NEW DELHI, JAN 26 (PTI): India on Sunday celebrated its 71st Republic Day with a grand display of military prowess, vibrant cultural diversity and socioeconomic progress on the majestic Rajpath where thousands of people, besides foreign dignitaries and country’s top political and military leadership witnessed the annual parade. Brazilian President Jair Messias Bolsonaro was the chief guest for this year’s ceremony and watched the colourful parade at the historic avenue along with President Ram Nath Kovind, Vice President Venkaiah Naidu, Prime Minister Narendra Modi and a host of other leaders. There were several

firsts in the celebrations this year, including the Prime Minister paying homage at the National War Memorial and the tri-service formation. Anti-satellite weapon system developed under Mission Shakti, newly-inducted stealth attack helicopter Apache and transport chopper Chinook, and artillery gun system ‘Dhanush’ were among the key military assets exhibited for the first time during the parade. The militar y band played the national anthem with a 21-gun salute in the background as President Kovind unfurled the tricolour at the Rajpath before the start of parade. The 90-minute extravaganza symbolic of national pride left the spectators trans-

NSCN (I-M) irked by GoI’s actions

Governor Ravi leads R-Day celebrations in Nagaland

DIMAPUR, JAN 26 (NPN): NSCN (I-M) has expressed dismay over the recent actions carried out by government of India (GoI) agencies, despite being in ceasefire and political dialogue for over two decades. In a statement, NSCN (I-M) through its MIP alleged innumerable violation of Ceasefire Ground Rules by security forces and its intelligence agencies particularly the National Investigation Agency (NIA). MIP said that the NIA, whose power has been increased in the name of checking terrorism and protecting India’s national security, had been acting with impunity and intensified its activities particularly after the “ultimatum served by the government of India’s interlocutor” in July, 2019 and the deliberate rejection of the Framework Agreement principle. M I P a l l e ge d t h a t the agency (NIA), while protecting criminals were implicating members of the NSCN within India’s law and order Acts and Regulations, and the most recent case was that of Mrs. Alemla Jamir, cabinet kilonser, charged paradoxically of “terror funding”. fixed as soldiers from the three services, paramilitary and others marched down the central boulevard to the music from military bands on a sunny winter morning. From depicting Goa’s ‘Save the frog’ campaign and Jammu and Kashmir’s ‘Back to village’ programme to Kullu Dusshera festival in Himachal Pradesh, Rath Yatra in Odisha and Iyyanar deity statue in Tamil Nadu, 22 colourful tableaux with varied themes rolled down the Rajpath. Forty-nine children - 18 girls and 31 boys - honoured with the Pradhan Mantri Rashtriya Bal Puruskar for their exceptional achievement were greeted with applause as they were driven in decorated jeeps.

Students from different schools presented cultural performances. Women power too was on full display during the celebrations. Captain Tania Sher Gill, a fourth generation Army officer, led an all-men marching contingent of the Corps of Signals. Women personnel of the Central Reserve Police Force (CRPF) performed jaw-dropping stunts as their motorbikes raced down the Rajpath. Union ministers, including Home Minister Amit Shah, Defence Minister Rajnath Singh and External Affairs Minister S Jaishankar, former prime minister Manmohan Singh, Congress president Sonia Gandhi, senior BJP leader L K Advani,

BJP president J P Nadda, Lok Sabha Speaker Om Birla, Chief Justice of India S A Bobde and Delhi Chief Minister Arvind Kejriwal were among those present. The grand finale of the parade was a spectacular flypast in which around 40 aircraft took part. The main fly-past commenced with the ‘Trishul’ formation, comprising three ALH helicopters in ‘Vic’ formation. This is for the first time that a “tri-service formation” took part in the Republic Day. The next formation comprising three Chinook helicopter flew in ‘Vic’ formation at a speed of 180 kilometres per hour and a height of 100 metres, followed by five Apache attack helicopters. Besides this, three Dornier aircraft, C-130J Super Hercules, three C-17 Globemaster ‘Netra’, the “Eye in the Sky”, airborne early warning and control systems on Brazil-built Embraer, were also part of the flypast. Earlier in the day, Prime Minister Modi took to Twitter to extend his greetings to countrymen. “Wishing everyone a happy #RepublicDay. Jai Hind,” he tweeted.

hearts,” he added. Ravi said Republic Day was an occasion to remember and pay homage to father of nation Mahatma Gandhi and other leaders who through peaceful means carried on the political process leading to decolonisation of India. While paying homage to the founding fathers of Nagaland, he said one could only imagine under what extraordinary circumstances these leaders got together, kept their heads cool and thought what was best for their people who were caught in the crossfire. Ravi said when guns were booming, the people were caught in the cross-

fire, adding the founding fathers displayed extraordinary sense of unity through reason as Nagaland was administratively not one then. H e a c k n ow l e d g e d their political maturity and foresight as they were not swayed by emotions, but could assess what was in the best interest of their people. Speaking on the occasion, Rio said January 26 was a day of great significance as it was on this day in 1950 that the Constitution of India came into effect, making the country a sovereign, socialist, secular and democratic republic. KOHIMA, JAN 26 (NPN): For the first time in the State, the main Republic Day function at Nagaland Civil Secretariat Plaza here on Sunday was held without a governor’s address. Governor RN Ravi’s speech was broadcasted on the eve of Republic Day instead through All India Radio, Kohima and Doordarshan Kendra, Kohima. Ravi, unfurled the national flag, took the salute and inspected a parade of 20 marching contingents at Civil Secretariat Plaza

Earlier in his address to the people of the State on the eve of 71st Republic Day on Saturday, Ravi reaffirmed people’s “unwavering commitment to the fundamental values of our constitution– Democracy, Liberty, Equality, Fraternity, Secularism and Justice for all”. He reminded “those with guns, that any attempt to subdue the people with fear is doomed to fail and bound to recoil.” He urged them “to read the bold writings on the wall-and reformat themselves in tune with the reality before it is too (Cont’d on p-8) late.”

Insurgency in North East down: Modi

Weapons and violence cannot be a solution to any issue NEW DELHI, JAN 26 (AGENCIES): Prime Minister Narendra Modi on Sunday said insurgency in the North East has come down and one of the main reasons is that all issues of the region are being resolved through peaceful dialogue. In this year’s first ‘Mann ki Baat’, the PM’s monthly radio address, Modi also appealed to all those trying to find solutions through weapons and violence to come back (to the mainstream). He said violence never resolves any issue and no problem can be worked out by creating another. Modi appealed to those seeking to settle issues through violence to return to

the mainstream, saying they should have faith in the capabilities of India to resolve matters peacefully. Modi urged people to together “forge a new India, where every issue is resolved on a platform of peace.” The prime minister pointed out that a few days ago, 644 militants from eight different groups surrendered with their weapons. “Those who had strayed towards the path of violence have expressed their faith in peace and decided to become a partner in the country’s progress and return to the mainstream,” he said. “Those who had picked up weapons thinking that violence could solve problems, now firmly believe that the only way to solve any dispute is peace and togetherness,” the prime minister said in his radio address. The biggest reason behind the reduction in in-

surgency in the North East is that “every issue of the region is being honestly and peacefully solved through dialogue”, he said. Noting that the 21st century is the era of knowledge, science and democracy, Modi wondered whether anyone has ever heard of a place where life has turned better due to violence. “Have you ever heard of a place where peace and goodwill have been impediments in the quest of a good life? Violence never resolves any issue. No problem in the world can be solved by creating another problem. It can only be solved by seeking an optimal solution,” the prime minister said. Referring to the resettlement of Bru-Reang refugees in Tripura, Modi said the agreement reached between the Centre, Tripura and the Mizoram governments is a fine example of “cooperative federalism”.

Naga political groups which had concluded successfully in a positive manner would bring an early solution to the Naga political issue. Chang also congratulated the negotiating parties and conveyed his deepest appreciation to all civil society groups and tribal organisations for their unwavering support, good wishes and cooperation to the peace process. The minister also said the government of India deserved deepest appreciation for taking note of the unique and special status of the State and making provisions in Citizenship Amendment Act 2019 by exempting Nagaland from the purview of the Act by making it inapplicable in areas covered by Inner Line Permit (ILP) under Bengal Eastern Frontier Regulation (BEFR), 1873.

KOHIMA, JAN 26 (NPN): Veteran Naga leader and former governor and chief minister Dr. S.C. Jamir regretted that over the years, the 16 Point Agreement that formed the basis for creation of Nagaland, had been scorned and maligned by vested interests, including those who were enjoying the fruits of Statehood. Speaking at the “At Home” programme hosted by governor RN Ravi at Raj Bhavan here on Sunday, Jamir maintained that being one of the pioneers of the State, he felt it was the right forum and occasion to reveal some truths and achievements of Naga People’s Convention (NPC) which has been suppressed till today. He regretted that some people were inclined to apply distorted logic, analyse (Cont’d on p-7) half-cooked information to

draw faulty conclusions on matters requiring detailed and meticulous understanding . As the lone living signatory to the 16 Point Agreement, 1960, Jamir said it was his bounden duty to place on record the undeniable reality how NPC had dedicatedly endeavoured to create a favourable political environment by lucidly highlighting the foundational basis of the legitimate demands and long-felt political aspirations of the Naga people before Government of India. NPF welcomes SC ruling on anti-defection law

DIMAPUR, JAN 26 (NPN): NPF has welcomed Supreme Court’s (SC) ruling on the anti-defection law and for directing Parliament to rethink over the power of Speaker belonging to a particular political party in deciding petitions seeking disqualification of lawmakers. With SC’s directive, NPF said the Parliament was to set up an independent tribunal to decide disqualification petitions within reasonable time to give teeth to the anti-defection law, instead of leaving it to speakers who continued to remain political party members either de jure or de facto. In this regard, the opposition party urge Parliament to do away with quasi-judicial authority of a speaker in matters of disqualification petitions, as this system had proved a failure and ineffective as the (Cont’d on p-7) speaker also belonged to a

Dr. S. C. Jamir (NP)

DIMAPUR, JAN 26 (NPN): Power Department Junior Engineers’ Service Association (PDJESA) has decided hold a “democratic protest” from February 1 by wearing “black badges” followed by mass casual leave for three days, against the state government’s failure to address their grievances. Informing this in a press note, PDJESA president Er. L. Hekuto and general secretary Er. Razouvoyi Francis Rhakho said a representation was submitted to the government on August 19, 2019 highlighting about how the JEs of the department were made to serve in the same capacity for over 30 years, while some even retired in the same rank. PDJESA pointed out that if the same continues, more members would be retiring without a single promotion.

particular political party and hence could be influenced by political interests. In many cases, the disqualification petition to be decided within a reasonable period of time lingered on for indefinite period, it added. According to the party, the classic example of unreasonable and delay at hand was the disqualification petition against seven of its MLAs that had been pending at Nagaland Legislative Assembly speaker’s court for the past 10 months, which it said warranted early disposal as per the directive of SC in Manipur as the case was similar. In the recent case of Manipur Congress MLAs’ disqualification case, the three-judge bench of the apex court had directed the speaker of Manipur Legislative Assembly to dispose off the case within four weeks, failing which the pe-

titioner could approach the high court (HC). In general terms, the apex court had given direction that speakers should not sit over disqualification petition for more than three months NPF said it was of the strong view that this judgment of Supreme Court would compel all political parties to have a serious thought for giving effect to the provisions of Tenth Schedule in its true earnest. The party also urged Parliament to seriously consider, as advised by SC, amending the constitution to substitute speakers of Lok Sabha and State Assemblies under Tenth Schedule with a “Permanent Tribunal”, which could be headed by a retired SC judge or a retired chief justice of a HC or some independent mechanism to ensure that such disputes were decided swiftly and impartially.
