for political vendetta. “Features of the Bill are anti-people and antiConstitution. It is a very dangerous act,” she said. Bahujan Samaj Party’s Danish Ali voiced similar fears. Nationalist Congress Party’s Supriya Sule pointed out that Prime Minister Narendra Modi had opposed amendments to the National Counter Terrorism Centre (NCTC) and National Intelligence Grid (NATGRID) when he was chief minister of Gujarat on the ground that it impinged upon states’ jurisdiction. “It was the Centre’s duty to consult states. Federal structures are being snatched,” she said, quoting Modi then. Under the new amendments, individuals could be designated terrorists if they commit or participate, prepare, promote or are otherwise involved in acts of terrorism. An investigating officer must obtain the prior approval of the Director General of Police to seize properties connected with militant activities. Investigations conducted by National Investigation Agency (NIA) officer needs the approval of the agency’s Director General.
Shah, Owaisi spar over UAPA bill

Stoutly defending the amendments to the Unlawful Activities (Prevention) Amendment Bill, 2019 to make it “strict”, Home Minister Amit Shah allayed fears of the opposition parties on its misuse, saying it will keep the investigation agencies “four steps” ahead of the terrorists. Replying to a debate on the bill before it was passed by voice vote, Shah said though it will not be misused against any individual, yet, those who engage in terrorist activities against the security and sovereignty of the country, including the ‘urban maoists’, would not be spared by the investigating agencies either. Reiterating the zero tolerance policy of the government against terrorism, Shah said the objective of the proposed amendments
is to facilitate speedy investigation and prosecution of terror offences and designating an individual as terrorist in line with the international practices. “An individual’s psychology is the birth place of terrorism, rather than an institution...,” he said. AIMIM chief Asaduddin Owaisi objected UAPA Bill 2019 in Lok Sabha on Wednesday. While discussing the law, Owaisi questioned Home Minister and asked about zero tolerance miscarriages of justice as officials don’t get suspended. He also blamed Congress for brining the UAPA law, “I blame Congress for this, they are the culprit for bringing in this law. When they are in power they are bigger than BJP, when they lose power they become big brother of Muslims,” he further added.

His team came under heavy mortar and automatic fire from above and, he was shot in the abdomen. Undeterred by the injury, Capt. Kenguruse climbed a height of 16,000 feet. In the bitingly cold temperature of -10 degrees Celsius, he kicked off his boots to so as to use his bare feet to get a grip on the cliff. In freezing chill, he carried a RPG rocket launcher and decimated the Pakistani bunker with it. He attacked two enemies with his commando knife and single-handedly downed two more infiltrators with his rifle before a volley of bullets blew him off the cliff.

NEW DELHI, JUL 24 (AGENCIES): Lok Sabha passed the Unlawful Activities (Prevention) Amendment Bill, 2019, on Wednesday despite the Opposition’s walkout. Congress, Trinamool Congress, and the Dravida Munnetra Kazagham led Opposition walkout. Interestingly, Samajwadi Party patriarch Mulayam Singh Yadav supported the Bill that Home Ministry claims is essential to deal with terrorism in the country. Later, Home Minister Amit Shah walked up to Yadav to thank him for his support. Although most of the Opposition walked out of the session to protest the Bill, eight opposition Members of Parliament, including the All India Ma-
jlis-e-Ittehad-ul-Muslimeen (AIMIM) chief Asaduddin Owaisi, chose to stay behind to oppose the Bill. The MPs who stayed back asked for division of votes for each proposed amendment, but were defeated. Shah meanwhile said the amendments were necessary to keep law enforcement agencies a step ahead of terrorists. He also said the laws will not be misused—a fear the opposition has repeatedly voiced. Opposition protested the Bill on the ground that not only could the proposed law be misused, but also that it went against the federal structure of India’s Constitution. Trinamool Congress leader Mahua Moitra said there was fear that the provisions could be used as a tool

KOLKATA/NEW DELHI, JUL 24 (PTI): Expressing concern at the number of “religious identity-based hate crimes” in India, a group of eminent citizens has said in a letter to Prime Minister Narendra Modi that ‘Jai Shri Ram’ has become a provocative war cry with many lynching taking place in its name. The July 23 letter, which also stressed that there is “no democracy without dissent”, is signed by 49 celebrities from various fields, including filmmakers Adoor Gopalakrishnan and Aparna Sen as well as vocalist Shubha Mudgal, historian Ramchandra Guha and sociologist Ashis Nandy. “We, as peace loving and proud Indians, are deeply concerned about a number of tragic events that have been happening in recent times in our beloved country,” the open letter to Modi said.
“The lynching of Muslims, Dalits and other minorities must be stopped immediately. We were shocked to learn from the NCRB that there have been no less than 840 instances of atrocities against Dalits in the year 2016, and a definite decline in the percentage of convictions,” it continued. Responding to the letter, Union minister Mukhtar Abbas Naqvi told PTI that minorities and Dalits are safe in India and criminal incidents should not be communalised. The letter also referred to findings of the “FactChecker indatabase” and the”Citizen’s Religious Hate-Crime Watch” and said the number of “religious identity-based hate crimes” had gone up in the last nine years; 62 per cent of the victims belonged to the Muslim community. “About 90 per cent of these attacks were reported after May 2014, when your

NEW DELHI, JUL 24 (PTI): The BJP is not in a hurry to stake claim to form government in Karnataka as the fate of 17 rebel MLAs, who are from the CongressJD(S) coalition, hangs in balance with the state assembly Speaker yet to take a call on either their resignations or the two parties’ plea for their disqualification. BJP sources said the party will be more sure of its next move after Speaker Ramesh Kumar takes a decision or the Supreme Court, which is also hearing a case related to the matter, brings a legal closure to the issue. The party’s central leadership is weighing its options, they said. There is also a view that the BJP should go for fresh assembly polls in the state, seeking a clear majority but many leaders feel that the party should go ahead and stake claim for forming the government. According to a Raj Bhavan statement, the governor expressed his gratitude to his officers, staff and security personnel at Raj Bhavan Kohima for supporting and making his stay comfortable during the past five years as the Governor of Nagaland. Governor expressed his desire for a developed and established Nagaland and called upon the gathering to achieve that goal by
who was elected as a Congress candidate, takes can have a bearing on the contours of the next government. As long as the rebel MLAs remain members of the assembly, the BJP will not have a clear majority and some of its leaders apprehend that rushing to form the next government in such a scenario will not be wise. BJP leader B S Yeddyurappa, who is being seen as the likely contender for the top post again, had to resign as chief minister after the 2018 assembly polls as he could not muster a majority after staking claim to form the government on the ground that his party had emerged as the single largest one. However, a party leader said things are more comfortable for the BJP now as rebel MLAs have already played their cards by ensuring the fall of the Congress-
JD(S) government. “We will still wait and watch. What is the hurry,” he said. Yeddyurappa is keen to stake claim to form the next government but the party’s central leadership is treading cautiously. Top party leaders, including Prime Minister Narendra Modi and its president Amit Shah, will take a call on the matter soon, he added. HD Kumaraswamy government in the state fell on Tuesday after it lost the confidence vote, garnering 99 votes against the 105 to the BJP in the assembly, ending the nearly threeweek-long high political drama. The coalition needed 103 votes in its favour to win the motion as 20 MLAs — Congress-JDS (17), BSP (1), Independents (2) — skipped proceedings, reducing the effective strength of the House to 205.

NEW DELHI, JUL 24 (PTI): The railways is set to link capitals of all northeastern states by March 2022, a senior official said on Wednesday. With this linkage, all the seven northeastern state capitals will be connected to the national railway network, the railways official added. The capitals of Assam, Arunachal Pradesh and Tripura have been already been connected by broad gauge rail network. Work on new broad gauge lines has been taken up to connect the other state capitals -- Meghalaya (Shillong), Manipur (Imphal), Nagaland (Kohima), Mizoram (Aizawl) -- which is expected to be completed by 2020.
government assumed power nationally,” the signatories told the prime minister. They said they regretted that “Jai Shri Ram” has been reduced to a “provocative war cry that leads to law and order problems, and many lynchings take place in its name”. It is shocking, they said, that so much violence should be perpetrated in the name of religion. “These are not the Middle Ages! The name of Ram is sacred to many in the majority community of India. As the highest executive of this country you must put a stop to the name of Ram being defiled in this manner,” the letter stated. Criticising the lynching in Parliament is not enough, the civil society leaders said. “What action has actually been taken against the perpetrators? We strongly feel that such offences should be declared non-bailable, and that exemplary punishment should be meted out swiftly
and surely.” It also underscored the significance of dissent in a democracy. If someone criticises the ruling party, it does not imply they are against the nation, the letter said. The signatories to the letter also include Bengali cinema thespian Soumitro Chatterjee, southern filmmaker-actor Revathy, directors Mani Ratnam and Shyam Benegal and social activist Binayak Sen. Aparna Sen followed up on the issues raised in the letter with a press conference in Kolkata on Wednesday. She said it was depressing to read about lynchings across the country and asked the media to not give the letter a political colour. “This has nothing to do with Bengal, this has to do with lynchings. Do not try to turn this into something political. This is simply something done out of concern for the humanity,” Aparna said.
