T U M A K U RU, JA N 2 (AGENCIES): Prime Minister Narendra Modi on Thursday launched a scathing attack the Congress party and its allies over their opposition to the Citizenship Amendment Act, saying that they do not speak against Pakistan which has committed atrocities against minorities but “take out rallies against the refugees” who were forced to come to India due to religious persecution. “Pakistan was formed on the basis of religion. Religious minorities were being persecuted there. The persecuted were forced to come to India as refugees.

But the Congress party and its allies don’t speak against Pakistan. Instead, they are taking out rallies against these refugees,” Modi said in his speech at Sree Siddaganga Mutt here. He accused Congress party and its allies of agitating against Parliament which had passed the CAA and said the need was to unmask the atrocities faced by minorities in Pakistan. Modi said that some weeks back, Parliament made history by passing the Citizenship Amendment Act. “But Congress and their allies and the ecosystem made by them stood against Parliament. The kind of hatred they indulge in with us, the same tone is visible against the parliament. They have started an agitation against parliament of the country. They are agitating against Dalits, suppressed and exploited people who have come from Pakistan,” he said. Modi said it was the duty of the country to refugees who have come from Pakistan and “show that

we are standing by them”. “It is our duty that we do not leave the Hindus, Dalits and exploited people who have come from Pakistan to their fate and help them. It is our duty not to leave the Jains and Christians who have come from Pakistan to their fate and help them. Modi said the government was working to see In-

dia as a prosperous, capable world power that works for the welfare of people and an India that take its natural place on the world stage. “To fulfil this aspiration, people have given priority to big changes. This has become a mindset that the problems we have got as a legacy, we have to solve them...” he said

Cong says ‘movement against divisive deeds’ Congress party on Thursday took digs at Prime Minister Narendra Modi after he said that those agitating against the Parliament of India, in wake of the passage of the Citizenship Amendment Act, must in fact raise voice against Pakistan who has been at India’s throat for the past 70 years. Congress retorted by saying that the “movement is not against Parliament but against Modi’s divisive deeds”. “Modiji, this movement is not against Parliament but against your divisive deeds. We will not let you divide the country. As for Pakistan, they have not yet recovered from the wounds we gave them in 1948, 1965, 1971 and Kargil. If Pakistan has to answer, then stop the game of biryani and mango,” the Congress said on social media platform Twitter in response to the BJP’s tweet. Meanwhile, Congress dared Prime Minister Narendra Modi to dismiss his own chief minister for openly opposing CAA and to declare him an “anti-national” for doing so. “As a son of Assam, I will never settle foreigners in my state. This Sarbananda Sonowal will never allow this...,” the Assam chief minister said in a tweet.

Kerala assembly Yhoshü laid to rest with full state honours passes anti- Correspondent CAA resolution THIRUVANANT H A P U R A M , JA N 2 (PTI): Kerala chief minister Pinarayi Vijayan on December 31, 2019 moved a resolution in the Assembly demanding the scrapping of the controversial Citizenship Amendment Act (CAA). The state assembly has now passed the resolution. Though the one-day special session was convened to ratify the extension of reservation for SC and ST in the Assembly and the Parliament for another decade, the resolution against CAA was also taken up in view of the widespread concerns among public in this regard, official sources said. While presenting the resolution, Vijayan said CAA was against the “secular” outlook and fabric of the country and would lead to religion- based discrimination in granting citizenship. Noting that CAA had triggered widespread protests among various stratas of society, he said it had dented India’s image in front of the international community. Vijayan also ensured the Assembly that there would not be any detention centres in the state.

KOHIMA, JAN 2 (NPN): Rich tributes were paid to Nagaland Legislative Assembly (NLA) speaker Vikho-o Yhoshü during a State funeral held at his official residence here on Wednesday. Yhoshü had passed away at a Mumbai hospital after a brief illness on Monday. Thousands of mourners from different walks of life turned up to pay their last respects to the departed soul and stand beside the bereaved family members. Expressing shock at the demise of the speaker, NLA deputy speaker and speaker in-charge Sharingan Longkumer described Yhoshü as a fine gentleman, learned diplomat and great statesman. He mentioned that Yhoshü had conducted Joint Legislature Forum (JLF) successfully, adding he was sincere, meticulous and articulate in dispensation of his duties and served the State with utmost integrity and honour. With the death of Yhoshü, he said Nagas have lost a charismatic political leader, adding that he had created a vacuum that would be difficult to fill.

Mourning the death of Yhoshü, chief minister Neiphiu Rio said he was both a committed government official and politician. He appreciated the service of Yhoshü and described him as a “most trusted friend”. Recalling his last meeting with the speaker on

Prime Minister of India Narendra Modi has condoled the passing of Nagaland Legislative Assembly (NLA) speaker, Er.Vikho-o Yhoshu, who passed away at a Mumbai hospital on December 30, 2019 after a brief illness. In a condolence message, Prime Minister Modi said he was anguished by the demise of Er. Vikho-o Yhoshu. Modi described late Yhoshu as a diligent leader who devoted his life towards the progress of Nagaland. “My thoughts are with his family and supporters in these moments of sadness. May his soul rest in peace,” he said.

Fuel, LPG prices hiked

DIMAPUR, JAN 2 (NPN): State-owned oil marketing companies increased petrol and diesel prices on Thursday by 8-11 paise and 11-14 respectively. In Dimapur, petrol costs Rs.73.13 a litre and diesel at Rs 65.82 per litre. In Kohima, the price of petrol and diesel stood Rs.73.93 and Rs 66.45 a litre respectively. LPG: Price of jet fuel or ATF was increased by 2.6% and that of non-subsidized LPG cooking gas by Rs. 19 per cylinder.

WOKHA, JAN 2 (NPN): A protest rally was taken out at Bhandari town against the alleged custodial death of Yanbamo Mozhui, son of Yisamo Mozhui of Bhandari village in Wokha district. Yanbamo had died while being under judicial custody at Wokha district jail on December 26, 2019. The silent rally was joined by denizens of Bhandari town, Bhandari village

and surrounding villages, after which a short protest meeting was held that was chaired by Lotha Lower Range Public Organisation (LLRPO) former chairman Elithung Odyuo. All speakers at the protest meeting expressed shock, resentment and condemned the brutality meted out to the under-trial prisoner, while expressing solidarity with the victim and his family. They also sought justice for the victim and his family stating that the guilty should be

Later, leaders of the protest rally submitted two separate representations addressed to the district administration signed by the deceased’s brother and to director general of police (DGP) signed by chairman and head GB of Bhandari village and submitted to Bhandari additional deputy commissioner (ADC) Tiameren Chang. Among the demands included in the representations include setting up of a one-man commission for “proper and fair investigation of the murder” and arrest of all jail personnel involved in the “murder” of Yanbamo and action taken as per law. The representations also demanded that an ex-gratia payment of Rs 50,00,000 be paid to the family of the deceased with immediate effect, besides giving a government job to a family member.

DIMAPUR, JAN 2 (NPN): Reacting to the reports about demolishment of structures along the border area, Sensolikum Village Council (SVC) has said that the “non-existent boundary pillar” claim by Assam police and forest personnel was a “non issue” as both the sides have recognized the Lengri river as the boundary between Assam and Nagaland (Dimapur district). In a joint statement SVC chairman S. Bendang Ao and secretary S. Chuba Tzudir said that the Lengri river, which originates from Shankar Tilla area of Assam and ends at Dhansiri river passing through Nuiland under Dimapur district, has been the undisputed boundary between the two states. The question of boundary pillars being erected, as claimed by Assam forest, does not arise, SVC stated. SVC therefore urged Nagaland government to take up the matter at the highest level, as there has been no dispute over the fact that the Lengri river was the boundary between Dimapur district and Karbi Anglong district. It also appealed to the state government to protect its own border and to clearly point out the border demarcation (Lengri river) to the Assam government. Further, SVC said that stopping development activities in the area as a temporary measure, as Assam had been illegally claiming the area, may lead to losing a large chunk of area “to the encroaching state of Assam” as the claims were beyond Lengri River.

IMPHAL, JAN 2: Inner Line Permit (ILP) system under Bengal Eastern Frontier Regulation, 1873 has been introduced in the entire state of Manipur with effect from January 1, 2010 making it the fourth north-eastern state after Nagaland, Mizoram and Arunachal Pradesh to come under the ILP regime. The guideline of the ILP, as per the gazette notification published on December 31, 2019, categorised ILP into four as special category permit, regular permit, temporary permit and labour permit. The ILP would be issued for a period of three years subject to renewal. The Regular Permit will be issued by all deputy commissioners in their respective districts or any other agency authorized by the state government. As per an official source on January 1, the first day of the introduction of ILP system a total of 330 outsiders applied for ILP for visiting the state.

KOHIMA, JAN 2 (NPN): Kevilhouü Rio mother of state chief minister Neiphiu Rio and also advisor Advisor Sericulture, Excise & Minority Affairs, Zhaleo Rio passed away on January 1 at Oking Hospital Kohima after a prolonged illness. She was 91 and leaves behind four sons and two daughters (three had predeceased her), a host of grandchildren and great-grand children. Several hundred paid homage to the departed at the funeral service held in Kevilhouü Rio Auditorium of the G. Rio School Thursday morning. DIMAPUR, JAN 2 (NPN): Naga Students Federation (NSF) and Janata Dal (United), Nagaland have vehemently denounced the extension of Armed Forces Special Powers Act (AFSPA) in Nagaland for six more months with effect from December 30, 2019. NSF through its media cell expressed dismay that a peaceful state like Nagaland was “painted a picture of chaos and lawlessness by the government notification.” The federation opined that the extension of AFSPA was not for the maintenance of law and order in the state, but “only a diabolic attempt” of the central government to further the suppression of the Naga people “through militarization by encouraging the numerous abuses and serious human rights violations by the armed forces which has been ongoing over many years.”

Questioning the “overarching approach” of the central government in extending the “inhumane Act”, the NSF asserted that the ‘law & order’ was the subject matter of the state government. NSF also reiterated its long standing view that AFSPA was violative of the constitution as it infringed upon the various fundamental rights of the citizens, adding that the “bad law must be repealed altogether.” It urged the central government must realize that India was a democracy in which the armed forces were supposed to be subject to civilian control. NSF said that abuses by the armed forces while being shielded by AFSPA only fuelled public anger, permitting militant groups to flourish and putting soldiers at greater risk. demned the extension of Armed Forces (Special Powers) Act or AFSPA in the whole of Nagaland for another period of six months by Union home ministry. Expressing its strong resentment over imposition of the draconian law, JD (U) said Government of India (GoI) had exposed its insincerity in dealing with the Naga issue, which it had promised to resolve within three months (before October 31, 2019) through governor RN Ravi. It urged upon every right-thinking citizens to condemn and oppose imposition of the draconian law on innocent and peace-loving people. Late Vikho-o Yhoshü passed away at a Mumbai hospital on December 30, 2019 after a brief illness. Correspondent KOHIMA, JAN 2 (NPN): President of India, Ram Nath Kovind presented the national Florence Nightingale award (FNA) for nurses to Khrielakhonuo Angami on December 5 in New Delhi. Speaking to this correspondent, Khrielakhonuo said that she had never heard of the award before but with the support from her seniors and colleagues at Naga

Hospital, she applied for and was surprised when she got the message that she was selected. Khrielakhonuo has been a nurse for 28 years and is currently serving as a staff nurse at Naga Hospital Authority Kohima (NHAK). She talked about her journey on how she became a nurse 28 years ago, when she was just 20 years old. She was posted at Tuensang where she met with an accident and had been scarred with permanent injury of her

nerves and spinal cord called spondylosis. Inspite of her injury, she never gave up but continued to pursue her dreams of helping and making people happy. Khrielakhonuo also advised all upcoming nurses to follow their dream and never give up. Do not be scared to face the challenges ahead of working outpost in district hospitals, she advised and encouraged them to go and share the God given talent

and blessing. She said that because of her injury, she had problems with her movements and was insecure of public appearance as she was hesitant at how people would judge her but that never stopped her from following her dreams. She also expressed the joy of saving a patient and sometimes having to face criticisms as it was difficult to make everyone happy. It has also been informed that she is the third person from Nagaland to have been conferred the award, a recognition by the union Ministry of Health & Family Welfare under the aegis of Indian Nursing Council, since its inception in 1973. The first awardee Vitsozhule Sophie was awarded in 1983 and Themkhoneng was awarded in 2013. The Florence Nightingale medal was instituted in 1912 by the International Committee of the Red Cross and is the highest international distinction a nurse can achieve.

G u wa h at i , Ja n 2 (PTI): The Assam BJP on Thursday accused the Congress, “overground Maoist body KMSS” and Leftists parties of being involved in the violent protests against the amended Citizenship Act last month. State BJP president Ranjeet Kumar Dass also alleged that workers of these three organisations had brought bottles of liquor in three trucks and torched party MLA Binod Hazarika’s house at Chabua on December 12 using them. Dass charged them with plotting for three months to burn Hazarika’s house, the treasury office, a post office, the railway station and other government properties at Chabua in Dibrugarh district. “BJP workers have filed FIRs that the KMSS, Congress and the Leftists were involved in Chabua violence. They brought three trucks of liquor bottles, poured the alcohol on the MLA’s house setting it ablaze. We urge the state government to institute an enquiry into the violence,” the BJP leader said. He termed the Krishak Mukti Sangram Samity (KMSS) led by Akhil Gogoi as an “overground Maoist organisation”. Asked why he was describing the KMSS as so, Dass said “Books on Maoist ideology were found in its Guwahati office.”

Following the arrest of Akhil Gogoi on December 12, the National Investigation Agency (NIA) on December 26 carried out searches at his residence and office in Guwahati and seized several items including nine books with one on the life of Mao Zedong and another on Marxism. “There was a conspiracy by a section of the protesters to burn down the state secretariat (Janata Bhawan in Guwahati) during the protests on December 11,” the state BJP chief said. He claimed that he has examined at least 400 video footage of the violence of that day and found that some people were carrying two matchboxes in their each pocket to set ablaze the Janata Bhawan. Dass said, “According to intelligence reports, the Congress during the NRC pilot project in Barpeta in 2010 had planned to burn down the district deputy commissioner’s office where people’s land deeds are recorded.” The Congress has suddenly arrived at the scene and created disturbances, he said adding, “They should go to the house of each of the 855 Assam Agitation martyrs for failing to give them the honour they rightly deserved.” Protests against the new citizenship law were being held demo-

cratically and peacefully by the All Assam Students Union (AASU) and Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP), Dass said adding that political parties are taking advantage of the situation. On protesters showing black flags to Chief Minister Sarbananda Sonowal being beaten up by the police, he urged the agitators to display black flags from one place only and requested the police not to chase them away. Asked if jihadis were involved in the mayhem as state head of the Islamic outfit People’s Front of India was arrested, the BJP leader said, “Possible”. To a question, he said, “Our 42 lakh BJP workers will never allow Bangladeshis to enter Assam. After Narendra Modi became Prime Minister, not a single person from that country illegally entered India as he has taken up the issue with the government there. All those who entered here illegally were during the Congress rule,” he asserted. Dass said he was confident that in the 2021 Assembly elections, the BJP would win 100-plus constituencies in the 126-seat House. “We have taken all measures to safeguard the interests of Assam. People have to have faith in us. We will not give an inch of land to foreigners,” Dass said.

IMPHAL, Jan 2: Manipur forest minister Th Shyamkumar on Thursday blamed the loss in state forest cover to the diversion of large forest areas for taking up developmental works. He said that constructions of railways, highways, roads and particularly Pradhan Mantri Gram Sadak Yojana (PMGSY) roads in hill districts have also contributed in loss of forest covers in the state in the recent years. The forest minister was making a clarification on the reported loss of 499 sq km forest cover of the state as per report published in the biennial Indian State of Forest Report (ISFR) 2019. The report was released by the Union environment, forest and climate change minister Prakash Javadekar in New Delhi on December 30, 2019. Addressing a pressconference here, the minister said that the data interpretation period for Manipur in the biennial ISFR 2019 was from October 2017 to February 2018 but the status indicated in the report mainly belongs to the survey conducted in the period 2016-17. He said that out of the total area lost, 491 sq km was in hill districts of Churachandpur, Tamenglong, Senapati, Chandel and Ukhrul. Maximum loss of forest cover was in Churachandpur with 250 sq km. He informed that Churachandpur and Tamenglong are extremel fire prone areas and the tree cover of Manipur outside forest land

has reduced by 47 sq km, he added. He said that jhum cultivation in hill districts with shortened cycles regularly also contributed in loss of forest areas. He further said that in the 14th Finance Commission, no funds were provided to the state forest department for implementation of prescription of the working plans and raising infrastructure. Shyamkumar said that forest department has been giving awareness regarding the un-class forest areas for converting them into community reserves as per Wildlife (Protection) Act, 1972 for better protection and management. He said efforts were being made to apply working plan prescriptions through community involvement apart from regular destructions of poppy cultivation areas with NAB and police and reclaim the same areas under forest cover through plantations of local plant species. He said that to reduce the cutting trees for firewood, the department on a pilot basis linked the forestry schemes with PM’s Ujjwala Yojana for distribution of LPG connections. He said that the department has also developed online portal to prevent of smuggling of timber/forest produce and use of fake transit passes. Improved coordination among forest department, Assam Rifles and police department has resulted in increase of seizure and confiscation of illegal forest produces, he added.

Ag a rta l a , Ja n 2 (IANS): Three dreaded militants of the banned National Liberation Front of Tripura (NLFT) have been arrested along with arms and ammunition, a police officer said on Thursday. North Tripura district police chief Bhanupada Chakraborty said that acting on an intelligence input, the police arrested the militants -- Phanijoy Reang, Samprai Debbarma and Kanti Marak, from Panisagar and Dharmanagar railway stations on Wednesday night. The police also seized one 9 mm pistol, huge live cartridges and many incriminating documents including extortion notice and and other materials from them. “During questioning, the arrested militants shared contradictory statements about their activities and whereabouts,” Chakraborty told IANS over phone from Dharmanagar, North Tripura district headquarters. “The NLFT extremists has in recent times issued extortion notice to many villagers of northern Tripura and prominent personalities of the state,” he stated. Recently, the banned outfit has also issued a threat letter to Rebati Tripura, a Lok Sabha member of the state’s ruling Bharatiya Janata Party, for supporting the Citizenship (Amendment) Act.

Shillong, Jan 2 (PTI): The Meghalaya police on Thursday seized a large quantity of Yaba tablets worth Rs 2 crore and arrested two persons from East Jaintia Hills district in connection with it, a senior officer said. Acting on a tip-off, an Agartala-bound truck was intercepted at Khliehriat this morning and about 91,000 tablets were seized from the vehicle, Superintendent of Police Vivekanand Singh said. The truck carrying the tablets, also called Amphetamines or party drugs, entered the state through Jorabad area in Ri-Bhoi district from Assam, the SP said. “Two persons hailing from north Tripura were arrested and a case has been registered,” he said. An investigation has been initiated, he said. About 3, 88,500 ml of liquor was also seized from the truck, the SP added.

Cyber criminals who hacked ATMs quizzed in Tripura Agartala, Jan 2 (IANS): Tripura police here on Thursday began interrogating two Turkish and two Bangladeshi nationals, who were arrested in West Bengal in November for stealing huge amounts of cash from ATMs by cloning devices installed in Tripura capital Agartala, the police said. The State Bank of India (SBI), however, started refunding around Rs 50 lakh to their 80 customers, whose money was stolen by the cyber criminals and ATM hackers. A police official on Thursday said that with the help of West Bengal’s Barrackpore Police Commissionerate, the four foreign cyber criminals -- Hakan Zanburkan, Fettah Aldemir, both Turkish Nationals and Mohammad Hannan, Mohammad Rafiqul Islam, the Bangladeshi nationals were brought here on Wednesday and produced before the Chief Judicial Magistrate court in Agartala on Thursday. The Court sent the four cyber criminals to police custody to be quizzed by officials of Tripura police Cyber crime branch and intelligence officials. As per the preliminary probe, the Turkish nationals with the help of the Bangladeshi collaborators had taken out lakhs of rupees through the ATM-cloning devices in Guwahati in August and might be the same criminals involved in the similar hacking in Agartala. According to the police, around 80 bank customers of different banks mostly State Bank of India (SBI) in November last year had lost lakhs of rupees due to the fraudulent acts of the cyber criminals and ATM hackers. SBI’s Regional Manager Dibyendu Chowdhury said that they have received complaints from around 80 customers that they lost their money due to the ATM hacking.

Kota hospital death toll increases to 102 Nagaland CM Neiphiu Rio’s mother passes away

At least 11 infants have died in the last three days at the JK Lon hospital in Rajasthan’s Kota. (PTI photo) chief Amritlal Bairwa said the eight kids who died in the last two days of the year were premature deliveries, and not due to not any fault on doctors’ part. The weight of the new borns was too less and also their relatives did not follow proper instructions during delivery due to which the pregnant mothers came to the hospital in serious condition, said Bairwa. The JK Lon Hospital registered 963 deaths in 2019. The committee formed after much furore, in its report concluded that the deaths were reported due

to lack of oxygen pipeline in the hospital and extreme cold conditions. Dulara further said: “As compared to other government hospitals, this number stands quite low. Also, one death a day means that death rate is falling down in this hospital, which witnessed 91 deaths in December last year.”

IIT-Kanpur probe into recitation of Faiz Ahmed’s poem Kanpur (UP), Jan 2 (PTI): IIT-Kanpur has formed a committee to inquire into a complaint against the recitation of Faiz Ahmed Faiz’s noted poem ‘Hum Dekhenge’ on campus by students to express solidarity with their peers at Jamia Millia Islamia, the institute’s deputy director Manindra Agarwal said. He said a “very peaceful protest” was held on December 17 by about 300 students of the premier institute at its premises as they were not allowed to go out due to enforcement of prohibitory orders under Section 144 of the CrPC in the city. Kerala Assembly resolution on CAA not valid: Governor

Thiruvanant h a p u r a m , Ja n 2 (IANS): Continuing with his stand against the passing of a resolution by the Kerala Assembly on the Citizenship Amendment Act, 2019 Kerala Governor Arif Mohammed Khan on Thursday maintained that it has no validity. “Citizenship Act is purely a Central subject and moreover, in Kerala there is no issue of any illegal migrants. Hence, this resolution passed by the Assembly has no Constitutional or legal validity,” said Khan to the media here on Thursday. Elaborating on the fiasco at the recently held Indian History Congress (IHC) at Kannur where eminent historian and Khan openly clashed, he pointed out that it has a criminal content. “In the IHC, they have advised the state government not to cooperate with the Centre on the CAA. There is a criminal content in it,” said Khan and gave a clean chit to the Kerala Police on what happened in the IHC. “More than blaming the police, I take the blame, if anything went wrong, as it’s me as the Chancellor, to take cognisance of it,” added Khan. Ten kids have died in the last three days, as eight kids died on December 30 and 31 and two more kids died on January 1 and 2. Dulara said that these two kids were critically ill and were in the Intensive Care Unit (ICU). Meanwhile, JK Lon’s paediatrician department’s

The Union Health Minister has assured all support from the Centre to the Rajasthan government on the Kota children’s deaths. “We have assured all kind of support from our side,” he said here. Earlier on Thursday, the Rajasthan Chief Minister tweeted: “The government is sensitive to the deaths of sick infants at JK Lone Hospital Kota. There should not be politics on this. Infant mortality in this hospital of Kota is steadily decreasing. We will try to reduce it further. It is our top priority for mothers and children to be healthy.” Gehlot also said that the state is ready to receive advice in the matter from Central government expert teams.

Stepping in tune

eneral Bipin Rawat has taken over as the first Chief of Defence Staff (CDS) on January 1,2020, a new position created by the central government to serve as a single point of contact for three different services. The outgoing Army chief retired on December 31,2019. The appointment of a CDS is seen as a feather in the cap of the Modi government because political and bureaucratic resistance had stymied these reforms despite the recommendations of the Group of Ministers (GOM) Report which followed the Kargil War. The CDS will function as head of the Department of Military Affairs (DMA). As the CDS, General Rawat will be tasked with trimming weapons procurement procedures and integrating operation of the armed forces, besides acting as the principal military advisor to the Union Defence Minister on tri-service matters. He will also head the Department of Military Affairs and be paid a salary equivalent to a service chief. Gen Rawat moved up the highest ladder of the army even though he was supposedly the third ranked in terms of seniority. The Modi government favoured Gen. Rawat over Lt Gen Praveen Bakshi, the Commander-in-Chief of the Eastern Command, who was widely expected to take over as the next chief. The officer next in line in terms of seniority, Lt Gen PM Hariz, was also superseded. He was equally respected as an outstanding professional of rare calibre. It must be understood that selection of the chief of army staff does not necessarily follow the order of seniority but merit. Many observers see Gen. Rawat’s rise to his close friendship with India’s powerful super sleuth Ajit Doval. Both Rawat and Doval are from Uttarakhand whose fathers are said to be close friends. However that alone is not enough. The Modi government chose Gen. Rawat on the strength of his impressive service records and so was given the nod over his superiors. As CDS, Gen Rawat will report directly to the PMO while the other defence chiefs of the army, air force and navy would report to the defence minister. Gen.Rawat’s tenure as army chief was also mired in some unnecessary controversy which were largely seen as toeing the political stand of the ruling government. He courted controversy in the Major Leetul Gogoi episode by awarding the officer with the COAS’s commendation card. Gogoi sparked outrage by tying a Kashmiri civilian in front of his jeep in an apparent attempt to prevent stone pelters from targeting his convoy. After being awarded Major Gogoi later fell foul of the army law when he was involved in an altercation by trying to forcibly enter a hotel in Srinagar with a local woman. Rawat also caused another controversy by suggesting a code of conduct governing retired soldiers. The army headquarter clarified that it was not interested in such a code of conduct that is advisory which could even withdraw pensionary benefits in the worst of cases. His recent speech on leadership also drew flak from various political parties as it was seen as being clearly in favour of the controversial Citizenship Amendment Act. Government servants who speak in favour of the political establishment is a short term gain but it will result in long term damage to constitutional probity. Under such a cloud, it would need some effort from the new CDS to restrain from straying into forbidden territories if the military is to remain strictly apolitical.

Believe God is always the God you know Him to be when you are nearest to Him. Then think how unnecessary and disrespectful worry is! Let the attitude of your life be a continual willingness to “go out” in dependence upon God, and your life will have a sacred and inexpressible charm about it that is very satisfying to Jesus. You must learn to “go out” through your convictions, creeds, or experiences until you come to the point in your faith where there is nothing between yourself and God.

Anti-CAA stir in Assam: What next?

nprecedented civil disturbance is being witnessed in many parts of the country for the past few weeks over the Citizenship (Amendment) Act, or CAA. Having initially begun in Assam, the violence quickly fanned out to other parts of the country. While violence in any form cannot be condoned, the ruling dispensation at New Delhi will have to shoulder blame for first having rushed through the legislation without first trying to build a political consensus, and then failing to pre-empt the violence sweeping across States. The opposition parties and their leaders too cannot absolve themselves from their insidious role in exacerbating an already volatile situation. Instead of trying to calm the situation, a few have been even found adding fuel to fire with provocative comments. Blaming the government is easy, but that doesn’t mean that they can run riot with irresponsible statements by instilling fear in the minds of a particular community. Meanwhile, even as Assam – which witnessed violence for three consecutive days beginning December 10 over CAA

– limps back to normalcy, the winter of discontent is apparently unlikely to go away anytime soon. It needs no iteration that, unlike in other parts of the country, the campaign against CAA in Assam is about ethnic identity. And with dharnas, rallies, public meetings, etc, becoming the norm and a section of local media acting as rabble rousers, there is no indication that the cycle of protest will end anytime soon. The saving grace, however, is that almost all organisations have decided to carry forward their stir in a “democratic” and “peaceful” manner, besides announcing not to carry out any protest post dusk. This has been done with the twin objectives of helping normalcy return to the State and thwarting unscrupulous elements from hijacking the movement. Further, to allay misgivings and apprehensions among the student community and their parents, All Assam Students’ Union chief adviser Samujjal Bhattacharyya has also been quite categorical in asserting that the academic atmosphere would not be allowed to be affected by the ongoing agitation. The apprehension was not to-

tally unfounded as lakhs of students had to lose their precious academic years during the six-year Assam Movement (1979-85). Now, even as organisations filed petitions before the Supreme Court challenging CAA, they have also made no bones about not calling off their stir anytime soon. Thus, the campaign against the Act seems to be on a long haul. Be that as it may, but while the outrage against the legislation is understandable, there are some aspects of the movement that raise several questions. Without going into the merits of CAA or the stir surrounding it, what is very apparent is that the current movement is being largely emotionally driven as was witnessed during the six-year Foreigners’ Movement. People are pouring out on to the streets in large numbers singing, reciting poems, performing naam and jikir (traditional hymns sung collectively), painting, tonsuring heads, etc, even as a section of the media, particularly some local news channels, has converted the entire campaign into some kind of a reality show replete with melodrama telecast

live 24x7 so as to arouse public passion. But, as the earlier mass movement of 1979-85 had proved, any agitation driven purely by emotion and bereft of any strategic planning is likely to falter in the long run. Sadly, the current campaign’s leadership seems to have learnt little from history and apparently trudging along on a similar course this time too. Impressed with huge public turnouts, they are yet to put their heads together in chalking out a strategic plan and seem content in playing to the gallery. While the movement’s primary objective may be lofty, there is still no clarity over: i) how long this would continue (as the legal battle won’t end anytime soon)? ii) whether it would be called off in the event of a favourable judgement from the Supreme Court? iii) what would be its ultimate goal? iv) will a political alternative (or alternative politics) be explored in future, especially if the apex court’s ruling doesn’t go along the expected lines of the movement’s leaders? Without any vision or long-term planning, it could prove difficult for the leadership to sustain the current tempo, and the

movement runs the risk of faltering as public fatigue would set in too soon. Yes, protesters across the world tend to get emotional, but it’s the responsibility of leaders and organisations leading them to draw blueprints, which is absent in Assam today. Another aspect is the movement’s somewhat exclusive character. Besides being largely confined to the Brahmaputra Valley, the movement has also seemingly failed to cut much ice among other communities in the valley, let alone in other Northeastern States. Never mind the occasional expressions of solidarity, frankly, there is little to suggest that members from other communities too are enthusiastically participating in the campaign, barring the Assamese community. While the Barak Valley, the twin hill districts of Dima Hasao and Karbi Anglong and Bodo belts have not witnessed mass agitation, even in the Brahmaputra Valley it is largely confined to the Assamese community. While there could be different interpretations for this, it also reflects poorly on those leading the stir. Thus, campaigning from Guwahati or from the TV studios alone may

not be a good idea. The sad reality is that communities in the Northeast are largely bound by convenience than by heart. Hence, it shouldn’t come as a surprise if other communities view the entire campaign as another assertion of Assamese chauvinism. Therefore, the challenge before the leadership is to make the movement more broadbased and inclusive lest it acquires a sectarian character and fails to meet its objective. There are several fault lines that need to be bridged else it will become another voice in wilderness. The plot to kill the politician, reportedly from Arunachal Pradesh, emerged after Delhi police’s crime branch arrested the gangster Vijay Farmana on May 17 last year from Uttar Pradesh capital Lucknow where he was meeting his girlfriend.

CBI sources speaking to NDTV said that they will be taking Vijay Farmana into custody soon to ascertain who hired him and whether it was a political conspiracy or not.

BJP general secretary Anil Jain told PTI that the toll-free number is expected to be released on Friday so that people can register their support for the CAA, which seeks to grant citizenship to minorities from three neighbouring countries who arrived in India by Dec 31, 2014, due to religious persecution. Shah will also visit a household on Sunday, most likely in the national capital, to lead the party’s 10-day campaign during which its leaders and workers will contact, the party has said, three crore families to rally support for the CAA. NEW DELHI, JAN 2 (PTI): Gold prices appreciated by Rs 38 to Rs 39,892 per 10 gram in the national capital on Thursday, mainly supported by weaker rupee, according to HDFC Securities. On the first day of the new year trade, the yellow metal had closed at Rs 39,854 per 10 gram. Silver prices also gained by Rs 21 to Rs 47,781 per kg, compared to Rs 47,760 per kg in the previous trade. HDFC Securities Senior Analyst (Commodities) Tapan Patel said spot gold for 24 karat in Delhi were trading marginally up by Rs 38 supported by weaker rupee. The application -- Mobile Aided Note Identifier -- was launched by RBI Governor. At present, Indian bank notes contain several features which enable the visually impaired to identify them, viz., intaglio printing and tactile mark, variable bank note size, large numerals, variable colour, monochromatic hues and patterns.

TAIPEI, JAN 2 (AFP): Taiwan’s top military officer was killed in a helicopter crash on Thursday, the defence ministry said, just days before the island goes to polls to elect a new president. The chief of the general staff, Shen Yi-ming, was among eight senior officers -- including three major-generals -- who died when their Black Hawk helicopter smashed into mountains near Taipei. The 62-year-old general and his entourage were on a routine mission to visit soldiers in northeast Yilan county when the incident happened. COLOMBO, JAN 2 (PTI): Sri Lanka on Thursday extended the free visa-onarrival scheme till April 30 for the citizens of 48 countries, including India, Tourism Minister Prasanna Ranatunga said, as the country tries to revive the tourism sector which was hit by the Easter Sunday bombings. In April, Sri Lanka suspended its plans to grant visa-on-arrival to citizens of 39 countries after the devastating bombings that killed 258 people. In July, the island nation added more countries, including India and China after it re-launched the free visa on arrival scheme, which was implemented from August 1. “We have decided to extend this facility due to requests from the stake holders. A Cabinet paper would be submitted for this purpose,” Ranatunga said. In the aftermath of the Easter Sunday bomb attacks, the USD 20 visa fee for South Asian travellers and USD 35 fee applicable to visitors from the rest of the world were waived off.

In an exclusive interview to PTI barely hours after taking charge of the 1.3million strong force, Army Chief Gen Naravane on Tuesday said India reserves the right to “preemptively strike” at sources of terror. He asserted that a “new normal” in the country’s response mechanism to acts of cross-border terrorism has already been “emphatically” displayed. “If Pakistan does not stop its policy of state-sponsored terrorism, we reserve the right to preemptively strike at the sources of terror threat and this intent has adequately been demonstrated in our response during surgical strikes and Balakot operation,” Gen Naravane said in New Delhi, in a stern warning to Islamabad. he US Ar my has banned service members from using the Chinese-owned short video-making app TikTok on government-issued phones citing security concerns. “It is considered a cyber threat,” Lt Col Robin Ochoa, a US Army spokesperson told US-based news portal Military.com. “We do not allow it on government phones.” The move comes amid ongoing worries that the video app could compromise national security or be used to influence or snoop on Americans. TikTok has seen nearly 1.5 billion downloads globally and the US market with 37.6 million downloads is at third sport, after India and China. The US Army has not banned personnel from using TikTok on their personal phones but they have been recommended that service members use caution if they

received random or unfamiliar text messages. Last month, the US Navy and Defense Department told its members not to download the app and delete it from government-issued devices if it was already installed. According to The Verge, Beijing-based company ByteDance has been under scrutiny from the Committee on Foreign Investment in the United States (CFIUS) after lawmakers demanded an investigation to see whether the Chinese government can collect users’ data or control the content that is shared. KOHIMA, JAN 2 (NPN): With just 16 days remaining for Dr. T Ao Northeast football Championship, Nagaland Football Association (NFA) has announced the names of the 20 players who will be representing Nagaland for the upcoming Dr. T Ao Northeast football Championship, a premier football tournament for the eight North-eastern states which will be hosted by Nagaland. The football tournament is slated to be held from January 18 to 28 which will be played at astro turf ground at Indira Gandhi Stadium Kohima. The participating teams are Nagaland, Manipur, Assam, Meghalaya, Mizoram, Tripura, Sikkim and Arunachal Pradesh who will vie for the coveted title. The team will be led

In the selection list, three players have already played at the national league i.e. ILeague namely Neithovilie Chalieu, the goalkeeper for Shillong Lajong FC; Hitova Ayemi, former Minerva Punjab FC player and Khwetelhi Thopi, who now ply his trade in TRAU Football Club Manipur. While midfielder Ratobe N Poireng Zeliang who was selected to play for international club Lilla Torg FF in Sweden will also be donning his jersey to play for the state during the championship.
