The Governor said that wherever he went, Dr. T Ao played football and won the hearts of the people. He said Dr. T. Ao excelled not only in football

but also in academics. R.N. Ravi went on to describe the North East as a region with varying cultures and identities whose people lived as one family- in peaceful co-existence and happy symbiotic relation, until the post colonial politics of fragmentation began. He said there were no record of major clash among the people except for a few tensions over resources.

Ravi lamented that this political fragmentation created a divide among the people where the concept of “us” and “them” gained prominence. Complimenting those who had conceived the idea of the soccer tourney in the name of Dr T Ao for the entire North Eastern region and bringing its sportsmen together, the governor said: “The players don’t discriminate and they treat each other just

as a fellow sportsman. It’s a competition where the winner is not a victor and the one suffering defeat is not a loser either. The win is accepted with humility and the loss with grace.” He said the soccer tournament had brought together people of the region, which had produced galaxy of sportspersons. “We need to ponder and perhaps make a beginning of having more trophies in their honour so that the people of the region may come together more often in the spirit of unity,” he said. Advisor Youth Resources and Sports, Er. Zale Neikha in his welcome address, said the tournament has bought the region together under the theme “Together We Can Soar”. Neikha expressed the hope that the tournament would enable the north east region to stay connected and together achieve greater glories for the state and nation in the discipline of (Cont’d on p-7) sports.

Nirbhaya case: SC throws out convict’s plea

IMF cuts India’s growth rate to 4.8%, calls it ‘negative surprise’

NEW DELHI, JAN 20 (PTI): The Supreme Court Monday rejected the plea of a death row convict in the Nirbhaya gang rape and murder case challenging the Delhi High Court order which had dismissed his claim of being a juvenile at the time of commission of offence. A bench comprising Justices R Banumathi, Ashok Bushan and A S Bopanna dismissed death row convict Pawan Kumar Gupta’s plea and upheld the Delhi High Court verdict. The apex court said there was no ground to interfere with the high court order that rejected Pawan’s plea and his claim was rightly rejected by trial court as also the high court. Pawan had moved the apex court on Friday. He has also sought a direction restraining the authorities from executing the death penalty scheduled for February 1. A Delhi court on Friday issued fresh death warrants for February 1 against four convicts (Vinay Sharma, Akshay Kumar Singh, Mukesh Kumar Singh and Pawan in the case.

UNITED NATIONS, JAN 20 (IANS): Calling it one of the “negative surprises”, the International Monetary Fund (IMF) on Monday sharply cut India’s growth estimate for the current fiscal to 4.8 per cent, darkening the economic picture from the rosy 7.5 per cent made this time last year. The latest cut follows a downward trend which reduced India’s growth to 6.1 per cent in October. IMF’s World Economic Outlook (WEO) blamed India’s economic slowdown for a “lion’s share” of the 0.1 per cent cut in the global economic growth projections for last year to 2.9 per cent and to 3.3 per cent for the current year from those made in October. It also cut the global economic projections for 2021 by 0.2 per cent to 3.4 per cent. “A more subdued growth forecast for India accounts for the lion’s share of the downward revisions,” the IMF said. In the next fiscal year, India’s growth rate is expected to increase by 1 per cent to 5.8 per cent. However, IMF proj-

ects India to be the second fastest-growing major economy this year and the next, behind China’s 6.1 this year and 6.4 next year. India is expected to get the top spot in 2021, with a growth rate of 6.5 per cent to China’s 5.8 per cent, according to the IMF. The IMF said the reason for the downgrade of India’s growth rates is that “domestic demand has slowed more sharply than expected amid stress in the non-bank financial sector and a decline in credit growth.” The IMF gave India the lowest growth projection of the three made by international organisation this month -- all of which downgraded it from previ-

ous estimates. The World Bank estimated India’s growth rate to be 5 per cent for the current fiscal, while the UN put it at 5.7 per cent. The IMF said that globally, “trade policy uncertainty, geopolitical tensions, and idiosyncratic stress in key emerging market economies continued to weigh on global economic activity, especially manufacturing and trade, in the second half of 2019.” It added, “Intensifying social unrest in several countries posed new challenges, as did weather-related disasters.” Despite these, IMF said, “Some indications emerged toward year-end that global growth maybe bottoming out.”

Journalism passing through ‘critical phase’: Prez Peren bodies reiterate demand Says fake news has emerged as new menace NEW DELHI, JAN 20 (PTI): Stating that journalism has been passing through a “critical phase”, President Ram Nath Kovind on Monday said fake news has emerged as a new menace whose purveyors proclaim themselves as journalists and taint the noble profession. He said stories exposing great social and economic inequalities are ignored, and their place is taken by trivia. “Instead of helping promote scientific temper, some run after irrational practices in their search for eyeballs and ratings,” Kovind said. He said the fundamental principle of restraint and responsibility has been undermined substantially in the loud noise of the “breaking news syndrome”. “In the din of the ‘breaking news’ syndrome that has consumed the media now, this fundamental principle of restraint and responsi-

bility has been undermined substantially,” the president said. Kovind said old-timers would recall the magical touchstone of the five Ws and H (what, when, why, where, who and how) whose answers were essential for a story to qualify as a news report. Fake news has emerged as a new menace whose purveyors proclaim themselves as journalists and taint this noble profession, he said at the Ramnath Goenka Excellence in Journalism awards ceremony here. Kovind said Ramnath Goenkaji would never have allowed the situation to go adrift and initiated measures for course correction for the whole media fraternity.

“There is no doubt that journalism has been passing through a critical phase,” the president said. He said that journalists tend to wear many hats in the line of their duty. “These days, they often assume the role of an investigator, a prosecutor and a judge – all rolled into one,” he said. Kovind said it requires a great deal of inner strength and incredible passion for journalists to play so many roles at a time to arrive at truth. “Their versatility is praiseworthy. But that prompts me to ask if such a sweeping exercise of power is accompanied by genuine accountability?” he asked while Addressing the gathering comprising large number of journalists, the president said the quest for truth is, of course, difficult and easier said than done. “But it must be pursued,” he said. Kovind said a democracy, like ours, deeply relies on the uncovering of facts and a willingness to debate them. “Democracy is meaningful only when the citizen is well informed,” he added.

Petrol, diesel for sacking 2 IRB personnel prices cut further

DIMAPUR, JAN 20 (NPN): Expressing gratitude to the police department and the state government for promptly suspending the erring IRB personnel involved in the January 16 Peren town firing incident, the Peren-based organisations have, however, reiterated their demand that the duo be terminated from their services. In a joint statement, Ward Chairman Union Peren Town (N) chairman Tingbapeung Ndang; Peren Town Youth Organisation (N) president Nduzeu; ZMO (N) president Apeuna Iheilung; Peren Town Women Welfare Organisation (N) president Pelingrangle; Peren Town Gaonbura Union (N) and head GB Paurang Rangka, said that it was not about Peren town or Peren district, but every right thinking citizen of Nagaland should condemn

“such dangerous behaviors and actions” committed by the two IRB personnel who were supposed to safeguard and protect the lives of the public. Stating that the two erring IRB personnel were “a danger to civilized society and to the public”, the organisations said exemplary action should be taken by terminating their services. The organisations maintained that the 72-hour deadline served on the government has expired, but the department and the government have failed to meet their. The organisations have, therefore, demanded the police department and the state government to deliver justice at earliest before situations get out of hand “which may force us to go for further protest and agitations till demand is met.”

DIMAPUR, JAN 20 (NPN): Stateowned oil marketing companies decreased the prices of petrol and diesel were for the fifth consecutive day across all major cities on Monday. The price of petrol was cut by 10-12 paise while diesel was slashed by 19-20 paise bringing relief to the consumers. In the national capital Delhi, after today’s price revision, the price of petrol was Rs 74.98 per litre and diesel Rs 68.26 per litre. In Dimapur, petrol price dropped to Rs.72.83 per litre while diesel was retailing at Rs.65.94 per litre. In the state capital, a litre of petrol and diesel stood at Rs.73.64 and Rs.66.58 respectively. The retail prices of fuel are dependent on the international crude prices and the rupee-US dollar exchange rate as India imports almost 80 per cent of its crude requirements. Domestic petrol and diesel prices are reviewed by oil marketing companies on a daily basis. Price revisions are implemented at the fuel stations with effect from 6 a.m.

DCCF, DVFFAC resent inaction on fund misappropriation Nadda elected unopposed as BJP chief DIMAPUR, JAN 20 (NPN): Diphupar Community’s Chairmen Forum (DCCF) and Diphupar Village Fact Finding and Action Committee (DVFFAC) have expressed resentment against the lackadaisical attitude of Dimapur district administration towards the alleged fund misappropriation by Diphupar Village Council (DVC) and former Village Development Board (VDB) secretary, Diphupar Community. Addressing a press conference at Seb Tower Hotel here on Monday, DCCF and DVFFAC members regretted that even after repeated pleas and representations the administration had failed to take any action against the accused. They alleged that DVC and ex-VDB secretary had siphoned off over Rs 4 crore of village development funds, including MNREGA,

since 2017, but the district administration had failed to act even after repeated pleas and representations. DCCF and DVFFAC members also alleged that Village Council members (VCMs), GBs and VDB management committee had misappropriated Rs 1,10,50,000 meant for village development in 2017. The misappropriation included distribution of Rs 2 lakh each among 33 members of then DVC, GBs and VDB, they alleged. After DCCF had filed a complaint, Chümoukedima EAC, in an interim order on April 30, 2018, declared the disbursement of Rs 2 lakh each amongst the VCMs, GBs and VDB members as “defective as it amounts to misuse of power for personal gain.” The EAC in the order, copies of which were shared with the media, also directed

all VCMs, GBs and VDB management committee members to “individually refund and deposit Rs 2 lakh to his office within 30 days, which would then be deposited into the account of Diphupar VDB account. However, instead of refunding the amount individually, DCCF and FFAC alleged that DVC had deposited Rs 66 lakh by siphoning the amount from the VDB fund, thereby doubling the figure of misappropriation. To resolve the issue amicably within the village, DCCF said a general body meeting (GBM) was convened by DVC-appointed auditors on April 15, 2019 to audit income and expenditure accounts of DVC. But, when the auditors tabled their findings in the subsequent GBM of DVC on July 2, 2019, the council did not allow the auditors’ report to be completed alleging that

it was biased, the forum added. Thereafter in the GBM, FFAC members were selected and it was decided that the “findings and recommendations of the FFAC would be final and binding.” The committee then submitted its final findings to DVC on August 24, 2019. According to DCCF and FFAC, the total misappropriation of village funds was more than Rs 4 crore. DCCF, FFAC and auditors lodged a complaint to Chümoukedima EAC on November 2, 2019 and urged him to take appropriate action against “DVC and ex-VDB secretary and colleagues” as, despite the findings and recommendations of FFAC, DVC and ex-VDB secretary remained adamant and that there was no likelihood of the issue being resolved within DVC and (Cont’d on p-7) GBM.

NEW DELHI, JAN 20 (PTI): Jagat Prakash Nadda on Monday was elected unopposed as the BJP’s national president, taking over the reins from Amit Shah whose tenure of five-and-a-half years saw the party turning into a formidable electionwinning machinery despite occasional setbacks. The 59-year-old leader from Himachal Pradesh, seen as an affable and lowkey politician, enjoys the trust of Prime Minister Narendra Modi and the RSS -- the BJP’s ideological mentor. Taking over at a time when the party, despite its unprecedented win in the 2019 Lok Sabha polls, suffered setbacks, including below par performances in Haryana and Maharashtra besides losing Jharkhand, Nadda will have to work on the electoral strategy without causing too many

disruptions to improve the BJP’s performance. The Delhi assembly election is the first challenge for Nadda, who has been extensively touring the capital, where his party is locked in a tough fight with the Aam Aadmy Party. Bihar will also go for assembly elections by the year end. However, his big test would be the next year’s assembly polls in West Bengal. Nadda’s election as the 11th president of the BJP

was announced by Radha Mohan Singh, incharge of the organisational election process. Nadda will have a three-year tenure. Modi later arrived at the party headquarters to felicitate the newly-elected president at a ceremony that was attended by members of the BJP parliamentary board, its highest decisionmaking body, and veterans like L K Advani and Murli Manohar Joshi.
