NEW DELHI, JUL 27 (PTI/IANS): Sending out a clear message to those backing terror, Prime Minister Narendra Modi said India will not bow to pressure, or be found wanting in any manner. Speaking at the Kargil Vijay Diwas commemorative function at the Indira Gandhi International (IGI) stadium in Delhi, Modi recalled instances--1948, 1965, 1971--when Pakistan tried to trick and conspire against Kashmir but India did not allow them to succeed in 1999. He said India’s security has been impregnable and will continue to remain so. “We will not come under any pressure when it comes to national security,” the PM stated. Modi said some countries were resorting to proxy war to spread terrorism and that time has come for united global efforts to deal with it. “Kargil victory was symbol of India’s might, determination and capability,” Modi said, in presence of a large number of military personnel and ex-servicemen at the event here.
Fluctuating monsoon for NE DIMAPUR, JUL 27 (NPN): North East region could experience fluctuating monsoon rains in the next few days as currently a series of Low-Pressure Areas are likely in the Bay of Bengal in the upcoming few days. According to Skymet Weather report, at present, the region is running rain deficient just by 10%. Also, multiple North East states are running rain normal. North East experiences a four-month long Monsoon season. The region is also one of the rainiest pockets in India which contributes more than 30% to the pan-India Monsoon rains.
Speaker calls for meeting on Aug 9
DIMAPUR, JUL 27 (NPN): NLA Speaker and convenor of Joint Legislators’ Forum on Naga Political Issue, Vikho-o-Yhoshu, has called for a consultative meeting of all MLAs and Lok Sabha and Rajya Sabha MPs on August 9, at 10 a.m. in the NLA conference hall. In a press note, the assembly secretariat informed that thereafter another meeting of all MLAs and MPs- Lok Sabha and Rajya Sabha would be held for formation of the Parliamentarians and Ex-Parliamentarians Association. In this regard, all MLAs and MPs have requested to attend the meeting positively.

“Wars are fought not by governments but by the whole country. Kargil victory still inspires the whole country...Kargil was victory of every Indians,” he added. Modi said Pakistan tried to redraw the boundaries in 1999 through the Kargil misadventure but the Indian security forces defeated its evil design. “I had visited Kargil when war was at its peak. It was like pilgrimage to me,” he said. Modi said the nation’s security has been impregnable and it will remain so. On modernisation of
the armed forces, the prime minister said time has come for ensuring jointness among the Army, the Navy and the Air Force. “Development is possible only if country is secure... We will not come under any pressure when it comes to national security,” he said. He said modernisation of defence forces was a key priority for his government. Slamming Pakistan for indulging in deceit since 1947, Prime Minister said the Kargil war of 1999 had changed the world’s perception about India, which took military action to evict the Pakistani
Army and foiled the neighbour’s attempt to redraw the boundary. In 1999, Pakistani Army had captured the mountainous heights in Kargil in Ladakh region of Jammu and Kashmir and India undertook military action to evict the intruders in a three-month war. “We foiled Pakistan’s deception in Kargil... This war changed the perception of the world towards India...We exposed the deceitful plans of Pakistan to re-draw the Line of Control (LoC). The world witnessed that we never initiated any act of violence and instead gave a befitting reply,” Modi said. While quoting the then Prime Minister Atal Bihari Vajpayee on the episode, Modi said Pakistan had launched the misadventure, thinking that India would seek the help of the international community and foreign powers would step in to mediate. However, India did nothing like that and on its own used the military power to throw out the Pakistani Army, the Prime Minister said.
PAC, CSOs resolve to fight menace of illegal collection DIMAPUR, JUL 27 (NPN): Public Action Committee (PAC) under the aegis of Naga Council Dimapur (NCD) has resolved to fight against the menace of illegal collection of money by Naga political groups, state govt departments, unions, welfare organisations etc. In a press release, PAC media cell said this was resolved at a meeting with the tribal hohos, frontal organisations and non-Naga communities such Assamese, Kachari, Mech, Garo, Gorkha, Bengali, Bhojpuri, Muslims, Bhutanese, Keralites etc of Dimapur at NCD office Saturday. PAC said the house thoroughly unanimously decided to stand together to fight against this menace and also resolved to seek the support of the administration and state government to find ways and means to do away “this system to lighten
the burden of the public which is indirectly affecting all citizens.” At the meeting, the house also urged the Governor of Nagaland to hasten the peace talk and come to an early solution, saying the cease fire has emboldened and given licence to NPGs for “illegal collection.” PAC also demanded the state government to pass and enact stringent laws and acts to convict criminals. It stated that even after arrests the criminals and law breakers were immediately released demoralising the executive forces from performing. PAC reiterated that the committee would not shy away from fighting the menace with the support of all tribal hohos, frontal organisations and mass based civil societies. On July 22, Public Action Committee (PAC) held
a meeting to discuss on the issue of illegal collection with all tribal hohos of Dimapur and civil society organisations at NCD, wherein teh committee said it would soon come up with action plan. At the meeting, the house deliberated on the issue of taxation both by Naga political groups and state government agencies/ departments, which have been going on unabated in spite of numerous representations to the concerned authorities. The house resolved that Nagas cannot remain mute spectators and allow such rampant illegal collection to continue. In this regard, the house appealed all the tribal hohos, civil societies, organizations and every concerned citizen to be prepared and join hands as and when called for.
Hailing the armed forces for their exceptional valour displayed while recapturing the mountain peaks of Kargil, Modi named a few of those decorated for their bravery. He recalled the Param Vir Chakra awardee Captain Vikram Batra, who had famously said, “Yeh Dil Maange More” and said the late officer’s “heart wasn’t asking for himself, not for a religion, language or caste, but for the whole Bharat, for ‘Maa Bharati’.” Batra, who belonged to Himachal Pradesh, was killed in close combat with Pakistani troops while recapturing a peak after having taking over one peak already. Paying tributes to the armed forces for safeguarding the borders of the country, he emphasized modernization to make them in tune with the modern warfare scenario. “Today, the wars have reached the space. Wars are being fought even in the cyber world. So, the modernization of defence forces is not only a necessity but also our priority”, said Modi.
Petrol cut, diesel remains unchanged
NEW DELHI, JUL 27 (AGENCIES): State-run oil marketing companies on Saturday lowered the retail prices of petrol while diesel prices remain stable across four metropolitan cities in the country. According to Indian Oil Corporation website data, in the national capital Delhi, petrol prices dropped to Rs 73.24 a litre as against Rs 73.35 per litre on Friday while diesel is retailing at Rs 66.18 a litre, no change in price compared with yesterday’s price, as per the data from Indian Oil Corporation website. In Nagaland’s commercial hub-- Dimapur, petrol price was Rs 71.17 for a litre of petrol after 11 paise decrease over Friday’s rate while a litre of diesel was retailing at Rs.63.97. In the state capital Kohima, the retail prices of petrol and diesel were Rs 71.67 per litre and Rs 64.42 per litre respectively.
Govt forms 3-member commission to chalk out modalities for RIIN exercise
DIMAPUR, JUL 27 (NPN): With an objective for studying, examining and recommending and advising into all issues relating to Register of Indigenous Inhabitants of Nagaland (RIIN), the state government has constituted a three-member commission under the chairmanship of former chief secretayr, Banuo Z Jamir (Retd) IAS. Other members of the commission include T Kiheto Sema, IAS (Retd) and C Shingwang Konyak with Justice Zelre Angami (Retd) as advisor to the commission. A home department notification stated that Home commissioner Nagaland would be ex-officio member secretary of the commission while commissioner, Nagaland and Secretary, law & justice would be ex-officio members of the commission. The notification stated that support in the form of manpower/logistics/funds for smooth functioning of the commission would be provided by the home department of Nagaland. The terms of reference of the commission, in rela-
tion to Para 3 above, would be as follows: eligibility criteria to be an indigenous inhabitant, authority to authenticate claims of being indigenous, place of registration as indigenous inhabitants, basis of claims of being indigenous, nature of documents that will be acceptable as proof for being indigenous, any other issue relating to implementation of RIIN including the manner in which the exercise is to be carried out. The commission, which would submit its report within three months, has been asked to chalk out modalities for carrying out its work in the matter it deems fit. The commission has been given access to all records and documents that may be relevant to the subject and shall also be free to associate any government official or any person as it may deem fit for successful completion of the task assigned to it. State government issued notification dated June 29 for creation of RIIN. Subsequently, views, opinions and concerns
have been expressed by various sections of civil society and tribal bodies of Nagaland on a number of matters pertaining to the exercise for RIIN. Several pertinent issues concerning Register of Indigenous Inhabitants of Nagaland were also raised in the two consultative meetings held by the government with various tribal bodies, civil society groups and representatives of various communities of the state. According to a June 29 government notification, the Register of Indigenous Inhabitants of Nagaland (RIIN) will help identify the citizens who settled in Nagaland prior to December 1, 1963, the day it became a full-fledged state. State chief minister Neiphiu Rio, during a meeting with representatives of the non-Naga communities on July 20, said RIIN would provide protection to genuine citizens who are permanent settlers of Nagaland and non-Nagas will not be harassed during preparation of the list of indigenous citizens.
BJP mulls no-confidence motion against speaker; JD(S) rules out supporting BSY BENGALURU, JUL 27 (PTI): A day after it came to power in Karnataka, the BJP is contemplating bringing a no-confidence motion against assembly speaker K R Ramesh Kumar, if he does not voluntarily vacate the post, party sources said Saturday. The message has been discreetly conveyed to Kumar to give up the post, which is conventionally held by a member from the ruling party, the sources said, ahead of chief minister B S Yediyurappa moving the confidence motion in the assembly on Monday to prove his majority. “We will move the noconfidence motion against the speaker if he himself does not resign,” a senior state BJP leader told PTI requesting anonymity. “Our first agenda is to win the confidence motion and get the finance bill

passed on Monday. supremo H D Deve Gowda Saturday ruled out any support to the BJP government headed by Yediyurappa, saying his party would play the role of a “constructive” opposition. Gowda made the party position clear a day after a section of JD(S) legislators asked former chief minister H D Kumaraswamy to extend support to the BJP government.
600 killed, 25 million affected by floods in India, South Asia YAA to disallow transfer UNITED NATIONS, JUL 27 (AGENCIES): At least 600 people have been killed and over 25 million others affected by flooding due to the torrential monsoon rains in Bangladesh, India, Nepal and Myanmar, the UN has said. More than half-a-million of them have been displaced, Farhan Haq, Deputy Spokesman for SecretaryGeneral Antonio Guterres, said. At that 600 people have reportedly been killed in monsoon-related incidents, he said. Haq said that according to the UN’s humanitarian personnel, “More than 25 million people have been affected by flooding due to the torrential monsoon rains in Bangladesh, India, Nepal and Myanmar, with more than half a million people displaced, our humanitarian colleagues tell us”. In India, UNICEF
is working with the state governments to provide multi-sectoral planning and coordination support in the three worst-affected states of Assam, Bihar and Uttar Pradesh. The UN agency said that while many areas remain inaccessible due to damage to roads, bridges and railways, the most urgent needs for children are clean water, hygiene supplies to prevent the spread of disease, food supplies and safe places in evacuation centres for children to play. In India, more than 10 million people have been affected across Assam, Bihar, parts of UP and other north-eastern states, including more than 4.3 million children. As the situation develops, these numbers are only likely to increase. In Assam alone, almost 2,000 schools have been damaged by floodwaters.
While parts of India have been suffering from heavy rainfall and flooding, other parts are still reeling from the aftermath of severe heat and water deficit, affecting almost half of the country. In Bangladesh, it is estimated that over four million people have been affected and the UN is helping to assess needs to determine the necessary response and is also supporting the government in the areas of water and sanitation as well as health. In Myanmar, waters in some areas have receded, allowing some of those who had been uprooted to return home, but over 40,000 people remain displaced. “The governments in all four countries are leading the response with support from the UN, aid agencies and the private sector,” Mr Haq said. Last week, the UN children’s agency UNICEF
said heavy rainfall, flooding and landslides across Nepal, India and Bangladesh have killed at least 93 children, and put the lives of millions more at risk. UNICEF estimated that more than 12 million people, including about five million children, have been affected. In Nepal, an estimated 68,666 people are temporarily displaced, including 28,702 children. A total of 88 people have died, including 47 children (15 girls and 32 boys). UNICEF warned that while individual extreme weather events cannot specifically be attributed to climate change, the increasing frequency and severity of extreme weather - including recent high temperatures, intense rains and slow-moving weather fronts - are in line with predictions of how human activities are affecting
the global climate. “Such events can cause death and devastation and can also contribute to the increased spread of major killers of children, such as malnutrition, malaria and diarrhoea. “And as these extreme climate events increase in frequency and magnitude, the risks to children will likely outpace global capacity to mitigate them as well as to provide humanitarian response,” it said, adding that floods threaten children’s survival and development, with direct impacts including injuries and death by drowning. Meanwhile, healthfocused relief and development organisation Americares said its chapter in India, Americares India, is organising medical teams to treat survivors of the monsoon rains that have inundated South Asia.

DIMAPUR, JUL 27 ( N P N ) : Yi m c h u n g r ü Akherü Arihako (YAA) has informed all the head of departments (HoDs) within its jurisdiction that “no post shall be transferred out of its jurisdiction along with the incumbent.” In a press release, YAA president S Yansomong Yimchunger said the decision was made after taking note of some individuals “clandestinely pursuing for relocation of post/attachment without any regard to the Govt. notification, either through political favouritism or due to some extraneous consideration.” YAA observed that such practice caused a shortfall of officers/staff in some departments hindering the smooth functioning of of-
fices. Yimchungrü Akherü Arihako , the apex student body of the Yimchungrü community, asserted that, henceforth, transferring of government employees along with the incumbent or without reliever of equivalent post/rank would not be permitted in the entire Yimchungrü jurisdiction under whatsoever circumstances. In this regard, YAA has sought cooperation and support from the district administration of Shamator/ Pungro and all the HoDs posted in Yimchungrü region. In the event of “any unwanted fallout”, the YAA cautioned the concerned head of departments would be held solely responsible and accountable for adequate compensation. K Y M C
