Oppn creates ruckus in Parl over Karnataka issue

NEW DELHI, JUL 9 (AGENCIES): The Parliament on Tuesday witnessed uproar over the Karnataka crisis with opposition Congress members storming the well of the House and raising slogans. The opposition parties led by Congress, including DMK and National Conference later staged a walkout in the Lok Sabha registering their protest over political developments in Karnataka. Earlier at the start of the Zero Hour, pandemonium scenes prevailed in the House after Speaker Om Birla disallowed Adhir Ranjan Chowdhury to raise the same issue. Several opposition members trooped into the well of the House raising anti-government slogans. Chowdhury said that the politics of “poaching” as pursued by the BJP should come to an end forthwith - a charge denied by the ruling side. ters” in the Congress party. “It is unfortunate that they (Congress) are unable to control their own house and dragging the matter into the Lower House of Parliament and disturbing its functioning,” Rajnath Singh said. Later, Congress president Rahul Gandhi joined those raising slogans. This is for the first time that Gandhi was seen raising slogans in the 17th Lok Sabha. “It is your duty to save democracy,” a Congress member said. Petrol, diesel Tokheho urges Centre to revise prices slashed allocation of funds for NER

NEW DELHI/DIMAPUR, JUL 9 (AGENCIES/ NPN): State-run oil marketing companies lowered the retail prices of petrol and diesel on Tuesday (July 9) across four metro cities. After the daily revision in retail fuel rates, the price of petrol in all metro cities slashed by 3-6 paise per litre while diesel became cheaper by 6-11 paise. Petrol prices were cut in New Delhi by 6 paise to Rs 72.90 a litre on Tuesday and diesel became cheaper by 10 paise to Rs 66.49. Meanwhile, in Nagaland’s commercial hub Dimapur, the price of petrol was Rs.70.85 per litre and in the state capital Kohima it was Rs. 71.34 per litre. Diesel prices in Dimapur and Kohima was Rs. 64.27 and Rs. 64.71 per litre respectively. It is worth mentioning here the pump price of petrol and diesel in the national capital Delhi are the cheapest among all metros and most state capitals owing to lower taxes. As per the country’s daily dynamic pricing mechanism, the fuel price is dependent on the global prices of benchmark fuel and the rupee-US dollar exchange rate as India imports 80 per cent of its crude requirements.

DIMAPUR, JUL 9 (NPN): Lok Sabha MP, Tokheho Yepthomi urged the Centre to revise allocation of funds for the North Eastern Region (NER), pointing out that the total allocation of funds for the region under North Eastern Council and Non Lapsable Central Pool of Resources (NLCPR) had stagnated over the past few years. The stagnation of financial allocation would make it very difficult for the region to develop on a par with rest of the country, he added. In this regard, the Lok Sabha MP therefore urged Prime Minster Narendra Modi and Union Finance minister Nirmala Sitharaman to revise the allocation of funds for the North Eastern region in the coming days. Participating in the debate on Union Budget 2019-

20 in Lok Sabha on Monday, Tokheho also urged Sitharaman to hike the import duty on import of natural rubber to enable domestic rubber farmers to get a good price for their produce. Highlighting the problems faced by natural rubber industry in the country, he stated that natural rubber farmers, especially in the South and Northeast, were facing difficulties due to increased import of rubber from Southeast Asian countries. He said there had been a sharp fall in rubber prices over the last few years due to low import duties, which resulted in decrease in domestic rubber prices. Yepthomi also lauded the 2% tax on withdrawals of more than Rs one crore in a year, which would increase digital transactions and also aid in controlling black money.

A defiant Congress on Tuesday sought the disqualification of nine of the 10 rebel party legislators who have submitted their resignations from the Karnataka Assembly. “We have petitioned the Speaker (K.R. Ramesh Kumar) to disqualify 9 rebel legislators under the anti-defection law if they don’t withdraw their resignations,” Congress Legislature Party (CLP) leader Siddaramaiah told reporters here. The party has, however, not sought disqualification of senior legislator Ramalinga Reddy, hoping he would withdraw his resignation letter soon. Of the 13 rebels, including three of the ally Janata Dal-Secular (JD-S), 12 resigned on July 6 while Congress MLA Anand Singh did on July 1. “We urge the rebels to withdraw their resignations and be in the party…,” Siddaramaiah said after a twohour long CLP meeting in the state secretariat here. Admitting that all the rebels did not attend the CLP meeting despite informing them in advance, he alleged that they were “trapped” by

the rival BJP, offering them money and minister posts for defecting. Hoping better sense would prevail in the rebels to return to the fold, Siddaramaiah said the party would issue a whip to them on Thursday to attend the 10-day monsoon session of the Assembly from July 12 and be present when the budget for 2019-20 has to be passed. “As the BJP failed 5 times over a year to overthrow our government and return to power, it will again fail for the sixth time, as majority of our legislators are loyal to the party and will not betray it,” Siddaramaiah said. The party has also petitioned the Speaker not to accept the resignations, as they were not voluntary and genuine in accordance with the anti-defect law. The Speaker told reporters later that he would look into the Congress’ petitions on Thursday and decide on them after hearing the rebels whom he has summoned to meet on July 12, July 15 and July 21 in three batches along with the JD-S rebels.

NSF asks state govt to restrict RIIN to non-locals DIMAPUR, JUL 9 (NPN): While welcoming the decision of the State government to start Register of Indigenous Inhabitants of Nagaland (RIIN), Naga Students Federation (NSF) stressed that there were several underlying questions and practical issues that needed to be addressed before beginning the exercise. In a press note, NSF president Ninoto Awomi and general secretary Liremo R Kikon suggested that the RIIN, to become helpful in the implementation of ILP, should be restricted to “non-locals” who might have taken citizenship in villages, towns, district and subdivisional headquarters with December 1, 1963 as the base year. NSF also said it felt that the entire exercise should not inconvenience the aborigine Nagas of Nagaland. NSF further pointed that as every village authority had records of who were the aboriginal Nagas and who was not, it proposed that the exercise could be reduced to checking the background of indigenous inhabitants of Nagaland who had come before December 1, 1963 and those who came post

that date. NSF pointed out that there were other issues like non-Nagas being married to Nagas and orphans being adopted and raised in orphanages whose parents were unknown, besides nonlocal orphans being adopted by Nagas whose real parents were unknown. NSF urged the State government to reduce the task of RIIN exercise by addressing the issues of indigenous inhabitants of Nagaland who had come before December 1, 1963 and other inhabitants who came post that date, so that proper policies could be framed to deal with those who had come after the cutoff date. Appealing for implementation of ILP at the earliest by limiting the present RIIN exercise to the targeted group, NSF declared that it was ever ready to give full support to the State government in this regard. However, it added that the government should first review its policy before beginning the RIIN exercise. NSF said more consultation was required before beginning the process of its implementation.

BJP received over `900 cr donations from corporates Merangkong village NEW DELHI, JUL 9 (AGENCIES): BJP received more than Rs 900 crore as donations from over 1,500 corporates between 2016-18, over 16 times more than what the Congress got in the same period, a new report said on Tuesday. The Association for Democratic Reforms (ADR) analysed the donations from corporates to national parties said during the period 2016-18. According to the ADR analysis, during the period 2016-18 business houses donated a total of Rs 985.18 crore, constituting 93 per cent of the total contribution to political parties from known sources. “Out of the six national parties, BJP received the maximum donations of Rs 915.596 crore from 1,731 corporate donors followed by Congress which received a total contribution of Rs 55.36 crore from 151 corporate donors and NCP with Rs 7.737 crore from 23 corporate donors in financial year 2016-17 and 2017-18,” the report said. It said during financial years 2016-17 and 2017-18, the voluntary contributions of BJP and the

Congress above Rs 20,000 from corporates was 94 per cent and 81 per cent, respectively. Between financial years 201213 and 2017-18, the BJP received the maximum corporate donations of Rs 1,621.40 crore, constituting 83.49 per cent of the total corporate donations in six years. The ADR analysis said donations from corporates to national parties increased by 160 per cent between financial years 2004-05 to 2011-12 and financial years 201617 to 2017-18. Between financial years 201213 and 2017-18, donations from corporates to national parties increased by 414 per cent, with a major drop in the percentage of corporate donations in financial year 2015-16. Donations from corporates to national parties reduced by 25.07 per cent between financial year 2016-17 and 2017-18. The political parties considered for the report were Bharatiya Janata Party (BJP), Congress, Nationalist Congress Party (NCP), Communist Party of India (CPI), CPM and All India Trinamool Congress (AITC).

Though a national party, BSP was not considered for analysis in this report as the party has declared that it received no voluntary contributions above Rs 20,000 from any donor during this period as well as during the time period since 2004, the report said. The report said CPI had the lowest share of corporate donations at two per cent. Trinamool Congress asked the Bharatiya Janata Party on Tuesday how it could manage such a steep rise in donations a year after demonetisations. “In the context of BJP’s penchant of giving moral lessons on corruption, it owes a public explanation as to how its funds jumped by 81 per cent from Rs 570 crore to Rs 1,040 crore within a year post demonetisation,” said TMC ‘s Rajya Sabha leader Derek O’ Brien while addressing the press in Parliament House. O’Brien cited BJP’s tax returns and the ADR report to claim that BJP was the biggest beneficiary of Election Commission’s electoral bonds, and corporate funding. He said a large part of these funds were spent on advertising.

council revokes edict

DIMAPUR, JUL 9 (NPN): Merangkong Medemsanger Putu (village council), comprising of all eight clans has declared to citizens of Merangkong and all person(s), union(s) that it has unanimously resolved at the July 8 meeting in Merangkong village that it has “unconditionally revoked” the edict against those who were excommunicated/expelled or barred from entry into the village jurisdiction arising out of differences during the last state assembly elections 2018. This was contained in a joint statement issued by Medemsanger Putu Secretary Noktisang and assistant secretary Takotoshi. The Merangkong Medemsanger Putu also reiterated its desire that all citizens of Merangkong village “should live together, in unity, peace, harmony and with due respect and regard to all concerned.” The Medemsanger Putu has therefore, cautioned that it will not hesitate to exercise its mandate as per the prevailing Ao customary law “to punish” any person(s) or organisation(s) going against the wishes of its declaration (unanimously adopted on July 8).

Weather alert: heavy rain predicted in Nagaland Organizations condole Joseph Sumi’s demise DIMAPUR, JUL 9 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted heavy rainfall in the State this week. According to a press release issued by NSDMA, the State will not only witness heavy rains and strong winds, but there is also the possibility of flash floods and mud slides and landslides. Lightning strikes would also be a common feature during this time, while the showers were expected to continue until July 14, it added. NSDMA has warned that the northern half of Nagaland would be more vulnerable than the southern half, adding there was a bigger risk in places like Mon, Tizit, Tuli, Longleng, Tuensang, Mokokchung, Wokha and Bhandari. All the district disaster

management authorities (DDMAs) and other line departments responsible for attending to any emergencies caused by natural calamities have been asked to be on alert to save lives and properties during this period. NSDMA has also urged people to be vigilant during this pre-monsoon period from lightning, gusty winds and thunderstorms. It appealed to the public not to take shelter under large trees and near river banks to prevent unnecessary risk to their lives from lightning and flash floods. Accordign to SkyMet weather report, North East is all set to witness some torrential rains in the coming days as Monsoon surge would become vigorous particularly in states like Assam, Arunachal Pradesh, Meghalaya, Nagaland and

Sikkim and Sub-Himalayan West Bengal would be at risk. According to Skymet, the region is gearing for heavy to very heavy rains during the next few days. Threat of flash floods, landslides and mud slides are looming large over these states. This upcoming spells can be attributed to the trough, which is presently running through IndoGangetic plains would now move north, towards the foothills of Himalayas during the week. Especially eastern end of the trough would be running through and through Sikkim, Assam, and Arunachal Pradesh. As per weathermen, this trough is semi permanent feature during the Monsoon and keeps oscillating north-south. As the system moves along the foothills, Northeast India remains

vulnerable for heavy to very heavy rains, with some extremely heavy spells. Weather models are indicating that these rains and thundershowers are in no mood to relent and would stay for almost a week, even more than that. Flash floods are all set to return to the state as incessant rains to make comeback. Northeast India is the rainiest pocket of the country during Southwest Monsoon. However, presently it has been battling huge rainfall deficiency. As on July 8, Arunachal Pradesh is rain deficient by 33%, followed by NMMT (Nagaland, Manipur, Mizoram and Tripura) at 34% and Assam and Meghalaya at 27%. These upcoming rains are likely to help in reducing the rainfall deficiency and North East might see some good recovery.

DIMAPUR, JUL 9 (NPN): Various organizations including political par ty leaders have condoled the demise of Joseph Sumi, who passed away on July 8 in Dimapur. Late Joseph Sumi was president of Dimapur District Football Association(DDFA), vice president Nagaland Football Association (NFA) and treasurer Dimapur District Volleyball Association. T.R. Zeliang: In a condolence message, NPF legislature party leader, T.R Zeliang described late Joseph Sumi as a true sportsman of a very high standard. “His outstanding talent in the field of football is praise-worthy and losing such a personality is a great loss to all sports-lovers and the Naga people in general,” he added. Zeliang prayed that God grant peace and solace to the bereaved family members, relatives, friends,

colleagues and all his near and dear ones. Tovihoto: Advisor for Power, H. Tovihoto Ayemi expressed pain to learn about the untimely demise of Joseph Sumi. Tovihoto said late Joseph contributed immensely in the field of sports especially in the development of football in the State that contributed to the progress of many young talented footballers in this particular sporting field under his able guidance. Tovihoto said that besides being a prominent public leader and social worker, late Josephy Sumi was also actively involved in politics till his last breadth. Tovihoto said that the demise of late Joseph Sumi, was a great loss not only to the family but also for Dimapur district as he could have contributed more in taking the young generation to a scale of greater heights. Tovihoto

conveyed deepest condolences to the bereaved family and prayed for the departed soul to rest in peace. DMC: Dimapur Municipal Council, administrator Moa Sangtam expressed deep shock and grief over the untimely demise of Joseph Sumi , member of the then Dimapur Town Committee (DTC). Moa Sangtam described late Joseph as a dedicated leader, who was associated with various organizations and who served the people in various capacities for Dimapurians. “His untimely demise is not only a loss to his family but also great loss to the society which will be difficult to fill the vacuum,” he added.
