RAIPUR, JAN 28 (PTI): Congress president Rahul Gandhi announced Monday that his party would ensure “minimum income guarantee” for every poor person in the country if it is voted to power in the coming Lok Sabha polls. The announcement comes ahead of the Union Budget, the last to be presented by the Narendra Modi government before the polls due in later this year. It also follows the NDA government’s decision to give 10% quota to the economically backward section in the general category. “The Congress has decided to take a historic decision...The Congress-led government is going to give minimum income guarantee. This means, every poor person in India will have a minimum income. This means there will be no hungry, poor people in India (any longer),” Gandhi said. He was addressing a ‘Kisaan Abhaar Sammelan’

DIMAPUR, JAN 28 (NPN): Dimapur Municipal Council (DMC) has informed colonies under its jurisdiction that it has banned all slaughter or processing of animal meat meant for human consumption in unhygienic environments, including sale of meat in open air. DMC administrator Moa Sangtam, stated that this ban comes into effect as decided in the meeting held on January 25 between the DMC Veterinary Public Health Cell and representatives of colonies under Dimapur municipality. It also directed for all meat animals to be taken to “Modem Slaughter House” located at Burma Camp, for processing. All meat shops are to be upgraded to hygienic conditions, free from dust and flies with clean running water in the shops, DMC stated. DMC further stated that authorities of colonies may impose fines as deemed fit for implementation of the same.

EC orders transfer of officials posted in home districts NEW DELHI, JAN 28 (PTI): Gearing up for the Lok Sabha polls due this summer, Election Commission has directed all state governments to transfer officials posted in their home districts and those who have spent three years in a district in the last four years. In a letter addressed to all state chief secretaries and chief electoral officers, the EC pointed out that polls to Lok Sabha and assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim are due shortly. While the term of 16th Lok Sabha ends on June 3, the terms of Andhra Pradesh, Arunachal, Odisha and Sikkim assemblies expire on June 18, June 1, June 11 and May 27 respectively. It said transfer directive is not applicable to those not directly connected with elections. EC made it clear that officials against whom it had recommended disciplinary action in the past in any election should not be assigned poll-related duty. Also, officers against whom criminal cases are pending in courts are barred from getting election work.
State cabinet resolves to oppose and reject CAB DIMAPUR, JAN 28 (NPN): Finding itself on the back-foot over the controversial Citizenship (Amendment) Bill (CAB) 2016, which is opposed by all organizations including the opposition NPF party, the ruling People’s Democratic Alliance (PDA) coalition government has undertaken a damage control exercise by explaining now that it objects to the Bill. It may be recalled that the cabinet had reaffirmed after several meetings, that there was no need to pass any resolution since Nagaland is protected under Article 371 (A) and BEFR (ILP) 1873. In this regard, the cabinet at its meeting held on January 28, at the official residence of chief minister Neiphiu Rio, assured the people of Nagaland that the People’s Democratic Alliance government would leave no stone unturned to constantly protect rights and privileges of the people and continue to undertake measures to further strengthen safeguarding “our people”. “As the State govern-
Citizenship Bill: 66 Manipur CSOs call for 24-hour strike Correspondent IMPHAL, JAN 28: A joint meeting of 66 civil society organisations based in Manipur convened on Monday has decided to hold a 24-hour state-wide general strike on January 31, 2019 while resolving to fight united against the Citizenship Amendment Bill (CAB), 2016. The meeting hosted jointly by UCM, AMUCO, CCSK, HERICOUN and LIPUN at the conference hall of Hotel Imphal also formed a Core Committee of Manipur People Against CAB 2016. KOHIMA, JAN 28 (NPN): Nagaland chief minister Neiphiu Rio Monday inaugurated the State’s first astro turf football ground and the 20th Inter District Football Championship at Indira Gandhi stadium here, coinciding with the 101st birth anniversary of legendary footballer Dr T Ao. Speaking as special guest on the occasion, Rio said his government was working on a quality strategic sports infrastructure development plan for every district by engaging and partnering with proven sports consultants To begin with, Rio said the state government is partnering with Bhaichung Bhutia Football Schools for a game development plan beginning with young footballers of Nagaland. NE BJP allies to meet today against CAB GUWAHATI, JAN 28 (PTI): Regional parties across the Northeast which are in alliance with the BJP will meet in Guwahati on Tuesday to put forth their objections to the controversial Citizenship Amendment Bill. They will be joined by the JD (U), NDA’s major ally in Bihar, and AGP, which recently snapped ties with the BJP in Assam over the proposed legislation. Meghalaya chief minister and NPP president Conrad K Sangma is taking the lead role in convening the all-regional-parties meet Tuesday and the Asom Gana Parishad (AGP) is the co-convenor of the meeting, Meghalaya’s ruling party NPP leaders said Monday. The MNF from Mizoram, NDPP from Nagaland, IPFT from Tripura, SDF from Sikkim besides NPP leaderships from Arunachal Pradesh, Nagaland and Manipur have confirmed their participation in the meeting, they said. AGP president Atul Bora said ”the entire Northeast is protesting the Bill and it’s unfortunate that the Assam government has ignored sentiments of the indigenous people and is instead attacking and harassing people and organisations opposing the Bill”. The gathering to put forth their objections to the Citizenship Bill, which is piloted by the BJP, is bound to create more uneasiness for the party as the Northeast together accounts for 25 Lok Sabha seats. The BJP which either on its own or with NEDA allies is in power in all the eight northeastern states is eying them in the coming parliamentary polls.

Kumaraswamy on Monday offered to quit if the coalition partner Congress could not control its MLAs from criticising his style of functioning. “I am ready to quit if my style of functioning is not acceptable to anyone. Deputy CM (G. Parameshwara) and myself are trying to do a good job and are working together,” asserted Kumaraswamy.
