Over 1 cr people affected; death toll shoots up to 122 PATNA/GUWAHATI/ SHILLONG, JUL 18 (PTI): Over one crore people were left reeling under flood fury in Bihar and Assam on Thursday amid mounting death toll, as swollen rivers swamped vast swathes in villages and towns, officials said. The death toll from floods shot up to 78 in Bihar, with 11 more casualties reported during the last 24 hours. Altogether 18 people have died in Sitamarhi district alone on the IndoNepal border. The state is grappling with flash floods caused by torrential rain in Nepal over the last few days. Over 54 lakh people were hit in Assam where floods claimed nine more human lives, taking the number of those dead during the current spell of monsoon rage to 36. More than 2.26 lakh displaced people were taking shelter in 1080 relief camps, with large areas of 28 of the state’s 33 districts affected.

WDVCCA to remain under Lotha Hoho

DIMAPUR, JUL 18 (NPN): Wokha District Village Council Chairman Association (WDVCCA) has declared that as resolved earlier on March 14, 2019 it would remain under the umbrella of the Lotha Hoho without any distinction. In a press release, WDVCCA chairman Myingthungo Odyuo and joint secretary Robin Kithan informed the general public of Lotha areas that resolution passed on March 14, 2019 at Town Hall, Bhandari Town by the Association affirmed that the Lothas in general would not be divided within the jurisdiction of the Lotha areas since the Lotha Hoho is the apex body of the Lotha tribe.

DIMAPUR, JUL 18 (NPN): Apropos the news item ‘Consultative meet gives thumbs up to RIIN”, DIPR has clarified that the word Zeliang Peoples Council should be read as Zeliang People’s Organization (ZPO) and also in attendance was Naga Council, Dimapur whose mention was inadvertently missed out. The typological errors are deeply regretted, DIPR stated. Meanwhile, the mention of NSF failing to attend the meeting in the report was inadvertently stated as NSF had attended the meeting. The error is regretted.

The state administration is also running 689 relief distribution centres where essential items like food, potable water, baby food, medicines, mosquito repellants, sanitary napkins and fodder are being provided. Of the nine deaths reported Thursday, three were from Morigaon, two in Biswanath, and one each from Sonitpur, Udalguri, Bongaigaon and Barpeta districts, the Assam State Disaster Management Authority (ASDMA) said.

Barpeta district was the worst hit with 13.48 lakh people facing the wrath of nature. Officials said over 4,000 houses were damaged across the state where rampaging waters swept away 130 animals, besides affecting many more, including 23 lakh poultry. Minor changes in portfolio rejig; allocation likely by Aug Correspondent

KOHIMA, JUL 18 (NPN): With minor reshuffle of the Rio-led PDA ministry in the offing by August, some changes and additions have been made on the list earlier reported in Nagaland Post. Highly placed sources informed Nagaland Post that incumbent minister for Higher & Technical Education Temjen Imna Along will be relieved of Technical Education and given Tribal Affairs. Sources said that Tribal Affairs, which currently functions under Planning department, is likely to have its own department. Sources also informed that adviser Civil Administrative Works Department (CAWD), Labor Employment, Skill Development & Entrepreneurship, Kazheto

Kinimi will be relieved of Labor Employment and Skill Development & Entrepreneurship and given Nagaland State Disaster Management Authority (NSDMA) in addition to CAWD. There were also changes made in the list as Zhaleo Rio, who is to be relieved from the post of deputy speaker, will now be assigned Municipal Affairs instead of Sericulture and Excise. Meanwhile, it was learnt that one minister was likely to be dropped and given the post of advisor to chief minister with portfolio in order to elevate another advisor as minister. set to get Road and Bridges department, currently held by Independent MLA, Tongpang Ozukum. It was reported that Tongpang will be made as Adviser and assigned Housing and Mechanical. The post of deputy speaker is likely to be given to the newly elected member Sharingain Longkumer. Adviser Dr Longriniken is likely to be assigned Border Affairs and National Highway. There is likely to be an exchange of portfolios between incumbent Urban Development & Municipal Affairs minister Metsubo Jamir and Adviser Dr. Nicky Kire presently incharge Rural Development portfolio. It was reported that Metsubo Jamir would be given Rural Development while Dr Nicky Kire is likely to be given the Urban Development.

With the death of two more persons on Thursday, the toll due to floods in Meghalaya rose to eight as more than 1.55 lakh people remain affected, officials said. DC South West Garo Hills District, Ram Kumar said a woman and a toddler lost their lives after being swept by flood waters. While the elderly woman was drowned at Fakirpara, the infant lost his life in Daspara, both in the town of Mahendraganj, the deputy commissioner said. Garo Hills region is the worst affected by rising water levels in low-lying areas. More than 1.55 lakh people have been affected with many still in relief camps.

JCPI asks govt against privacy infringement DIMAPUR, JUL 18 (NPN): Welcoming the consultative meeting organised by the state government on the proposed Register of Indigenous Inhabitants of Nagaland (RIIN) as timely and assuming that it was being done to implement ILP in its entirety, Joint Committee on Prevention of Illegal Immigrants (JCPI) however warned that deviation from this for other purposes, including privacy infringement, sharing of data with outside agencies, etc., would be a serious breach of trust. In a memorandum to chief secretary, JCPI demanded that the government should assure Nagas that the RIIN data collected was safe and would not be shared with any outside agencies, government or private, or used for any other purpose other than defined. RIIN: 4 tribes to abstain July 20 meeting DIMAPUR, JUL 18 (NPN): Peeved at not being invited to the July 17 consultative meeting on Register of Indigenous Inhabitants of Nagaland (RIIN), the Kachari Tribal Council Nagaland (KTCN), Kuki Inpi Nagaland (KIN), Nagaland Garo Tribal Council (NGTC), Karbi Union Nagaland (KUN) have separately announced their decision not to attend the second consultative meeting convened by the state government at the Rhododendron Hall, Police Mess, Chumukedima, Dimapur on July 20, 2019. In a press release, KTCN president R Hasnu said that the council at an emergency meeting held on July 18, 2019 decided not to attend the proposed meeting. KTCN said its members felt that Kacharis were deliberately left out of the said meeting “demeaning the

indigenous status and the very existence of Kachari people in the state.” The council said the members also felt that it would be a futile exercise to deliberate on the subject when all relevant resolutions had already been adopted in the first meeting and made public. NGTC: Expressing displeasure over not being invited to the July 17 consultative meeting, the Nagaland Garo Tribal Council (NGTC) said it was “baseless” to attend the proposed meeting as they have already been excluded from the “imperative and decisive” consultative meeting. In a press release, NGTC secretary Karampal G Momin termed as “very unfortunate” and said that despite the fact that Garo tribe was being one of the recognised tribes the community was found no men-

tion in the list of tribes of Nagaland that were invited to the July 17 meeting. NGTC asserted that Garo tribe of Nagaland were at present socially, economically and politically backwards in comparison with other tribes of Nagaland. It said Garos have been deprived of rights and neglected for many years in almost every field. “We are also an integral part of the Naga society and have every right to enjoy like our brothers,” NGTC stated. KIN: Kuki Inpi Nagaland (KIP) announced that they have decided to abstain from attending the proposed meeting as the issue has already been deliberated and decisions taken in the first consultative meeting. In a press release, KIN president LL Kuki highlighted the political and social participation of the Kuki people since the incep-

tion of the Naga political movement and stated that historical records were undeniable and cannot be distorted. KIN stated that it did not have any problem with the RIIN exercise, but expressed its desire for a wide range coverage and consultation with all 16 recognised tribes of Nagaland to have proper and constructive implementation of RIIN. Further, alleging exclusion of KIN in all major issues pertaining to state political matters, the KIN accused the state government of discrimination towards the indigenous people. The organisation has therefore appealed to the government and all right thinking citizens to have a spirit of justice and equality to all the recognised tribes of Nagaland for a better tomorrow.

BENGALURU, JUL 18 (PTI): A new political showdown loomed in Karnataka as the governor Thursday night set a timeline and asked chief minister HD Kumaraswamy to prove his majority before 1.30 pm Friday, hours after a trust vote could not take place with the Speaker adjourning the day’s proceedings in the assembly. As opposition BJP members starting an overnight ‘dharna’ inside the House, Governor Vajubhai Vala gave the time-line to Kumaraswamy, observing that resignation of 15 MLAs of the ruling JD(S)-Con-

gress and withdrawal of support by two independents “prima facie” indicated he has lost the confidence of the House. “Though a message as contemplated under article 175 (2) is sent to the Speaker, I’m informed that the House is adjourned today. Under these circumstances, I request you to prove your majority on the floor of the House on or before 1:30 PM tomorrow (Friday),” Vala said in a letter to Kumaraswamy. The drama unfolded right from the word go as Kumaraswamy hit by the en masse resignation of 16 ruling coalition MLAs moved a one-line motion, saying the House expressed confidence in his ministry. 20 lawmakers did not turn up Thursday, including 17 from the ruling coalition, 12 of whom are holed up in a hotel in Mumbai, as the House debated the motion in a surcharged atmosphere. The House that barely focussed on the debate on the motion witnessed three adjournments, acrimony and repeated disruptions by belligerent slogan shouting Congress members before the proceedings were wound up for the day. B e f o r e i t wa s a d journed, BJP leader B S Yeddyurappa declared his party members would stay put in the House itself overnight and even till the time the trust vote was decided.

DAYO plea to PDA govt

DIMAPUR, JUL 18 (NPN): Coming out in support of Mokokchung Town Lanur Telongjem (MTLT), Dimapur Ao Youth Organisation (DAYO) has expressed shock that minister Tongpang Ozukum’s portfolio was to be effected in the reshuffle to be held soon. In a press note, DAYO president Aotemsu Aier and general secretary S. Pangertoshi reminded that during the most crucila period, Tongpang’s pledge of support and sacrifice tilted the weight scale to form the ruling PDA government. DAYO said Tongpang, within a short span of time, proved his mettle and efficiency in executing crucial road projects specially in Kohima and Dimapur. Therefore, the duo said it was the desire and wishes of DAYO, MTLT and the younger Naga generation to see that Tongpang complete his tenure as the Road and Bridges minister.

DIMAPUR, JUL 18 (NPN): Eastern Naga Students’ Federation (ENSF) has urged the Department of School Education (DoSE) to adhere the notification in letter and spirit while filling up post graduate teachers (PGT) posts, failing which it warned of taking its own course of action. In a representation to DoSE principal director of school education by its president Sepili L Sangtam and general secretary Imti Choba Chang, the federation said the department had invited applications from among the in-service PGTs and graduate teachers (GT) for upgrade to PGT posts through suitability test, but did not mention the existing 25% reservation policy. Eastern Naga Students’ Federation recalled that the State government

had issued an office memorandum (vide. No RCBT5/87 (pt-II) dated, Kohima, the 4th September, 2015) to all the departments and appointing authorities to strictly abide the reservation policy of the government. The study body quoted the notification: “It is order and reiterated that all departments and all appointing authorities shall strictly abide by and follow the above existing governments’ reservation policy while making any direct appointment against any government’s post”. ENSF said the government had also issued a partial modification of DoSE’s notification (vide. No.RCBT-5/87 (pt-II) dated, Kohima, 23rd July 2008) banning the de-reservation vacancies reserved for Backward Tribes in direct recruitment.

DIMAPUR, JUL 18 (NPN): Aghunato Tokukujo Kukami Kuqhakulu Hoho (Aghunato area GBs association) has refuted the press statement issued by GBs union of Aghunato area, which was published on July 17, 2019. In a press release, ATKKH president Kuhozhe N Achumi termed as “baseless and untrue” the resolution “to support the Naga Hoho in their pursuance of one goal one nation.” Achumi claimed that there was no such meeting held for that purpose, adding that it was done by some vested interest persons without consultations with the president and other members of the ATKKH. The association has, therefore, clarified that “such meeting was never held by (Cont’d on p-7) the union in any manner.”

WASHINGTON, JULY 18 (PTI): Scientists have used a new technique to successfully wipe out a population of the world’s most invasive mosquito species on two island in China, in an effort to control the insect that spreads dengue, Zika and other diseases. The results of the pilot trial, published in the journal Nature, show that combining incompatible and sterile insect techniques (IIT/SIT) successfully enable near elimination of Aedes albopictus, or Asian tiger mosquito, populations on two relatively isolated islands in the Pearl River near Guangzhou over a two-year period. Almost 200 million irradiated mass-reared adult males of a mosquito line infected with Wolbachia bacteria were released, said

researchers at Michigan State University (MSU) in the US. The successful field pilot demonstrated the feasibility of area-wide application of IIT/SIT for mosquito vector control, researchers said. The SIT, a form of insect birth control, uses radiation to sterilise male insects, which are then released to mate with wild females. As these do not produce any offspring, the insect population declines over time. Combining it with the cytoplasmic incompatibility conferred to the males by Wolbachia allows a reduced radiation dose to be used, which keeps the males more competitive while sterilising the incidentally released females to avoid replacement of the target population.
