DIMAPUR, JAN 15 (NPN): Nagaland chief minister Neiphiu Rio Wednesday emphasized on the need for Nagas to build the future in oneness and in harmony. Lamenting that the decades of struggle had prevented Nagas from seeing the other side of peace and development in reality, Rio said it was now time for Nagas to shed all differences, to unite, reconcile, forgive and to forget. Addressing the 72nd general session of the United Sangtam Students’ Conference (USSC) at Seyochung Village under Kiphire district, Rio said as leaders of tomorrow, students needed to understand Naga history and take up the responsibilities of changing the mindset of the people towards peace, progress and development. Quoting an adage that a child without education is like a bird without wings, Rio stated that learning is a life-long process and education prepares a child to face the realities of life as it sets one free by giving an individual the power to think, reason, understand, act and also to obey the rule of law. Bank unions call two-day strike from January 31

KOLKATA, JAN 15 (PTI): Bank unions on Wednesday called for a two-day nationwide strike on January 31 and February 1 after talks over wage revision failed to make headway with the Indian Banks’ Association (IBA). The United Forum of Bank Unions (UFBU), which represents nine trade unions, said they will also hold a three-day strike from March 11-13. “From April 1, we have decided to go on an indefinite strike,” UFBU state convenor Siddartha Khan told PTI. UFBU is seeking at least a 15-per cent hike, but the IBA has capped the raise at 12.25 per cent, he said. “This is not acceptable,” Khan said. The last wage revision meeting was held on January 13.

KOLKATA, JAN 15 (PTI): The Army has decided to withdraw “some” troops from insurgency-affected states in the North East and move them to barracks as violence in the region has come down drastically, Eastern Army commander Lt. Gen. Anil Chauhan said here on Wednesday. He said the decision was taken in view of an improvement in the situation in the insurgency-hit states. Talking to reporters here after a wreath-laying ceremony on Army Day at Fort William, Lt. Gen. Chauhan said at least two battalions have been withdrawn from eastern Assam in view of an improved situation there and sent to the barracks. He said the situation in Nagaland and Manipur was “far better than what it was in 2018, 2017 or previous years.” “ Ke e p i n g t h e i m proved security situation in view, the Army has decided to withdraw some troops from the active counterinsurgency grid and move them to barracks,” he said.

KOHIMA, JAN 15 (NPN): Taking serious note of the casual attitude of most State government employees evident in poor attendance even after two weeks since resumption of offices in New Year, chief secretary Temjen Toy has called for strict maintenance of casual leave records at all offices, starting from the State secretariat to the district and sub-divisional offices. Addressing administrative heads of departments (AHoDs) and heads of departments (HoDs) at the secretariat’s conference hall here on Wednesday, the CS lashed out at the government employees stating that most of them served their own interests, evident from the fact that more than 75-80 cabinet agenda pertained to service matters, be it promotion or upgrade of posts, that spoke volumes of their priority. DIMAPUR, JAN 15(NPN): Rajya Sabha MP, K.G. Kenye who attracted the ire of his party-NPF- for voting in favour of the CAB in parliament, has come out with a lengthy statement to explain why he chose to go against his party’s decision. It may be recalled that Kenye resigned as secretary general of NPF and later the party’s Disciplinary Action Committee (DAC) suspended him from the membership of the party though keeping him still under the whip of the party. In his statement, Kenye said he extended “issued-based support” for CAB after the BJP-led NDA had assuaged the fears of the north east states about threat to the demography of indigenous citizens by inserting protective “provisions” as incorporated and redrafted in the CAB on December 9 as placed in the Rajya Sabha on December 11,2019. According to Kenye, the earlier Citizenship Act 1955 did not subject or make it binding the provisions of ILP(BEFR 1873) on all citizens of India under “Restrictions and Conditions” .

Admitting that there was no proper mechanism to check proxy teachers and absenteeism, he, however, said checking and monitoring system would be introduced soon. In his keynote address, assistant mission director Samagra Shiksha Liyalo Apon said the objective of Shaala Siddhi was to ensure that school evaluation contributed to improvement of

learners outcomes through improved school practices. Apon explained that National Programme on School Standards and Evaluation (NPSSE) visualised school evaluation as the means and school improvement as the goal, evaluating an individual school and its performance in a holistic and continuous manner leading to school improvement in an incremental manner. Apon said the objectives of NPSSE were to develop a technically-sound conceptual framework, methodology, instrument and process of school evaluation to suit the diversity of Indian schools, besides developing a critical mass of human resource for adaptation and contextualisation of the school evaluation framework and practices. The programme was chaired by DMD Samagra Shiksha Timothy Thong.

Kenye said the earlier ILP-BEFR 1873, could be challenged in any court of law that could drag on to the Supreme Court. However he said last-minute change to the CAB 2019 came after a meeting with Nagaland team on December 3,2019 for incorporating Inner Line Permit (BEFR 1873) as Sec.6 B Clause 1-4 as tabled in the Lok Sabha on December 9,2019. According to Kenye the above Section 6B clause 4 in the CAB 2019 (redrafted on December 9,2019) provides total coverage and constitutional guarantee to tribal areas of Assam, Meghalaya, Mizoram or Tripura and to areas covered under ILP (BEFR 1873). DIMAPUR, JAN 15 (NPN): In view of the proposed a jungle clearing/cutting exercise in and around Dimapur, Power department has informed that there would be power outage/load shedding in several areas on January 17-18 from 7am to 12 noon. Dimapur electrical division executive engineer Imsenkaba said the exercise was being initiated before the onset of the windy and rainy season as 11 KV feeders and LT distribution networks get severely affected and hamper stable power supply. Areas/localities to be affected included Thilixu village, Chekiye village, Darogapathar, Naharbari, Phaipijan, Thahekhu Block-7, Ikishe village, Unity village, Sovima village, Model village, Kirha village, Diphupar-A and Diphupar-B. Meanwhile, the department has sought cooperation from various communities/councils in clearing jungle/obstacles obstructing the 11 KV feeders and the LT distribution network in their respective surroundings.

NEW DELHI, JAN 15 (PTI): Amid concerns expressed by opposition parties and states like West Bengal on the National Population Register (NPR), the Home Ministry Wednesday said no documents will be asked or biometric taken while updating the register. A form carrying questions as part of NPR exercise will be finalised soon, ministry officials said. They said “no papers will be asked” and “no biometrics will be taken” during the exercise. However, the information available on website of the office of Registrar General and Census Commissioner, the NPR database would contain demographic as well as biometric details. “The objective of the NPR is to create a comprehensive identity database of every usual resident in the country. The database would contain demographic as well as biometric particulars,” it said. The ministry officials said most of the states have notified provisions related to NPR. NPR is a register of usual residents of the country. It is being prepared at the local (village/ sub-town), subdistrict, district, state and national levels under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. The rules have a provision for fine of up to Rs 1,000 on those violating it. The Union Cabinet has approved Rs 3,941.35 crore for the NPR exercise.

70-yr-old gets 20 years RI for raping minor DIMAPUR, JAN 15 (NPN): Special Judge, POCSO Act, Kohima sentenced a 70-year-old man to 20 years rigorous imprisonment on charge of raping a minor girl. An FIR was filed by Jotsoma Women Organisation president and secretary at Kohima Women Police Station on September 12, 2018 alleging that Vizielie Peseyie had raped one 11-year-old girl on several occasions and that he was caught red handed on September 9. On the basis of the FIR, a case was registered and UBSI S Yawao took up the investigation. After thorough investigation and on establishing prima facie case, the investigating officer submitted charge sheet against the accused. After hearing the arguments advanced by special public prosecutor Kathu Rengma and the defence counsel, and taking into consideration the material evidence on record, special judge Khesheli Chishi found accused Vizielie Peseyie guilty of rape of a minor under section 376AB IPC and accordingly convicted and sentenced him to jail for 20 years. The judge also ordered the convict to pay Rs one lakh as compensation to the victim under the Nagaland Victim Compensation Scheme. To prove the case, the prosecution examined nine prosecution witnesses during trial. The verdict was delivered on January 13. This was stated in a press release by the special public prosecutor. According to DIPR report, the observer accompanied by deputy commissioner Mokokchung Limawabang Jamir visited and observed the strategic location and condition of five polling stations randomly in the town namely,

Alempang Ward-1, Tongdentsuyong ward, Alongmen Ward, Sangtemla Ward-1 and Mongsenpai ward -2. He also held interaction with BLOs and ward members. Later after the polling stations visit, the observer also held a meeting with AROs & political parties at DC’s office chamber. DIMAPUR: The first district planning and development board (DPDB) meeting for the year 2020 was held in various district headquarters and subdivisions. Kohima: In Kohima the meeting was chaired by ADC Kohima, Lithrongla Tongpi Rutsa on January 15. According to DIPR report, first agenda was on registration of new society forwarded by the screening committee wherein board decided to take further necessary action for recommendation to the government. On the agenda of upgradation of Government High School, Kigwema to Higher Secondary School (Science Stream), the house decided to re-forward the matter to the district education officer to initiate with the concerned school and managing board to re-submit the matter in a proper format to the DPDB for necessary action. For installation of biometric attendance device at Government High School Sendenyu, Tseminyu, the house decided that it would be

appropriate to forward the matter to the sub-divisional planning and development board, Tseminyu for necessary action. ADC Lithrongla who is also the core committee convenor of the village adoption committee (VAC) informed the members to complete their VAC activities by March 31 and submit their activities report by April 10. Chairman asked the MS (IMDH) to prepare detail report on the functioning of the hospital and also highlight the urgent needs in the hospital and to submit the same in the next DPDB meeting. The meeting discussed on financial assistance in lieu of the 3rd cycle of national assessment and accreditation council in respect of Fazl Ali College. Manipur fake encounter case: Court orders re-investigation Correspondent IMPHAL, Jan 15: CBI’s SIT was on Wednesday directed to re-investigate into yet another alleged extra-judicial killing case. The court of Chief Judicial Magistrate (CJM), Thoubal directed the CBI/ SIT to re-investigate into the death of a civilian in firing by the security force in February 1, 2007 while returning the final and closure report. Ningthoujam Thapchao, a civilian was killed in an alleged open firing by personnel of 172 battalion of border Security Force (BSF) then posted at Nongpok Sekmai Primary Health Centre campus in Thoubal district. The case was among 81 of the 1,528 alleged extra-judicial cases which SIT of CBI has been investigating following a directive of the Supreme Court. On the ground of want of evidence of the death of civilian in the firing by security personnel, the SIT had submitted the final and closure report to the court of CJM Thoubal on March 13, 2019. Family of the victim civilian filed a protest petition against the final and closure report of the SIT to the same court for which the hearing was held today. The court directed the CBI/SIT for further investigation into the case. CBI has been investigating into 81 cases of fake encounter cases by constituting SIT in July

2017 following a directive of the Supreme Court after a Public Interest Litigation sought investigation of 1,528 cases of alleged extra-judicial killings in Manipur. The SIT is investigating into cases of alleged extra-judicial cases by lodging necessary FIRs. The cases include 32 probed by a commission of enquiry, 32 cases investigated by judicial enquires and high courts, 11 cases in which compensation has been awarded by the National Human Rights Commission (NHRC) and six cases probed by a commission headed by former Supreme Court judge Justice Santosh Hedge. Even as SIT had submitted charge-sheets of some of the cases in recent times, the investigating team had also submitted final and closure report of some of the cases. Wednesday’s hearing was the second time CBI/SIT submitted its final and closure report on the ground of want of evidence but court returned it with a direction to re-investigate into the case. On January 10, Court of CJM, Imphal East had also returned a final and closure report submitted by CBI/SIT regarding death of two civilians in firing by CRPF personnel at Pangei Bazar under Heingang police station of Imphal East district on April 9, 2004. The court directive was acting on a protest petition filed by the families of the victims.

Shillong, Jan 15 (PTI): Three new species of tiny frogs have been discovered in Arunachal Pradesh’s Lower Subansiri district by scientists of Zoological Survey of India, according to a recently published journal. The frogs are so small in size that one can sit on a coin, ZSI scientist Bhaskar Saikia told PTI. The new species discovered from Talle Valley Wildlife Sanctuary (WLS) have been named as ‘Liurana himalayana’, ‘Liurana indica’ and ‘Liurana minuta’, he said. The specimens of the new frog species were collected by Bikramjit Sinha, another scientist of ZSI in Itanagar during 2015-16 as part of the documentation of faunal diversity in the protected area. A study, co-authored by Saikia and Sinha, has been published in a science journal confirmed that the species are new discoveries. Earlier, Saikia and Sinha had also found a rare frog species, Megophrys pachyproctus, from Tale Valley Wildlife Sanctuary.

Meanwhile, Delhi police have identified a masked woman seen in videos of the January 5 attack on JNU students and faculty members as Komal Sharma, a Delhi University student affiliated to the ABVP. Why did you wait till now? What restrained you from doing so? What prevented you? “The intent of the law is to give you reasonable amount of time to approach the court. Your time started ticking from May 5, 2017. Even after October 29, 2019 (when first notice was sent to the convicts informing them they can move mercy plea), you did nothing. You cannot wait for the co-convicts pleas to be decided, to move the courts,” the bench said. The prison authorities said that under the rules, they will have to wait for the mercy plea to be decided before executing the death warrant. In response to this submission, the court said “put your house in order”. “Your house is in disar-

ray. The problem is people will lose confidence in the system. Things are not moving in the right direction. The system is capable of being exploited and we see a stratagem to exploit the system, which is oblivious about it.” Mehra submitted that the January 22 date for execution was “academic” since if no decision is taken till noon of January 21 on the mercy plea, then prison authorities have to move the sessions court for a fresh death warrant. If mercy plea is rejected after January 22, then also a fresh death warrant has to be sought from trial court in respect of all the convicts, he said. Besides pulling up the prison authorities, the court expressed displeasure at the delay in filing curative and mercy pleas by Mukesh after the Supreme Court in May 2017 dismissed the appeals of the four convicts against their conviction and death sentence. The bench ticked off the prison authorities for the delay on their part in communicating to the convicts to move their mercy pleas after their appeals were dismissed by the apex court. The prison authorities had only on October 29 and December 18 last year issued notices to the convicts to move their mercy pleas.

NEW DELHI, JAN 15 (PTI): The four death row convicts in the Nirbhaya gangrape-murder case will not be hanged on January 22 as scheduled with the Delhi government on Wednesday telling the High Court that the execution has to be postponed in view of the pendency of a mercy petition by one of them. As authorities and the victim’s mother contended that the four men were “frustrating” and “intentionally” delaying the legal process by filing curative and mercy pleas in stages to postpone their execution, the Delhi government recommended rejecting Mukesh Kumar Singh’s mercy plea to the President and forwarded it to the Lieutenant Governor. Deputy Chief Minister Manish Sisodia told reporters that the action was taken at “lightning speed”. The high court pulled up the authorities, saying there has been no application of mind and that the system is suffering from cancer in response to the submission that as per prison rules they have to wait for the other co-convicts to exhaust their mercy pleas as well. The court made the remarks while declining to hear the plea by Mukesh challenging the death warrant. The high court said there is no error in the trial

court’s order, adding challenging the order before it amounted to playing one court against another. NEW DELHI, JAN 15 (PTI): Expelled BJP MLA Kuldeep Singh Sengar Wednesday moved the Delhi High Court challenging his conviction and life term for raping a minor girl in Unnao in 2017. Kuldeep Singh Sengar challenged the December 20 verdict of a trial court here which had sentenced him to life imprisonment and had imposed an exemplary fine of Rs 25 lakh in the case. The court had convicted Sengar for rape under the Indian Penal Code and the POCSO Act for offence by a public servant committing penetrative sexual assault against a child after holding the victim to be a minor. The woman was kidnapped and raped by Sengar in 2017 when she was a minor. The trial which started on August 5 last year after it was transferred from Unnao in Uttar Pradesh to Delhi on the Supreme Court’s directions, was carried on a day-to-day basis and completing it within 45-days.

NEW DELHI, JAN 15 (PTI): The Centre Wednesday told the Supreme Court they have accepted the recommendations of a special investigation team (SIT), headed by retired Delhi High Court judge Justice S N Dhingra which has probed 186 cases of the 1984 anti-Sikh riots, and they will take appropriate action as per the laws. A bench headed by Chief Justice S A Bobde was informed by senior advocate R S Suri, appearing for the petitioner, that the report of the SIT is damning for police officials and they would file application seeking action against the cops who were allegedly involved in the ghastly crime. Solicitor General Tushar Mehta, appearing for the Centre, told the bench that they have accepted the recommendations made in the report and they will take appropriate steps. “We have accepted the recommendations and we will act accordingly as per law. Lot of steps are required to be taken and it will be taken,” Mehta told the bench, also comprising Justices B R Gavai and Surya Kant. During the hearing, Suri referred to the SIT’s report and said the “undercurrent is that police officials cant go scot-free for

CAA divides opposition

I

f the Citizenship Amendment Act (CAA) was described by Congress interim president Sonia Gandhi as “divisive”; it sprang back, when the allparty meeting of opposition parties she convened on January 13 in New Delhi exposed the inherent “divisive” tendency within the opposition ranks itself. The January 13 meeting of opposition parties was to deliberate on the current political situation arising out of the controversial CAA and NRC following widespread protests and the violence on campuses. The major opposition parties which skipped the meeting included - BSP, AAP TMC and Congress ally in Tamil Nadu, DMK though representatives of 20 other parties attended. What the boycott by six opposition parties appear to indicate, is that ‘unity’ vis-a-vis BJP is unlikely. Leaders like Mamata don’t want to be seen as being under any other party, least of all the Congress. Mamata is sour with the violence unleashed by the Left and the Congress during the 24-hour general strike on January 8. The DMK is reportedly upset with the state Congress leaders for criticizing it in the media. The Aam Aadmi Party, too, has decided not to attend the meeting, presumably in face of Delhi elections next month where it is pitted against the BJP and the Congress. BSP chief Mayawati has boycotted the meet because the Congress in Rajasthan had poached all the six BSP legislators. The reasons, whether justifiable or not, has also shown how fragile the opposition unity. The disunity within a disparate group that wants to take on a tried, tested and proven prowess of the BJP juggernaut is at best, plain as day dreaming. Mayawati will never agree to be seen sharing the same platform with the Congress and the same for Mamata Banerjee (TMC), Arvind Kejriwal (AAP) and K. Chandrasekhar Rao (TRS). The fate of any Congress-led opposition or even a Congress-sponsored opposition unity will likely never see the light of day. A major part of the problem is that the Congress leadership is at best ad-hoc which has swung like a pendulum between the mother and son. With Sonia back as a stop-gap president the party has only exposed the desperation, rudderlessness and confusion within the party. That’s why even previous allies like RJD and NCP are making it clear that their support should not be taken for granted. Sonia, who is beholden to the old coterie of unelectable ‘advisers’ is on ad-hoc tenure. She is up against Rahul’s young Turks who see themselves as the gen-next of the party and is in no mood to widen the chasm within. The opposition at the January 13 meeting, have sensed the emerging youth power in the form of massive nationwide anti-CAA protests. They want to harness the youth power by wining them over. That is why the Congress and opposition leaders are scrambling to be seen with protestors in opposing the CAA and proposed nationwide NRC. It will be naive on the part of the opposition to think that the youth will be willing to become their political foot soldiers. The youth are allergic to dynastic politics, personality cults, corrupt leaders, which almost all political parties have in plenty. What is more, the youth want a credible, clean and inspiring leader who has a pan-India image and that is a tall order for now.

Once you truly realize this is God’s will, you will enter into the process of sanctification as a natural response. Are you willing to experience that “white funeral” now? My Dear fellow Citizens of Nagaland, As your M.P in the Upper House (Rajya Sabha) in the Parliament of India, you deserve an explanation from me over the controversy surrounding the latest Amendment to the Citizenship Act of 1955 which has caused a storm in the public domain in the State of Nagaland and the Region. For want of completing Party formalities and the resultant misfortune, I profoundly regret the delay in reaching-out to you in time. In the following pages, with no legal background I wish to explain and share with you in my simple layman’s language certain facts of history and the realities underlining this contentious issue while reflecting on the background also dwelling on the present situation and the scope of the future as a consequence of this Bill. As the matter involves our over-all interest I seek to draw your fullest attention and consideration. What is Citizenship Amendment Bill 2016 (Citizenship Amendment Act 2019)? The Citizenship Amendment Act 2019 is the latest Amendment to the Citizenship Act of 1955 (referred to as the Principal Citizenship Act of 1955). The main object of the CAA 2019 is to grant Citizenship to the refugees who have entered and settled in India on or before the 31st of December 2014 from Pakistan, Afghanistan and Bangladesh belonging to the 6 minority religions such as- Hindu, Sikh, Buddhist, Jain, Parsi, and Christian who are seeking shelter in India which is secular and free for all religions. The illegal immigrants have fled from these three countries because they are tortured and persecuted in their own countries which are Theophoric States/ Nations with ISLAM declared in their Constitutions as the National Religion. The Illegal Bangladesh Immigrants (IBI) refugees issue has dogged the NE States for many decades especially since 1971 but no successive govt at the Centre has shown the political will to resolve this problem despite the Assam Accord of 1985. for opposing the granting of citizenship to the Refugees through an Amendment Act of the original CAB 2016 and CAB 8th January 2019 are varied and many, differing from State to State. But for the Indigenous tribal populations of the North-East Region, the reason is mainly the fear of population over-run meaning a demographic invasion upon their territorial land, socio-cultural heritage, customary practises, lingual, racial and religious practises, Economic and political exploitations and their very existence as a people. The fears are genuine and the threat is compounded now by taking–in more citizens. The tribal indigenous population is very sparse and low with a national census percentage of 2.5 as maximum in the entire N.E Region. This being a fact, the British Empire in India had closely guarded the interest of the land and the people of this Tribal Area as far back as the 19th Century with Regulations like the Inner-Line Permit which prohibited All citizens of India from entering into the Naga Hills and other tribal Areas long before we were aware of the dangers surrounding us. Very strict provisions were promulgated imposing heavy penalty and imprisonment for violation of the Restrictive Laws of Bengal Eastern Frontier Regulation of 1873. Other protective laws may exist for other aspects of the tribal life but to check the influx of Demographic invasion (population inflow) by the swarming millions from neighbouring mainland India, there was never such a Law so effective and providing an overall protective shield over the centuries. Today in the face of this threat looming over our heads we once again have to take refuge under this defensive structure. Therefore, the reason behind our opposition and protest against the proposed original CAB of 2016 up to the 8th of December 2019 was that this Bill does not provide any protective Section or clause to shield us against the influx of Illegal Bangladesh Immigrants (IBI) and the neighbouring mainland citizens of India. Background of Bengal Eastern Frontier Regulation, 1873 (Inner Line Permit) The history of Inner Line Permit (ILP) Regulation traces

back its concepts and origin to the British Parliament, when the then Prime Minister (1855 -1865) Henry John Temple the 3rd Lord Palmerston declared in a very clear and determined statement to the Parliament “It is not only our duty.....but in our interest to promote the diffusion of Christianity as far as possible throughout the length and breadth of India”. Re-enforcing the obvious intension behind the British policy, the Secretary of States Lord Halifax observed “Every additional Indian Christian is an additional bond of Union and a source of strength to the British Empire” Emphasising more precisely on the value they placed in this policy- Sir Mac Worth Young stated “They (Christians) are worth far more to the British Empire than all those civil servants, soldiers, judges and governors of India”! Such reiteration of Great Britain’s will to propagate Christianity in British-India must have been necessary since their campaign had not evoked satisfactory result which was undertaken since 1813 in the rest of India. Prompting a more focused and systematic approach towards certain Identified Regions as the “Thrust Areas” beyond the demarcated Inner-Line they carved out the Indigenous Tribal Areas as a Reserved Zone. Despite the strict Prohibitory Rules the American Missionaries were continuously encouraged and a Free Passage was given to them throughout the 19th and 20th Centuries finally accomplishing their set goals. And the rest is history for which we are ever grateful to the Almighty GOD. Therefore the stand taken by leading statesman of the world’s mightiest Empire of their times conceptualized an essentially Religious policy which soon found expressions in the birth of the ILP of Bengal Eastern Frontiers Regulation on the 1st of November 1873 in British–India under the Governor General Lord North Brook and the Lt. Governor of Bengal Province Mr.George Campbell. After this Regulation was published in the Gazette of India and the preamble published in the Calcutta Gazette it will there upon have “the Force of Law” under the provision of Act 33rd of Victoria Chapter 3.

The turning point for the ILP emerged when India achieved her Independence in 1947 and started to frame her own new Constitution where the legal standing and Constitutional position of the ILP was completely compromised, weakened and displaced as the ILP BEF Regulation was never incorporated into the Principal Citizenship Act of 1955 which is a Restrictive Law exclusively and categorically to prohibit all citizens of India and also the British citizens living in India during that period. This affected a paradigm shift in the effective strength and powers of the ILP Regulation reducing it to a mere Notification/Memo/Order at the whim and wishes of the Central/Union Government of India which can be scrapped overnight. Thereby, placing our only protective shield at the mercy of a Union Cabinet decision which will not fall within the purview of the Parliament. LUCKNOW, JAN 15 (PTI): BSP chief Mayawati on Wednesday urged the Centre to withdraw the amended citizenship law and seek consensus to bring in a new one, even as she lashed out at both BJP and Congress for being “two sides of the same coin”. She accused the Bharatiya Janata Party-led government at the Centre of not taking others into confidence before bringing in the Citizen Amendment Bill (CAB). “That’s why, there is an in outcry the country,” Mayawati told reporters at a press conference here on her 64th birthday. “The BSP had been repeatedly urging the Centre to first send the CAB to the Standing Committee, so that it becomes an absolutely correct law,” she said. Accusing the Centre of stubbornness, she said the Citizenship Amendment Act (CAA) at first glance appears to be divisive and unconstitutional. Mayawati accused the BJP and the opposition Congress of playing “dirty politics”. “For the past some time, political parties are accusing each other of spreading lies and indulging in

I am saying this today as on the foundation day of the Congress last month, it was said that barring the Congress, other opposition parties in UP are not raising their voice against the NRC and the CAA,” Mayawati said, also referring to the criticism of the National Register of Citizens. “This is a baseless allegation as, when the Union Cabinet approved the CAB, I was the first to register a protest. At that time, the

Congress and most other parties were silent on it. Their silence was broken when the Bill was tabled in Parliament,” she said. “Our party opposed it in both Houses of Parliament,” she added. The amended law allows an easier route to citizenship for Hindus, Sikhs, Buddhists, Christians, Parsis and Jains who entered India from three neighbouring countries before 2015 after facing religious persecution. Muslims don’t figure in the list. “It is not that Muslims in neighbouring countries, including Pakistan, are not oppressed by their governments. Crime and atrocities

can happen against anyone. Hence, the Centre should reconsider the CAA, withdraw it, and bring a new law after consensus,” Mayawati said. She called the BSP a disciplined party which holds peaceful protests only after taking permission from the authorities. “It does not indulge in dirty politics like other political parties. Strong action is initiated on anyone going against the party line on this issue,” she said, in an apparent distancing from the street protests in Uttar Pradesh over the CAA. The BSP leader claimed there is an atmosphere of fear and tension, adding that the country faced a similar situation during the Congress rule. “The current BJP government, like the Congress, is misusing its power for its personal and political interest, and it seems that the country’s democracy and the constitutional system are under pressure,” she said. “Today our country is in the headlines for wrong and negative reasons. This is an issue of national concern,” she said. “The Congress party and Company are trying to

derive political mileage by taking advantage of the failure of the BJP government,” she said. “When the central government does not function by the values enshrined in the Constitution, then the most sorrow is faced by the Dalits, tribals, backward classes, Muslims and other religious minorities,” she added. “Our party considers the BJP and Congress as two sides of the same coin,” she said. “In the current regime of the BJP-led central government, poverty, unemployment, anarchy, violence and tension have exceeded that during the Congress party,” she said. “The Congress does not have the moral right to criticise the BJP,” she added. “The people of the country have punished the Congress for its wrongdoing, and it is for this reason that the BJP came to power. But if BJP’s central government follows the pattern of the Congress government, its condition will be worse,” she said. The BSP chief released the English and Hindi editions of her memoirs.

NEW DELHI, JAN 15 (PTI): India’s way is not to be disruptive and it is more of a decider than an abstainer, External Affairs Minister S Jaishankar said on Wednesday. In remarks that come at a time several countries have called for a greater Indian role in the Indo-Pacific, the minister also said it is not the India way to be mercantilist. Addressing a gathering at the Raisina Dialogue here, Jaishankar referred to tensions between the US and Iran and said they are two individualistic countries and what finally happens will depend on the players involved. Discussing ties with

China, he said it is vital for neighbours to reach understanding on crucial issues. “Neither India nor China can get India-China relations wrong. Our relationship is unique. Each country has gone up in the world simultaneously. It is necessary that the two countries find equilibrium,” Jaishankar said. India, he said, is a “prisoner of its past image” and must get over it. “It is not the India way to be disruptive. It is not the India way to be mercantilist. It is the India way to be more of a decider and not an abstainer. I would pick on climate change. India owes it to itself and to the world to

be a just power,” Jaishankar said during the session titled “The India Way: Preparing for a Century of Growth and Contest”. India is firmly dealing with terrorism, he added. “There was a time when we spoke more than what we did. It is changing now,” the minister said. On India pulling out of RCEP, he said the onus was on countries which were part of it. “Where RCEP is concerned, we have to look at cost and benefit. We will evaluate RCEP on its economic and trade merit. We have not closed our mind to it,” Jaishankar said. He also asserted that “we are not under-delivering on India-US relationship”. There is no area of activity where India and the US are not working together, he said. Noting that the world has common challenges, he said, “Terrorism is a common challenge. Separatism is a common challenge. Migration is a common challenge. World has to ask itself how do they handle these challenges. Don’t get fixated on the dots and ignore the line.”

Whatever I have said is in favour of the country. The TMC and Congress is criticising me. They too have opened

fire on protesters on various ocassion,” he said. Ghosh has kicked up a row with his remark at a public meeting in Nadia district on Sunday that “anti-CAA protesters were shot like dogs in BJP-ruled states”, provoking criticism from political rivals as well as his own partymen. He had criticised Chief Minister Mamata Banerjee for “not opening fire and ordering lathi charge” on those who had destroyed public property during the anti-CAA protests in the state in December. “Our governments in Uttar Pradesh, Assam and Karnataka shot these people like dogs,” he had said. Banerjee had on Monday deplored the comment and had said the state police will not fire on agitators.

TMC leader Anubrata Mondal, known for making off-the- cuff remarks, had said that it was Ghosh who should be shot dead by the central government for the offence. JAMMU, JAN 15 (PTI): A top Hizbul Mujahideen terrorist was killed by security forces while one of his accomplices escaped during an encounter in Jammu and Kashmir’s Doda district on Wednesday, officials said. The encounter between the ultras and a joint team of Army and police personnel took place in the district’s Gondana belt, Public Relations Officer, Defence, Jammu, Lt Col Devender Anand, said. Forex traders said market participants traded cautiously ahead of the signing of the first phase of the much-anticipated US-China trade deal. At the interbank foreign exchange, the rupee opened on a weak note at 71.01 against the US dollar. The local unit, however, pared the early losses and after witnessing a high of 70.80. Finally, it closed at 70.82 against the US dollar, higher by 5 paise over its previous closing. The rupee on Tuesday had closed at 70.87 against the US dollar.

MUMBAI, JAN 15 (PTI): Benchmark indices Sensex and Nifty took a pause after a four-session record run on Wednesday, as higher bank NPAs in ongoing quarterly results weighed on banking stocks coupled with a caution ahead of US-China trade deal. At the closing bell, the BSE gauge Sensex was down 79.90 points, or 0.19 per cent, at 41,872.73; while the NSE barometer Nifty was 19 points, or 0.15 per cent, lower at 12,343.30. Both indices -- Sensex and Nifty -- had closed at their life-time high levels for the second day in a row on Tuesday. IndusInd Bank was the top loser in the Sensex pack, dropping 5.44 per cent. Other major laggards were Infosys, SBI, PowerGrid, Tech Mahindra, Bharti Airtel and HDFC Bank. In contrast, Hero MotoCorp, Titan, Maruti, Asian Paints, M&M, TCS, Bajaj Auto and Ultratech Cement closed on the winning side. Ukrainian plane downing: new video emerges

Washington, Jan 15 (AFP): New video footage has emerged showing two Iranian missiles tearing through the night sky and hitting a Ukrainian passenger plane, sending the aircraft down in flames and killing all 176 passengers and crew on board. The projectiles were fired 30 seconds apart and explain why the plane’s transponder was not working as it hurtled to the ground -- it was disabled by the first strike, before being hit by a second, said the New York Times, which published the verified security camera footage Tuesday. The blurry film, shot from a rooftop in a village four miles from an Iranian military site, shows the Kiev-bound plane on fire and circling back to Tehran’s airport, the Times said.

Minutes later, the aircraft exploded and crashed. Iran had for days denied Western claims that the Boeing 737 had been downed by its missiles. Tehran came clean on Saturday when Revolutionary Guards aerospace com-

New Delhi, Jan 15 (PTI): China has made a fresh pitch to raise the Kashmir issue in a closeddoor meeting of the UN Security Council in New York on Wednesday, but the attempt is likely to fail as all other member countries of the body are set to oppose it. French diplomatic sources said France has noted the request of a UNSC member to raise the Kashmir issue once again in the powerful body and it is going to oppose it like it did on a previous occasion. The closed door meeting of the UNSC has been called to discuss an issue relating to an African country.

China has made a request to deliberate on the Kashmir issue under the agenda of “Any Other Business Points”. The sources said France’s position has not changed and is very clear -- the Kashmir issue must be settled bilaterally. This has been stated on several occasions and will continue to be reiterate to partners in the UN Security Council, they added. Last month, France, the US, UK and Russia had foiled an attempt by China to discuss Kashmir at a closed-door meeting of the UNSC. China has been critical of India’s reorganisation of Jammu and Kashmir.

Taiwan ‘already independent’, Tsai Ing-wen warns China Taipei, Jan 15 (AFP): China must rethink its hardline stance towards Taiwan, President Tsai Ing-wen said Wednesday, as she warned the island was already independent and that any invasion would be “very costly” for Beijing. Tsai won a second term over the weekend with a record 8.2 million votes, an outcome that was seen as a forceful rebuke of China’s ongoing campaign to isolate the self-ruled island. China’s leadership had made no secret of its desire to see Tsai turfed out because she and her party refuse to acknowledge their view that the island is part of a “one China”. Beijing regards Taiwan as its territory and has vowed to one day seize it, by force if necessary -- especially if it declares independence. But in her first interview since Saturday’s reelection, Tsai told the BBC there was no need to formally announce independence because the island already runs itself. “We don’t have a need to declare ourselves an independent state,” she said in the interview, which aired on Wednesday. “We are an independent country already and we call ourselves the Republic of China, Taiwan.” Modern Taiwan has been run separately from the mainland for the last 70 years. For decades, it was a dictatorship under Chiang Kai-shek’s nationalists following their 1949 defeat to the communists in China’s civil war. But since the 1980s, it has morphed into one of Asia’s most progressive democracies, although it is only diplomatically recognised by a dwindling handful of countries.

Polls show growing numbers of Taiwanese reject the idea that the island should be part of the Chinese mainland. “We have a separate identity and we’re a country of our own,” Tsai said. “We deserve respect from China”. China has g reeted Tsai’s re-election with anger, warning against any move to push the island closer towards independence. “Splitting the country is doomed to leave a name that will stink for eternity,” Foreign Minister Wang Yi said this week. Chinese state media also accused Tsai of winning the election through cheating, without providing evidence. On Wednesday, Beijing’s Taiwan Affairs Office said there were no plans to change policy towards the island after the landslide election. “Taiwan’s future lies in the unification of the country,” spokesman Ma Xiaoguang said, adding its future must be decided by “all Chinese people”. But Tsai said China should respect the wishes of Taiwan’s electorate. “I hope the Chinese side can understand indepth the opinion and will expressed by Taiwanese people in this election and can review some of their

current policies,” she told reporters on Wednesday. Tsai was speaking as she announced a new “antiinfiltration law” had been signed into effect making it illegal to launch political activities that are backed or funded by “hostile external forces”. Supporters say the bill is aimed at clamping down on China’s infiltration of Taiwan’s politics while opponents called it anti-democratic. In her BBC interview -- which came as Taiwan held annual military drills on the south of the island -Tsai warned Beijing against sending in troops. “Invading Taiwan is something that is going to be very costly for China,” she said. Critics accuse Tsai of being needlessly antagonistic towards Beijing. But Tsai said she had resisted pressure from within her own party to be more forceful on the issue of independence. “There are so many pressures, so much pressure here that we should go further,” she said. “Maintaining a status quo remains our policy... I think that is a very friendly gesture to China.” Tsai has repeatedly said she is willing to talk to Beijing as long as there are no pre-conditions. But Beijing has refused, cutting off official communication with her administration. Over the last four years, it has also has ramped up economic, military and diplomatic pressure, hoping it would scare voters into supporting the opposition. But the strong-arm tactics backfired with voters resoundingly backing Tsai for another four more years.

ndian scientists have developed country’s first electronically charged machine with proven potential to address lethal environmental pollution caused by dust and smog. The “electrostatic dust mitigation and smog control device” designed and tested by the Chandigarhbased Central Scientific Instruments Organisation, a lab under the Council of Scientific and Industrial Research, will hit the market in a month after the completion of transfer of technology to the industry. The device works on the principle of storing electronically charged water droplets, which get released once they come into contact with fine particulate matter — PM2.5 and PM10 – and smog. “The moment water drops touch pollutants they get released into the environment settling dust particles with their weight. This is the first time we have developed an electronic solution to the problem of environmental pollution. So far only conventional methods are available in which you either create artificial rain to settle dust and smog or use water sprinklers. Both these methods are time-consuming, water-intensive and expensive. The new device consumes one-third water as against conventional devices; and is fast and affordable. It will make its official debut at this year’s Sundance Film Festival on January 23 before it is released on Netflix on January 31. anye West and music publishing company EMI have settled their lawsuit for the second time. The rapper first sued the company in January 2019, and alleged that the firm – which has published his music since 2003 – was attempting to lock him into a lifetime of “servitude”. In response, EMI then hit back with their own federal lawsuit in March and claimed that West’s original complaint was invalid because he had willingly signed a series of contract extensions with the company. Despite seemingly reaching an eventual agreement in September 2019, things looked unsettled once more in December when EMI made a last-minute choice to re-open the case again. A judge permitted both parties until January 13 to reach a new deal. As Pitchfork reports, West and EMI have now notified the United States District Court for the Southern District of New York

that they have reached an “agreement in principle” to finally settle the suit. If no further objections are made, it will finally be settled on February 14. Meanwhile,West is reportedly planning on taking his Sunday Service live show on a “global” tour in 2020. He began his Sunday Services just over a year ago, with the rapper, his band and gospel choir making weekly live appearances in the US in subsequent weeks and months — including at Coachella 2019 back in April. ISL: Chennaiyin seek resurgence in Northeast tie

C H E NNA I , J AN 1 5 (IANS): Chennaiyin will be looking to climb up the table and get closer to the top four spots with a win against a struggling NorthEast United FC (NEUFC) in an Indian Super League (ISL) clash here on Thursday. Since taking charge, Chennaiyin coach Owen Coyle has led his team to two wins and a draw (7 points) in five matches, which is two points more than what his predecessor managed in six matches. The mini-resurgence has seen them move off the bottom of the table, into the eighth spot with 12 points from 11 games. With a game in hand over most of the other teams, they are still six points behind the final playoff spot, which is currently occupied by Odisha FC. “We still got a chance of getting to the play-offs, but to do that we have to be consistent by winning games. Three points can be invaluable because more often than not there are a lot of draws in this league and those three points can catapult you up the table,” Coyle said. NEUFC are on a poor run of form, having gone without a win for

Dubai, Jan 15 (IANS): Jacqueline Williams of the West Indies will become the first woman to officiate as the third umpire in a men’s international when she takes the field for the first of three T20Is against the visiting Ireland team. The 43-year-old from Jamaica will officiate in the position in all the three matches of the series starting Wednesday. “This is a matter of huge honour for me and I am really excited at the prospect of my role as TV umpire in a men’s international match. I have officiated as a third umpire in men’s matches before, but this is for the first time in an international and that too featuring the West Indies,” Jacqueline said in an ICC statement. “I am thankful to the International Cricket Coun-

cil and Cricket West Indies for all the help and support over the years and wish that more women take up umpiring in the coming years. Umpiring is a challenging job but one from which I derive utmost satisfaction,” she added. The revenue generated by the club is a 22 per cent jump over that of the last season, when it earned 690.4 million euros, due to an increase in commercial revenue (383.5 million euros, up 19 per cent) and broadcast revenue (298.1 million euros, 34 per cent more), according to the ranking of football clubs produced annually by the

accounting firm Deloitte, reports Efe news. The increase in its earnings has allowed Barca to surpass its arch-rival Real Madrid, which earned 757.3 million euros, one per cent more than the previous season, when its revenue stood at 750.9 million euros. The top 10 of the list includes five English clubs -Manchester United, which is in third place, Manchester City, Liverpool, Tottenham and Chelsea -- German club Bayern Munich in fourth, France’s Paris Saint-Germain in fifth and Italy’s Juventus in 10th. Momo Sissoko announces retirement

London, Jan 15 (IANS): Former Liverpool midfielder Momo Sissoko has announced his retirement from football. The 34-year-old has decided to hang up his boots and bring an end to his playing career. After signing with Valencia, Sissoko made 87 appearances for the Reds, scoring one goal, between July 2005 and January 2008. A popular figure among supporters, he lifted the FA Cup with the club in 2006, starting the penalty shootout victory over West Ham United in Cardiff. In total, Sissoko represented 15 clubs during his career, including Juventus and Paris Saint-Germain.
