DIMAPUR, JAN 15 (NPN): Nagaland chief minister Neiphiu Rio Wednesday emphasized on the need for Nagas to build the future in oneness and in harmony. Lamenting that the decades of struggle had prevented Nagas from seeing the other side of peace and development in reality, Rio said it was now time for Nagas to shed all differences, to unite, reconcile, forgive and to forget. Addressing the 72nd general session of the United Sangtam Students’ Conference (USSC) at Seyochung Village under Kiphire district, Rio said as leaders of tomorrow, students needed to understand Naga history and take up the responsibilities of changing the mindset of the people towards peace, progress and development. Quoting an adage that a child without education is like a bird without wings, Rio stated that learning is a life-long process and education prepares a child to face the realities of life as it sets one free by giving an individual the power to think, reason, understand, act and also to obey the rule of law. Bank unions call two-day strike from January 31

KOLKATA, JAN 15 (PTI): Bank unions on Wednesday called for a two-day nationwide strike on January 31 and February 1 after talks over wage revision failed to make headway with the Indian Banks’ Association (IBA). The United Forum of Bank Unions (UFBU), which represents nine trade unions, said they will also hold a three-day strike from March 11-13. “From April 1, we have decided to go on an indefinite strike,” UFBU state convenor Siddartha Khan told PTI. UFBU is seeking at least a 15-per cent hike, but the IBA has capped the raise at 12.25 per cent, he said. “This is not acceptable,” Khan said. The last wage revision meeting was held on January 13.

KOLKATA, JAN 15 (PTI): The Army has decided to withdraw “some” troops from insurgency-affected states in the North East and move them to barracks as violence in the region has come down drastically, Eastern Army commander Lt. Gen. Anil Chauhan said here on Wednesday. He said the decision was taken in view of an improvement in the situation in the insurgency-hit states. Talking to reporters here after a wreath-laying ceremony on Army Day at Fort William, Lt. Gen. Chauhan said at least two battalions have been withdrawn from eastern Assam in view of an improved situation there and sent to the barracks. He said the situation in Nagaland and Manipur was “far better than what it was in 2018, 2017 or previous years.” “ Ke e p i n g t h e i m proved security situation in view, the Army has decided to withdraw some troops from the active counterinsurgency grid and move them to barracks,” he said.

KOHIMA, JAN 15 (NPN): Taking serious note of the casual attitude of most State government employees evident in poor attendance even after two weeks since resumption of offices in New Year, chief secretary Temjen Toy has called for strict maintenance of casual leave records at all offices, starting from the State secretariat to the district and sub-divisional offices. Addressing administrative heads of departments (AHoDs) and heads of departments (HoDs) at the secretariat’s conference hall here on Wednesday, the CS lashed out at the government employees stating that most of them served their own interests, evident from the fact that more than 75-80 cabinet agenda pertained to service matters, be it promotion or upgrade of posts, that spoke volumes of their priority. DIMAPUR, JAN 15(NPN): Rajya Sabha MP, K.G. Kenye who attracted the ire of his party-NPF- for voting in favour of the CAB in parliament, has come out with a lengthy statement to explain why he chose to go against his party’s decision. It may be recalled that Kenye resigned as secretary general of NPF and later the party’s Disciplinary Action Committee (DAC) suspended him from the membership of the party though keeping him still under the whip of the party. In his statement, Kenye said he extended “issued-based support” for CAB after the BJP-led NDA had assuaged the fears of the north east states about threat to the demography of indigenous citizens by inserting protective “provisions” as incorporated and redrafted in the CAB on December 9 as placed in the Rajya Sabha on December 11,2019. According to Kenye, the earlier Citizenship Act 1955 did not subject or make it binding the provisions of ILP(BEFR 1873) on all citizens of India under “Restrictions and Conditions” .

In his keynote address, assistant mission director Samagra Shiksha Liyalo Apon said the objective of Shaala Siddhi was to ensure that school evaluation contributed to improvement of

learners outcomes through improved school practices. Apon explained that National Programme on School Standards and Evaluation (NPSSE) visualised school evaluation as the means and school improvement as the goal, evaluating an individual school and its performance in a holistic and continuous manner leading to school improvement in an incremental manner. Apon said the objectives of NPSSE were to develop a technically-sound conceptual framework, methodology, instrument and process of school evaluation to suit the diversity of Indian schools, besides developing a critical mass of human resource for adaptation and contextualisation of the school evaluation framework and practices. The programme was chaired by DMD Samagra Shiksha Timothy Thong.

He also said the ILP (BEFR 1873) did not ensure permanent extension and coverage in referred tribal areas(Nagaland) and could be scrapped by mere notification/memo/order from the union government. Kenye said the earlier ILP-BEFR 1873, could be challenged in any court of law that could drag on to the Supreme Court. However he said last-minute change to the CAB 2019 came after a meeting with Nagaland team on December 3,2019 for incorporating Inner Line Permit (BEFR 1873) as Sec.6 B Clause 1-4 as tabled in the Lok Sabha on December 9,2019. According to Kenye the above Section 6B clause 4 in the CAB 2019 (redrafted on December 9,2019) provides total coverage and constitutional guarantee to tribal areas of Assam, Meghalaya, Mizoram or Tripura and to areas covered under ILP (BEFR 1873). Kenye said the above redrafted CAB was passed by both houses of parliament to become an Act in the constitution of India. (Full text on p- 6)

DIMAPUR, JAN 15 (NPN): In view of the proposed a jungle clearing/cutting exercise in and around Dimapur, Power department has informed that there would be power outage/load shedding in several areas on January 17-18 from 7am to 12 noon. Dimapur electrical division executive engineer Imsenkaba said the exercise was being initiated before the onset of the windy and rainy season as 11 KV feeders and LT distribution networks get severely affected and hamper stable power supply. Areas/localities to be affected included Thilixu village, Chekiye village, Darogapathar, Naharbari, Phaipijan, Thahekhu Block-7, Ikishe village, Unity village, Sovima village, Model village, Kirha village, Diphupar-A and Diphupar-B. Meanwhile, the department has sought cooperation from various communities/councils in clearing jungle/obstacles obstructing the 11 KV feeders and the LT distribution network in their respective surroundings.

NEW DELHI, JAN 15 (PTI): Amid concerns expressed by opposition parties and states like West Bengal on the National Population Register (NPR), the Home Ministry Wednesday said no documents will be asked or biometric taken while updating the register. A form carrying questions as part of NPR exercise will be finalised soon, ministry officials said. They said “no papers will be asked” and “no biometrics will be taken” during the exercise. However, the information available on website of the office of Registrar General and Census Commissioner, the NPR database would contain demographic as well as biometric details. “The objective of the NPR is to create a comprehensive identity database of every usual resident in the country. The database would contain demographic as well as biometric particulars,” it said. The ministry officials said most of the states have notified provisions related to NPR. NPR is a register of usual residents of the country. It is being prepared at the local (village/ sub-town), subdistrict, district, state and national levels under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. The rules have a provision for fine of up to Rs 1,000 on those violating it. The Union Cabinet has approved Rs 3,941.35 crore for the NPR exercise.

70-yr-old gets 20 years RI for raping minor DIMAPUR, JAN 15 (NPN): Special Judge, POCSO Act, Kohima sentenced a 70-year-old man to 20 years rigorous imprisonment on charge of raping a minor girl. An FIR was filed by Jotsoma Women Organisation president and secretary at Kohima Women Police Station on September 12, 2018 alleging that Vizielie Peseyie had raped one 11-year-old girl on several occasions and that he was caught red handed on September 9. On the basis of the FIR, a case was registered and UBSI S Yawao took up the investigation. After thorough investigation and on establishing prima facie case, the investigating officer submitted charge sheet against the accused. After hearing the arguments advanced by special public prosecutor Kathu Rengma and the defence counsel, and taking into consideration the material evidence on record, special judge Khesheli Chishi found accused Vizielie Peseyie guilty of rape of a minor under section 376AB IPC and accordingly convicted and sentenced him to jail for 20 years. The judge also ordered the convict to pay Rs one lakh as compensation to the victim under the Nagaland Victim Compensation Scheme. To prove the case, the prosecution examined nine prosecution witnesses during trial. The verdict was delivered on January 13. This was stated in a press release by the special public prosecutor.
