DIMAPUR, JUL 28 (NPN): Welcoming the advisories issued by the state home department as preventive measures against influx of illegal immigrants ahead of publication of Assam’s NRC final draft; the Leader of Opposition and former chief minister, TR Zeliang, Saturday, however, said such a one-time checking cannot bring forth any tangible result. Zeliang in a statement pointed out the “vulnerability and effectiveness” of the Inner Line Permit (ILP) was a contentious subject and which could not be wholly relied upon to check influx. He, therefore, suggested that the state government device sustainable mechanisms by bringing an ordinance in the Assembly for regulation of a permanent system in the State. KOHIMA, JUL 28 (NPN): Massive landslide triggered by incessant rainfall for the past few days has blocked the NH-2 near Phesama thereby completely cutting off Kohima-Mao Gate road, which is a lifeline to several Southern Angami villages and also neighbouring Manipur state. According to reports, mudslide from above the road near FCI godown, ahead of Phesama village, has totally blocked the highway,some 9 km

away from Kohima. Police sources confirmed that the highway was cut off and that the mudslide from above the road, was continuously flowing down the road. Police said some light vehicles were plying via Phesema-Lerie colony Kohima through Kucha road, but added that road condition was not good. NEW DELHI, JUL 28 (AGENCIES): Fuel prices in the country were lowered on Saturday after a three-day pause in price revision. Staterun oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis. Petrol price per litre in metro cities were slashed to Rs 76.16 in Delhi, Rs 83.61 in Mumbai, Rs 79.05 in Kolkata and Rs 79.11 in Chennai. Diesel, on the other hand, was revised to Rs 67.62 in Delhi, Rs 71.79 in Mumbai, Rs 70.37 in Kolkata and Rs 71.41 in Chennai. On Friday, diesel prices were cut, however, petrol rates remained unchanged. International benchmark Brent futures were trading lower by 25 cents to $74.29 a barrel. Government allowed revision of fuel rates on a daily basis since mid-June last year.

I TA NAG A R , J ul 2 8 (Agencies): Parliamentary secretaries in Arunachal Pradesh will have to lose their posts, as the Itanagar permanent bench of Gauhati High Court has declared the Ar unachal Pradesh Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act 2007 as ‘unconstitutional’. The bench comprising Justice Monojit Bhuyan and Justice Rumi Kumari Phukon on July 25 while closing a PIL filed by one Kyoda Ram, pronounced the Act as ‘Unconstitutional’ in line with the Supreme Court judgement of July 27, 2017 on the Assam matter of appointing parliamentary secretaries. “Parties agreed that in view of the decision of the Supreme Court, the PIL does not survive for further consideration,” the judges stated while giving their verdict. Additional Advocate General of the state Kardak Ete informed that the certified copy of the judgement would be available in a day or two. The Pema Khandu-led BJP government in Arunachal Pradesh has at present 23 parliamentary secretaries.

DIMAPUR, JUL 28 (NPN): With barely 48 hours remaining for publication of the much-anticipated final draft of National Register of Citizens (NRC) in Assam, fears have mounted over possible large scale influx of illegal immigrants from the neighbouring state into Nagaland. And even as the State government had issued advisories to village, town and municipal authorities to strictly monitor and check possible infiltration of illegal immigrants, Central Nagaland Tribes Council (CNTC) has urged Naga people to wake up from their slumber to the danger lying ahead and the “impending doom looming on our coming generations.” In a statement issued by its media cell, CNTC has urged the State government to direct the police to

According to CNTC, with no proper mechanism to control and the will to tackle the menace of unabated influx illegal immigrants, Nagaland had become an open house for all outsiders. It said the issue was crucial for people of the State and the entire Northeast. It pointed out that Nagas with a very small population could not afford to keep blaming one another for the abnormal rise of migrant population in the State as the fault lay “in all of us”.

Alleging that some NPGs recruited outsiders in their rank and files, the council said it was a very serious issue for all Nagas and called for discarding the “despicable act” immediately. The CNTC also raised concern over issuing of indigenous certificates, trade licenses and vehicle permits randomly by government agencies as well as by various local gaon buras and colony chairmen for easy money without thinking about the grave consequences for “our children’s future”. It asked the State government to nullify all such trade licenses, vehicle permits and indigenous certificates issued to suspicious illegal immigrants. The council said it was time for the Nagas to come united and stand up together as the future of Naga people was at stake.

Zeliang also called for people to lend support to one another to curb the menace of illegal immigrants so as to restore “our identity, our livelihood and our future.” The former chief minister also urged upon all political parties, irrespective of party affiliations, NGOs, Tribal Hohos, student organizations and village councils including individuals to come out in unison against influx of illegal immigrants into the state. He particularly urged upon the state government to effectively monitor the situation while initiating concrete measures to curb the threat. Villages bordering Assam must be more vigilant and adopt measures to thwart off any infiltration attempt by illegal immigrants, Zeliang said and further appealed to the people of Nagaland to be watchful.

People were out on roads or their rooftops and terraces to watch the moon turning red-- the longest celestial event of the 21st century that lasted for about two hours. turned disappointed because monsoon clouds spoiled the show, with Delhi like many other parts of north India, missing their date with “the blushing” bride -- the moon which turned red. The phenomenon is caused because the earth blocks all direct sunlight from reaching the moon. But the indirect sunlight is refracted by the earth’s atmosphere. Only the refracted red light, with longer wavelength, travels the distance and passes to the moon and other colours are filtered out. In Bengaluru, about 3000 visitors, including students accompanied by their par-

The eclipse began at 10.44 p.m on Friday night ending at 4.58 a.m. on Saturday. The period when the moon was completely in earth’s shadow, known as the ‘totality’, lasted for about an hour and 43 minutes. Many, especially Hindus, completed their dinner early by 8 p.m. on Friday and ate nothing till the eclipse came to an end. They took a bath before resuming their day on Saturday to wash off

IMPHAL, JUL 28: Civil Society Organisation (CSOs) –– United Committee Manipur (UCM), All Manipur United Club Organization (AMUCO) and Committee of Civil Society Kangleipak (CCSK) Saturday staged a sit-in demonstration in Imphal’s Keishampat Junction against the alleged intention of the Centre to extend Article 371 (A) in Naga inhabited areas beyond Nagaland. Holding placards with various slogans denouncing Centre’s “divide and rule policy”, the leaders and representatives of CSOs demanded that the Act meant for the Nagaland must be confined only in Nagaland. Talking to reporters at the protest site, AMUCO president, Ph Deban, reiterated their demand to convene a special session of the Manipur Assembly to discuss the latest development in the Centre-NSCN(I-M) peace talk with reference to recent report of Parliamentary committee tabled in both the houses of Parliament. After a threadbare discussion in the Assembly with the active participation of members of

both ruling and opposition, Deban said the state government must convince the firm the stand of the people of the state to the Centre. He said that the Central leaders have given assurance that Manipur would not be affected by the framework agreement. However, Deban alleged that the recent Parliamentary Committee report throws light over the possibility of extension of Art 371A of the Indian Constitution. Art 371A gives special provision with respect to the state of Nagaland including administration of civil and criminal justice involving decision according to Naga customary law, he added. UCM secretary, Athouba, alleged that the report of the Parliamentary committee also hinted implementation of the 6th Scheduled of the Indian Constitution to Naga inhabited region of Manipur. The 6th Scheduled was passed by the Manipur Assembly during rule of Manipur People’s Party (MPP) with RK Ranbir Sana by as chief minister by adding a provision “local adjustment”.
