Ramesh Kumar Sunday disqualified 14 legislators belonging to the CongressJanata Dal (Secular) coalition. This clears any remaining hurdles in the BJP way led by BS Yediyurappa as it readies to prove its majority on Monday. Among the rebel MLAs, who were disqualified by the speaker, 11 are from the Congress while three are from the JD(S). With the fresh development, the total number of rebel MLAs disqualified stands at 17. HYDERABAD, JUL 28 ( AG E N C I E S ) : S e n i o r Congress leader and former Union minister S Jaipal Reddy died at a hospital here in the early hours of Sunday, sources close to him said. He was 77. He was recently diagnosed with pneumonia and was admitted to the hospital, where he died at 1.28 am, a Congress leader told PTI. Reddy has been a parliamentarian for several decades and held key portfolios in various governments. He was a four-term MLA, member of Lok Sabha for five terms and member of Rajya Sabha for two terms. Reddy was the I&B minister in IK Gujral government. During the UPA-1 government he held portfolios like urban development and culture. In UPA-2, he was again assigned the urban development ministry. Later, he became minister of petroleum and natural gas but was shifted to the Sc, Tech and Earth Sciences ministries.

The Speaker seems to have come under pressure from the political parties and not considered their resignations, he added. “No court in this country will accept this order. Any MLA has a right to submit his resignation, which cannot be denied to him. This is an order with malafide intention. It is not in line with principles of natural justice and illegal. They will challenge it in the
court,” he said. However, even with the fresh disqualifications, the BJP is likely to form the government as it already has the support of 105 MLAs. After the disqualifications, the magic number to form the Karnataka government now stands at 104. The 14-month-old ruling coalition lost the trust vote last Tuesday after 99 MLAs voted in favour of it and 105 legislators went against it. The floor test was necessitated by the resignations of the MLAs. MLAs to challenge disqualification in SC: The 14 Karnataka rebel legislators said they would challenge the Speaker’s decision in the Supreme Court on Monday. The rebel MLAs said they would challenge their disqualification in the Supreme Court as their joint petitions had sought its directive for accepting forthwith their resignations resubmitted on July 11 before the Congress and the JD-S issued a whip to them to attend the session on July 23 and long before former Chief Minister H.D. Kumaraswamy moved the confidence motion on July 18.
Petrol becomes cheaper in major cities

DIMAPUR, JUL 28 (NPN): State-run oil marketing companies on Sunday lowered the retail prices of petrol while diesel prices remained stagnant in most of the major cities across the country. In Delhi, petrol prices dropped to Rs 73.14 a litre as against Rs 73.24 per litre on Sunday while diesel was retailing at Rs 66.18 a litre. According to data available, in Dimapur, petrol was slashed by 15 paise from Rs. 71.17 to Rs. 71.02 a litre on Sunday. However, in Kohima, petrol was up by 21 paise from Rs. 71.67 to Rs. 71.88. Rates vary from state to state depending upon the incidence of local sales tax or VAT. On the other hand, diesel price in Dimapur was priced as Rs. 63.92 a litre as compared to Saturday’s rate Rs. 63.97. In Kohima, diesel price was up by 16 paise from Rs. 64.42 to Rs. 64.58 alitre. The retail fuel price in India is dependent on the global crude prices and the rupee-US dollar exchange rate as the country imports around 80 per cent of its crude requirements.
Explaining the rationale behind the demand for a green bonus, Rawat said most of the country’s rivers originate in the Himalayas and therefore the states have to play the most significant role in the prime minister’s water conservation initiative. He said it was also necessary because the Himalayan states’ contribution to environmental conservation was the biggest with their green cover. The states were also at a disadvantage because large swathes of land fell into eco-sensitive zones where all sorts of development activities could not be carried out, Rawat said. A green bonus thus is needed to compensate the Himalayan states for their disadvantages, he added. NEW DELHI, JUL 28 (PTI): The Himalayan states including the North Eastern states Sunday came together at a conclave here to demand a separate Union ministry to deal with problems endemic to them and a green bonus in recognition of their contribution to environmental conservation. The twin demands formed part of a common agenda of the Himalayan states and a proposal in this regard was handed over to Union Finance Minister Nirmala Sitharaman at the end of the conclave, Uttarakhand chief minister Trivendra Singh Rawat told reporters after the event. Sitharaman inaugu-
rated the one-day Himalayan conclave held here on Sunday. Chief ministers and representatives of the Himalayan states-- Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh, Meghalaya, Nagaland, Tripura, Mizoram and Manipur -took part in the conclave. The only absence was of Assam, which has been ravaged by the floods. It is for the first time that the Himalayan states have come on a single platform to take a unanimous stand on the issue of green bonus and a separate ministry to deal with problems unique to them.

SHILLONG, JUL 28: Meghalaya Assembly Speaker Dr. Donkupar Roy, who was successfully elected for seventh consecutive times and was once a chief minister, passed away at Mendanta hospital in Gurugram on Sunday. He was 64. The economist-turned politician was flown in an air ambulance to Delhi on July 18 due to acute diabetic leading to multiple organ failure, Roy’s close-aide said. The body of Roy, who is the president of United Democratic Party, a key partner in the ruling NPPled Meghalaya Democratic Alliance government, will be flown back on Monday morning where his last rites will be performed. The Meghalaya government has declared three days of state mourning and state holiday on the day of funeral as mark of respect to the departed legislator.

Speaking at the Con-
clave of Indian Himalayan Region (IHR) States hosted by the Government of Uttarakhand at Mussoorie on Sunday in the presence of Union finance minister Nirmala Sitharaman, 15th Finance Commission chairman NK Singh, NITI Aayog vice-chairman Dr Rajiv Kumar and other chief ministers from IHR States and Central government officials, Rio reminded everyone that the hilly and mountainous States of the country were sentinels at the
country’s borders with Pakistan, China, Myanmar and Bangladesh, all of whom posed military and demographic security threats to the country, especially to the IHR States themselves. Pointing out that all Himalayan States also provided innumerable ecosystem services to the nation like climate regulation, carbon sequestration etc, he stressed that they should be given special attention. Sharing his views on the devolution principles of the Finance Commission, Rio supported the proposal for increase of share of taxes of States from 42% to 50%, but added that in the context of Nagaland, even with this increase, the State would still remain revenue deficit. “In fact, it will only result in a corresponding reduction in revenue deficit grant. Since the share of taxes tends to vary depending on actual collections, we
have the apprehension that our receipts may fall below estimates even more than what it is now. My State has experienced negative receipts every year of the 14th Finance Commission period,” he emphasised. Since States like Nagaland that were generally revenue deficit would not benefit from an increased share of taxes, Rio said more benefit would accrue if the commission agreed to fully cover the revenue deficit and also provided funds for critical infrastructure needs so that the infrastructure and developmental deficit that were being facing were effectively addressed. The chief minister recounted how the manufacturing sector in the State was contributing a substantial amount of Rs. 14,123 lakh to the State’s economy, comprising 6.09% of the GSDP till 1997-98. Walking habits may predict future mobility issues WC, NNPGs clarifies on NNC (PB) issue NEW YORK, JUL 28 (IANS): Researchers have found that being able to walk outside for several blocks at a leisurely pace plays an important role in living a vibrant, healthy life and may also predict future mobility problems. The study, published in the Journal of American Geriatrics Society, shows that being able to walk at even a slow speed is essential for these benefits, but walking too slowly may foreshadow future problems that could prevent a person from being fully mobile. Researchers from the University of Pittsburgh in the US assessed ways to measure complex walking tasks to learn more about early, subtle changes in walking. It was found that slow walking speed under both usual-pace and complex conditions was associated
with greater risk for developing mobility disability. Participants who reported having mobility disability were more likely to be female, have diabetes, be obese, have knee pain and experience breathing difficulty. They also had more symptoms of depression, researchers said. Researchers analysed information from the Health
Aging and Body Composition study which enrolled black and white adults in the US from 1997 to 1998. The 337 participants were 70 to 79 years old, and had no difficulty walking a quarter mile or climbing 10 steps without resting. During the course of the study, participants walked on several different paths and were given sev-
eral different challenges to measure their walking speed and their ability to cope with mental and physical tasks at the same time. Researchers then followed up with participants every six months to see if they had any difficulty walking one-quarter mile due to a health or physical problem. Participants reported mobility problems or disabilities every year at in-person visits. By the end of the eight-year follow-up, more than half of the participants had developed mobility disability, meaning they were unable to walk one-quarter mile. Almost 40 per cent had developed chronic mobility disability that lasted at least two years. The researchers concluded that measuring your simple walking speed may be enough to learn whether you might be at risk for future mobility problems.
DIMAPUR, JUL 28 (NPN): Working Committee (WC), Naga National Political Groups (NNPGs) has taken strong exception to a press release published by some anonymous person in the name of NNC (Parent Body) on July 23. Dismissing the press release, the committee in a statement stated that it reflected mischief and isolated mindset of the individual. Asserting that Z Royim Yimchungru was a proven nationalist and president of NNC (PB), WC explained that he had exercised power and authority derived from NNC Yehzabo and replaced V Nagi with Toshi Walling as co-convener in the committee as per its appeal. The committee further stated that the leadership of Royim and NNC (Parent Body) was equally important, adding it did not and could not recognise impos-
ters and outcasts. “If Z Royim Yimchungru is a GB or a member in any social order, it means he is a people’s leader, recognised and accepted at grassroots level as in Naga national service,” the statement stressed. Alleging that there were elements who were hell bent on tarnishing image of NNPGs and discrediting the achievements of WC thus far as the contours of political dialogue with Government of India had become more pronounced, the committee said dubious characters accusing the NNC (Parent Body) president due to their selfish and destructive nature would struggle to get into village council as members, let alone becoming GBs. These elements had thrown the last dice in the name of NNC (Parent Body) and they had failed themselves, it added.
NNC (PB) reacts
Reacting to the news item “NNC-PB clarifies”, the NNC (Parent Body) through its MIP clarified that that NNC (PB) led by its president Z. Royim was the only legitimate and consensus body, under whose authority and leadership the NNPGs working Committee has recognized it to have negotiations with the government of India from the initial stage of Naga political peace talk. MIP therefore cautioned unauthorized “selfstyle individuals or group” to stop using the name of NNC-Parent Body for the destructive motive to damage the image of the government, which may derail the hard-earned ongoing political talk with the government of India, which was at the final stage.
