Sheila Dikshit passes away NEW DELHI, JUL 20 (PTI): Three-time Delhi chief minister and Congress stalwart Sheila Dikshit, who gave the national capital its modern look, passed away Saturday afternoon at a private hospital here after suffering cardiac arrest. She was 81. Dikshit breathed her last at 3.55 pm at Fortis Escorts Heart Institute, doctors said. She was brought to the hospital Saturday morning in a “critical condition with cardiac arrest”, a Fortis Escorts statement said. It said a multi-disciplinary team of doctors carried out advanced resuscitative measures and her condition stabilised temporarily, but had another cardiac arrest. “Despite all the resuscitative efforts, passed away at 3:55 pm on July 20, 2019,” the hospital said. Her body has been kept at her Nizamuddin East residence, where politicians cutting across party lines, visited to pay their last respects. The Delhi government declared a two-day mourning in the national capital as a mark of respect for the former chief minister. She will be accorded a state funeral on Sunday 2.30 p.m. at the Nigambodh ghat.

Dmu police to check underage driving DIMAPUR, JUL 20 (NPN): Dimapur traffic police has informed that it would be enforcing strict checking of underage driving and use of mobile phones while driving. In a press release, Dimapur police PRO also informed all vehicle owners bearing registration of other states to register their vehicles under the State of Nagaland within the stipulated time to avoid any penalty. Police cautioned that defaulters would be dealt strictly under Motor Vehicle Act of 1988.

PAC convenes emergency meet

DIMAPUR, JUL 20 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur (NCD) has convened an emergency meeting on July 22, 2019 at 11am at Naga Council office Dimapur. In a press release, PAC convenor Vekhosayi Nyekha and co-convenor K Gokheto Chophy informed that the meeting would discuss the “illegal rampant collection” by NPGs, which they said was greatly affecting the general public. PAC has requested all the tribal hohos of Dimapur, DCCI, BAN, DUCCF, NWHD, GBs union and DNSU to attend the meeting.

Prime Minister Narendra Modi, UPA chairperson Sonia Gandhi and other leaders visited her residence to pay their last respects. Condolences poured in from various quarters after her demise, with President Ram Nath Kovind and Modi recalling the “momentous transformation” of the national capital during her tenure. Vice President M Venkaiah Naidu termed her a good administrator. Modi said she made a noteworthy contribution to Delhi’s development. in 1998, 2003 and 2008, Dikshit ushered in an era of all-round development that transformed Delhi into a world class capital. She also initiated green reforms in public transport sector successfully accomplishing the shift from polluting vehicles to a CNG based fleet. Known as a warm and affable politician, Dikshit carried out massive infrastructure development of Delhi during her tenure. She also launched a number of social welfare schemes with involvement of resident welfare associations as part of her participatory model of governance. (Condolences on p-7)

Born in Kapurthala in Punjab to a non-political family in 1938, Sheila Dikshit did her schooling from Convent of Jesus and Mary School in the capital and graduated from Miranda House, University of Delhi. She got married in July 1962 to bureaucrat Vinod Dikshit, whose father Uma Shankar Dikshit was a loyalist of Jawaharlal Nehru and served as a minister in Indira Gandhi’s cabinet in 1971 and later became Governor of Karnataka and West Bengal. Dikshit had served as Delhi’s chief minister for 15 years from 1998-2013. She unsuccessfully fought the recent Lok Sabha elections. Dikshit became an MP for the first time from Kannauj Lok Sabha seat in Uttar Pradesh in 1984.

Ravi appointed next Governor of Nagaland Spl. Correspondent

NEW DELHI, JUL 20 (NPN): Centre Saturday appointed Deputy National Security Advisor and Interlocutor for Naga Talks, R.N. Ravi as Nagaland Governor. Ravi will replace Governor, PB Acharya, who completed five years in office on July 18. Ravi was among six new Governors who were appointed by the President of India on Saturday. MP Governor and former chief minister of Gujarat Anandiben Patel has been transferred and appointed as the new Governor of UP, while Bihar Governor Lalji Tandon has been transferred and appointed as Madhya Pradesh Governor. Senior Supreme Court advocate Jagdeep Dhankhar was appointed as the new W. Bengal Governor. BJP member Ramesh Bais has been appointed as Tripura Governor and BJP MLA Phagu Chauhan has been appointed as Bihar Governor. “The appointments will take effect from the dates they assume charge of their respective offices,” a Rashtrapati Bhavan communiqué stated.

Naga solution by 2019: Acharya Correspondent

KOHIMA, JUL 20 (NPN): Outgoing Nagaland Governor, P.B. Acharya expressed confidence that the protracted Naga political issue would be resolved within 2019 and Nagaland will then become one of the most vibrant and economically independent states among 28 states. In an interaction with Nagaland Post Saturday at Raj Bhavan, Acharya said “2019 year will be the happiest year for the Nagas. I am 100% sure” adding that sentiments and the goal of Nagas should be respected and identity has to be upheld and Nagaland have to march with triple jet speed for economical development. Acharya, who will be handing over charge to the new incumbent R.N. Ravi said he was positive that Nagaland will rise to be among the top states in the country and in this regard, appealed to the empowered Nagas living in other parts of the country and abroad to return and strengthen the lives and system at home. time next week. During his tenure, Acharya though in his ripe age of 88 years, toured the length and breadth of Nagaland and personally interacted with the people. He was unassuming and always had a heart for the poor and downtrodden. Acharya is not a stranger to Nagaland. He had set foot in Nagaland since the early 60s and had also met the state’s first chief minister P.Shilu Ao. Acharya said he had experienced both bitter and sweet during his tenure as Governor but would always cherish the love, respect and fellowship he had with the people during the past five years. The outgoing Governor said he was hopeful that the PDA government would ensure political stability, ensure progress and

bring change and put behind the political instability witnessed during the last four years. Concerned with the quality of education, Acharya lamented on the poor performances of government schools though they had well qualified and highly paid teachers. Hitting out at this syndrome, the Governor opined that it was because there were teachers with dubious qualifications or some appointed through backdoor. In addition, he expressed regrets that even mid-day meal scheme existed only in paper while schools or colleges had no library worth the name nor proper infrastructure. He felt that government must take strong action against this anomaly and strengthen the students at the primary level. He reminded that students in government schools belonged to the poorest sections who should also be empowered. Acharya said the university must take this up on the agenda to initiate dialogue with industries, trade and commerce, natural resources with the educational system and academics. (Cont’d on p-7)

NEW DELHI/GUWAHATI, JUL 20 (NPN): The appointment of R.N.Ravi, government of India’s Interlocutor to the Naga Peace Talks, as governor of Nagaland has sent a clear signal that the Modi government is ready to unveil its blueprint for a Naga solution. However, it was not clear as to what role could Ravi play in the event any probable agreement is to be effected. This has raised speculations on whether the development means a historic breakthrough in the Naga peace talks or further prolonged negotiations. Ravi, a retired Special Director of Intelligence Bureau, is the incumbent Deputy National Security Advisor and more importantly, the Interlocutor in the Naga peace talks.

According to highly placed sources in New Delhi, Ravi as the Governor of Nagaland is expected to continue in his role as mediator. It was believed that Delhi is not likely to appoint another Interlocutor. When asked for comment on Ravi’s appointment, one NSCN(I-M) leader said: “Let us hope for the best, not for the worst.” Ravi had taken over from former Interlocutor R.S.Pandey, who had served as chief secretary Nagaland and later as secretary at the

Centre before being appointed Interlocutor on superannuation. Reactions in the region on Ravi’s appointment range from high expectations to pessimism. The reason to cheer is premised on the assumption that if an interlocutor becomes a governor, a settlement may not be far off. The pessimists feel that Ravi’s role had been served after signing of the Framework Agreement in August 3,2015. They said that not a single round talks has been held between the NSCN (I-M) and the Centre. Asked if he views solution to the protracted Naga issue is round the corner visà-vis Ravi’s appointment, Nagaland chief minister Neiphiu Rio told a news media that he was happy at the appointment and hoped that his appointment would send positive signals across.

DIMAPUR, JUL 20 (PTI): Nagaland chief minister Neiphiu Rio Saturday assured the state’s nonNaga communities that they would not be harassed during preparation of the register of indigenous inhabitants and said the exercise was needed to protect the bonafide citizens. Unless a system is put in place to check illegal immigrants, the character of Dimapur, the commercial hub of the state, would not remain the same, Rio said at a meeting with representatives of the non-Naga communities here. According to a June 29 government notification, the Register of Indigenous Inhabitants of Nagaland (RIIN) will help identify the citizens who settled in Nagaland prior to December 1, 1963, the day it became a full-fledged state. The Nagaland government began the process of preparing the RIIN on

July 10. The RIIN would provide protection to genuine citizens who are permanent settlers of Nagaland and non-Nagas will not be harassed during preparation of the list of indigenous citizens, Rio said. The meeting was attended by members of associations representing Assamese, Agarwal, Brahmin, Bengali, Bihari, Gorkha, Sikh, Jain, Meitei and Muslim communities. Majority of the nonNaga communities of the state are concentrated in and around Dimapur, the only place in the state where the Inner Line Permit (ILP) is not required. The ILP, an official document issued by the government of India, is required by non-Nagas to travel in Nagaland. Only those whose names figure in the RIIN will be issued indigenous inhabitant certificates and

all other certificates would become invalid after the final register is ready. At the meeting, Deputy Chief Minister Y Patton assured that no community would be discriminated against and no decision on preparing the RIIN will be taken in haste. Chief Secretary Temjen Toy said views and opinions of every stakeholder would be taken into account and a committee had been set up to examine issues pertaining to the RIIN. The government had

also held a consultative meeting with members of Naga tribal bodies and civil society organisations on Wednesday. It was resolved during the meeting that policies and modalities of preparing the RIIN will be made public before the beginning of the actual enumeration. While most political parties and civil societies have welcomed the preparation of the RIIN, a section of them has expressed concerns, claiming the definition of “indigenous inhabitants” is not clear.

NERLP to continue by merging with NERCORMP Angetyongpang Ind party Staff Reporter

DIMAPUR, JUL 20 (NPN): Nor th Easter n Council (NEC) secretary and chairman of North East Rural Livelihood Project (NERLP), Ram Muivah, on Saturday urged the Self Help Groups (SHGs) of Peren district not to be discouraged, but to work harder and take up various kinds of projects in a larger way as NERLP will be continued by merging with North Eastern Region Community Resource Management Project (NERCORMP). He made this announcement while inaugurating the Scientific Pig Slaughter House, the second in the North East of Peren Pig Producer Company Limited supported by NERLP, ministry of DoNER and World Bank at Jalukie town.

NERLP, a World Bank aided project, is to enhance livelihood opportunities in North Eastern states by creating sustainable community institutions around women SHGs, youth groups of men and women and community development groups etc. The project is being implemented under the overall governance of DoNER ministry in two districts each in Nagaland, Mi-

zoram, Tripura and Sikkim. In Nagaland, the project is implemented in Tuensang and Peren and the project was supposed to end in September this year. However, the secretary said that the project would be continued in a bigger way after merging with NERCORMP and would be covering all the districts in the state till such time World Bank continues to sponsor.

He also lauded the women SHGs for their good work and said that it was through their hard work and dedication that NERLP implementation was successful. Muivah further reminded the women SHGs and the gathering that Jalukie will become the “economic basket of Nagaland” as it has favourable climatic condition suited for all types of vegetation. He, therefore, asked the women SHGs to consider themselves as stakeholders and continued with their good works. Adviser Rural Development, Dr. Neikiesalie (Nicky) Kire, the special guest, in his speech said it was a proud moment for the district and thanked the SHGs from all over the districts from carrying out good work. He also reminded the SHGs to share their success stories to other districts and said “we should

be able to feed the people and start reaching to them so that it can boost our economy”. Kire also encouraged the SHGs to go for large scale rearing of pigs so they could meet the demand in the state instead of importing from other states. Chief operating officer, Paul Lokho highlighted about NERLP project. The success story of NERLP Peren was shared by district project manager NERLP Peren, Ruuvilie Kotsu. Earlier, on his arrival the special guest inaugurated the Scientific Pig Slaughter house. The state-of-art slaughter was constructed at the cost of Rs.1.21 crore. Earlier, the programme chaired by principal secretary, Rural Development, Bendangkokba and invocation by pastor Local Baptist Church, Jalukie town, Dr. Mongzeung Mpom.

DIMAPUR, JUL 20 (NPN): The 24-Angetyongpang Independent Party A/C leaders have expressed shock and dismay at the PDA government’s move to “strip” off the Road and Bridges portfolio from minister Tongpang Ozukum in proposed reshuffle. At the meeting held on July 20 with presidents of all 12 units under 24-Angetyongpang Independent party, the parent body president Nungshimangyang and general secretary Repachuba appealed to chief minister, deputy CM, PDA chairman and co-chairman retain Tongpang Ozukum as R&B minister. They pointed out that it was a commitment made to Tongpang, for which he had supported the PDA coalition to form the government, or else it would have

been a ‘Hung Assembly’. They said Ozukum, as PWD minister, during the past one year proved his enthusiasm and capability as a promising upcoming Naga leader. The party men termed it as “utterly unfair and unjustified” considering the contribution made Tongpang Ozukum. Even during the two MP (Lokh Sabha) elections, they said Angetyongpang A/C delivered the best performance under the dynamic leadership of Ozukum. The party workers, from the grassroot to the top party leadership, resolved to firmly stand behind Ozukum in whatever situation or decision he takes and “unequivocally support him now and even in the days to come.” The declaration was unanimously endorsed by presidents of all 12 units.
