State NPP unit backs NE budget allocation C. Sangma on CAB hiked by 21 per cent
DIMAPUR, FEB 1 (NPN): National People’s Party (NPP) Nagaland state unit has affirmed its endorsement to the stand of its National president and chief minister of Meghalaya, Conrad K Sangma, against the Citizenship (Amendment) Bill. In a press note, NPP state secretary (org) Samuel Sumi reminded that NPP was the first party to reject CAB as the identity and the rights of the North East people was central to the vision and political aspiration of the NPP. NPP reiterated it was totally against intent that would destabilise demographics and its regressive impact on land resources and also affecting the socioeconomic equation in the region. State NPP said it was against CAB since the beginning and would continue to extend support to fight against it in Nagaland. The party said it would at the same time continue to extend its solidarity with people of the Northeast at this crucial juncture. Meanwhile, the party has acknowledged the PDA Cabinet Resolution in “out rightly” rejecting the CAB. NPP said its party leaders and unit was closely monitoring the outcome of the proposed CAB and would “take recourse to an appropriate action accordingly.”
2018-19 Budget
NEW DELHI, FEB 1 (AGENCIES): Centre has proposed Rs 58,166 crore budget allocations to the North Eastern region, with an increase of 21 per cent. While presenting the Interim Budget 2019-20, Finance Minister Piyush Goyal said that people of the region have significantly benefitted from infrastructure development. A total of Rs 580 crore has been allocated for the North Eastern Council schemes, Rs 931 crore for Central Pool of Resources for North East and Sikkim, Rs 674 crore for other subsidy payable including for North Eastern Region and Rs 1700 for refund of central and Integrated GST to Industrial units in North East and Himalayan States. During his speech, Goyal also credited the government for bringing Arunachal Pradesh on the air map, and Meghalaya, Tripura and Mizoram for the first time were connected with the rail link. He also informed that the government would be introducing container cargo movement to the region.

Wooing farmers, an interest subvention of 2 per cent to those pursuing animal husbandry and fisheries and to farmers hit by natural calamities was announced. This year’s budget allocates about Rs. 3.05 lakh crore ($43 billion) for defense spending, but in dollar terms, the country’s defense spending is less than it was last year because of depreciation. Goyal also had a cowthemed announcement in an interim budget. Shortly after beginning his speech, Goyal announced the “Rashtriya Kamdhenu Aayog” or “national cow board” to look after the welfare of cows and boost dairy production. Who will pay for govt’s ambitious promises? There has been talk after hearing Piyush Goyal’s budget speech, but where will the government get the money from to bankroll all its ambitious election promises? The government will take recourse to large dividend transfers by RBI and PSUs to balance its Budget deficit after announcing
a spate of populist measures. The government estimates getting Rs 82,911 crore through dividend from banks, financial institutions and the RBI in 2019-20, according to the Budget document. Even in the ongoing fiscal, it estimates getting Rs 74,140 crore, much higher than the budget estimate of Rs 54,817 crore. In 2019-20, it is targeting Rs 53,200 crore as PSU dividend. The aggregate dividend transfers to the government this year would be some Rs 10,000 crore or about 20% less than the budgeted Rs 52,500 crore. The government typically uses dividends from state-run dividends from state-run firms, financial institutions and the RBI to fund its additional expenditure. It has pegged such dividends at Rs 1.36 lakh crore in 201920. That’s a 14% rise from an already elevated dividend collection of Rs 1.19 lakh crore in 2018-19. Surprisingly, some critical areas were left out in the interim budget, among them jobs. Another area that drew a complete blank was education - a neglect that goes in tandem with that of employment generation.

NEW DELHI, FEB 1 (AGENCIES): Former Finance Minister and Congress veteran P. Chidambaram on Friday described the Interim Budget as an “Account for Votes” and not a Vote on Account and said the Modi government has further weakened fiscal stability. “It was not a Vote on Account but an Account for Votes,” Mr Chidambaram told the media here. “It was a full-fledged Budget accompanied by an election campaign speech. By doing so, the government has trampled on timehonoured conventions,” he said. He added that the government had no hope of returning to power and had, therefore, “acted desperately and recklessly, and in violation of the Constitution”. He said the big takeaway was that the present government had “further weakened fiscal stability”. Myanmar Army occupies NSCN (K) Hqs NTC lauds NSCN/GPRN (K) YANGON, FEB 1 (AGENCIES): The Myanmar Army (Tatmadaw) has taken control of the headquarters of the National Socialist Council of NagalandKhaplang (NSCN-K) in the Naga Self-Administered Zone of Sagaing Region without a shot being fired, The Irrawaddy reported. U Kyaw Wan Sein, a member of the NSCN (K)’s Central Executive Committee, told The Irrawaddy that the group withdrew its troops and let the Myanmar Army (or Tatmadaw) occupy its headquarters in order not to disrupt the peace process between it and the government. He said a military column consisting of over 400 troops from six battalions led by the Hkamti District tactical commander under the Tatmadaw’s North-West Command took control of the NSCN (K)’s headquarters in the village of Ta Ga in Nanyun Township on Tuesday. “We let them in because the peace process between us and the Myanmar government will be damaged if there are gunshots and artillery fire. So, we let them in. We withdrew,” U Kyaw Wan Sein said. Members of the NSCN (K)’s Peace Committee and some unarmed
members of the group remain at the headquarters, he said. Executive U Kasi Rang of the Naga Self-administered Zone Leading Body said he did not know why the Myanmar Army sent troops to the NSCN (K) headquarters. “It can be said they have occupied it. There were no casualties or injuries,” he told The Irrawaddy. The Tatmadaw declined to describe the operation as an “occupation”. North-West Command spokesman Col. Than Naing told The Irrawaddy: “We will let you know when the time is appropriate. I am not yet authorized to provide details. But it is not that we have occupied their headquarters.” The NSCN (K) signed a regionallevel truce with the government in April 2012. It has no plan to relocate its headquarters, because it was established with the agreement of both sides, Kyaw Wan Sein said. Myanmar government has urged the NSCN (K) to sign the Nationwide Ceasefire Agreement (NCA), but the armed group has told The Irrawaddy it would not sign unless and until it reaches an agreement that can cover all the Naga people who live in North East India and Myanmar.
DIMAPUR, FEB 1 (NPN): Nagaland Tribes Council (NTC) Friday said NSCN/GPRN (K) headed by “lt. gen.” (Rtd) Khango Konyak joining the NNPGs Working Committee (WC) was “a benchmark in the history of Naga discord and the subsequent reconciliation.” NTC through its media cell said the “unconditional joining” of NSCN/GPRN(K) with fellow NNPGs and to be part of WC in the negotiation has “proved the magnanimity and maturity” of the political leadership. Further, NTC stated that what the Deputy National Security Adviser and Interlocutor RN Ravi had asserted that by now ‘there is no one left out’ in the political negotiation was “no more an exaggeration.” NTC said it therefore “heartily welcomes” NSCN/GPRN(K), saying this very action has “revitalized the political spirit of the Nagas.” NTC has also appreciated the reaffirmation of WC decision on inter-group defection, which it said has become rampant lest curbed with an iron hand. At this juncture, NTC said Nagas cannot afford to give due importance to “such treacherous political gimmicks”. NTC has also appealed to Nagas to stand united behind the unity of NNPGs and lend “prayerful support” to the negotiation process. Meanwhile, NTC has reiterated its appeal to the government of India to “hasten the process so as to bring the exercises to its logical conclusion on time.”
NDPP hits back at NPF over CAB issue Oppn NPF reacts to Rio’s allegations DIMAPUR, FEB 1 (NPN): Nationalist Democratic Progressive Party (NDPP) has reacted sharply to various charges made by the opposition NPF over the issue of Citizenship (Amendment) Bill which has been a contentious and controversial issue in the region in general and Nagaland in particular. NDPP, through its media and communication committee asserted that the PDA coalition in the state had never supported the CAB at any point of time but stood firm for protecting the rights and privileges of Naga people and Nagaland under Article 371A(A). NDPP said that in view of Nagaland being protected under Article 371(A), the PDA had written to the union home minister on occasions to convey the decision of the cabinet that the CAB will
not be applicable in Nagaland. On the other hand, NDPP has taken on NPF for publicly claiming that Article 371(A) does not offer protection from CAB. Terming NPF’s stand as “extremely dangerous” and detrimental to the future of Nagas, NDPP asked what NPF did when the draft CAB bill was being drafted in 2016 when the latter was running the government under T.R. Zeliang, the present leader of opposition? NDPP said the then NPF-led DAN government had conveniently chosen to remain silent that time in order to allow the draft CAB to be sent to the union cabinet and then to be tabled before the two houses of parliament. It is the same NPF led by its party president and leader of opposition who were talking as though both of them are guard-
ians of Naga people but who, by their silence in 2016 are guilty of placing the Nagas to face the issue today, it said. NDPP also cited the speech by leader of opposition at Guwahati on January 28 at the NE Regional party meeting where he purportedly stated that “Article 371 A does not cover everything”. NDDP asked whether the leader of opposition NPF was elected to “demean and belittle the provisions of Article 371(A)” or had people elected him to safeguard their rights as enshrined under Article 371(A). NDPP also recalled that at the height of the agitation over ULB election, NPF under T.R. Zeliang and Dr. Shürhozelie had maintained that Art.371(A) does not protect Nagas from holding ULB elections
DIMAPUR, FEB 1 (NPN): Opposition NPF on Friday accused chief minister Neiphiu Rio of spreading canards against it, while clarifying that it (NPF) never boycotted Statehood Day on December 1, 2018, the Hornbill Festival and Republic Day celebration as reportedly alleged by the chief minister at the consultative meeting held at Chumukedima on Thursday. In a communiqué, the party pointed out that the Republic Day celebration in the State was boycotted by Naga Students’ Federation as per the directive of North East Students’ Organisation. Stating that the “fabricated and wild allegations” of Rio were made with the intention of confusing the general public, NPF dismissed them outright and condemned in the strongest term. Instead of apologising before the Naga citizens, the opposition party said Rio had convened the consultative meeting to cover up his mistakes that had further confused the general public. It said that despite being a former member of Parliament, he lacked understanding of House proceedings. NPF recalled that when the Citizenship (Amendment) Bill, 2016 was (Cont’d on p-7) introduced in Lok Sabha on July 15,
2016 and subsequently referred to a Joint Parliamentary Committee (JPC) on August 12, 2016, Rio was the lone MP representing Nagaland in the House. He was Lok Sabha member from May 2014 to February 2018. It wondered what could be the purpose of allowing Rio to represent Naga people in Lok Sabha, if he could not facilitate such affairs between his people and Parliament. The party said it was Rio’s bounden duty to consult and take into confidence the voice of his people as the Bill was referred to JPC for examination with direction for onward submission to Speaker for its consideration and passing in Parliament, which took over a year. “Ignorance and failure on the part of Rio only points to the fact that he was hardly in Parliament as he was busy masterminding crisis, one after another, to topple the then NPF-led DAN government in the State,” the communiqué alleged. NPF pointed out that both the cabinet meetings held on June 5, 2018 and January 7, 2019 did not oppose the Bill, while NDPP member in Lok Sabha Tokheho Yepthomi went ahead and voted in its favour on January 8.

Govt appoints Lokayukta
DIMAPUR, FEB 1 (NPN): State government has appointed Justice Uma Nath Singh, former Chief Justice of Meghalaya High Court, to be the Lokayukta of Nagaland. In an official notification, the government stated that Justice Uma Nath Singh shall hold office for the term of five years from which he enters upon his office or till he attains the age of 70 years whichever is earlier. Other terms of office and conditions shall be as stipulated in Section 7(1) to (4) of the Nagaland Lokayukta Act 2007 (Act 1 of 2018), the notification stated.

DIMAPUR, FEB 1 (NPN): Expressing amusement at speculations in “some local press” over the appointment to the vacant post of chairman/ president of NSCN/GPRN, NSCN (I-M) MIP has said Naga people would be “officially informed” when appointment to such a high profile post was through. MIP also advised media not to “act in hurry but wait for the official declaration.”
