Meghalaya chief minister Conrad K. Sangma Friday urged Rajnath Singh to reconsider the Citizenship Amendment Bill, 2016 which was passed in the Lok Sabha. Power deptt issues safety guidelines DIMAPUR, JAN 18 (NPN): Days after Nagaland Post published report of a person surviving electrocution due to flouting of safety rules, the power department Friday issued a notification for public information and safety. In a notification, the electrical inspectorate informed public to bring to the notice of the electrical inspectorate any breach in the rules so as to prevent any electrical accident due to the electricity lines. Fuel prices hiked
NEW DELHI, JAN 18 (AGENCIES): Retail fuel prices were hiked for the second straight day on Friday tracking the rise in international crude oil prices. After Friday’s revision, petrol became costlier by 7-8 paise while diesel price increased by 19-20 paise per litre across major cities of the country. In the national capital Delhi, petrol price rose to Rs 70.55 as against Rs 70.47 on Thursday whereas diesel price increased to Rs 64.97 as compared to Rs 64.78 yesterday. Strengthening of global crude oil rates coupled with a fresh dip in rupee’s value against the dollar has resulted in daily hikes since January 7.

ing Parliament’s upcoming Budget Session as members of the opposition strongly opposed it. “We have expressed our concerns about the Citizenship Amendment Bill. All the coalition partners of the Meghalaya government and Mizoram chief minister Zoramthanga too have expressed dissatisfaction over the Bill. Therefore, we have asked the government to reconsider the Bill. We are hopeful that the government will reconsider and think about this,” Sangma said. “The Home Minister have told us that he will definitely look into the matter and will soon call for a meeting with chief ministers of the North Eastern states for a detailed consultation on this issue,” he added.
Asked what will be his ultimate decision if the government goes ahead with the Bill, Sangma said, “We will take a call as I said when the time comes. We are still in a discussion with them. I don’t think it is correct time to comment on that.” Sangma has also called on all counterparts in the North Eastern states to come together and express their concerns on the Bill and stand in unity before the central leadership for the welfare of the entire region. Conrad Sangma and Mizoram’s new chief minister Zoramthanga said there should not be any dilution of the 64-year-old Citizenship Act. “It (amendments) should not be there. Let it be as it is. Let it not be amended as it is proposed. That’s what
we want,” Zoramthanga told reporters. Manipur chief minister N Biren Singh has already made it clear that the coalition government in the state led by the BJP will not support the passage of the Bill unless there is a provision for protecting the indigenous people of the northeast. Several allies of the BJP have also made their opposition to the “discriminatory” bill known to the ruling party, but it maintained that the “bill is not any state or region specific, it is for the entire country”. “We’re reaching out to our alliance partners who have expressed concerns over the bill. We’ll reassure them that interests of each and every state will be taken care of. We’re confident that those who have left will come back,” BJP’s troubleshooter and general secretary Ram Madhav, said referring to the Asom Gana Parishad’s (AGP) exit from the NDA over the bill. Even though Madhav accepted that some of the concerns are valid, he accused those opposing the bill of spreading misinformation.
EC may announce dates for LS polls in March: Report NEW DELHI, JAN 18 (PTI): The dates for the Lok Sabha elections are likely to be announced in the first week of March, sources indicated on Friday. The term of the present Lok Sabha ends on June 3. The Election Commission is in the process of deciding the number of phases and the months in which polling would be held, they said. The charting of the phases would also depend on the availability of security forces and other requirements, the sources said, adding the announcement of the mega exercise is likely to be made in first week of March. There is a possibility that the Election Commission may go by the precedent and hold assembly elections in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh along with the Lok Sabha polls. Since the Jammu and Kashmir assembly has been dissolved, the EC is bound to hold fresh polls there within six months.
NDPP misleading people on CAB vis-à-vis Art 371(A): NPFLP DIMAPUR, JAN 18 (NPN): A day after NDPP sought to dispel confusion regarding Citizenship Amendment Bill (CAB) 2016 in context of Nagaland vis-à-vis Article 371(A), the NPF Legislature Party (NPFLP) Friday alleged that NDPP was “intentionally” cheating, misleading and miseducating the people of Nagaland by imparting “wrong information/wrong education”, which it said was “totally unbecoming of a political party ruling the State today.” In a press note, NPFLP spokesperson Imkong Imchen maintained that NPF would “never commit such a heinous crime” against its own people under any circumstances and sought to respond to “this mischievous NDPP statement”. Imchen argued that the CAB and 1955 relates to granting of Citizenship whereas 1873 BEFRA visà-vis Inner Line Permit was granting of permission to visit certain place/region for a certain period of time. “These two subjects cannot and should not be clubbed up together but should be always different because it
is different to each other by law,” he said. Pointing out that the Act of Parliament with regard to the CAB was to grant citizenship of India and not for citizenship of a village, Imchen therefore said that “the argument of bringing the village councils or Nagaland Village & Area Council Act 1978 into the picture” was irrelevant. “It is totally wrong and mischievous and intentional misleading of Naga People,” he said. On the assertion of NDPP that they were asking for review of the bill, Imchen said “This is a shameless act to once again intentionally mislead its own people for cheap political mileage.” He said their MP in Lok Sabha has not raised his objection in the House and now they claim that they have asked for review. “This is heights of betrayal and insult to the intellect of the Naga people,” Imchen said. I m c h e n , h owe ve r, agreed to NDPP’s statement that Nagaland has been exempted from the purview of 73rd Constitution Amendment of 1992 since it would amount to infringement of
provision of 371(A). “We could not agree more on this, which was done during the Congress regime. Can we expect the same of the NDPP and its coalition partner to do the same?” he asked. Imchen was however of the view that it was not at the discretion of the BJP party in Delhi since the latter was not in majority in Rajya Sabha. He, therefore, said the Bill cannot be passed as simple as it was passed in Lok Sabha. Moreover, he said there cannot be two laws in respect of one issue, adding that a Bill cannot differ between Lok Sabha and Rajya Sabha. “In other words, if this CAB has to be reviewed, it has to go back to LS before it is finally passed in RS. This is the parliamentary procedure,” Imchen said. Stating that the NPF has already explained the gist of the Bill to the people, Imchen has appealed to the legal luminaries of the state to come out with their point of view and interpretation with regard CAB so as to enlighten the people further without any political colour. DIMAPUR, JAN 18 (NPN): Residents of Naginimora have decided to construct roads of the town through contributions from the business community at an estimated cost of Rs 3.61 crore. In a press note, Konyak Union (KU) Naginimora alleged that roads of Naginimora town had been neglected for the past 20 years without a single maintenance work being carried despite repeated representations to the government, and in spite of the people of Naginimora paying a huge amount of revenue during this period. A public meeting was held in this regard and a core committee for overseeing the road construction was formed with Konyak Union (KU) Naginimora unit president L Methlow Konyak as its convener. Other members of the com-
mittee include N Khampei Konyak (secretary), S Methlow, Yewang, Yopong DK, Wangching, Humpong retired forest ranger, Woklang, Hamnyei, Munglung retired forest ranger, former personal assistant to DC Tongpen, KBCN pastor, Henpong head GB, Wangkai, H Honheih, Naginimora Konyak Students’ Union, Konyak Nyupuh Sheko Khung Naginimora unit and KU Naginimora unit. As the construction of roads would be carried through private contribution, all State government departments have been asked not to exercise their rules and regulations for two years– from 2019 to 2021. This, KU unit explained, was also part of an agitation against the State government for not constructing the roads despite repeated appeals and submission of memorandums. The union asserted that it was the fundamental right of the residents of the town to have better roads.
DIMAPUR, JAN 18 (NPN): Angami Youth Organization (AYO) has urged the National Highways & Infrastructure Development Corporation Limited (NHIDCL) to expedite the works of the ongoing fourlane road project on NH-29 (Asian Highway –I), which is supposed to be completed by the end of 2019. In a representation addressed to the director (A&F) NHIDCL, the AYO president, Neinguvotuo Krose, and general secretary, Kekhrie Pfukha, stated that the organisation had been assuring the firms/contractors of its unfailing support should any untoward circumstances arise that could disturb their work. However, AYO said it was disheartening to see a national company was
“seriously and pathetically incompetent to deliver in their responsibility.” Pointing out that road construction in Nagaland can be adversely affected by heavy torrential rain during the monsoon season, AYO said the period suitable for road construction was only about six months (November-April) before the monsoon sets in again. The organisation lamented that in the last two seasons the firms/contractors had been very lackadaisical in their progress. “The public had been voicing their complaints repeatedly about their slow progress to no avail. And given the present pace of work progress, it is simply entirely impossible to accomplish the said work in the stated stipulated time,” AYO stated.
Further, pointing out that the highway was the only lifeline for Nagaland and Manipur, AYO urged the NHIDCL to “imagine to what extent this road disruption through the ongoing expansion work is entailing the citizen of both the two states.” In the light of the above, AYO has demanded that the contracting agency immediately activate all their machineries, which were lying idle most of the time. It also demanded expediting the work at the earliest in order to meet the contracting deadline without compromising the quality of workmanship. The organisation cautioned the concerned agency “not to give lame excuses and unpalatable pretext to evade responsibility under any circumstances.”
PM’s pre-poll handouts to cost billions, breach fiscal targets: report NE W D E L HI, JAN 18 (AGENCIES): A series of vote-catching measures planned by Prime Minister Narendra Modi as he braces for a difficult general election may cost more than Rs. 1 lakh crore, two sources with direct knowledge of the matter said. Much of the cost of the extra spending or revenue losses would have to be borne by the government that will take charge after the election due by May. The spending is also likely to delay plans to reduce the government’s budget deficit, a key indicator of the nation’s economic health. PM Modi’s BJP lost three major state elections at the end of last year, largely due to anger in rural India in the face of low crop prices and rising costs. PM Modi remains the front-runner for the general election, according to opinion polls, but his once-invincible image has been dealt a heavy blow.
The government is expected to unveil handouts mostly aimed at farmers in an interim budget to be presented on February 1, said the sources, both government officials. While no final decisions have been taken, the measures could include direct transfers of funds into farmers’ bank accounts and interest-free loans for them. The giveaways will come on top of tax sops, job reservations and policies favouring local businesses that have already been made public. A spokesman for the Ministry of Finance did not respond to an e-mail seeking comment. The BJP’s economic affairs spokesman, Gopal Krishna Agarwal, told Reuters this week that the party favoured an expansionary economic policy that would give space to growth-boosting measures as inflation stays low. The BJP also does not consider the finance ministry’s
plan to keep the fiscal deficit to 3.3 per cent of gross domestic product in the current April-March fiscal year as “sacrosanct”, he said, comments which pushed bond yields higher and hurt the rupee. “Addressing farmer distress is the most important thing,” Agarwal told Reuters. “You need an expansionary policy. You chase growth in the economy, you do not chase these parameters like fiscal deficit.” Since the state election losses, the Modi government is also considering raising the income level at which people need to pay personal tax. The government also plans to spend millions of dollars to add new seats in colleges and universities to accommodate a 10 per cent quota announced recently for the less well-off among upper caste Hindus and people from other religions. The Congress called it
the reaction of a “panic-stricken” administration. “Fearing an impending loss in the election, the government wants to bandage this crisis situation by giving interest-free loans and income-support schemes,” said Gourav Vallabh, a Congress spokesman. “Like all other schemes, this is a hurriedly prepared scheme by a panicstricken Modi government.” He said the countryside was in the throes of the “worst agrarian crisis in 20 years”, because of Modi’s shock ban on then existing high-denomination bank notes in 2016 and a chaotic implementation of the GST in 2017. The interest-free loans for farmers, to be given by state banks, who would be compensated by the government, could cost Rs. 120 billion a year, the government sources told Reuters, declining to be identified as the discussions are not public. They said the personal
and commercial tax concessions could lead to a revenue loss of up to Rs. 250 billion. This would include a proposed GST rate cut for cement to 18 per cent from 28 per cent that would lead to an annual revenue loss of Rs. 130 billion. The Reserve Bank of India (RBI) is likely to pay the government a dividend of up to Rs. 400 billion by March, Reuters reported earlier this month citing sources, but that will far from make up the difference. Moody’s Investors Service has already said India’s federal fiscal deficit target could slip to about 3.4 per cent of GDP in the current fiscal year because of revenue shortfalls from GST collections, lower excise duty and below-target government asset sales. Many states have also let their financial discipline slip, especially around the time of elections, economists say.
DIMAPUR, JAN 18 (NPN): Expressing its dissatisfaction at the State government not making report of the Special Investigation Team (SIT) public even after lapse of 14 months, Eastern Nagaland College Students’ Union (ENCSU) has warned of disrupting Republic Day celebrations on January 26. In a press release issued by its president M Longre Chang and general secretary Wangnei C Jessuhu, the union also urged all Eastern Nagaland region students in particular and Nagas in general to be mentally prepared to fight for justice as it could announce a final movement against non-release of full scholarship and non-publication of the SIT report anytime. It recalled the stir was kept on abeyance since December 7, 2017 after having received an assurance from the government. ENCSU recalled that the SIT was constituted to probe into alleged misuse of students’ scholarship fund by the higher education department. Mentioning that the government was hiding the SIT report even as Naga students were “thirsty for their due share of scholarship”, the union further accused the higher education department of trying to kill the (Cont’d on p-7) career of students.
DDCGA tribe executives oppose election of office bearers DIMAPUR, JAN 18 (NPN): Dimapur District GB Association (DDGBA) tribe executives from Angami, Ao, Lotha, Chakhesang, Zeliang, Phom, Sangtam, Kuki and Kachari communities have expressed opposition the election of the office bearers. In a representation addressed to the deputy commissioner (DC) Dimapur, the executives from nine tribes stated that the tenure of last office bearers expired in the month of May 2018. However, the signatories said the present office was manned by the office bearers without the approval of the general body and last general body meeting conducted on November 24, 2018. Prior to the general meeting, they said the executive committee constituted a five-member search committee as per constitution and brought the new office bearers for the general approval. Accordingly, they said the report of the search committee was deliberated and the majority voiced for acceptance of the said report. However, the signatories said the present president ignoring the voice of the majority overruled and the initiated for election, which they termed as “illegal and against constitution.” Therefore, the signatories said they have on January 14, 2019 resolved to uphold the search committee report as per constitution.
