Govt signs accord with NDFB, ABSU

NEW DELHI, JAN 27 (PTI): The government on Monday signed an accord with the National Democratic Front of Boroland (NDFB), one of the dreaded insurgent groups of Assam, providing political and economic bonanza sans a separate state or Union Territory. All Bodo Students’ Union (ABSU), which has been spearheading a movement for a Bodoland state since 1972, and another group called United Bodo People’s Organisation were also signatories to the accord. In the presence of Union Home Minister Amit

Shah, the tripartite agreement was signed by Assam Chief Minister Sarbananda Sonowal, top leadership of the four factions of NDFB, ABSU, Joint Secretary in the Home Ministry Satyendra Garg and Assam chief secretary Kumar Sanjay Krishna. The home minister described the agreement as “historic” and it will bring permanent solution to the decades old problems of the Bodo people. “This agreement will facilitate all round development of the Bodo areas, their language and culture will be protected without

compromising the territorial integrity of Assam,” he said. Shah said due to the violence perpetrated by the Bodo militants, over 4,000 people lost their lives in the past few decades. Shah said no stone would be left unturned for the development of Assam and the Northeastern region. The Assam chief minister said after the pact, different communities in the state will be able to live with harmony. DIMAPUR, JAN 27 (NPN): While welcoming the Nagaland Lokayukta’s move in providing sanction to chargesheet former tourism commissioner & secretary Angau Thou for her alleged involvement in illegal appointments, NPF has expressed the hope that the Lokayukta will not hesitate in applying the same yardstick on all erring officials involved in corrupt practices. In a statement, NPF also said while people hoped that the Lokayukta would curb corrupt practices by government officials and deliver justice, it also hoped that the office would not succumb to any political pressure. Further, NPF expressed the hope and belief that such stern action against any particular official was not out of political vendetta in ignoring other major corruption cases pending before Lokayukta. It said people were also expecting that Lokayukta would dispose off all other pending cases fairly and not give in to any political pressure by picking and choosing particular cases, but deliver justice in all such pending cases.

January 30, an economic programme of Rs 1,500 crore will be implemented in the next three years with equal contribution of Rs 750 crore each from the central and state governments. The existing str ucture of Bodoland Territorial Council (BTC) will be strengthened with more powers and its seats will be expanded from 40 to 60, he said. A commission will be set up for inclusion of Bodo dominated villages in the BTC and exclusion of those where Bodos are not in majority. This was the third Bodo accord to be signed in last 27 years when the violent movement for a separate Bodoland state claimed hundreds of lives, destruction of public and private properties. The name of the BTC will be changed to Bodoland Territorial Region (BTR).BTC currently has control over 30 subjects like education, forests, horticulture but no jurisdiction over the police, revenue and general administration departments, which are controlled by the Assam government. BTC was formed under 6th Schedule of the Constitution.

Coronavirus: Rapid response teams alerted in Nagaland

DIMAPUR, JAN 27 (NPN): In view of the outbreak of Novel Coronavirus (2019nCoV) in China, all rapid response teams (RRTs) have been asked to be on alert as it has already spread to many countries, including Nepal, and is of public health concern. National Health Mission mission director, Dr Kevichusa Medikhru have asked the RRTs to ensure adequate readiness for immediate detection, intervention and mitigation, as and when the need arise. Dimapur airport authority has also been asked to share list of passenger travelling from China and other affected countries transiting Kolkata airport for onward journey to Dimapur with H&FW department for early detection and intervention. In a letter to AAI director, Medikhru said Dimapur District Health Authority would be in touch with Airport Authority of India through the district surveillance unit. Further, Medical Superintendents of all districts have been directed to earmark isolation room with ventilator facilities to deal with possible positive cases of the Coronavirus.

Coronavirus: India on high alert

NEW DELHI, JAN 27 (AGENCIES): Concerned over the spread of a new strain of coronavirus in neighbourhood nations from China, India has been put on high alert after more people who returned from China have been kept under observation following screening for possible exposure to novel coronavirus. Over 100 people have been kept under observation in Kerala and Maharashtra following screening for a possible exposure to novel coronavirus (nCoV) as the Prime Minister’s Office reviewed India’s preparedness to deal with any situation amid mounting global concern over rising cases in China.

Union Health Minister Harsh Vardhan said no positive case has been detected in India so far though samples of seven passengers have been sent to the ICMR-NIV Pune lab. A 24x7 call centre has been made operational. Samples of four other passengers tested earlier have been confirmed to be negative for nCoV by the lab. India also began preparations for potential evacuation of its residents in China, where the disease continues to spread. Meanwhile, under directions from Vardhan, the 24x7 National Centre for Disease Control (NCDC) call centre (+91-11-23978046) has been made operational, the Union Health Ministry said.

“The call centre will monitor the list of contacts furnished by Ministry of External Affairs (MEA); provide details of district and state surveillance officers to those who seek them; and in case of any clinical query, direct the concerned to the relevant Integrated Disease Surveillance Programme (IDSP) officer,” it said. Multidisciplinary Central Teams: Vardhan has directed for multidisciplinary central teams to be sent to the seven states where thermal screening is being done at the seven designated airports -- New Delhi, Kolkata, Mumbai, Chennai, Bengaluru, Hyderabad and Kochi.

17,043 govt teachers to be trained under NISHTHA West Bengal passes anti-CAA Correspondent

KOHIMA, JAN 27 (NPN): Altogether 17,043 government elementary school heads and teachers in the State would be provided training under National Initiative for School Heads and Teachers’ Holistic Advancement (NISHTHA), a Central programme under Samagra Shiksha, by March 31 this year. NISHTHA is a national mission that aims to improve learning outcomes at the elementary level through an integrated training programme. Stating this at a press conference at directorate of school education here on Monday, school education & SCERT principal secretary Menukhol John explained that the integrated programme aimed to build capacities of around 42 lakh teachers and heads of schools at the elementary level in all government schools, faculty members of SCERTs, DIETs and officials and resource persons of block resource centres and cluster resource centres in all States and Union Territories. He said Nagaland has 113

key resource persons (KRPs) who were trained by national resource persons (NRPs) last December and they would be the trainers. He said the first two phases would commence from January 28 till February 1 in all districts, adding NISHTHA would be jointly implemented by SCERT, school education department and Samagra Shiksha in five phases to be completed by March 2020 as per Central directives. The principal secretary said the school education department was giving more focus on the elementary sector knowing that unless it had strong foundation, the dropout rate would increase. He said Samagra Shiksha had set up a control room at its office with seven Management Information Systems (MIS) personnel to monitor and update the status of training conducted district-wise. He informed mediapersons that there would be post training activities too to ensure comprehensive monitoring and mentoring mechanism through embedded post training interventions, while NRPs would regularly be in touch

with KRPs through WhatsApp and Facebook groups and personal interactions. It may be mentioned that the aim and objective of NISHTHA is to motivate and equip teachers to encourage and foster critical thinking in students, handle diverse situations and act as first level counsellors. NISHTHA is world’s largest teachers training exercise programme launched by the Union ministry of human resource development (MHRD) on August 21, 2019 and is one of the two MHRD transformative ideas. It involves department of school education & literacy and department of higher education of the States in the exercise. KOLKATA, JAN 27 (PTI): The West Bengal Assembly on Monday passed a resolution demanding immediate repeal of the CAA and dropping plans for a pan-India NRC and NPR, with chief minister Mamata Banerjee calling the new citizenship law “against the Constitution and humanity”. West Bengal became the fourth state after Leftruled Kerala, and Punjab and Rajasthan, where the Congress is in power, to have passed a resolution against the Citizenship (Amendment) Act. Speaking on the resolution, Mamata Banerjee said the protests against the law is “not just for the minorities but for the sake of the country’s unity”. “In Bengal, we won’t allow CAA, NPR, and NRC. We will fight against them peacefully. We want CAA to be repealed immediately. We also want NPR

to be revoked,” Banerjee said. “The CAA is against the Constitution and humanity.” The resolution was supported by the opposition Congress, Gorkha Janamukti Morcha and the CPI(M)-led Left Front, but opposed by the BJP. The Congress and the LF, however, criticised the TMC government for not allowing them to pass a similar resolution on January 9. The Leader of the Opposition Abdul Mannan (Cong) took a dig at the TMC government for its “late realization in bringing the resolution”. Opposing the resolution, BJP legislator Swadhin Sarkar thanked PM Narendra Modi and Union Home Minister Amit Shah for the Citizenship Act to help refugees get their citizenship of the country. He also demanded a voting on the resolution, but it was rejected by the speaker.

KSCDL seeks to remove Kohima’s unliveable city tag Slow progress of Sanuorü bridge works irks KVYO DIMAPUR, JAN 27 (NPN): In the light of having earned dubious distinction of being the second most “unliveable” city in India among 111 cities in its “Ease of Living” survey conducted by Union Ministry of Housing and Urban Affairs (MoHUA) on August 13, 2018, Kohima Smart City Development Limited (KSCDL) is sparing no effort to improve Kohima’s overall ranking of 110th of 111 cities, in the next assessment. In this regard, Kohima Smart City chief executive officer Kovi Meyase has appealed to all state government departments to make concerted efforts in providing the required data and information on time. Towards this, a coordinationcum-orientation programme is being organised by KSCDL for all the departments at KMC-KSCDL Conference Hall in Kohima at 11 am on January 29. All the departments involved have been requested to attend the session without fail. The index is calculated based

on the data provided by cities (and validated through secondary sources), which will be further validated through a citizen perception survey that will carry 30% weightage. The first framework on “Ease of Living” Index for cities was launched in June 2017 which was aimed at assessing ease of living of citizens

living in cities across three pillars of quality of life; economic ability; and sustainability, 14 categories (education, health, housing & shelter, WASH & SWM, mobility, safety & security, recreation, economic development, economic opportunities, Gini coefficient, environment, green spaces & green buildings, energy consumption and city resilience) and 50 indicators. It was pointed out that Kohima’s dismal ranking was not necessarily because of lack of facilities and infrastructure, but mainly because of lack of awareness among government agencies as well as citizens; lack of co-ordination among departments; lack of data in the departments and late submission of data, which delayed compilation, sorting and final uploading. KSCDL has appealed to all citizens to actively participate in the survey through social media platforms, citizens’ App and face-to-face interview through random sample surveys to be conducted by Ministry of Housing and Urban Affairs.

Mepfhüo informed that after the collapse of the bridge during 2015 monsoon the Ministry of Road Transport and Highways (MoRT&H) approved the bridge project under Central Road Fund (CRF) on December 29, 2015 and work order was issued on July 14, 2016. He said that an 18month period was given for completion of the project, but it is still unfinished. Mepfhüo also said after KVYO submitted a represen-

tation to state chief minister on August 13, to repair roads in the state capital as well as to start the Sanuorü bridge construction , the department started to repair some roads in Kohima, but failed to start the bridge works. He said KVYO had to serve an ultimatum on the department on October 16 2018 and work ultimately commenced on October 29, 2018 with the commitment by contractors that the 2-lane bridge work would be completed before the monsoon (Cont’d on p-8) 2019. Orientation workshop on IMI 2.0 held in Kohima Correspondent KOHIMA, JAN 27 (NPN): As the country gears up to achieve universal coverage of immunization under Intensified Mission Indradhanush (IMI) 2.0, a series of intensified immunization campaigns under the banner of Mission Indradhanush were conducted since 2015. In a total of 8 phases in the past 5 years, 3.39 crore children and 87.2 lakh pregnant women were vaccinated, however, the performance and coverage was below average in many states and children were being missed. This was stated by Dr. Visasieü Kire, medical superintendent, Naga Hospital Authority Kohima (NHAK) during the orientation workshop on Intensified Mission Indradhanush (IMI) 2.0 organised by the regional outreach bureau, Ministry of Information & Broadcasting, Kohima at Eastgate Hotel, Kohima on January 27. She further informed that the concurrent monitoring data shows that 35% of missed children is due to awareness and

DIMAPUR: Minister for Health & Family Welfare, S. Pangnyu Phom held coordination meeting with the civil societies and government officials on January 25 in the DC’s conference hall, Mon to discuss the upcoming Medical College in Mon. According to DIPR report, Pangnyu stated that, the new Medical College in Mon will be of huge benefit for the Eastern Nagas in particular and the state in general.

In regard to the site selection, he requested the land owners to co-operate with the department to find a suitable land for the Medical College free from any issues. Dibrugarh, Jan 27 ( Ag e n c i e s ) : T h r e e youths drowned in a stream of the river Brahmaputra at Maijan area in upper Assam’s Dibrugarh district. The deceased were identified as Sanjay Barman (36), Roushan Tamang (18), and Rajiv Dowerah (16). The three friends had gone at Maijan area to spend some free time on Republic Day. The three young boys drowned when they went to swim in the stream. After two hours of rescue operation SDRF team managed to fish out the bodies. Gopal Tamang, father of Roshan Tamang said that he was to appear for higher secondary final examination from DHSK College. Sanjay Bar man, a driver by profession, was a neighbourer of Roshan Tamang and both of them were good friends. He said the pact was signed as the “ruling political dispensation was not confident of winning the upcoming Bodo Territorial Council (BTC) elections”, scheduled to be held in April. The first Bodo accord was signed with the ABSU in 1993, leading to the creation of a Bodoland Autonomous Council with limited political powers. In 2003, the second Bodo accord was signed with the militant outfit Bodo Liberation Tigers, leading to the formation of BTC with the four districts, terming them together as BTAD.

Guwahati, Jan 27 (Agencies): The United Garo Autonomous Council Movement Committee (UGACMC) has called for 48-hour Assam bandh from Tuesday demanding a separate autonomous council for the Garos living in Assam. The bandh will remain effective from 5 am on January 28. The bandh was announced by the UGACMC during a press conference on Monday. UGACMC reiterated its demand for creation of a separate autonomous council for the Garos in Assam. “The Garo people of Assam have been receiving a step-motherly treatment since 1972 by the successive governments of Assam,” said chairman Alex K Sangma and general secretary Thengsil Sangma. The UGACMC said a separate Garo Autonomous Council be created prior to the grant of Sixth Schedule status to the Rabha Hasong Autonomous Council for settling the long-pending issue of the Garos of Assam. Calling for Assam bandh on Tuesday, the UGACMC leaders threatened to intensify their stir over the creation of a separate Garo Autonomous Council in near future.

Manipur police has lodged an FIR against former JNU student Sharjeel Imam for his “seditious” comment in the wake of the amended Citizenship Act. Imam has been booked under IPC sections 121 A (conspiracy to wage war against India), 124 A (sedition), 120 B (criminal conspiracy) and 153 which relates to “promoting enmity between different religious groups with an intent to create disharmony”, the police said. Guwahati, Jan 27 (PTI): The Bodo Peace Accord evoked a mixed response in Assam on Monday, with supporters of the pact expressing jubilation and non-Bodo outfits staging a 12-hour bandh against the agreement even as chief minister Sarbananda Sonowal asserted that no community living in the state have anything to worry about the settlement. The Centre on Monday signed an accord with all factions of the National Democratic Front of Boroland (NDFB), the All Bodo Students’ Union and the United Bodo People’s Organisation (UBPO), providing political and economic bonanza sans a separate state or a Union Territory. Sonowal said the Bodo Peace Accord will be implemented keeping the territorial integrity of Assam intact. “All the clauses in the Agreement will be executed with the support of all stakeholders and no community living in the state should be worried about the pact,” he said in a statement. NEW DELHI, JAN 27 (PTI): The All India Muslim Personal Law Board (AIMPLB) moved the Supreme Court on Monday seeking impleadment in petitions challenging constitutional validity of polygamy and ‘nikah halala’ practised among Muslims. The application has been filed to oppose a batch of petitions on which the apex court had in 2018 issued notices to the Centre and other stakeholders while referring the matter to a 5-judge Constitution bench. While polygamy allows a Muslim man to have four wives, ‘nikah halala’ stipulates that a Muslim woman, who wants to remarry her husband after divorce, has to first marry another man and get divorce from him after consummating the marriage. The two issues had arisen when the apex court was dealing with the practice of triple talaq. By a 3:2 verdict, a five-judge Constitution bench on August 22, 2017 had banned the 1,400 year-old practice among Sunni Muslims saying it

was against the basic tenets of the Holy Quran and violated the Islamic law Shariat. The top court had then made it clear that it would deal separately with the issues of polygamy and nikah halala at a later stage. The AIMPLB plea on Monday said the apex court has already dealt with the issue of these practices in its verdict of 1997 in which it had declined to entertain the petitions. “That personal laws do not derive their validity on the ground that they have been passed or made by a legislature or by other competent authority. The fundamental source of personal laws are their respective scriptural texts,” the

AIMPLB plea said. “The Mohammedan law is founded essentially on the holy Quran and the Hadith of the Prophet Mohammed and thus it can’t fall within purview of expression ‘laws in force’ as mentioned in Article 13 of the Constitution and hence its validity cannot be tested,” it said. The plea of Personal Law Board said that Article 44 of the Constitution stipulates that the State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India. “It is submitted that Article 44, which envisages a Uniform Civil Code is only a directive principle

of state policy and is not enforceable,” it said. The Article recognizes the existence of different code applicable to different religions in matters of personal law and permits their continuance until the state succeeds in its endeavour to secure for all citizens a Uniform Civil Code (UCC), it said. “That these very same practices were challenged in 1997 verdict in Ahmedabad Women Action Group versus Union of India, in which this court had itself declined to entertain the matters by taking the view that these issues were to be dealt with by the legislature and not judiciary,” it said, adding that rights of Muslim Women are already protected by virtue of Muslim Women (Protection of Rights on Divorce) Act of 1986. Questioning the locus standi of BJP leader and advocate Ashwini Kumar Upadhaya for filing a PIL challenging polygamy and ‘nikah halala’ practices, the AIMPLB said that it is of the view that ordinarily, any person other than a member

of a religious denomination should not be allowed to question the faith of another religious denomination. “A member of a religious denomination belonging to that faith, in the event of any violation of their fundamental rights, only to the extent of a threat to life and liberty, may be permitted to seek the protection of the court and determine the issues of faith arising therefrom,” the petition said. In March 2018, the apex court had issued notices to ministries of Law and Justice and Minority Affairs as well as the National Commission of Women (NCW) after taking note of the plea of Delhi-based woman Nafisa Khan challenging the two practices, and said the issues raised in a batch of petitions, including by Upadhaya, will be taken up by a 5-judge Constitution bench. The apex court had also considered the submission that an earlier 5-judge Constitution bench, in its 2017 verdict, had kept open these issues while quashing triple talaq.

MANGALURU, JAN 27 (PTI): No power can now stop Kashmiri Pandits from going back to Kashmir, Defence Minister Rajnath Singh said on Monday, forcefully defending the NDA government’’s decision to reorganise Jammu and Kashmir and abrogating its special status under Article 370.

In an address at a rally here, the Defence minister also sent a strong message to Pakistan and said India will not let anyone live in peace if it is harmed. “We will not touch anyone, but if someone bothers us, then we are not going to let them live in peace,” he said. Referring to the exo-

dus of a large number of Kashmiri Pandits from the Valley in the late 1990s at the height of militancy, Singh said no power now can stop them from returning to their homes. On the Citizenship Amendment Act, the minister said it is not a law to hurt the sentiments of any religion but to give relief to victims of religious persecution. Mahatma Gandhi had told Nehru to give citizenship to minorities like Hindus and Sikhs if they come to India and Prime Minister Narendra Modi has fulfilled that vision by bringing in the law, Singh said. On several non-BJP states refusing to implement the CAA, the defence minister said it it is a central law and everyone should follow it. Accusing the Congress of misleading people on the issue, he said the party should not forget its duty towards the nation just because it is in opposition.

AP Cabinet passes resolution for abolishing Legislative Council AMARAVATI, JAN 27 (PTI): The Andhra Pradesh Cabinet passed a resolution on Monday setting in motion the process for abolishing the state Legislative Council. ADVISORY ON NOVEL CORONA VIRUS Coronaviruses are a large family of viruses that are known to cause illness ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS). A novel coronavirus (nCoV) is a new strain of coronavirus that has not been previously identified in humans. The common signs include respiratory symptoms, fever, cough, shortness of breath and breathing difficulties. In more severe cases, infection can cause pneumonia, severe acute respiratory syndrome, kidney failure and even death. POSSIBLE PROTECTION MEASURES FOR CORONA VIRUS  Wash your hands properly with water and soap, or other hand disinfectants , especially after coughing, sneezing, using toilets, before handling / preparing food, and after contact with patient or their personal tools.  Avoid touching your eyes and nose as much as possible.  Use face mask in crowded places.  Use a tissue when coughing or sneezing, then get rid of it in a waste basket. After that, wash your hands carefully. If there is no tissue, it is preferred to cough or sneeze into your upper sleeve or elbow, NOT YOUR HANDS.  Maintain good hygiene habits in general.  Wash vegetables and fruits thoroughly before eating them.  Maintain other healthy habits such as, balance diet, physical activity, as well as getting enough sleep; this will strengthen your immunity. Matter of speakers

W

hat the Supreme Court had said in asking parliament to reconsider if the Speaker should be the final authority in deciding on disqualification under the Anti-Defection Law merits serious consideration. The Supreme Court had asked parliament to consider setting up of an independent mechanism to decide on disqualification cases besides fixing a time limit of three months. In our parliamentary history, there have been many instances where the Presiding Officers of the legislatures (Parliament and Legislative Assemblies) are found wanting in taking correct decisions; but one of the most abusing roles they have played is in disqualifying members on the basis of the anti-defection provisions in the 10th Schedule of the Indian Constitution. Disqualification under the Tenth Schedule may have ended the era of blatant defections but it has also led to controversies where actions of speakers have come under scrutiny of courts for adjudication. It is therefore, a matter of concern for parliamentary practices to see the office of the presiding officer getting controversial. Earlier, too, it was suggested that the President or the Governor should decide on the advice of the Election Commission. It should be ensured that the assignment does not become another sinecure for the judiciary. The court interprets and upholds the Constitution while the legislature enacts laws. While the SC does ask for introspection, the legislature should not abdicate its responsibility. Parliament represents the people and it should have a self-correcting mechanism. It may be noted here that in 1985 the Anti-Defection Law was passed as the Constitution (Fifty-second) Amendment Act. The Act sought to curb individual defections in the Legislatures by providing for disqualification of the defecting member while it allowed splits, if it involved one-third of the strength of the party in the legislature, and mergers of political parties under certain conditions, thereby seeking not to suppress political dissent, an essential pre-requisite for a healthy democracy. However, there were still grey areas in the Act which were exploited by the unscrupulous politicians, particularly by breaking away with the support of one-third of the members of the party. Defections were easy so far as smaller parties were concerned. This lacuna was rectified when the Constitution was amended in 2003 through the Constitution (Ninetyfirst) Amendment Act. However, ruling parties with a pliant speaker, have been able to cloud the principle of fair play. Sometimes, a speaker “after being satisfied” decides to or not to disqualify members in the interest of the ruling party he or she belong to. The Supreme Court in November 2019 held that the Speaker does not have the right to decide on the time period in deciding disqualification. This was echoed by the opposition NPF when it sought a time-bound decision over its petition for disqualification of seven rebels who flouted party directives by openly declaring their support for the rival candidate in the 2019 Lok Sabha and assembly by-election. ve r y O c t o b e r i s Breast Cancer Awareness Month. Every year several million women die of breast cancer. My mother died of it. Many of my friends have it. Some have had their breasts removed. Some are undergoing chemotherapy and have lost their hair. It is no longer a hidden disease that one doesn’t talk about. According to the Centers for Disease Control, breast cancer is among the most common causes of death in women. In 2016, 2,45,299 new cases of female breast cancer were reported, and 41,487 women died of breast cancer in the United States. In India the figures are ten times more. One in four women get it and each one of us are nervous that we may be the next victim. Many product manufacturers cash in to this month by putting pink ribbons on their products, or by colouring them pink. Unfortunately, many of these food products actually increase the risk of breast cancer and the manufacturers are aware of this, so it seems very cynical for them to take part – something like cigarette companies asking for funds for lung cancer research. Kentucky Fried Chicken has pink buckets for their dreadful mess of greasy chicken parts. Bars have pink martinis, sausage companies have

pink ribbons. But the worst is cheese. The Physicians Committee for Responsible Medicine, which has more than 12,000 doctors as members, on October 3rd 2019, petitioned the Food and Drug Administration in America to order that cheese manufacturers put a label on their product saying “Dairy cheese contains reproductive hormones that may increase breast cancer mortality risk.” “Instead of cheese manufacturers, like Kraft, slapping a pink ribbon on products like Philadelphia Cream and Macaroni & Cheese, as they have done during previous Breast Cancer Awareness Months, they should be adding warning labels,” says Physicians Committee president Neal Barnard, MD, author of The Cheese Trap and Your Body in Balance. “We want women to be aware that dairy cheese could put them at risk of dying from breast cancer.” Estrogens are considered the major pathway to breast cancer. Dairy products contain estrogens from cows, and, when milk is converted to cheese, the estrogens become more concentrated. These estrogens increase breast cancer mortality. A study called Life After Cancer Epidemiology Study, of 2,321 early breast cancer survivors, done by Caan, Stern-

The study followed women for 13 years and found that those women previously diagnosed with breast cancer, who were consuming one or more servings of high-fat dairy products (e.g., cheese, ice cream, whole milk) daily, had a 49 percent higher breast cancer mortality, compared with those consuming less than one-half serving daily. Dairy products included milk on cereal; milk by itself, butter, cream, or creamer in coffee or tea, cheese, dairy desserts like ice cream; pudding; custard or flan; low-fat or non-fat frozen desserts and yogurt. The study also found that women who had higher levels of physical activity, lower alcohol intake and did not smoke – but ate the highest amount of dairy – were still at great risk for a recurrence of cancer.

The study took everything into consideration: age, ethnicity, family history of breast cancer, severity of disease, pregnancies the various treatments : chemo, radiation, tamoxifen, smoking, exercise, alcohol, fat and food. And then concluded : all things considered, those consuming larger amounts of highfat dairy had higher breast cancer mortality. And this is not the only study confirming the link between dairy and breast cancer. A 2017 study, funded by the National Cancer Institute, compared the diets of women diagnosed with breast cancer to those without breast cancer, and found that those who consumed the most cheeses had a 53 percent increased risk for breast cancer. The authors say that components in dairy, such as insulin-like growth factor (IGF-1) and other growth hormones, may be some reasons for the increased risk for cancer. between low- and highfat dairy and breast cancer survival, was done in 2013. The authors, led by Candyce Kroenke, was funded by the National Cancer Institute and published in the Journal of the National Cancer Institute. The study found that high-fat dairy intake was specifically linked to breast-cancer. Consuming even a minimum of half a serving of high-fat dairy per day increased the risk of dying from the disease. The risk increased as the dairy intake increased. “Consuming plantbased milks or nonfat dairy products may be a reasonable approach for limiting risk of adverse outcomes,” the study suggested. Dr. Kroenke summed up the study: “In short, this study suggests that to improve survival, breast cancer survivors might shift away from high-fat to lower-fat dairy options, reduce high-fat dairy intake, and shift toward plant-based foods and milks .”Dairy products have been positively associated with other hormonal cancers such as those of the prostate, endometrium, and ovaries and non-Hodgkin’s lymphoma,” the authors point out. The Melbourne Collaborative Cohort Study, which included women from Australia, New Zealand, the United Kingdom, Italy, and Greece, found

that dairy intake was statistically significantly related to higher levels of estradiol and free estradiol . The authors hypothesized that estrogen and progesterone levels are markedly elevated in commercial dairy products, because most of the milk in the West is produced by pregnant cows who have elevated estrogen levels. Cancer is a major public health issue worldwide. 90%–95% of all cancers are attributed to either environmental or lifestyle factors. It is estimated that diet accounts for 35% of all cancer risk. What can be done to stay alive after being diagnosed with breast cancer – or how not to get it. The answer is the same, no matter which doctor you consult: eat plantbased foods, fruits, whole grains like brown rice and oats, beans like soya, and lentils, exercise, limit alcohol, and aim for a healthy weight. These methods help with weight loss, reduce estrogen levels and give you complete nutrition. In one study women who consumed more soya lowered their breast cancer risk by 30%. Soya contains protective substances like isoflavones. n highly-corrupt environments where it is impossible to win a contract without bribery, alongside a low probability of detection of bribery and/or low penalties, an integrity pact serves no useful purpose. Indian public procurement has accepted, unquestioningly, the integrity pact (IP) as its flagbearer weapon in its anti-corruption arsenal for two decades now. The IP is an agreement between the contracting government agency and private companies that they will abstain from bribery and ensure accountability through a monitor. Sanctions include loss of contract, blacklisting, forfeiture of bid and performance bonds, and liquidated damages. The IP is a mechanism to overcome the prisoner’s dilemma (a standard example in game theory) that shows why two rational individuals might not cooperate, even if it is in their best interests to do so. Defence contracts can be a touchstone to examine the efficacy of the IP, as it is necessary for all procurements of and above Rs 100 crore. A Look at Integrity Pacts’, examined the efficacy of IPs in tackling corruption. Two probabilities determine the propensity to bribe. The first is the probability of winning a tender without bribery, and the second is the probability of being caught bribing/ being bribed. Another determinant is the quantum of penalties on detection of bribery. If all these determinants rank low on the probability scale, it is unlikely that the IP alone will result in clean public procurement. This is because IPs

will be excessively reliant on subjective ethics of the stakeholders. Personal ethics are private behaviour that is difficult to ascertain, which makes the honesty pledge of IPs insignificant. The demand side of bribery faces the same game calculus. When there is low probability of detection and/or low penalties, the propensity to seek bribes will be greater. A public tender is an event governed by economic considerations, and non-economic factors such as ethics do not have a place in economic rationality. The central justification for a firm to participate in a tender is winning the contract that furnishes aggressive stimuli to bribe. Public officials, similarly, receive aggressive stimuli of bribery; moreover, they receive no special compensation for being honest. Oaths are private behaviour that are impossible to detect in a bribery-conducive environment. This reduces the IP as a window-dressing for the benefit of a third party. For someone who is willing to pay bribes to win contracts, it is not clear why honesty pledges would function as a deterrent. After all, irrespective of the legal environment, bribery is not an accepted behaviour, and furthermore it is often a crime. If someone is willing to commit a crime, then breaking one’s word by signing an honesty pledge and not abiding by it is a minor inconvenience. This is the central credibility problem of the IP. In short, in highly-corrupt environments where it is an impossibility to win a contract without bribery, alongside a low probability of detection of bribery and/or low penalties for bribery, an IP serves no useful purpose. Correspondingly, low-corruption environments do not need an IP. We e x a m i n e t h e above premises in the AgustaWestland case. In February 2010, the Indian government contracted to purchase 12 AgustaWestland AW101 helicopters for

the Indian Air Force (IAF) for Rs 3,600 crore, to carry the President, the Prime Minister and other VVIPs. In February 2013, the Indian government put the deal on hold, following the Italian authorities’ arrest of the chairman of Finmeccanica (parent company of AgustaWestland) and the CEO of AgustaWestland on charges of bribery to secure the Indian deal. In 2014, India cancelled the AgustaWestland chopper deal on the ground that they violated the IP. If the IP had been an effective instrument, the monitor should have raised the red flag when the IAF changed the technical specification of the tender to enable AgustaWestland to re-enter the bidding process. The IAF tweaked parameters such as the height of the cabin of the helicopter and the operational ceiling (the maximum altitude the helicopter could fly). The IP did not raise any suspicions of bribery either. The bribery emerged during an Italian investigation leading to arrest of key personnel in February 2013. By this time, delivery of three helicopters to the IAF had already taken place. Furthermore, when India cancelled the deal in January 2014 for the breach of the IP by AgustaWestland, the latter challenged the cancellation through the launch of an arbitration against India. AgustaWestland cancelled the arbitration in February 2019, only after India filed a criminal charge sheet against it in the High Court of Delhi. Neither did the IP enable India to get all monies it had paid to AgustaWestland—after the cancellation of the contract, India encashed $36 million worth of AgustaWestland’s bank guarantee in Indian banks in January 2014. For retrieval of the bank guarantee amount made by AgustaWestland in Italian banks that was about $260 million, India had to approach Italian courts. On March 17, 2014, an Italian court rejected the request

made by India. However, the appellate court in Milan reversed the lower court’s judgment and upheld the claims of the Indian government. Accordingly, in June 2014, the Indian government encashed $260 million, taking the total amount recovered so far to $300 million. With this, India has recovered around 45% of the total contract value of $520 million it had paid to AgustaWestland. (The company kept the 106 million euros for the three helicopters it had delivered.) Without the courts, the IP was a paper tiger. IPs also do not address the problem of cartelisation that affects public markets. The cartelised merry-goround schemes are very advantageous as they lower the ‘normal’ cost of participating. Participants in cartels leave the responsibility of drafting losing proposals to the preordained winner, or even use common templates (which is why one of the techniques to identify the action of cartels is to examine proposals looking for stylistic and even physical similarities). The amended Prevention of Corr uption Act (PCA), 1988, which penalises the supply side of corruption (the private sector), also renders the IP infructuous. Section 9 of the amended PCA penalises commercial organisations for bribing public servants for obtaining/ retaining business or an advantage in the conduct of business. Foreign companies are liable under the expanded definition of ‘commercial organisation’. Under section 10, ibid, senior functionaries of the commercial organisation can be punished with imprisonment (3-7 years) and be liable to fine. Section 16, ibid, permits courts to fix the fine equivalent not to the bribery amount but to the amount/value of the property that the accused person has obtained by bribery. Jawaharlal Nehru and the bloody fighting that followed, we have lost counts, but lakhs of graveyards that abounds in different corners of Naga inhabited areas stands to haunts us every moment. Let us admit ourselves that there is time for everything. There is time for war and there is time for peace and understanding. Mr. Prime Minister, at the time of signing the historic Framework Agreement at your official residence, in New Delhi on 3rd August, 2015 you have rightly said, “The Naga problem took long to resolve because we did not understand each other.” NSCN Chief Negotiator Mr. Th. Muivah also acknowledged your sincerity to solve the Indo-Naga political issue when he said, ”NSCN and Government of India had come close to understand each other under the leadership of Prime Minister Narendra Modi.” With this reminder to you of your commitment to solve Indo-Naga political issue, we would like to place ourselves in the comfort zone and look towards the days when we shall no more see the horror of war. They also informed that travel advisories, other guidelines and protocols issued by the Health Ministry have been also widely disseminated. Orientation of the Sashastra Seema Bal (SSB), the medical personnel, and health officials has also been conducted, the statement stated. Awareness drives are being undertaken through public address system, distribution of leaflets and signages at the border check posts.

NEW DELHI, JAN 27 (PTI): There is no scope for outside interference in India’s internal matters, Vice President of India M Venkaiah Naidu on Monday said in remarks that come as the European Parliament gets set to debate and vote on a motion against India’s new citizenship law. Addressing a gathering after a book launch event, he said he was concerned at the trend of foreign bodies interfering in matters that are “completely within the purview of Indian Parliament and government”. Such efforts were totally uncalled for and unwarranted and expressed hope that they would refrain from making such statements in future, he said. There was no scope for outside interference in India’s internal matters, Venkaiah Naidu asserted. The European Parliament is set to debate and vote on a motion tabled by a large chunk of its members against India’s new citizenship law, which it alleges marks a “dangerous shift” in the country’s citizenship regime. NEW DELHI, JAN 27 (PTI): The Enforcement Directorate has found that the recent violent protests in Uttar Pradesh against the Citizenship Amendment Act (CAA) had a “financial link” with the Kerala-based outfit PFI, official sources said on Monday. The agency, which is probing the Popular Front of India (PFI) under the Prevention of Money Laundering Act (PMLA) since 2018, has found that at least Rs 120 crore were deposited in bank accounts in western Uttar Pradesh after the Act was passed by Parliament late last year. It is suspected and alleged that these funds were used by PFI affiliates to fuel anti-CAA protests in various parts of UP, sources said, citing the findings of the Enforcement Directorate probe report. They said the ED has shared these findings with the Union home ministry. The UP police had also recently sought a ban on the Popular Front of India (PFI), days after its complicity was suspected in the statewide violent protests against the amended citizenship law. Nearly 20 people had died during these protests. The ED, sources said, found the funds deposited in bank were also routed from some foreign shores and were sent in the accounts of certain investment firms.

DIMAPUR, JAN 27 (NPN): Cyber Cell of Dimapur Police tracked and arrested one person on Saturday for reportedly posting a series of derogatory comments intended to offend and undermine the moral integrity of a lady. According to additional deputy commissioner of police/PRO, the culprit, identified as Imsumeren of Netaji Colony, Dimapur, had committed the offence by utilising a fake ID on Instagram during a group chat and subsequently through private posts to the victim. The particular chat group (name withheld) that was initially used by the culprit was taken down after Dimapur Police notified Instagram/ Facebook Inc. A case has been registered under relevant sections of IT Act at Diphupar Police Station. NEW DELHI, Jan 27 (PTI): Maruti Suzuki India (MSI) on Monday said it has increased prices of select models by up to Rs.10,000 with immediate effect to offset the impact of rising input costs. The price change varies across models and ranges up to 4.7% (ex-showroom Delhi) and are effective from 27 January 2020, MSI said in a statement. The price of entry level model Alto range has gone up in the range of Rs.9,000-6,000, S-Presso between Rs.1,500 to 8,000, WagonR between Rs.1,500 and Rs.4,000. New Delhi, Jan 27 (PTI): The government on Monday announced sale of 100 per cent stake in debt-laden Air India as it issued the preliminary bid document for the strategic disinvestment with the deadline for submitting expression of interest set as March 17. As part of the strategic disinvestment, Air India would also sell 100 per cent stake in low-cost airline Air India Express and 50 per cent shareholding in joint venture AISATS, as per bid document issued on Monday. Management control of the airline would also be transferred to the successful bidder. This is the second time in less than two years that the government has come out with proposal for selling stake in Air India, which has been in the red for long. The government has set March 17 as the deadline for submitting the expression of interest (EoI). AISATS is an equal joint venture between Air India and Singapore Airlines. It offers ground handling services. Air India also has interests in Air India Engineering Services, Air India Air Transport Services, Airline Allied Services and Hotel Corporation of India.

Kolkata, Jan 27 (PTI): Microfinance institutions (MFIs) have urged the Centre for more refinance from development financial institutions (DFIs) such as SIDBI and Nabard so that they can provide credit to the poor people at low rates of interest, an official said. Li arrived in Wuhan to inspect the epidemic control and prevention work, state-run China Daily reported. GHAZNI, JAN 27 (AFP): A plane crashed in eastern Afghanistan’s Ghazni province on Monday, officials said, but it was not immediately clear how many people were on board, or if it was a passenger or military jet. “At around 1:10 pm (0840 GMT) a plane crashed in Deh Yak district of Ghazni province. The plane is on fire and the villagers are trying to put it out. We still don’t know if it is a military or commercial plane,” Aref Noori, Ghazni’s governor’s spokesman, told AFP. A police spokesman in the province also confirmed the crash but was also unable to identify the craft. Large swathes of the rural areas in Ghazni province are controlled or under the influence of Taliban militants making access to the area difficult for officials. Social media was rife with suggestions that the plane was from the stateowned Ariana Afghan Airlines -- however the company said the rumours were “not true”. “All the flights of Ariana Afghan Airlines have been completed normally,” a statement on the carrier’s verified Facebook page read. Crashes involving military flights, particularly helicopters, are common in Afghanistan where inclement weather and creaky aircraft are often pressed to their limits in the war-torn country where insurgents have been known to target helicopters.

Billie Eilish sweeps top awards at 2020 Grammys

inger Billie Eilish swept the top Grammy categories, including album of the year, on Sunday night. She is the youngest and the second artiste to win in the major four categories at the prestigious awards ceremony. I n t h e i r G r a m my s debut, Eilish, 18, and her brother/recording partner Finneas O’Connell, 22, took home six of the seven awards they were nominated for on Sunday, reports variety. com. Bhattacharjee walked away with a cash prize of Rs 50,000. Dipshika Deka and Khoda Mona were declared as the first and second runners-up respectively. Lo n d o n, Ja n 2 7 (Agencies): Substitute Jason Cummings was the two-goal hero as Shrewsbury produced a stunning comeback to draw 2-2 with Liverpool in the FA Cup fourth round. Curtis Jones’ early finish followed by Donald Love’s own goal in the opening seconds of the second half had look to seal it for the Premier League leaders before the drama unfolded. Josh Laurent won a penalty midway through the second half that Cummings converted and the forward then raced through to earn a replay for the League One side. Fabinho looked shaky in the opening 45 minutes but there was plenty of class on show elsewhere - as was obvious in the build-up to the opening goal. January signing Takumi Minamino held the ball up well before feeding the impressive playmaker Pedro Chirivella and his fine pass put Jones away to score. This was the second consecutive appearance that Jones has scored in after his wonder strike against Everton in the third round and he looked bright once again. But just when it seemed that Liverpool might run away with it, Sam Ricketts’ Shrewsbury side showed they were a threat on the counter-attack through Sean Whalley and Callum Lang. It was Whalley who had the best chance after Fabinho was dispossessed

but when one-on-one with Adrian it was the goalkeeper who out-thought him with a fine block. Soon after, Whalley was away again down the left channel but this time he could only scuff his leftfooted shot wide of Adrian’s far post and the opportunity was lost. Shrewsbury must have felt like their chance had gone when Love inexplicably stroked the ball beyond his own goalkeeper within seconds of the restart. But that proved the catalyst for a renewed push from the home side and the goal came midway through the second half. The superb Laurent raced through and was taken

down by Yasser Larouci just outside the box only to see the referee point to the spot. Cummings slotted that past Adrian with ease and the Montgomery Waters Meadow went wild soon after when the unlikely equaliser arrived. Max O’Leary saved well from Divock Origi before launching a long ball upfield that saw Cummings get the better of Lovren before finishing expertly. Salah did come close to heading in the winner but the goal would not come for Klopp’s side and Liverpool now face a replay that will eat into their winter break. For Shrewsbury, the game at Anfield will be rather more welcome.

NBA legend Bryant killed in helicopter crash Los Angeles, Jan 27 (AFP): NBA legend Kobe Bryant died Sunday when a helicopter he was riding in crashed and burst into flames in thick fog, killing all nine people on board including his teenage daughter and plunging legions of fans around the world into mourning. Bryant, 41, was travelling with his 13-yearold daughter Gianna and seven other passengers and crew when their Sikorsky S-76 helicopter slammed into a rugged hillside in Calabasas, west of Los Angeles. There were no survivors. Bryant, a five-time NBA champion and twotime Olympic gold medallist, is widely regarded as one of the greatest basketball players in history, an iconic figure who became one of the faces of his sport during a glittering twodecade career with the Los Angeles Lakers. Dozens of firefighters and paramedics battled across steep terrain to reach the flaming wreckage at the crash site but found no survivors, officials said. The National Transportation Safety Board said an 18-strong team of investigators would be sent to California to probe the causes of the crash. Bryant’s death sent shockwaves throughout the world, with basketball stars stunned by the news.

KOHIMA JAN 27 (NPN): Two-time champions Mizoram will face Sikkim in the final of North East Dr. T Ao Trophy 2020 here at Indira Gandhi Stadium, Kohima on Tuesday. Playing the first semifinal match, Mizoram came from behind to beat host team Nagaland 2-1. Despite a bright start in the tournament, sloppy defending cost Nagaland the match as Mizoram outsmarted the host team in counter attacks. Mizoram midfielder Lalchungnunga Chhangte was the star of the match creating opportunities and space for the forwards but was undone in their finishing. It was a moment of brilliance from Rhitsho Mero who edged past the defenders to slot home the lead in the 18th minute for Nagaland. Halep moved on with a 6-4, 6-4 victory that sets up a meeting with Estonia’s 28th-seed Anett Kontaveit in the last eight. Mertens blasted bags of winners but also made 38 unforced errors as Halep chased down every ball and made the Belgian work for every point. Halep managed to crack Mertens at crucial moments, breaking for the second time to go 5-4 up in the first set and then serving it out.
