Quake rocks NE region NEW DELHI, JAN 7 (IANS): An earthquake of magnitude 6.0 on the Richter Scale struck the North Eastern region on Sunday afternoon, with tremors felt in Manipur, officials said. According to the Indian Meteorological Department, the quake occurred at a depth of 35 km below the surface and was recorded at 12:17 p.m. The epicentre was calculated at latitude 24.7 degrees north and 94.7 degrees east, falling in Myanmar-India (Manipur) border region. “We have received phone calls with people reporting tremors in parts of Manipur. The actual origin is, however, not exactly Manipur but towards the Myanmar-India border,” said an official. There were no reports of any casualties or damage to properties, the official added.
Sitimi area issue: ENPO urges govt
DIMAPUR, JAN 7 (NPN): Eastern Nagaland Peoples’ Organization (ENPO) has called on the state government to intervene and take up the issue of Sitimi area on top priority. In a press note, ENPO president, S. Khoiwang Konyak and secretary, Amai Chingkhu further appealed to the people of Kiphire in general and Sitimi area in particular to refrain from false rumour mongering and provocative messages through social media etc. It also lauded the Sangtam and Sumi communities of Sitimi area for maintaining peace and tranquillity and hoped that both the tribes try and solve the issue and not let it escalate further to a tribal/communal issue.
CKS calls off indefinite bandh
DIMAPUR, JAN 7 (NPN): Chang Khulei Setshang (CKS) has withdrawn its indefinite bandh call within Chang jurisdiction from Sunday. The move follows a Cabinet decision dated January 6, 2018 that appealed CKS to call off its ongoing indefinite bandh in the larger interest of Naga people. The Cabinet also issued an assurance to CKS that inclusion of Chingmei range villages in Noklak district and the district’s inauguration would be done only after Noklak and Chingmei village councils amicably resolved the issue. A press release issued by CKS president, M. P Nokshang and general secretary, C. Yenten stated that the bandh has been called off due to the Cabinet appeal. The organisation, however, warned of resuming the bandh any time, if the Cabinet decision, was not implemented.

Chorus for ‘Solution Not Election’
PUBLIC ORGANIZATIONS PLEA TO PM FOR DEFERMENT OF 2018 ASSEMBLY POLLS DIMAPUR, JAN 7 (NPN): With elections just round the corner , the chorus for ‘solution not election’ made in 1998 is being replayed, with various organisations calling for postponement of the 2018 assembly election. The organisations through separate representations to the Prime Minister and government of India, have expressed their views on the need to withhold the assembly polls in anticipation of early solution to the Naga political issue. The state legislature had on December 15 adopted a resolution urging the government of India to postpone elections in favour of solution. NTC: Nagaland Tribes Council (NTC) has urged upon Prime Minister Narendra Modi for postponement of the state Assembly polls till a final solution to the Naga political issue was found. In a memorandum to the Prime Minister, through Centre’s interlocutor RN Ravi, NTC president Toniho Yepthomi and general secretary Nribemo Ngullie expressed gratefulness to Ravi for having included the Working Committee of Naga National Political Groups (NNPGs) in the political negotiations. The Working Committee and the interlocutor had nine rounds of talks and that there had been progress, it added. NTC said the ongoing negotiation should be brought to a logical result
without letting any situation hamper the progress. NTC said Nagaland was being ruled by 10 governments for decades and pointed out that, besides the legitimate State government, there were nine other governments (Cont’d on p-7) of NNPGs. CNTC: Central Nagaland Tribes Council (CNTC) has made a fervent appeal to the government of India (GoI) to defer the 2018 state assembly elections in order to expedite the Naga peace process so that a final solution on the protracted seven decades old Naga political issue is arrived at. A press release from CNTC media cell said that holding elections at this juncture may hamper the peace process and derail the cherished desire of the Nagas. They reminded the GoI that they had submitted a memorandum on this same issue to the President, Ram Nath Kovind, on his maiden visit to the state on December 1, 2017, which, the President assured, he would look into and take up. They suggested that this was a most opportune time to hammer out a lasting solution acceptable to all sections of the Naga people as most of the NPGs had come on board and talks are in progress with the support of the Naga civil societies. RSU, RSZ demand Tseminyu dist before poll announcement DIMAPUR, JAN 7 (NPN): Rengma Students’ Union and Rengma Selo Zi on sunday said that the unions regretfully caution the government that if it failed to fullfil their demand for Tseminyu district in time, they would be compelled to use any form of agitation and expression of displeasure, including resuming the suspended bandh for which the government would be held responsible. A press release from RSZ president Kenneth Kath and RSU president R. N David Magh said that the Rengma community had made their “genuine demand” for the district in all seriousness. They asserted that with the announcement of the state assembly elections, no decisions could be taken and appealed to the government to deliver on their
demand before this, failing which it will be deemed as negligence and discrimination. The organizations said that they rested their faith in the wisdom of the government and prayed that the government would deliver the far overdue justice and recognition. RNPC backs district demand: Expressing its solidarity and fully endorsing the demand of Rengma Hoho (RH), Rengma Selo Zi (RSZ) and Rengma Students’ Union (RSU) for upgrading Tseminyu sub-division into a fullfledged district, Rengma Naga People’s Council (RNPC) of Assam has appealed to the Government of Nagaland to immediately upgrade one of the State’s oldest sub-divisions into a full-fledged district. Nagaland Tribes Council further expressed its hope that the GOI, under the leadership of Narendra Modi and the Interlocutor of the Naga Peace talks R.N. Ravi, would bring on board the remaining NPGS who are yet to join the talks. NGBF: Nagaland Gaon Burah Federation (NGBF) has also requested the Prime Minister to postpone the Assembly elections till the negotiated political solution and the practical relationship between the government of India and the Nagas was agreed upon, and declared, by the negotiating entities. The petition signed by NGBF president, Shahlem Konyak and general secretary, Shikuto Zalipu, was addressed to the PM through the Interlocutor, R. N Ravi. They said that elections bring negative powerful elements together who would disrupt the present political decorum including the present peace process -- They recalled the February 2017 Urban Local Body polls as a reference for this contention. While appreciating the PM’s commitment to solve the Naga issue, NGBF said that elections at this hour would most likely jeopardize the PM’s desire for peace. They asserted that a political solution to the seven-decade long Indo-Naga political issue must be given greater importance over the democratic electoral exercise.

ACAUT: ACAUT Nagaland has joined the league of those seeking postponement of Assembly election scheduled in the State in the first quarter of this year. In a memorandum to Prime Minister Narendra Modi through Nagaland Governor, ACAUT appealed for deferring the polls and imposing President’s Rule in Nagaland to facilitate solution to the protracted Indo-Naga problem at the earliest. The move comes close on the heels of Nagaland Legislative Assembly too passing a similar resolution last month that sought postponement of the election. Signed by its chairman Joel Naga and spokesperson Mar Longkumer, ACAUT Nagaland appreciated Modi’s “sincere desire” to resolve the Naga political issue, especially his “personal initiative” to invite the NNPG for talks in 2017. Against this backdrop, ACAUT said it was afraid that the much-yearned Naga solution would continue to be elusive if the State Assembly election was held as per schedule in either February or (Cont’d on p-7) March.
Govt open to proposals to cleanse pol funding: Jaitley

NEW DELHI, JAN 7 (PTI): Electoral bonds mechanism is a substantial improvement in transparency over the present system and the government is open to suggestions to further cleanse political funding, Finance Minister Arun Jaitley said Sunday. In a Facebook post, Jaitley said the conventional practice of funding the political system was to take donations as well as undertake expenditures in cash. The sources are anonymous or pseudonymous. The quantum of money was never disclosed and the system ensures unclean money coming from unidentifiable sources. “It is a wholly nontransparent system. Most political groups seem fairly satisfied with the present arrangement and would not mind this status-quo to
continue. “The effort, therefore, is to run down any alternative system which is devised to cleanse up the political funding mechanism,” Jaitley said. The finance minister had last week announced the contours of the electoral bonds, which will be sold by country’s latest lender SBI and will have a tenure of just 15 days. The bonds are being pitched as an alternative to cash donations made to political parties. Jaitley said the choice has now to be “consciously” made between the existing system of substantial cash donations involving unclean money and other transparent options like cheque, online transactions or electoral bonds. He said India, despite being the largest democracy in the world, has not been able to evolve a transparent political funding system in the last seven decades. “The round the year functioning of the political parties involves a large expenditure... These expenditures run into hundreds of crores. Yet there has not been a transparent funding mechanism of the political system,” he said.
ENCSU warns of reviving stir DIMAPUR, JAN 7 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has warned the government of reviving their agitation if the government continued to delay disbursement of the post matriculation scholarship for 2016-17. A press release from ENCSU president, M. Longre Chang and general secretary, Wangnei C. Jessuhu said that if the government continued to be adamant in refusing their demand, union was on hand to lock the gates to the Higher Education directorate. The union also warned that they would not be responsible for any situation that may arise during the course of their agitation. DIMAPUR , JAN 7 (NPN): Dimapur police on Saturday apprehended three persons in connection with a multicrore racket of artificially ripening fruits with Calcium Carbide (CaC2) from New Market, Dimapur. In a press note, Addl. DCP/PRO said the police arrested one Laxmi Sha from whose shop they recovered approximately three kilograms of CaC2 and a huge quantity of bananas. sociates identified as-- Baiju Sha and Rajesh Mahdo. According to PRO, the accused said that half a kg of CaC2 could ripen 300 kgs. (3 quintals) of unripe bananas and that all fruit traders use the chemical to artificially ripen fruits like mango, watermelon, apple, banana etc. These artificially ripened fruits are sold to customers who consume them without knowing their harmful effects, the PRO said. Carbide contains arsenic phosphorous and acetylene gas which make healthy fruits poisonous. PRO stated that the seized chemical, suspected to have been procured from Bhutan, and the adulterated bananas were sent to Forensic Labs for chemical analysis and obtaining expert opinion.
