All NPF charges baseless: NDPP
DIMAPUR, JAN 6 (NPN): Nationalist Democratic Progressive Party (NDPP) has dismissed outright the allegation made by opposition NPF that it (NDPP) was attempting to poach on NPF MLAs and termed them as “nothing but public display of insecurity on their own elected representatives”. NDPP media & communication committee also termed as “wild and false” the allegations made by the Leader of Opposition (LoO) T.R. Zeliang that the PDA government had misused VDB funds. NDPP said the allegation lacked factual authenticity and truth and was politically motivated. On the issue of NDPP trying to poach NPF MLAs, the media & communication committee (MCC) refuted it and instead said that it was “an open secret” that NPF MLAs were highly frustrated and restless for having to sit in the opposition for almost one year. NDPP instead advised NPF to concentrate on keeping its flock together other than raise false allegations. It also stated that by raising the issue in public domain, NPF only exposed how it used “threat and intimida-
Rajnath to head BJP’s manifesto committee for Lok Sabha polls NEW DELHI, JAN 6 (AGENCIES): The BJP on Sunday appointed senior leaders Rajnath Singh and Arun Jaitley as the head of 20-member ‘sankalp patra’ (manifesto) committee and publicity wing respectively for the Lok Sabha polls as its president Amit Shah formed 17 groups in preparation for the elections. Union ministers Nirmala Sitharaman, Ravi Shankar Prasad, Piyush Goyal and Mukhtar Abbas Naqvi, and former Madhya Pradesh chief minister Shivraj Singh Chouhan are the other members of the committee tasked with preparing the party’s manifesto, a statement said. Jaitley will also be a member of this committee. Union minister Nitin Gadkari will head a committee which will reach out to social and volunteer organisations while his Cabinet colleague Sushma Swaraj will head a group that will produce literature for the polls, it added. Prasad will head the party’s media group while Union minister Prakash Javadekar will lead the wing which will organise meetings of intellectuals. The Lok Sabha polls are expected to be held in April-May with the BJP under Narendra Modi seeking re-election.

Further it reiterated its commitment to work for fulfilling the needs and wants of people and not to indulge in “petty selfish political dramatics.” NDPP reminded NPF that though PDA was still trying to overcome the huge financial burden left behind by the previous NPF-led DAN-III government, it was trill trying to provide necessary development to cater to the welfare of people. While totally refuting the allegations made by NPF that PDA government had “parked” VDB funds to the tune of Rs.96 crore, NDPP said it has brought positive changes in keeping its promises with the cooperation and contribution from the people. NDPP extended New Year greeting to the people of Nagaland and placed on record its unwavering commitment to the development of Nagaland, the welfare of the people and good governance through accountability, transparency and sustainability.
RD dept rejoinder to NPF allegation
Rural Development department denied outright any misuse/misappropriation of VDB funds (Grant-in-Aid) as alleged by opposition NPF. Rural Development director Imlimeren Jamir in a statement clarified that release of Rs 96 crore was meant for restoration of backlogs for the periods 2014-15, 2015-16 and 201718 and not as claimed. The director also explained that criteria for household allocation was Rs 66,000 (lumpsum) for 0-66 households and Rs 1,000 per household for 67 and above households. The director also pointed out that once the department made allocation as per VDB Model Rules 1980, VDBs have to formulate their own schemes and submit to the block. After satisfying all procedures and formalities, the block tenders a full report to the district planning & development board (DP&DB) for deliberation and approval. On receipt of clearance from the DP&DB, the
Director explained that the block prepares technical estimates and submit these to the directorate, along with utilisation certificates, audit reports and VDB welfare fund fixed deposit of the last release. Thereafter, the engineering wing of the directorate scrutinises the technical estimates and forward them for approval. After approval of the same, the directorate then prepares and sends demand draft to the deputy commissioner, who is also the VDB chairman. The director pointed out that release of fund to VDBs was subject to the procedure explained above. As such, he said that grant-in-aid fund to VDBs could not be misused by the department since the DPDB is responsible for implementation of the VDB schemes. He disclosed that so far funds for all the blocks in Peren and Dimapur districts and some blocks in Mon had been cleared, while remaining blocks were yet to complete the required formalities.
NSF to impose 11-hr bandh on Jan 8 DIMAPUR, JAN 6 (NPN): Naga Students’ Federation (NSF), as a constituent of North East Students’ Organisation (NESO), has extended support to the umbrella students’ platform-sponsored bandh on January 8. In a statement issued by its president Kesosul Christopher Ltu and general secretary Imtiyapang Imsong, Naga Students’ Federation announced that it would impose the bandh within its jurisdiction from 5 a.m. to 4 p.m. that day to show its deepest resentment against Prime Minister Narendra Modi’s announcement to table the Citizenship (Amendment) Bill, 2016 in the Parliament. It has asked all its federating units and subordinate bodies to enforce the bandh in their respective jurisdiction, while appealing to all civil society groups, business community and the general public to extend cooperate to the strike. Medical emergency, administration officials, police, paramilitary personnel and media personnel and students have, however, been exempted from the purview of the bandh,

While strongly condemning the announcement made by the Prime Minister to table the controversial Bill and push for its passage, NSF warned Gover nment of India against gambling with the future of the indigenous people of the North East. The federation claimed that as a constituent unit of NESO it had consistently appraised GoI about the detrimental effects if the Bill was adopted by the Parliament. It pointed out that unabated influx of illegal immigrants from Bangladesh had posed a serious challenge to the indigenous people of the Northeast. NSF and NESO representatives had also met JPC on several occasions to express resentment against the Bill, besides pointing
out the detrimental effects on the indigenous people of the Northeast, if the Bill was passed. CSU backs bandh: Heeding to the call of Naga Students’ Federation, Chakhesang Students’ Union (CSU) has extended support to North East Students’ Organisation-sponsored bandh on January 8 within its jurisdiction against the NDA government’s move to table the controversial Citizenship (Amendment) Bill, 2016 in Parliament. CSU appealed to the district administration, law enforcing agencies, business establishments and all school and colleges to remain closed that day as the Bill posed a threat to rights of indigenous people, Chakhesang Students’ Union president Lavoto Chizo also sought the cooperation and support from student leaders, right-thinking citizens and general public, while asking the student body’s affiliated units and subordinate bodies to remain vigilant and active during the bandh. Weddings and medical emergency have been exempted from the purview of the bandh, he added.

NEW DELHI, Jan 6 (PTI): Railways is planning to seal stations just like airports and passengers would have to arrive 15-20 minutes before scheduled departure of trains to complete the process of security checks. The security plan - with high end technology - has already been put in motion at Allahabad, in anticipation of the Kumbh Mela which begins this month and at Hoobly railway station in Karnataka with a blueprint for 202 more stations ready for implementation, Railway Protection Force Director General Arun Kumar told PTI. “The plan is to seal the railway stations. It is primarily about identifying openings and to determine how many can be closed. There are areas which will be closed through permanent boundary walls, others will be manned by RPF
personnel and yet others will have collapsible gates. “At each entry point there will be random security checks. However, unlike at airports, passengers need not come hours in advance, but just 15-20 minutes ahead of their departure times to ensure that they are not delayed because of the security process,” he said. Kumar said that while security will increase, presence of security personnel will not. “If we are inventing in technology, then manpower requirement will reduce,” he said. These steps are a part of a security plan under the Integrated Security System (ISS) which was approved in 2016 to strengthen surveillance mechanism at 202 railway stations. The ISS will comprise
CCTV cameras, access control, personal and baggage screening system and bomb detection and disposal system which together provide multiple checking of passengers and baggage from the point of entry in the station premises till boarding of train. The anticipated cost of the ISS project stands at Rs 385.06 crore. “The security plan envisages a layered security check where passengers will be scrutinised even before they enter the station premises to ease the pressure at stations during peak hours,” Kumar said. It will also include realtime face recognition software which will alert the RPF command centre of any known offenders. Passengers will be checked randomly - every eighth or ninth passenger will undergo the process on his arrival at the station,” he said.
SHILLONG, JAN 6: Two more coal miners were killed after another illegal coal mine collapsed in another fresh coal mine accident in Meghalaya’s East Jain even as the fate of 15 miners, who are trapped inside a flooded coal pit remains uncertain, an official said on Sunday. Rescue ops hit fresh roadblock: Rescue operations for the 15 miners trapped in a flooded illegal coal mine in Meghalaya’s East Jaintia Hills district for the past 24 days hit a roadblock Sunday as the two high-powered pumps engaged in dewatering encountered technical glitches, officials said.
The high-powered pumps of Kirloskar Brothers Ltd were recently pressed into action to dewater the main shaft, where the miners are trapped. Another submersible pump from Coal India Ltd (CIL) also faced a snag, affecting dewatering operations in the nearby abandoned mines. The CIL is expected to put into operation at least three more pumps on
Monday, said R Susngi, spokesperson of the operation. However, little headway could be made in reducing the water levels in the main shaft and the nearby mines due to the malfunctioning of the pumps and fresh seepage, the official said. Rescue divers from the Indian Navy and the National Disaster Response Force (NDRF) too could not venture down to gauge the water level inside the main shaft as it was beyond the safe diving limit of 100 feet, the spokesperson said. The current water level in the main shaft is about 160 feet, while its total depth is around 370 feet. Rescue work is suspended daily at around 5 pm as night falls. The Kirloskar Brothers pumps could be used for just one hour on Saturday, he said.
If polls held now, NDA may fall short of majority by 15 seats: survey Jan 19 rally to put oppn unity to NEW DELHI, JAN 6 (IANS): The BJP-led National Democratic Alliance at the Centre may fall nearly 15 seats short of the magic mark of 272 in the 543-seat Lok Sabha, if elections are held now, says the India TVCNX opinion poll. According to the survey, conducted between December 15-25 at the fag end of last year in all 543 parliamentary constituencies, the NDA may get 257 seats and the Congress-led UPA (minus SP and BSP) may get 146 seats, far off the magic mark. The survey was done after the results of Assembly polls in five states, including Rajasthan, Madhya Pradesh and Chhattisgarh where Congress has formed governments. The survey said on Saturday that the key to government formation could lie in the hands of ‘others’ who may get 140 seats in a House of 543. ‘Others’
include Samajwadi Party, BSP, AIADMK, Trinamool Congress, Telangana Rashtra Samithi, Biju Janata Dal, YSR Congress Party, Left Front, PDP of Mehbooba Mufti, AIUDF of Badruddin Ajmal, AIMIM of Asaduddin Owaisi, INLD, Aam Aadmi Party, JVM(P), AMMK of Tamil Nadu and independent MPs. K O L K A T A , J an 6 (AGENCEIS): Trinamool Congress (TMC) chief Mamata Banerjee is leaving no stone unturned to give a tough contest to the Bharatiya Janata Party (BJP) in the upcoming Lok Sabha Elections 2019. An example of the same is a mega rally called by her in Kolkata on January 19, which is being seen as a litmus test for the Opposition’s unity. On the other hand, the state unit of the BJP, in a bid to counter TMC, is mulling to organise a mega public meeting at the same venue which may be addressed by Prime Minister Narendra Modi. Notably, the mega rally comes at a time when the BJP has approached the Supreme Court against a Calcutta High Court order not allowing the party to undertake Rath Yatra (Save Democracy Rally), which
would cover 42 parliamentary constituencies in the state. While the CPI has refused to participate in the mega rally, top leaders like National Conference’s Farooq Abdullah, DMK president MK Stalin, Delhi CM Arvind Kejriwal, NCP supremo Sharad Pawar, will attend the event. BJP leader Shatrughan Sinha and noted lawyer Ram Jethmalani have also accepted the invitation. The January 19 Brigade Rally will also see the participation of Samajwadi Party supremo Akhilesh Yadav. Meanwhile, BSP chief Mayawati is yet to take a decision in this regard. The Congress, meanwhile, has said that the party is aware about the event and someone will surely attend it.
