Don’t take democracy for granted: PM NEW DELHI, JUN 30 (IANS): Recalling Emergency that was imposed on June 25 in 1975, Prime Minister Narendra Modi on Sunday said democracy was a part of India’s culture and heritage but warned people not to take it for granted. Resuming his ‘Mann ki Baat’ radio programme after being elected for a second term, the Prime Minister also urged people to make water conservation a mass movement - like the Swachh Bharat mission - to overcome water shortages. When the Emergency was imposed, people felt something had been taken away from them, he said. And it was opposed not only opposed by political parties but also by the common man, he added. “When there is something close to us, then we underestimate its importance,” Modi said. “We overlook it’s amazing facts too. We take for granted the invaluable democracy we have got. “We should keep reminding ourselves that our democracy is very great and it has a place in our veins.” Modi added: “India can say proudly that apart from rules and law, democ-
Fuel prices hiked for fourth consecutive day DIMAPUR, JUN 30 (NPN): Petrol and diesel price witnessed a hike for fourth day straight on Sunday. Petrol price went up 9-10 paise while diesel price went up 8-9 paise. In Delhi, petrol on Sunday was retailing at Rs 70.37 per litre as against Rs 70.28 on Saturday. Diesel in the city was selling at Rs 64.19 per litre. In Dimapur, petrol was priced at Rs 68.37 per litre on Sunday while diesel was retailing at Rs 61.98 per litre. In the state capital Kohima, fuel price was up by 20 paise on Sunday-- petrol cost Rs. 68.86 per litre and diesel Rs. 62.43 per litre. Analysts believe trade tensions between Washington and Beijing has weighed on crude prices, stoking fears that slowing economic growth could reduce demand for the commodity in the coming days. Oil marketing companies such as Indian Oil, Bharat Petroleum and Hindustan Petroleum review fuel prices on a daily basis, and any revisions are implemented at the fuel stations with effect from 6 am. The domestic fuel prices are determined broadly by the global crude oil and rupeedollar forex rates.

The Prime Minister also stressed on the need to save water -- and also read books. “There is no one way to conserve water. In different parts, different methods are adopted but the aim is to conserve every drop.” He sought ideas about water conservation. “If you know about individuals or NGOs working on water, do
share details about them.” He said he read about the collective efforts in Tamil Nadu’s Vellore where 20,000 women came together to revive the Nag river. “I believe that many such attempts are being made and we can turn the impossible to possible when we are together and strive with collective resolve.” Modi also appealed to people to make book reading a habit and reiterated that bouquets should be replaced by books as gifts. “In today’s digital world and in the time of ‘Google Guru’, take some time out and devote it to books.” He spoke glowingly about ‘Mann ki Baat’. “The programme conveys that there is no dearth of inner fortitude, strength and talent within our countrymen. The need of the hour is to synergize those strengths and talents, to provide opportunities, to implement them.” He said that in the last five years he got a lot of letters and phone calls during ‘Mann Ki Baat’. But, “I have not come across a single instance where somebody asked for something for personal gain”.

Dimapur, Kohima districts record maximum crimes against women
DIMAPUR, JUN 30 (NPN): Noting that many roads in the town were becoming worse by the day with the onset of monsoon, Dimapur District Nagaland Contractors’ & Suppliers’ Union (DDNCSU) has urged the State government, particularly Roads & Bridges department, to complete the works in time. At a general body meeting held at its office at PWD Colony on June 26, the union stressed that bridge projects, mainly the one connecting the town from Purana Bazar to Walford Colony and Nagarjan bridge, had to be completed at the earliest in order to ease traffic congestion. It said the two bridges were the main concern for the general public as well. Observing that in comparison with Kohima, progress of works in Dimapur was very slow even though work orders were issued several months ago, DDNCSU said it would try to reach out to all the ongoing works in Dimapur district by deputing its action committee members to take first hand information on the progress of (Cont’d on p-7) works.
Correspondent KOHIMA, JUN 30 (NPN): In a shocking revelation, Kohima and Dimapur have emerged as most unsafe for women as the State’s highest number of crimes against women was reported from these two districts. This was stated in a report “Gender Statistics 2017-18” released by the directorate of economics & statistics on the occasion of National Statistics Day on Saturday. The report mentioned that, in recent years, crime against women in the State had witnessed a spurt, especially cases like harassment, rape, abduction, murder and outraging of modesty. In 2017, there were three cases each of harassment and murder, 15 cases of rape, three cases of kidnapping and abduction and 10 cases of outraging of modesty. Interestingly, maximum women in the age group of 18-30 years and 30-50 years were also arrested for crimes related to activities under special and local laws (SLL), including Immoral Traffic Act, Excise Act, NDPS Act and Explo-
sives Act, during this period. While 24 women were arrested in 2017 under SLL, two were arrested under Excise Act and 19 for other crimes. Further, there were 52 female prisoners in 2017, of which 47 were released the same year. The report stated that 19 women were arrested under different sections of IPC, of which six cases were related to cheating, one to murder, one to robbery and six for other crimes. According to the report, women comprised 30.35% of the total government employees, whereas the men comprised the remaining 69.65%. Also, the percentage of women in various categories of government jobs were as follows – Class I: 37%, Class - II: 31 %, Class – III: 26 % and Class – IV: 36%. Female participation (voters) in general election witnessed an increase from 80.51% in 1969 to 91.33% (with five female candidates) during the 12th general election in 2013. Two women had contested the 6th and 7th Parliamentary polls in 1977 and 1980, with one managing to get elected in 1977.

DIMAPUR, JUN 30 (NPN): Against the backdrop of strong reactions from various organisations against the Public Interest Litigation (PIL) filed in Supreme Court by a BJP leader Ashwini Kumar Upadhyay, seeking protection of nonNagas residing in Dimapur, deputy chief minister Y Patton apprised Union Home minister and BJP president Amit Shah about the position and determination of the PDA government to implement Inner Line Permit (ILP) throughout Nagaland
so as to protect the rights and interest of indigenous people, especially keeping in mind the unique history of Naga people and the special legal provision granted to the State. In a press note, DCMO media cell stated that Patton called on Amit Shah Saturday in Delhi and held discussions on a wide range of issues concerning Nagaland, among them was the ILP issue. Patton also apprised Amit Shah about the prevailing law and order situation and the measures
taken by the State government in coordination with security agencies, civil society groups and NGOs for maintaining peace and security in the State. While impressing upon the seriousness of the PDA government and the will of Naga people in the ongoing peace talks, the Dy CM expressed the hope that an honourable and acceptable solution would be reached at the earliest under the “visionary leadership” of Prime Minister Narendra Modi and the “able guidance” of Shah. On the contentious Citizenship Amendment Bill (CAB), Patton reminded the Union home minister about the commitment of the Central leadership and urged him to take into consideration the concerns in protecting the identity and culture of the indigenous people of the North-eastern States while taking a decision on the CAB issue.
DIMAPUR, JUN 30 (NPN): Chakhesang Public Organisation (CPO) has expressed concern over the filing of PIL in Supreme Court against extension of ILP in Dimapur by one Ashwini Kumar Upadhyay. In a statement by its president Mikha Kenye and general secretary Veduvo Rhakho, the organisation said the PIL had become a serious threat to the very umbilical cord by which Nagaland was brought to be part of the Union of India. It warned that scrapping of the law or even crippling any of its clauses would definitely tantamount to severing of ties between Nagaland and the mainland. CPO felt that the PIL was an eye opener to Nagas in general and the State government in particular, even as it stressed that it was the bounden responsibility of the State government to rise up to the occasion and ensure that no stone was left unturned for securing the existing laws to be protected under any circumstances. The organisation also urged the petitioner and his associates to be “rational” and never “concoct or exaggerate” ground (Cont’d on p-7) realities out of any apprehensions.
CPO explained that understanding the vulnerability of Nagas, in view of their backwardness and their demography, the then British government had promulgated the Bengal Eastern Frontier regulation (BEFR) of 1873 with the sole objective of giving protection to the Nagas and their land and resources from undue interferences of non-Nagas. Else, the Nagas would have been subjugated by illegal migrants in the long run and would have become secondclass citizens in their own land. Subsequently, when Nagaland was created in 1963 out of political agreement, BEFR of 1873 was retained, beside Article 371(A) was inserted in the Constitution of India, through which a special status was given to Nagaland. Providing these protective laws for the Nagas was out of natural justice and in the spirit of India’s “unity in diversity”. Asserting that these protective laws had neither infringed on anyone’s basic rights nor encroached on others’ territories, CPO emphasised that Nagas deserved to have these protective laws and they were given so under the Constitution of India.
Strength of women in police force: There were seven senior officers and 238 junior officers (sub-inspector rank and below) in civil police force, and four senior officers and 178 junior officers (from sub-inspector and below) in armed/reserved police in 2016-17. Quoting employment exchange report, the report mentioned that 34.19 % of the total registration was women in 2011, which decreased to 34.09% in 2017. Dimapur district recorded the highest number of women registration in employment exchange. In 2014-15, female employment constituted 25.54% of the total employment and Phek district had the highest percentage of female employees in public sector, while Mon district had the highest female percentage of female employees in private sector. In health sector, Nagaland had the lowest Infant Mortality Rate (IMR), compared to national IMR. IMR had reduced substantially from 1.58 in 2011 to 0.17 in 2014, indicating improvement in health mechanism for infants.
Govt upgrading all subhealth centres: H&FW
KOHIMA, JUN 30 (PTI): Nagaland Health and Family Welfare (HWF) Department is upgrading the 394 existing sub-health centres in the state, an official said on Sunday. The department has already upgraded 49 out of the 394 existing sub-health centres and the remaining would also be upgraded in phased manner, said State Programme Officer, National Health Mission, Dr Thangho Lam. Interacting with media persons on the sidelines of the inauguration of Health and Wellness Centre (HWC) at Science College sub-centre. Jotsoma here Sunday, he informed that the department has also set up several new sub-centres. Lam said the project is being implemented with the financial support from the Government of India under National Health scheme of Healthy India while technical expertise is imparted by USAID. Director (Health Office) USAID Xerses Sidhwa speaking on the occasion said Nagaland has been performing very well in healthcare delivery system, specially the death rates of children in the state is the lowest in the entire country. Ayushman Bharat: Over Rs.1 crore worth benefits availed till June NSCN camps busted Correspondent
KOHIMA, JUN 30 (NPN): Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) has emerged as one of the most successful Central schemes as patients had availed over Rs 1 crore worth of benefits till June this year. Faith Hospital, Dimapur provided the highest number of treatments to beneficiaries with 194 preauthorisations, followed by Naga Hospital Authority Kohima (167), CIHSR Dimapur (108) and Mon District Hospital (107). A total of 37 pre-authorisations were raised through patients from Nagaland being treated outside the State amounting to Rs 6.5 lakh. Six pre-authorizations were raised through patients from other States being treated in Nagaland, amounting to Rs 3.3 lakh.
The Central government had launched ABPMJAY in September 2018 with an aim to reduce the financial burden on poor and vulnerable population due to exorbitant out of pocket expenses on healthcare. According to informa-
tion provided to Nagaland Post by State Health Agency (SHA), AB-PMJAY, the scheme covered 2.33 lakh poor and vulnerable households in Nagaland. The scheme seeks to provide cashless and free services in all public and pri-
vate empanelled hospitals. So far, 55 public and five private hospitals have been empanelled in the State and, with a PMJAY card, a beneficiary can avail benefit from any of empanelled public or private hospitals across the country. There are altogether 1,534 treatment packages (including Nagaland-specific packages) under the scheme covering surgery, medical, day care treatments (including chemotherapy, radiotherapy, and dialysis), cost of medicines and diagnostics. There is no cap on family size and age of members, and all family members are covered. Till June 30, a total of 37,127 households have been covered through beneficiary identification system and 75,316 cards generated. With a target to cover 2.33 lakh households, the target coverage was still low
at 16%. And SHA, PMJAY has been undertaking beneficiary identification drives to generate cards for beneficiaries while common service centres have also been authorised to identify beneficiaries and make ecards. The scheme made rapid progress since its inception and within five months from its launch, 11,520 cards were generated and in the subsequent five months, 63,796 cards were generated. In the first five months, 125 pre-authorisations were raised, i.e., the number of times the treatment procedures were booked. In the subsequent five months, there were 889 pre-authorisations and till June-end, 1,014 pre-authorisations were raised amounting to Rs 1.4 crore and 879 claims were submitted amounting to Rs 1.1 crore.

DIMAPUR, JUN 30 (NPN): In separate operations, two suspected NSCN (I-M) hideouts were destroyed by Assam Rifles on Sunday in Changlang in Arunachal Pradesh, Defence PRO col. C. Konwer stated in a press note. Based on specific inputs, PRO said AR personnel along with police destroyed two hideouts, one in Jongrum and the other near the Indo Myanmar border. The troops also recovered heavy cache of arms including AK series Rifle, ammunition and other war like stores from these hideouts. According to reports, these camps were used as temporary transit camp by NSCN cadres. “Security forces are conducting sustained operations against the insurgent
