Peace talks on track: WC, NNPGs

DIMAPUR, JAN 17 (NPN): Working Committee (WC), Naga National Political Groups (NNPGs) has claimed that there were continuity, clarity and progress in negotiations with Government of India (GoI). In a statement issued by its media cell, WC clarified that there was no stalemate or deadlock in the peace talks, and that it was not indulging in a political monologue. A clear approach was laid on the ground allowing collective wisdom to seep through in consonance with “our history, supported by logic, reasoning and practical reality of the day.” Mentioning that every issue was processed jointly and transparency, proactive argument and healthy debate preceded each round of negotiations, the committee asserted that this was a “tectonic shift” from the usual Indo-Naga political dialogue. WC said it believed that political and historical rights and aspiration of Nagas residing in Nagaland, M a n i p u r, A r u n a c h a l Pradesh and Assam would be honoured and fulfilled.

After Alok Verma, Govt now decides to remove CBI No.2 NEW DELHI, JAN 17 (AGENCIES): In a surprise move, the government on Thursday decided to move out CBI No2. Rakesh Asthana, who was involved in a bitter feud with now removed CBI director Alok Verma, from the premier investigating agency with immediate effect, said sources. Along with Asthana, AK Sharma, MK Sinha and Jayant Naiknavare too have been removed forthwith. Sources say, the decision to move them out of the CBI was taken at a meeting held this morning at the CVC. Asthana has now been moved to Bureau of Civil Aviation, AK Sharma will be ADG, CRPF and MK Sinha to Bureau of Police Research and Development. On October 15, the CBI had booked Rakesh Asthana and Satish Sana Babu, a businessman from Hyderabad, for alleged corruption. Later in the day, the Central Vigilance Commission (CVC) had also shot off a letter to the then CBI Director Alok Kumar Verma conveying the apprehensions of Asthana of “bias and prejudice” in case of an investigation against him. Verma too slapped a counter case against Asthana.

It also solicited prayer support from all Nagas, irrespective of domicile status or political, religious and tribal affiliations. S t a t i n g t h a t WC, NNPGs was a child of Naga reconciliation process, the committee said it owed its existence to peaceloving Naga people for believing in and endorsing various Naga national political groups into initiating a common platform. “Naga political leaders having different ideologies and backgrounds, for the sake of future generations, answered the call of Nagas. The endeavour is to salvage our historical and political rights through peaceful, honourable and acceptable solution,” the statement stressed. Further mentioning that reconciliation within the Church and Naga civil societies was urgent, WC emphasised that reconciliation among Naga tribes and communities, clans and within families was an essential component towards creating a “peaceful interdependent Naga homeland”. “The process becomes narrow and one dimen-

sional, if it caters only to stop hostility among armed Naga groups. Naga history is profoundly glorious yet intensely turbulent and violent. It teaches us to be fiercely patriotic yet not to be self-indulgent and remorseless,” the committee added. According to WC, reconciliation process must identify and correct the basic flaw pertaining to social, religious and political discourse. It would naturally lose its shine if informed opinions and pragmatic challenges were muffled by opinionated and impractical narratives. The truth would then be suppressed and propaganda upheld. The process must, therefore, rid itself of procrastination and avoid biased presumptions and unfounded characterisation of leaders or followers, the committee highlighted. Despite the seeming trust deficit and apprehension among its members initially, WC pointed out that greater and nobler service in unison for Naga nation became a critical task at hand. Thus, with varied yet common political idea, much brainstorm-

ing through past Naga history, analysing present predicament and envisioning future political landscape ensued, and consultation with Naga tribes, eminent scholars, intellectuals and civil societies gave shape to a single entity, eventually leading it to the negotiating table with GoI in September 2017, the committee recollected. Mentioning that electronic, print and social media had flooded lives of individuals today, WC said these were outlets for information, healing, building and restoring trusts for some, while for others these were tool to question, intimidate, destroy, deter and extinguish people’s desire and aspirations. It may be mentioned, the Government of India’s representative for Naga peace talks, RN Ravi, held an informal meeting with Khango-led NSCN (K) on January 10, 2019. ‘Mini Hornbill’ will camouflage other tribal festivals, says Azo

PHEK, JAN 17 (NPN): NPF legislator Kuzholuzo (Azo) Nienu has expressed his utter dismay over usage of the term “Mini Hornbill” to coin tribal festivals. Speaking on Day-3 of the ongoing Sükrünye 2019 Mini Hornbill Festival here on Thursday, Azo remarked that the term “Mini Hornbill” would camouflage

the real meaning of tribal festivals. “If we are to promote every tribal festival, we must promote them by their true nomenclature,” he emphasised. According to him, the term “Hornbill” used at the annual cultural extravaganza in Kohima was okay as it was a conglomeration of different tribal festivals. He, however, said usage of original nomenclature of the tribal festivals must be encouraged and, therefore, “Mini Hornbill” must be done away with. He also stressed on the importance of keeping alive the traditions and culture and their preservation in this fast changing world. CHANDIGARH, JAN 17 (IANS): A special CBI court in Panchkula on Thursday sentenced Dera Sacha Sauda sect chief Gurmeet Ram Rahim Singh to life imprisonment in the murder case of journalist Ram Chander Chhatrapati. The court also sentenced his three close aides, Krishan Lal, Kuldeep Singh and Nirmal Singh, who were also found guilty of the murder of Chhatrapati in 2002, to life imprisonment. Ram Rahim and the three others were convicted by the CBI court on January 11. All the four were convicted under Section 302 (murder) and 120-B (criminal conspiracy) of the Indian Penal Code (IPC). AGARTALA, JAN 17 (PTI): Fifteenth Finance Commission (FFC) has endorsed the view of ‘North East Vision 2020’ document that says the region needs more funds to catch up with the rest of the country, the panel’s chairman N K Singh said Thursday. A 15-member team of the commission, headed by Singh, on Thursday received a memorandum from the Tri[ura government and held a meeting with chief minister Biplab Kumar Deb and council of ministers. “We endorse the view recorded in the document of the North East Region Vision 2020 that the region needs ample funds to catch up with the rest of the country. Congress trains its guns on Ajit Doval Says NSA’s son opened hedge fund in Cayman Islands after note ban NEW DELHI, JAN 17 (PTI): Congress on Thursday alleged National Security Adviser (NSA) Ajit Doval’s son Vivek started a hedge fund in Cayman Islands days after demonetisation and demanded a probe by the Reserve Bank into FDI inflows from the tax haven. Addressing a press conference here days after a media report highlighted the same issue, Senior Congress leader Jairam Ramesh also asked RBI to make public details of FDI inflows from Cayman islands since demonetisation, which he claimed were to the tune of Rs 8,300 crore during 201718 and equalled total funds flowing into India between 2000 to 2017. Ramesh, however, did not substantiate his allegations with any documentary evidence. There was no immediate comment available from either Doval or his son and his company. SHILLONG, JAN 17: Indian Naval divers have captured pictures of a body inside a 370-feet flooded coal mine at Ksan village in East Jaintia Hills district, using an underwater ROV (remotely operated vehicle) at a depth of approx 160 feet and 210 feet inside a rat-hole mine. “The body has been pulled up to the mouth of the mine and will be the extracted out under the supervision of doctors,” the Navy spokesperson said in a tweet. NDPP seeks to allay confusion over Citizenship Bill CAB needs to be dealt with DIMAPUR, JAN 17 (NPN): Seeking to allay confusion in the minds of the people in view of the Citizenship (Amendment) Bill 2016 (CAB) in the context of Nagaland vis-à-vis Article 371A, the Nationalist Democratic Progressive Party (NDPP) Thursday contended that the Article 371A which states “notwithstanding anything in this Constitution, no Act of Parliament in respect of…” meant that despite of what was in the constitution, no Act of parliament shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides. NDPP through its media & communication committee maintained that in the present context, determining whether a person was a Naga citizen, along with his or her rights and privileges, rests upon the village institutions (eg vil-

lage councils). It said village institutions were the keepers of traditional and customary laws, practices and procedure, not the government. NDPP said such has been the customary practices of Nagas since time immemorial, which has been further strengthened and protected by Article 371A of the Constitution of India. Taking this into consideration, NDPP said the Government of India gave further protection to Nagaland by bringing the State under the purview of the Bengal Eastern Frontier Regulation Act 1873 (BEFRA), wherein the Inner Line Permit (ILP) is issued in order to safeguard the Nagas, their Citizenship along their rights and privileges from being diluted and to maintain the sanctity of the Naga identity. Therefore, NDPP said BEFRA was one of the pillars to safeguard the Naga citizenship through the

exercise of the ILP. Further, it said the foundations of the Naga customary law was to preserve and protect the rights, privileges and the citizenship of the Naga people, which has been protected under the gambit of Article 371A in its totality. “It will definitely not be wise in viewing Article 371A on a microscopic point of view but rather it should be viewed on a much wider perspective since the Article 371A is a special provision given to the state of Nagaland by the GoI....” it stated. Stating that only Dimapur was not covered by the ILP, NDPP said it would be the endeavour of the party to impress upon the government to ensure that BEFRA and the ILP were implemented in toto in the entire state of Nagaland including Dimapur and to ensure strict implementation of the ILP. NDPP also said that if the CAB did become an Act

CNTC through its media cell said mere opposing or going against bill was not the solution. “This is also no time for political parties to engage in bickering and blame games but come together to save ourselves from the impending doom,” it stated. KOHIMA, JAN 17 (NPN): Ke v i t s i e l e z o (Gu-u) Phizo, son of late AZ Lt. K. Phizo P h i z o, f r o m Khonoma village, passed away at his residence, mission compound here Thursday evening after a prolonged illness. He was 66 and survived by his wife Medovino, three sons and one daughter. Gu-u was a businessman and the second youngest children of AZ Phizo. His funeral service would be held at Ura Academy Hall mission Friday at 12 noon. CM condoles: Expressing shock and grief over the demise of Kevitsielezo, the state chief minister, Neiphiu Rio, said in his demise, Nagas have lost a good soul and the void left by his demise cannot be filled easily.
