325700. These messages will be analysed and accordingly, we will develop a model for putting a wrapper on such messages,” he added. For example, if a message is received, there will be colour codes that will indicate the authenticity. A green might indicate that it is a legitimate content, yellow colour might indicate that the system is not able to decode it while red might indicate that it is definitely fake content, he said. “We will study the common factors in such messages. The commonality might be an image, a URL or some words. If it is a forwarded message, it is a high probability that it is a fake message,” he said. K Y M C
