Addressing the 13th Nagaland Legislative Assembly on the first day of the fifth session, Ravi expressed appreciation to the stakeholders for their sincerity, foresightedness and their spirit of understanding that helped create a conducive atmosphere for conclusion of talks. He lauded the efforts of the Joint Legislators Forum for the November 13,2019 resolution on Naga political issue. DIMAPUR, JAN 17 (NPN): Governor of Nagaland and Government of India Representative and Interlocutor for Naga Peace Talks, RN Ravi would be meeting NSCN (I-M) leaders at Police Complex, Chumukedima here Saturday. NSCN (I-M) sources told Nagaland Post that their delegation would be led by ato kilonser and chief negotiator, Th. Muivah. It may be mentioned that negotiations over contentious issues between that negotiating parties concluded on October 31, 2019 after a three-month deadline set by Prime Minister, Narendra Modi. After conclusion of negotiations, the negotiating parties have been working on tying the “loose ends” before inking the final agreement.

Emphasising on the importance on development of roads, he said four road projects have been sanctioned under NEC for upgradation. Also seven projects under North East Special Infrastructure Development Scheme(NESIDS) and 13 under Pradhan Mantri Gram Sadak Yojana(PMGSY) have also been sanctioned. Further, he said the Roads and Bridges department is constructing nine roads under Inter-State Connectivity (ISC) covering 180.89 Kms amounting to Rs.631.18 crore.

NDFB signs SoO with GoI NEW DELHI, JAN 17 (PTI): Banned NDFB, an insurgent group active in Assam, has signed an agreement with the government for suspension of operations, officials said on Friday. According to the pact, the National Democratic Front of Boroland (NDFB) under the leadership of its ‘president’ B Saoraigwra will abjure violence and join in peace talks with the government. The tripartite agreement was signed by representatives of the NDFB and the central and Assam governments, the officials said. Active members of the NDFB including Saoraigwra were brought back from Myanmar on January 11. Top leaders including Saoraigwra, its ‘general secretary’, ‘commanderin-chief ’ and ‘finance secretary’ were part of the group, an official said. The group carried 25 weapons, more than 50 magazines, more than 900 assorted ammunition and communication equipment with them. Four family members also accompanied the group. Saoraigwra’s group was active in Myanmar along with other Northeast insurgent groups. They had formed a joint plat-

This was the only active Bodo insurgent group operating in Assam with the demand for a separate Bodo state. The demand for a separate state for the Bodos has been in going on in Assam for about about five decades with several Bodo overground and militant groups raising it, leading agitations, protests and violence that resulted in many deaths. Agreements were signed in 1993 and 2003 to resolve the vexed issue. A Bodo Territorial Council under Sixth Schedule of the Constitution was created in 2003 to meet political, developmental and identity-related aspirations of the Bodos. However, the demand for Bodoland state continued despite opposition by non-Bodo groups in the state. Another official said if a final settlement to the Bodo issue is found while keeping intact the territorial integrity of Assam, it will go a long way in improving the law-andorder situation and bring prosperity and progress to the state.

NEW DELHI/BEIJING, JAN 17 (PTI/IANS): The government has issued a travel advisory asking citizens to follow certain precautionary measures while visiting China in the wake of the outbreak of Coronaviruses (CoV) there. China on Friday has confirmed a second death due to a new type of coronavirus in Wuhan city. The advisory issued by the Union health ministry stated that even though the mode of transmission of the novel coronavirus is unclear as of now, those visiting China are advised to avoid travel to farms, live animal markets or where animals are slaughtered, and refrain from consuming “raw or undercooked meat”. It suggested avoiding close contact with people who are unwell or showing symptoms of illness, such as cough, runny nose among others. The travellers are advised to wear a mask if they have symptoms of respiratory problem. It also stated that as on
January 11, as many as 41 confirmed cases of infection with the novel coronavirus have been reported so far. “Only travel-related cases have been reported (one each) in Thailand and Japan. The clinical signs and symptoms are mainly fever with a few patients having difficulty in breathing. The mode of transmission is unclear as of now...,” the advisory read. WHO Thursday stated that not enough is known about the coronavirus to draw definitive conclusions about how it is transmitted, clinical features of disease, or the extent to which it has spread. It urged all countries to be prepared to tackle the spread of the virus. Meanwhile, as a precautionary measure, the Union Health Ministry has instructed screening of travellers from the neighbouring country at Delhi, Mumbai and Kolkata airports using thermal scanners. Health Minister Harsh Vardhan took a stock of public health preparedness in the country on Friday. State governments have also been advised on the necessary precaution to be taken on the issue.

DIMAPUR, JAN 17 (NPN): Taking strong exception to the reported firing incident by two IRB personnel on duty at Peren town on January 16, the deputy chief minister Y. Patton, who also holds the home portfolio, has directed the director general of police to immediately conduct thorough enquiry into the incident and to submit its report to the government within 72 hours. According to a statement issued by DCMO media cell, the deputy chief minister has also directed DGP to take stern and deterrent action against the duo as per the service jurisprudence. Strongly condemning the alleged criminal act by the two IRB personnel in uniform, the deputy chief minister said that the government would not tolerate such indiscipline. He said that once their guilt was established, an exemplary and deterrent action would be taken as per the law of the land. “The hard earned good image of the State Police Force shall not be allowed to tarnish by some errant personnel at any cost,” Patton stated. The deputy chief minister has assured that befitting punitive action would be taken as per the law of the land. He, therefore, appealed to all responsible to cooperate with the department.

DIMAPUR, JAN 17 (NPN): Governor of Nagaland and Meghalaya, RN Ravi, Friday said there was no second class citizen in Nagaland and maintained that all were equal and first class citizens. Speaking as special guest at the Mimkut Mini Hornbill Festival, at Molvom village, Medziphema sub division, organised by Kuki Inpi Nagaland (KIN), on Friday, said that a country like India cannot grow if its minorities were marginalised or not taken care of. Similarly, Ravi said Nagaland cannot grow if smaller tribes or smaller communities feel concerned, apprehensive or feel marginalised. Governor stated that Nagaland belonged to the indigenous people of Nagaland, where Kukis were indigenous people, and that
there was no question of it (Kuki tribe of Nagaland) being marginalised or being considered as a second class citizen. He maintained that if Nagaland was proud of its rich cultural heritage, it was also because Kukis of Nagaland have made it rich. “When we look at the beautiful and astounding presentation of various communities from whole over the state in the Hornbill festival, we see the presence of Kukis of Nagaland. So in the cultural sector of Nagaland, Kukis have a very significant position as well”, Ravi stated. Ravi, who is also the government of India representative and interlocutor for Naga peace talks, stated that it did not matter whether a community was large or small. He said that every indigenous tribe was an equal partner and stakeholder, in all that happens
to Nagaland. Commenting on the condition of roads in the state, the governor compared road network to circulatory system in a human body and said that if road network in the state was good, the health of the state would be good. Stating that road condition in the state was rather not in the best condition, the governor said road was one of his priorities, adding that good road was not merely an example of progress, but an essential requirement of a healthy state. Ravi also stated that he has been constantly and regularly monitoring various road projects including Dimapur to Kohima four-lane project. Nirbhaya case: 4 convicts to be hanged on Feb 1, says Delhi court Centre holds meeting with NEW DELHI, JAN 17 (PTI): Fresh death warrants were issued by a Delhi court on Friday for the execution of the four convicts in the 2012 Nirbhaya gangrapemurder case on February 1, shortly after the President quickly rejected the mercy petition of one of them. Additional Sessions Judge Satish Kumar Arora while ordering that the four men, who are lodged in Tihar jail, be hanged at 6 am on February 1, however, expressed displeasure over the delay in their hanging. “This case presents a scenario when convicts were given the opportunity to file mercy but only one preferred. There might be delay tactics. For how long will this go on? Had death warrant not been issued, the convicts would not have initiated their legal remedies,” he said.

The judge was hearing the plea by Mukesh Kumar Singh for postponement of the date of his execution scheduled for 7 am on January 22 in view of the pendency of his mercy petition. According to the Delhi government, the Prison Rules mandate a buffer period of 14 days between the day of the rejection of the mercy petition and the day of execution.
Besides Mukesh, 32, Vinay Sharma (26), Akshay Kumar Singh (31) and Pawan Gupta (25) were to be hanged. Jail authorities have made preparations and staged mock hanging sessions using sandbags with new ropes. The curative petitions of Mukesh and Vinay have already been dismissed by the Supreme Court, the last judicial recourse to challenge the death penalty awarded to them. Akshay and Pawan have not filed any curative petitions yet. Also, the two men and Vinay have the option of filing mercy petitions before the President. Pawan, meanwhile, moved the Supreme Court, against the Delhi High Court verdict rejecting his juvenility claim at the time of offence. Nirbhaya’s mother expressed disappointment
at the postponement of the execution. “I will fight and I will keep struggling… I will wait,” she said. Tihar jail authorities sought issuance of fresh death warrants against the four convicts after Public Prosecutor Irfan Ahmed told the court that Mukesh’s mercy plea was rejected by President Ram Nath Kovind. Remedies available for Mukesh to escape the gallows were effectively exhausted with officials saying the mercy plea has been rejected by the President and the Home Ministry sending it on to the Delhi government. The president’s rejection of Mukesh’s mercy plea came after the Union Home Ministry forwarded the petition to his office late on Thursday night. On Friday, after the President turned down the mercy plea,
the home ministry sent it to the Delhi government. Officials said the petition was sent to the Delhi government for the dissemination of information to prison authorities. “It’s a very good thing. Our hopes have gone up after the disheartening news that the execution might be delayed,” the young woman’s father told PTI. “We are happy that the chances of them getting hanged have increased. We are assured that as soon as they file mercy pleas they will be rejected,” he added. The 23-year-old physiotherapy intern, who came to be known as ‘Nirbhaya’ (fearless), was gangraped and savagely assaulted on the night of December 16, 2012, in a moving bus in South Delhi. She died of her injuries a fortnight later in a Singapore hospital.
