12-year old girl found dead with throat slit in Dmu Staff Reporter
DIMAPUR, JUL 1 (NPN): In a shocking incident, a 12-year-old minor girl was found dead with her throat slit on Sunday afternoon at Phaipijang village, Dimapur. The victim was a class 6 student of GMS Phaipijang. According to reports, the incident took place when the girl, who was staying at her uncle’s place, was home while both her uncle and aunt were in Church. The brutal incident came to light when the victim’s aunt returned home from Church and found her niece lying in a pool of blood with her throat slit. When contacted, Dimapur police confirmed that the incident took place at Phaipijang village. However, police said preliminary investigation was on and they were yet to ascertain the reason behind the killing.

The top court had earlier said that the claims of those citizens, whose names do not figure in the draft NRC for Assam published by December 31 last year, would be scrutinised and included in the subsequent list, if found genuine. The NRC of 1951 is being updated for Assam in accordance with the tripartite agreement between the state, the centre and the influential All Assam Students Union in 2005 as a key issue for implementation of the 1985 Assam Accord.
‘Lok Sabha MPs can ask max 5 questions per day’ New Delhi, July 1 (PTI): Lok Sabha members can ask only up to five questions per day now from the upcoming session of the House instead of ten allowed till now, said an official release. Lok Sabha ‘Questions Cell’ in a bulletin said the members are aware that as per direction 10B of the Lok Sabha speaker, no member can give notices for posing more than ten queries a day. It added the Speaker’s direction 10B has been amended now due to the number of notices for the questions exceeding 230 per day. The bulletin signed by LS Secretary General Snehlata Srivastava said, the maximum number of question notices to be given by each MP per day has been brought down to 5 from 10. If a member gives notices for asking more than five questions on a day, the remaining questions would be allowed to be raised the following day, the bulletin said. The speaker’s new direction would be effective from the next sessions of the House.
Modi rules out single rate under GST NEW DELHI, JUL 1 (PTI): Prime Minister Narendra Modi on Sunday ruled out a single tax rate under the GST, saying Mercedes car and milk cannot be taxed at the same rate and accepting Congress party’ demand for a uniform 18 per cent rate would lead to a spike in food and essential items’ taxation. Modi said the Goods and Services Tax (GST) has within one year of its launch led to over 70 per cent jump in indirect taxpayer base, demolished check-posts and merged 17 taxes and 23 cesses into one single tax. The new tax regime, which subsumed central levies like excise duty and service tax and state taxes like VAT, is aimed at making indirect taxation “simple” while eliminating the Inspector Raj, he said, adding the GST is an evolving system which is calibrated based on feedback from state governments, trades and other stakeholders. “It would have been very simple to have just one slab but it would have meant we could not have food items at zero per cent tax rate. Can we have milk and Mercedes at the same
rate?
“So, when our friends in Congress say that they will have just one GST rate, they are effectively saying they will tax food items and commodities, which are currently at zero or 5 per cent, at 18 per cent,” he said in an interview to ‘Swarajya’ magazine. Modi, according to a part-transcript of the 45minute interview posted by Swarajya on its website, said against a total of 6.6 million indirect taxpayers registered since independence, 4.8 million new enterprises have registered since the launch of the GST on July 1, 2017. “Around 3.5 billion invoices were processed and 110 million returns were filed. Would we be looking at such numbers, if GST were indeed very complex?” he asked. “Check-posts across the country have been abolished and there are no more queues at state borders. Not only are truck drivers saving precious time but also the logistics sector is getting a boost and thereby increasing the productivity of our country. Would this be happening if GST was complex?”
To a query on criticism of GST implementation, he said the new tax regime was a massive change, requiring a complete reset of one of the world’s largest economic systems. “The reform merged 17 taxes, 23 cesses into one single tax. When it was finally introduced, it was our endeavour to make it simple and ensure sensitivity of the system. There are often teething troubles seen when a reform of this magnitude is carried out, but these issues were not only identified but also addressed in real time,” he said. DIMAPUR, JUL 1 (NPN): Reiterating its stand on integration of contiguous Naga-inhabited areas, NSCN (I-M) has taken strong exception to the recent purported statement made by chief minister Neiphiu Rio in New Delhi vis-à-vis the integration. In a press release issued through its MIP, NSCN (I-M) said Rio’s statement– which it termed “irrational and irresponsible”– was a direct challenge to the Naga national cause. NSCN (I-M) questioned the chief ’s minister’s authority “to barter legitimate rights of the Nagas in open market for personal glory”. It also asked whom he was trying to please by “surrendering” the history and legitimate right of the Nagas. It said such a treacherous attempt to enhance personal political ambition at the expense of the Nagas’ right was a “deliberate
insult” to the Naga people’s sentiment. NSCN (I-M) asserted that Nagas would stand their ground “to the last man”, over the hard-earned political achievement which had come at the cost of untold sufferings and supreme sacrifices rendered by thousands of Naga sons and daughters. It said no individual or organisation had the license to “talk cheaply on the history of our people”. Further MIP also stressed that the issue of integration of all Naga territories was an integral part of the ongoing Indo-Naga political dialogue. It therefore, reiterated that Naga territories which had been kept apart “arbitrarily and indiscriminately” by the British and then further divided between Burma (now Myanmar) and India under Jawaharlal Nehru, was without the knowledge
and consent of Naga people and therefore, totally unacceptable. “Just as there cannot be a kingdom without territory, so the Indo-Naga political talks sans integration of all the contiguous Naga areas will be a futile exercise”, it stated. NSCN (I-M) also mentioned that in recognition of the uniqueness of Nagas’ history and situation by Government of India (GoI), the Framework Agreement was signed of August 3, 2015. It said both parties agreed and recognised that integration of all contiguous Naga areas was a legitimate right of the Naga people and that it was mutually agreed that the matter would be pursued through earnest political democratic process. Pointing out that after 21 years of negotiations India and Naga people were set to culminate into a final deal to resolve the oldest political problem of the South
East Asia, NSCN (I-M) warned that any attempt to undermine or disturb the peace process at this crucial juncture, without being able to make head or tail of the negotiation, would not be tolerated. It also reminded Nagas, wherever they are, to think and speak in one political language and also called upon them to remain vigilant and alert and distinguish between what was true and false. NSCN (I-M) reminded that the greatest challenge today was to remain truthful and committed to the historical decision, even as it reaffirmed not to compromise historical rights for positions, power and to please the enemies. “We shall not remain silent spectators against any divisive forces within or without, who tries to betray the Naga cause and their history,” the statement warned.

The event witnessed participants as young as nine years old to those in their mid-forties taking part. A “Doctors’ Walk” was also organised at 5 pm from the same spot, which culminated with a programme at Rotary Club in Midland. DIMAPUR, JUL 1 (NPN): Dismissing NPF’s attack on chief minister Neiphiu Rio over the latter’s purported statement made before the media on integration of contiguous Naga-inhabited areas, Nationalist Democratic Progressive Party (NDPP) claimed that there was no truth in the allegations and that these were primarily aimed at personally attacking Neiphiu Rio. In a statement issued by its media & communications committee, NDPP said the attack on the chief minister was reflection of a frustrated opposition whose house continued to break down after being rejected by the people in election after election. The ruling party asserted that there was no merit in the opposition’s (Cont’d on p-5) attempts to question the
chief minister’s stand or integrity on the issue of Naga integration and elaborated on Rio’s series of initiatives on the matter. Pointing out how Rio had resigned from Congress government in 2002 opposing the “Bedrock of Naga Society”, NDPP recalled that Rio then revived the erstwhile NPC that had no elected representative in the Nagaland Legislative Assembly and was on the verge of oblivion. Consequent upon the 2003 Assembly elections, the NPF-led DAN government headed by Rio was installed and in that same year NLA unanimously passed a resolution on December 18 for integration of contiguous Naga areas under one administrative umbrella, the ruling party recalled.
