DIMAPUR, JAN 21 (NPN): All colleges and universities of the North Eastern region will likely remain shut on Wednesday as various student bodies have called for a total shutdown of these educational institutions against the contentious Citizenship Amendment Act (CAA), 2019. The shutdown has been called to coincide with the Supreme Court conducting a hearing of the various petitions filed before it challenging the constitutional validity of the Act. The universities in the Northeast that are likely to be affected by the shutdown call are Gauhati University, Dibrugarh University, North Eastern Hill University, Tezpur University, Assam Women’s University, Assam Agricultural University, Nagaland University, Rajiv Gandhi University and NERIST. DVC reacts to DCCF, DVFFAC DIMAPUR, JAN 21 (NPN): Diphupar Village Council (DVC) has accused Diphupar Community’s Chairmen Forum (DCCF) and Diphupar Village Fact Finding and Action Committee (DVFFAC) of trying to disinter the issue of alleged fund misappropriation, which it claimed was settled at the instance of then Dimapur deputy commissioner (DC). In a statement, DVC chairman Ghuzui Shohe and secretary Asapu Thirah said they were amused to read the news that was published on January 21. The duo claimed that EAC Chumoukedima had forwarded the complaint submitted by DVFFAC to the DC. They said DVC had also apprised the DC with facts of the matter by submitting a letter related to the complaint. Mentioning that DVC considered the Dimapur district administration as repository of best wisdom in matters of governance in the district, they clarified that the issue raised by DVFFAC in its letter to the Chumoukedima EAC was now resting in the Dimapur DC office. “The matter therefore stands sub-diced in the good office of DC, Dimapur. As such, Diphupar Village Council refrains from writing much at this stage,” the statement added.

(NESO), Asom Jatiyatabadi Yuva Chatra Parishad (AJYCP) and students from most of the universities and colleges across the North East have been raising their voice against the CAA. And considering the repercussions of CAA on the people of North Eastern States and in a show of solidarity and participation with the student fraternity of the region, All Nagaland College Students’ Union (ANCSU) president Vimeyiekho Vitso and general secretary Imnameren Jamir appealed to all colleges in Nagaland to observe total shutdown. Noting that Supreme Court would hold a hearing on the petitions filed before it challenging the validity of the Act on Wednesday, the student body pointed out that the university students’ fraternity of the Northeast had already declared a total shutdown of all universities and colleges in the region that day. Contending that the day would mark an important event for the entire country, ANCSU asserted that it firmly believed that Supreme Court would neither delay its verdict nor legalise CAA, which it
termed as unconstitutional in nature. The student body mentioned that the Act had been passed by Parliament amid massive protests. It regretted that despite opposition from right-thinking citizens of the country to CAA and their democratic protests, their voices had fallen on deaf ear. This was stated in a press release by Vimeyiekho Vitso and Imnameren N Jamir, president and general secretary respectively of the organisation. NURSF: Nagaland University Research Scholar Forum (NURSF) has called for a “total shutdown” of Nagaland University (Lumami) on January 22, 2020. In this regard, NURSF informed that a protest would be held against CAA at the University’s main gate from 9 January 22. Calling upon wellwishers to join and support the cause, NURSF said as a conscience body, it stands united with the declaration of North Eastern University’s Student Fraternity for a total shut down. colleges in Nagaland to observe “total closure” of institutions on January 22 in support of the clarion call made by ANCSU, to protest against CAA. In a press note, NTCA media cell has also requested all colleges to uphold the cause with unceasing prayer. DNSU: Dimapur Naga Students’ Union (DNSU) has appealed to all colleges and universities in Dimapur to observe total shutdown on Wednesday. The union explained the call had been given to express solidarity with the North-eastern university student fraternity that had declared a total shutdown of all universities and colleges in the region. Mentioning that the Supreme Court would hold hearing on the petitions filed before it challenging the validity of CAA, DNSU hoped that during the hearing the apex court would address the “unconstitutional and contentious Citizenship Amendment Act and its ill-repercussions on the indigenous masses of Northeastern States”. This was stated in a press release by the union’s media cell.
JCPI objects to Ravi’s mention of cutoff date for non-indigenous people DIMAPUR, JAN 21 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has made strong objection to some of the statements made by Nagaland Governor RN Ravi during his maiden address on the first day of Nagaland Legislative Assembly session held on January 17. In a statement by its convener K Ghokheto Chopi and secretary Tia Longchar, the committee asserted that the mention of November 21, 1979 as cut-off date and year for making a distinction among non-indigenous people who had settled in Dimapur was unacceptable and premature as the three-member commission headed by Banuo Z Jamir was yet to officially submit its report. The minister accused the Congress of not implementing the suggestions that came from its own leaders in the past on granting citizenship to minority Hindus in Pakistan, Bangladesh (then East Pakistan) and Afghanistan after Partition. He also targeted West Bengal chief minister Mamata Banerjee, saying she is now opposing Indian citizenship for Dalit Bengalis. DIMAPUR, JAN 21 (NPN): No major issue is left to negotiate between the Government of India and armed groups of Nagaland and the ball is now in the court of the rebel groups to pave the way for signing of the peace accord. In its report, The Assam Tribune, quoted “highly placed sources in the Ministry of Home Affairs (MHA) who said that “negotiation between the Naga rebel groups and the Government is complete and only the accord is left to be signed”. The AT said that as part of the agreement reached between the Government and the rebel groups, two autonomous councils would be set up in the Naga inhabited areas of Arunachal Pradesh and Manipur under the provisions of the Sixth Schedule of the Constitution of India. Nagaland will have one more Lok Sabha seat and the Government will take effective steps for the rehabilitation of the members of the rebel groups. However, the report said the demand for a cultural integration of the Naga inhabited areas (Pan-Naga Hoho), has been rejected
as a large section of people of Nagaland. It also noted that demand for a separate constitution and flag for Nagaland has been rejected. The report also said Ravi has held extensive talks with civil society groups and also consulted with governments of Manipur and Arunachal Pradesh. The report quoting sources said though the Government has been talking with the NSCN (I-M) and NNPG separately, yet the objective is to bring all together for the signing of the agreement as there will be only one agreement. The Centre will also have to address the issue of a few hundred cadres of NSCN (I-M) in Myanmar who will have to be brought back to India before the signing of the Accord so that they also surrender along with the other cadres. The other issue is that some members including senior cadres of the NSCN (I-M) are involved in “unlawful activities” such a gun running and car lifting. The report said this was not acceptable for the Government of India and that this has been informed to the leaders of the rebel group.
