LS passes Citizenship (Amendment) Bill
NEW DELHI, JAN 8 (PTI): The Lok Sabha on Tuesday passed a contentious bill seeking to provide Indian citizenship to nonMuslims from Bangaldesh, Pakistan and Afghanistan, amid protests in north eastern states and opposition parties terming the proposed law “divisive” and “flawed”. I m m e d i a t e ly a f t e r Home Minister Rajnath Singh introduced the Citizenship (Amendment) Bill 2019, Senior Congress leader Mallikarjun Kharge said there are “flaws” in the bill that does not address the Assam Accord and requested the Speaker to send it to a select committee. His party walked out after the Speaker refused to accept the demand. Other opposition party leaders, including TMC’s Saugata Roy dubbed the bill as “divisive” and “insidious” that goes against the basic tenets of the Constitution. Defending the bill, which he said was not “Assam-centric”, the Home Minister asserted that the bill was not against the provisions of the Constitution and would give succour to persecuted minorities in

SHILLONG, JAN 8: Meghalaya chief minister Conrad Sangma on Tuesday said that he will discuss with his National People’s Party (NPP) leaders to take a call on whether to snap ties with the BJP after the passage of the controversial Citizenship (Amendment) Bill, 2016 in the Lok Sabha. The Lok Sabha on Tuesday passed the Citizenship Bill that seeks to remove hurdles in eligible migrants from six minority groups from Bangladesh, Pakistan and Afghanistan from getting Indian citizenship despite opposition by political parties including the Congress and Trinamool Congress. “Well it is very unfortunate that this CAB has been passed as this is something which we have opposed vehemently,” Sangma told journalists. Sangma, who also heads the NPP, said that the Meghalaya Cabinet have passed a resolution opposing any kind of implementation of this Bill. Asked if the NPP will snap ties with the NDA, Sangma said: “We will see about that and will discuss with all party leaders as you are aware our party is present in almost five NE states. Therefore, I will need to call all the party leaders and take a call on this.”

NEW DELHI, JAN 8 (AGENCIES): Lok Sabha passed Constitution (124 Amendment) Bill, 2019 which seeks to provide reservation for economically weaker section of the society in higher educational institutions by 323 for and 3 against. BJP has tabled a 10% reservation quota for upper caste (those communities who are not included in other quotas) which it hopes, would offset the anti-incumbency in the forthcoming May 2019 Lok Sabha elections. It will apply to all states and union territories and the beneficiaries will be able to reside in any part of the country. Originally introduced in 2016, the bill was sent to the JPC, which submitted its report on Monday.

In Tripura, seven persons -- a Tripura State Rifles personnel and six TSF activists -- were injured at Madhabbari in West Tripura district, when the police and paramilitary personnel resorted to lathicharge and opened fire to disperse a group of students who had blocked the Assam-Agartala national highway. DIMAPUR/KOHIMA/ WO K H A / M okokc hung, JAN 8 (NPN): Responding to the 11-hour bandh call given by the Naga Students’ Federation (NSF), which is one of the constituent units of North East Students’ Organisation (NESO), against the controversial Citizenship (Amendment) Bill, 2016, the federating units of NSF Tuesday imposed bandh in several places of Nagaland evoking by and large positive response with no untoward incidents reported. DIMAPUR: The bandh in the commercial hub of Nagaland imposed by high power committee of Dimapur Naga Students Union (DNSU) passed off peacefully as volunteers from various local student organizations also extended support within their respective jurisdictions.

port and solidarity. Imtiyapang said the bandh spearheaded by NSF not only covered Nagaland but even Naga inhabited areas of neighbouring Manipur comprising Chandel, Tamenglong, Senapati and Ukhrul districts.

ends on January 31. The entire issue of Verma revolved around his feud with CBI’s special director Rakesh Asthana as both of them have levelled charges of corruption against each other. While Verma had moved the apex court against the government’s orders, Asthana has not sought any relief from the top court but has moved the Delhi High Court for quashing of FIR against him in a corruption case. In its judgement, the top
court said, “We further make it explicit that the role of Alok Kumar Verma as the Director, CBI during the interregnum and in terms of this order will be confined only to the exercise of the ongoing routine functions without any fresh initiative, having no major policy or institutional implications.” The bench said all authorities should be kept away from “intermingling or interfer-
ing” in the functioning of CBI Director. The judgement was penned by CJI Gogoi. However, the CJI didn’t attend court and it was pronounced by Justice Kaul. The apex court noted that CBI has grown over the years in its role, power and importance and today it has become the premier investigative and prosecution agency of the country.
The Congress and other opposition parties hailed the verdict while there was no immediate word from Verma. Senior Congress leader Mallikarjun Kharge, who is part of high powered committee by virtue of being the leader of the single largest party in the Lok Sabha, said the order was a “lesson” for the government. Congress president Rahul Gandhi told reporters that Verma was “ousted” at 1 AM, alleging he was about to begin an investigation into the controversial Rafale jet deal and that Prime
Minister and his government cannot run away from a probe into the contract with France. Describing the verdict as “balanced”, Finance Minister Arun Jaitley said the Centre’s decision to send Verma and Special Director Rakesh Asthana on leave based on CVC’s recommendation was “perfectly bonafide” and that it was done to protect the integrity of the investigating agency. The decision by the government was completely legal as the two officers in question were at loggerheads, he said.

No plans to repeal AFSPA: Govt NEW DELHI, JAN 8 (PTI): The government has no plans to repeal the controversial Armed Forces (Special Powers) Act, 1958, Union minister Kiren Rijiju told Parliament on Tuesday. At present, there was no proposal to repeal the AFSPA, he said, replying to a written question in Lok Sabha. The Minister of State for Home Affairs added that currently, the AFSPA was operational in the entire states of Assam, Nagaland, Manipur (except the Imphal municipal area), three districts namely Tirap, Changlang and Longding of Arunachal Pradesh and the areas falling within the jurisdiction of eight police stations in the districts of Arunachal Pradesh bordering Assam. “The notifications declaring Manipur and Assam as ‘Disturbed Areas’ have been issued by the state governments. State government of Nagaland has not supported extension of notification declaring Nagaland as ‘Disturbed Area’ under AFSPA, 1958,” he said. K Y M C
