Dengue alert in Dmu; DMC orders mass social work Staff Reporter
DIMAPUR, JUL 27 (NPN): With the arrival of monsoon season, the possibility of the cases of vector-borne disease like dengue and malaria may increase According to data available from Dimapur district hospital authorities, so far only eight have been tested positive out of 21 cases reported at the district hospital. However, sources said there could be more cases as most of the patients were being treated at private hospitals and the data yet to be submitted to the district hospital authorities. DMC mass social work: In view of recent outbreak of dengue in Dimapur district, Dimapur Municipal Council (DMC) has informed all the citizens under municipality that from August-November 2018 there would be mass social work every Saturday from 7 a.m. to 8 a.m. for removal of stagnant water in respective households. In an order, DMC administrator, Moa Sangtam, has directed all residents to completely remove/drain stagnant water within their respective compounds, from household utensils, flowerpots, drains etc. DMC also informed the colony chairman/GBs to monitor the social work and impose a fine of Rs 100 if they find any household with stagnant water within their compound.
IMA Nagaland branch to join nationwide stir D IMA P UR , J UL 2 7 (NPN): Indian Medical Association (IMA) Nagaland state branch would join the 12-hour nationwide strike on Saturday called by IMA to protest against the National Medical Commission Bill, which seeks to replace the Medical Council of India (MCI) with a new body. As part of the protest, IMA, an organisation of Doctors of Modern Scientific System of Medicine in India, has called for suspending all non-emergency services, including OPD on Saturday from 6am to 6pm. Indian Medical Association said that while all elective procedures will be deferred, critical services including deliveries, emergencies and in-patient care will be provided. The association has stated that a general body meeting of all local branches would be convened at 9 AM on Saturday to pass a resolution against the NMC Bill.

Andhra team on fish mission

Dimapur, Jul 27 (NPN): In a bid to save the giant fish industry facing losses due to fish ban, a team from Andhra Pradesh is on a tour of the north east region to convince the states to lift the ban on fish from Andhra Pradesh. Food Safety Commissioner Nagaland, I. Himato Zhimomi, in a tweet, said he met Andhra Fisheries Commissioner on Friday in Kohima during which he reiterated the official stand that formalin treated fish would not be permitted to be sold in Nagaland. Himato further requested fish traders to be ethical and use only safe preservation methods. Nagaland banned imported fish on June 22 after fish samples were found to contain formalin under laboratory tests. Kerala banned it on June 24 after detecting traces of formalin in fishes. Manipur had also banned import of icedpacked fish from other states on June 30 after traces of formalin was found in the fishes. Assam imposed ban on July 11 but only for ten days. Among the many demands, the All Nagaland Domestic Workers Union has demanded the state government to recognise domestic workers as workers by including domestic work in the schedule of employment of the Minimum Wage Act and register the union as a trade union. It may be mentioned that unlike other occupation, domestic work
is not recognised as work by the government. Further, the union has demanded from the central government a comprehensive legislation for domestic workers and withdrawal of labour codes, which the centre has brought in to streamline all labour laws into four labour codes. The Ministry of Labour and Employment has been taking steps for simplification, amalgamation and rationalisation of 44 central labour laws into four major labour codes – Code on Wages, Code on Industrial Relations, Code of Social Security, and Code on Occupational Safety, Health and Working Conditions. However, the domestic workers union has expressed apprehension that the four codes would strengthen the hands of the employers and weaken the hands of the workers in various ways.

Andhra fisheries authorities are visiting NE states from Friday in order to sensitise the state fishery officials about the steps taken by the AP government to improve the quality of fish exported to other states. The entire issue came to light on June 24, when over 6,000 kg of fish from Andhra Pradesh were seized at the border checkpost at Walayar in Palakkad in Kerala were found to contain formalin, a carcinogenic substance.

D IMA P UR , J UL 2 7 (NPN): Department of Power has informed that power supply to Lerie colony Kohima, Southern Angami Area, Chakhabama area and Chozuba area has been affected after the 33kV Kohima Ring Main-2 and 33kV Chakhabama feeders collapsed due to landslide near Mohonkhola, Kohima. In a press release, transmission division Kohima, executive engineer informed that restoration of the lines was likely to be delayed since the landslide was still continuing. Further, 33kV AP-1 feeder has also been affected due to landslide near Sechu, Zubza affecting the power Supply to Peren district and Medzipema area. D IMA P UR , J UL 2 7 (NPN): Legislators Forum on AIDS (LFA)-Nagaland, state consultant, Dr. Vinito L. Chishi has revealed that, though slow progress, HIV prevalence in Nagaland has come down in the last five years. Dr. Vinito said five years ago HIV prevalence rate for adults in Nagaland was at 1.25%, however, at present (till May 2018) the same was at 0.76% (source: NACO technical report). He said at present general populace prevalence rate was at 0.82% (source: NACO HSS 2014-15 report). He, however, cautioned that since HIV prevalence

Myanmar Army launches offensive against NSCN (K) GUWAHATI, JUL 27 (AGENCIES): Myanmar Army has launched operation against several camps of Naga rebel group NSCN (K) inside that country forcing a large number of NSCN (K) cadres to flee, according to security sources. The Tribune report stated that Myanmar Army launched the operation against the NSCN (K) camps in Sagaing region of Myanmar, notwithstanding a ceasefire agreement between the two parties. The operation began on Wednesday. Meanwhile, NSCN (K) spokesperson, Isak Sumi claimed that the entire NSCN (K) was safe in the wake of operation launched against it by the Myanmar Army. Isak Sumi in his Facebook post said: “The on-going standoff between the Myanmar Army and Naga Army has
temporarily been resolved without untoward incident but Naga Army had to make a tactical withdrawal. The overall situation is still tense but the Naga Army are reentrenched again and safe. Requesting prayer to all the loved ones”. It may be mentioned that NSCN (K) has been maintain its base in Myanmar and there it has provided logistic support and training to many other militant outfits from North Eastern region especially those from Assam and Manipur including ULFA (I), NDFB (S), PLA etc. These groups have also formed am umbrella organization to launch joint attacks. Government of India has been mounting pressure on Myanmar to evict NE militants groups that have pitched their camps inside Myanmar territory.

He also expressed concern over increase in men who have sex with men (MSM) in Dimapur. Dr. Vinito divulged that as of May 2018 since 2000 (cumulative figure), in Nagaland a total of 10, 46,767 adults have been tested (blood screened) for HIV out of which 23, 491 have been tested positive. LJP puts Modi govt on notice NEW DELHI, JUL 27 (Agencies): Ram Vilas Paswan-led Lok Janshakti Party (LJP) Friday put ally BJP on notice. It said it would be forced to join Dalit protests against the Narendra Modi government on August 9 if its two demands were not met by then, reports the Business Standard. LJP is the latest in a series of BJP allies who in recent months have flexed muscles. If it was the BJP which parted ways with its Kashmir ally PDP, the TDP quit the BJP-led alliance in March, and Shiv Sena has kept BJP on tenterhooks. Other allies have also been more voluble in expressing disconcert at BJP leadership not heeding their concerns. Decrease in fish production despite crores spent: PDR Govt to check overloaded NDPP condemns D IMA P UR , J UL 2 7 (NPN): People for Democratic Rights (PDR) on Friday claimed that fish production in Nagaland decreased despite crores being released for fishery activities under various schemes/projects. In this regard, PDR through its media and publicity affairs has raised several queries on fund utilization and demanded the department to bring out a white paper on the fishery activities in the state and the reason for the declining fish production. Citing Nagaland Economic Survey 2016-17, PDR said fish production increased to 8605 MT during 2016-17 from 8220 MT in 2015-16. However, during 2017-18, it said the fish production decreased to 8200 MT covering only about 30% of the total requirement of fish consumption in the state.
PDR said this was also disclosed by former Fisheries secretary while speaking at a programme in Kohima on April 17, 2018 and published in the local dailies. However, as per 201718 Annual Administrative Report of the Fisheries department, PDR noted that there was a huge demandsupply gap despite huge amounts of money being released for various fishery activities. For instance, it said during the financial year 2017-18 alone under the Blue Revolution (NEC project), Finance department, Expenditure ‘B’ Branch released Rs 7.35 crore to Fisheries department under Demand number 51 on various occasions-- i. on 27 November 2017, an amount of Rs 10250000 was released as the 1st installment, ii. on 29 March 2018, an amount of Rs. 21940000 was released
as the 3rd and final installment and iii. again on 29 March 2018, an amount of Rs. 19100000 was released as “20 % state share against 1st, 2nd, 3rd and final installment of Central share. PDR maintained that if the state was contributing its 10% share against each installment, it should have been 30% percent and not 20% alone. Moreover, it was also not known whether the 2nd installment was released, PDR added. In this, PDR pointed out that since the state contributed only 20% share while citing it as state share for 3 installments, it clearly reflected that the Finance department released DA for only 2 installments. PDR said it wondered whether the Fishery department received the 2nd installment and how much was the amount received. It further pointed out that on August 17, 2017,
an amount of Rs. 19060000 was released for development of fisheries in the state under CSS on Blue Revolution (backlog of 2016-17). Highlighting several instances, PDR said a total amount of Rs 2.40 crore was also released on two occasions- March 29, 2018 and December 5, 2017 for development of fish seed and table farm (NEC) at Ghowoto Village, Dimapur. The amount of Rs 2.40 crore was only the 1st installment inclusive of state share. Since it clearly mentions as the 1st installment, more funds are anticipated, it added. On June 12, 2017 and March 16, 2018 PDR said Rs. 854000 and Rs. 1600000 respectively were released as 10 % state share for 1st and 2nd installment for development of Paddycum-Fish Culture.

DIMAPUR, JUL 27 (NPN): As notified by the Ministry of Road Transport and Highways (MoRTH), the Deputy Commissioner (DC) Dimapur would issue an order to check the overloading trucks along National Highway-29. MoRTH had on July 16, 2018 notified maximum safe axle weight for different categories of transport vehicles. According to an official bulletin, the matter was discussed at a meeting chaired by deputy commissioner (DC) Dimapur, Sushil Kumar Patel, and attended by commissioner & secretary (W&H) Nagaland, general manager NHDICL, DCP traffic, DTO, EE PWD(NH), EAC Chumukedima and DPRO Dimapur on July 27, 2018 in the office chamber of DC Dimapur. At the meeting, the members deliberated on issues regarding tonnage limit of overloaded trucks on NH-29 and improvement of existing NH-29 for smooth passage of traffic. Further, general manager NHIDCL was requested to improve the condition of NH- 29 for smooth passage of traffic. Discussing on road issue, it was informed that Niuland-Zhadima-Kohima road was opened for light vehicles only. DIMAPUR, JUL 27 (NPN): Drawing attention to the border tension along Halwating-Tuli area, NDPP 21 Tuli A/C has vehemently condemned the intrusion of Assam authorities in to Nagaland led by Assam police and the local MLA of Amguri, Prodip Hazarika. According to NDPP 21 Tuli A/C media & communication cell, the police and local MLA of Amguri entered into Nagaland on July 23 to set up a police outpost at Watiyongpang. NDPP alleged that this group from Assam tried to cause communal disharmony amongst the Assamese and the Nagas living in the border as well as create law and order situation. NDPP asserted that the said area was well under the jurisdiction of Wamaken village since time immemorial and the villagers had been cultivating in that area since the time of their ancestors. “It is absurd that the Assam government is suddenly trying to claim that area as theirs!”, NDPP stated.
