Sabarimala: Kerala turns into war zone

THIRUVANANT H A P U R A M , JA N 3 (PTI): Hurling crude bombs and stones, Hindu fringe groups Thursday rampaged through the streets of Kerala, fighting pitched battles with police and political rivals, leaving scores of people injured, officials said. T h e d aw n - t o - d u s k ‘Hartal’ called by Sabarimala Karma Samithi (SKS), an umbrella organisation of pro-Hindutva groups, and Antarrashtriya Hindu Parishad (AHP), to protest the entry of two women of reproductive age into the Sabarimala temple on Wednesday virtually brought the state down to its knees. Hordes of right-wing activists were on the streets soon after the shutdown began, placing burning tyres and granite blocks on the roads, bringing vehicular traffic to a halt at several places. The state was under siege as they attacked over 20 offices of the ruling CPI(M) and its other Left allies, and clashed with police, leaving at least 31 personnel injured. In Thrissur, three BJP

activists were stabbed during a scuffle with workers of the Social Democratic Party of India (SDPI), police said. The incident occurred when saffron party workers attempted to force a restaurant to down the shutters. A 55-year-old man, who was seriously injured when CPI (M) workers hurled stones at protesters from atop their party office at Pandalam in Pathanamthitta district, died late Wednesday night. However, Chief Minister Pinarayi Vijayan told media that Chandran Unnithan died due to cardiac arrest. The post-mortem, however, later confirmed he died from serious head injuries. Nine people accused

of involvement in the attack have been identified and two of them arrested, police said. As tempers ran high in Kerala, the Supreme Court refused to urgently hear a contempt petition moved by a lawyers’ group against the Sabarimala temple authorities for closing the shrine for purification after two women entered it. A bench of Chief Justice Ranjan Gogoi and Justice S K Kaul said that the contempt petition will be heard along with the pending review petitions against the apex court verdict which allowed women of all age groups to enter the Sabarimala temple. nor P Sathasivam sought an “urgent report” from Chief Minister Vijayan on the disturbances. The main opposition Congress also separately observed a ‘black day’ to protest the entry of the women into Sabarimala temple. Nearly 750 troublemakers were arrested across the state for indulging in violence, while 628 others were taken into preventive custody, police said. A staggering 559 cases were registered in connection with violent incidents. Kerala State Road Transpor t Cor poration (KSRTC) chairman Tomin Thachankary told reporters that more that 100 buses were damaged causing a

loss of Rs 3.35 crore to the debt-ridden public sector undertaking. Protest demonstrations by BJP and SKS turned violent at several places in Kozhikode, Kannur Malappuram, Palakkad and Thiruvananthapuram. Police used batons and water-cannons to break up the protests. CPI office at Palakkad was attacked by protesters and vehicles parked in front of it, including state transport corporation buses, auto-rickshaws and police vehicles were pelted with stones. Protesters hurled a crude bomb at a local beedi manufacturing unit managed by the CPI(M) in Thalassery in Kannur district, but it did not explode, police said, adding 10 right-wing activists were arrested. Another crude bomb was thrown at Nedumangadu police station about 17 km from here but no damage was done, officials said. After at least 10 journalists faced the wrath of violent protesters since yesterday, the Kerala Union of Working Journalists decided to boycott the press meets called by the saffron party. Journalists also staged a protest march.

NDPP attempting to poach MLAs: NPF DIMAPUR, JAN 3 (NPN): Naga People’s Front (NPF) Thursday claimed that NDPP, which was awaiting a judgement on de-registration/de-recognition of the party, was still “vigorously attempting” to poach NPF MLAs. NPF through its press bureau said the “rumours and lies” being spread that six to seven NPF MLAs were prepared to join NDPP was “ridiculous and only confusing their cheap propaganda.” Press bureau queried as to why they (NDPP) need more members when they have a comfortable majority with their coalition partners. “When they already have disgruntled members in their party as well as in their coalition partner, why try to deceive others with assurances of monetary assistance and berths?” NPF asked. Reiterating that it would remain a very constructive opposition, the NPF, however, asserted that it would leave no stone unturned when it comes to the welfare and development of the State and its people. NPF urged the PDA government to also live up to the expectations of the

people and fulfil promises rather being just a party with just ‘Words and No Deeds’ with the beginning of the new year. Further, NPF called upon the NDPP-led PDA government to instil confidence and security in the minds of the general public by being more public centric “rather than treading the path of hooliganism as was seen in the case of the home minister threatening the chief secretary of a state.” Alleging that a depressing precedent was set by none other than the home minister himself, NPF stated that there was a clear indication of misgovernance and sore relations between the legislature and the executive. Taking a dig at the chief minister, NPF claimed that his deafening silence on such major issue only suggested that NDPP-led PDA government was “remote controlled.” On the development of roads in Nagaland, the NPF stated that NDPP-led government has only been full of rhetoric and impractical promises to the people of Nagaland. “The promise to give good roads to the Nagas in 60 days/100 days/1 year

NPF pointed out that sanctions for a few ongoing road projects including Dimapur-Kohima 4-lane; Dimapur city road, Golaghat gate- Zion Hospital junction 2-lane; Purana BazaarChumu Patkai bridge 4-lane; New Check gate- Leirie 2-lane; Kohima-Dimapur bye-pass road (NuilandZhadima 2-Lane) and Dimapur city bye-pass road (Khatkati-Patkai College) were brought by previous DAN government under the leadership of TR Zeliang. Claiming that all the important road projects were sanctioned and work orders issued during 2017, NPF said “now we see that the fruit of hard work and able leadership of T.R. Zeliang will bring forth good and sustainable roads for the Nagas.” It alleged that PDA government has only been able to give “false commitment” and was unable to bring about any new projects or scheme to develop the roads in Nagaland. NEW DELHI, JAN 3 (AGENCIES): The Rajya Sabha on Thursday passed the Right of Children to Free and Compulsory Education (Amendment) Bill, 2019, that does away with the nodetention policy mentioned in the law. The House also passed the National Council for Teacher Education (Amendment) Bill. The Lok Sabha had passed the two bills in July during the Budget Session. The motion to pass the bill was accepted by voice vote. Union minister for Human Resources Development Prakash Javadekar’s motion to amend the name of the bill to reflect that it was passed in 2019 was also accepted by voice vote. The existing policy under the Right of Children to Free and Compulsory Education Act, 2009, prohibits schools from detaining students till they complete elementary education. The no-detention policy banned the practice of making under-performing children repeat classes in elementary school to ensure they do not drop out. It was meant to reduce the emphasis on year-end examinations and replace it with a form of evaluation that would track students’ progress through the year.

NEW DELHI, JAN 3 (NPN): An amount of Rs.23.50 crore has been sanctioned for construction of a Regional Convention Centre (RCC) at North East Zone Cultural Centre (NEZCC) Complex, Dimapur. In a written reply to a question in Rajya Sabha on Thursday, the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), Dr Jitendra Singh, said that out of an amount of Rs.13.00 crore released to NEZCC, Rs.5.72 crore has been spent towards construction of the Convention Centre. Under Tagore Cultural Complex Scheme, from 2013 till date, an amount of Rs.41.65 crore has been allocated and Rs.22.50 crore spent for construction of Tagore cultural complexes at Chedema, Aboi, and Dimapur in Nagaland and at Raga and Upper Subansiri District in Arunachal Pradesh. Government has set up Tribal Research Institutes (TRIs)

in Nagaland, Sikkim, Arunachal Pradesh and Mizoram during 201617 and 2018-19, which, inter alia, function as a body of knowledge and research and preservation of tribal art and culture. From 2014-15 till date, Rs.86.18 crore have been provided to the TRIs in North East Region to carry out various activities viz. research studies, evaluation studies, organization of training, seminar, workshop, organization of tribal festivals, baseline survey, publications, documentaries/ documentation, organization of exchange visits etc., catering to promotion of tribal culture. In addition, North Eastern Council (NEC) also provided funds for projects aimed towards promotion of the cultural heritage in the North Eastern Region, including for allotment of land for construction of cultural and information centre in Delhi. New projects are considered based on proposals received as per the extant guidelines, within the overall availability of resources, the DoNER minister said.

NEW DELHI/SHILLONG, JAN 3 (PTI): The Supreme Court on Thursday expressed strong dissatisfaction over the rescue efforts to trace 15 people trapped in a mine in Meghalaya for 22 days, telling the state government to bring them out dead or alive. The tough talk by the apex court came on a day when the multi-agency operations to rescue the miners failed to make any headway with efforts to pump the water out of the mine not yielding any result. 15 miners remain trapped in the 370-foot-deep illegal rathole coal mine in Lumthari village of East Jaintia Hills district since December 13 after water from a nearby river gushed in. “For people who are trapped there, every minute counts,” the court said and suggested that the help of the Army could be also taken. Holding that “prompt, immediate and effective” operation is needed to rescue the

trapped people, the court said there should not be any delay as it was a question of life and death. “We pray to God that they all are alive.” A bench comprising Justices A K Sikri and S Abdul Nazeer asked Solicitor General Tushar Mehta, representing the Centre, to apprise it by Friday the steps which the government intends to take in the matter. “As the Union, you should do something now. Either you take the help of Army, which has not been done yet. They (Army) are ready and they have volunteered also,” the bench told Mehta, issuing notice to the Centre on a PIL seeking effective and best rescue measures. “We are not satisfied (with steps taken for rescue). It is a question of life and death. What has happened in the last so many days we do not know. “No matter whether they (trapped persons) are all dead, some alive, few dead or all

DIMAPUR, JAN 3 (NPN): In a bid to reach out to 40% of households in Nagaland who are yet to receive an LPG connection, the Union petroleum and natural gas ministry launched the extended Pradhan Mantri Ujjwala Yojana (PMUY) - II at a press conference at Hotel Europa Inn here on Thursday. The conference was addressed by State level coordinator of oil marketing companies in Nagaland, N Kashung, Indian Oil Corporation Limited (IOCL) sales officer Achintya Kumar Saikia and IOCL assistant manager (institutional business) Kheshe M. An initiative aimed at safeguarding the health of women and children who use firewood, coal and cake dung as domestic fuel, PMUY is intended for

women across the country fulfilling the criteria. The scheme was launched in Bareilly, Uttar Pradesh, on May 1, 2016 and in Nagaland on May 31, 2017. Under the previous model, PMUY was rolled out in Nagaland on the basis of the Socio-Economic Class Status of 2011 and had discrepancies with mismatch in names and even names of beneficiaries missing. Under the revised model, availing the benefit has been made more convenient. In his address, Kashung revealed that consum-

To avail the scheme, applicants would now need to show Aadhar card, ration card, Aadhar details of family members listed on the ration card, KYC form that is available for free in all LPG distribution agencies and bank details, Kashung added. For people already having an LPG connection trying to avail the scheme, Kashung said applications would be screened at the National Informatics Centres (NIC) and applications of those found to have an existing LPG connection would be declined. In his address, Saikia said free LPG connection under the revised PMUY was open for all sections of the society, except for

those already having a connection. Under PMUY-II, consumers can also opt for a stove that costs Rs 990 and available on loan, the payment for which will be deducted from the subsidy after the consumer availed six refills. On the status of LGP connection in the State, Kashung and Saikia revealed that 60% households had LPG connection. They said there were 56 LPG distributors and around two lakh customers in the State, with Dimapur and Kohima having the highest number of customers while Phek and Kiphire districts had the lowest LPG coverage. The percentages of coverage in other districts are Longleng 21 %, Mokokchung 68 %, Mon 20%, Peren 22%, Tuensang 23%, Wokha 30% and Zunheboto 36%.

NEW DELHI, JAN 3 (NPN): University Grants Commission (UGC) has sent letters to the respective State/UT governments for taking appropriate action against fake universities that were functioning/operating in the respective States. In a written reply to a Rajya Sabha question, Minister of State (HRD), Dr. Satya Pal Singh said UGC has released the list of 24 fake Universities. In addition, UGC has issued public notice against the unrecognized status of IIPM New Delhi and illegal status of Bio-Chemic Education Grant Commission, Nadia, West Bengal. In addition, UGC has issued show cause/warning notices to the three institutes in Maharashtra during the current year.

Parl: 44 MPs, Dy Speaker suspended for 5 sittings NEW DELHI, JAN 3 (AGENCIES): Cracking the whip on unruly MPs, Speaker Sumitra Mahajan has suspended 45 Lok Sabha members belonging to the TDP and the AIADMK including Deputy Speaker M Thambidurai (AIADMK), for five consecutive sittings since Wednesday. Mahajan had suspended 24 AIADMK members on Wednesday. A day later, she suspended 21 members of the AIADMK, the TDP and an unattached YSR Congress member. The action was taken under rule 374A of the Lok Sabha which says they cannot attend the remaining days of the session, which concludes on January 8. Out of 39, as many as 31 AIADMK MPs including Deputy Speaker have been suspended so far.

AIADMK members have been creating a ruckus over a dam being constructed in Karnataka, which they contend will hurt the interest of farmers in Tamil Nadu. TDP members have been creating uproar over the demand for special category status for Andhra Pradesh. Speaking to ANI, deputy speaker M Thambidurai said, “Now elections are coming, so BJP wants to get some seats there, that is why they gave approval to Karnataka for Mekedatu dam project.
