DIMAPUR, JAN 14 (NPN): Power department has informed consumers in five districts (Mokokchung, Tuensang, Mon, Zunheboto and Longleng) under Mokokchung transmission division that power supply would be disrupted occasionally from January 1423, 2019 as maintenance work was being carried out at 132/66/33KV Aolichen Sub-station, Mokokchung. The department has, therefore, requested affected consumers to bear with the inconvenience.

Assures to GPRN/NSCN asks defectors to return protect interests D I M A P U R , J A N 1 4 of all NE states (NPN): Taking serious note of “rampant defection of National workers” amongst the NNPGs, the GPRN/NSCN has made a clarion call to all those members, who defected to other NNPGs, to return and report to its parent institution within 15 days from the day of publication in the local dailies. GPRN/NSCN through its MIP reminded those defectors that the Working Committee (WC) had signed a joint declaration on May 13, 2017 and subsequently on September 19, 2017 and October 6, 2017, which was finally reaffirmed in January 2018. “This joint declaration was done solely for the purpose of upholding the principal of reconciliation and unity both in letter and in spirit so as not to entertain any defection among the NNPGs,” MIP stated.
Gov, CM extend Sukrunye greetings
DIMAPUR, JAN 14 (NPN): Nagaland governor, PB Acharya, and chief minister, Neiphiu Rio, have extended greetings to the Chakhesang community on the occasion of Sukrunye festival 2019. In a message, Acharya described Sukrunye as one of the most significant festivals of the Chakhesangs, adding that such festivals give all the chance to sanctify and purify oneself. He expressed confidence that the festival would help purify one’s heart and soul in the truest form. “May the festival of Sukrunye bring peace, unity and prosperity to the Chakhesang’s in particular and Nagas in general,” Acharya said. NEW DELHI, JAN 14 (IANS): With northeastern states facing massive protests against the Citizenship Amendment Bill, Union Home Minister Rajnath Singh has decided to meet the chief ministers of these states “very soon” to discuss protection of rights and people’s interests. Singh gave the assurance in separate meetings with different delegations headed by Manipur Chief Minister N. Biren Singh
and Assam Chief Minister Sarbananda Sonowal last week. “Rajnath Singh assured the delegations that the interests of all North Eastern states, including Manipur and Assam, and their culture and heritage will be fully protected. He will call a meeting of all the Chief Ministers,” a Home Ministry statement said. Biren Singh met Rajnath Singh on Saturday along with Manipur BJP President and Rajya Sabha MP Ksh. Bhabananda Singh and submitted a memorandum to him for giving Presidential assent to Manipur People’s (Protection) Bill, 2018, passed by the Manipur Assembly on July 23, 2018. Rajnath Singh told him that the ministry will examine the Bill which seeks to protect the interest of indigenous population of the state. The proposed Citizenship Bill has triggered apprehension in the region that it will not be in the interest of the indigenous people of North-East. Various North-
East parties maintained that once the Bill is implemented, the region could be flooded with a large number of illegal immigrants and foreigners from neighbouring countries such as Bangladesh, Pakistan, and Myanmar and so on, as international borders are porous. A delegation from Assam led by the Chief Minister Sarbananda Sonowal also met Rajnath Singh this weekend over the issue. Several representatives of the Bodo groups including the Bodoland Territorial Council chief Hagrama Muhilary also met the Home Minister over the weekend and discussed the various outstanding demands of the Bodo community. Rajnath Singh said while introducing the Citizenship Amendment Bill in the Lok Sabha on January 8, he had made it clear that the Bill is not meant for the individuals belonging to six minorities who have come from one particular country. “It is also not meant for individuals who are living in one particular state.”
Fuel prices hiked again NEW DELHI, JAN 14 (AGENCIES): Petrol prices were hiked by 37-40 paise per litre and diesel rates by 49-53 paise per litre on Monday. That marked the fifth consecutive hike in domestic fuel prices, and the sixth overall so far this year. In Delhi, the price of petrol crossed the Rs. 70 a litre mark for the first time in 2019. The upwards price revision comes on the back of a recovery in crude oil prices in anticipation of tightening supply ahead, say analysts. Currently, oil marketing companies in the country revise the domestic prices of petrol and diesel on a daily basis, in line with the movement in international crude oil and rupee-dollar With effect from 6 am on January 14, petrol prices were at Rs. 70.13 per litre in Delhi, Rs. 72.24 per litre in Kolkata, Rs. 75.77 per litre in Mumbai and Rs. 72.79 per litre in Chennai, according to Indian Oil Corporation - the country’s largest fuel retailer. Diesel prices stood at Rs. 64.18 per litre, Rs. 65.95 per litre, Rs. 67.18 per litre and Rs. 67.78 per litre respectively.
Will demand pre-merger status if CAB comes into force: MPP Correspondent
IMPHAL, Jan 14: Manipur People’s Party (MPP), one of the oldest regional political parties in the Northeast, Monday declared that the party would demand for pre-merger status for Manipur if the controversial Citizenship (Amendment) Bill 2016 comes into force. Denouncing the passage of the bill by the Lok Sabha, the MPP leaders and workers Monday took out a protest rally on the streets in Imphal. The rally kick-started from the party office at Imphal Polo Ground was however prevented by the police from proceeding further near Johnstone School at BT Road. MPP president Y Jugindro Singh, who led the protest rally, said that if the bill comes into force without considering the sentiment of the people of the Northeast region including Manipur, the party would demand pre-merger political status. He asserted that the Citizenship (Amendment) Bill 2016 was passed at a time when people of the

state were demanding constitutional protection of the indigenous people of the region. The passage of Bill by the government at the Centre was a hint that the Manipur People’s (Protection) Bill would no more be validated, said Jugindro. Claiming that every section of society across the Northeast state were not in favour of the Bill, he said the NDA government passed the bill taking the advantage of having majority seats in the parliament. Further, he stated that the “undemocratic and un-
secular bill” will bring only negative impact in the society particularly in northeast states. “It is a kind of strategy of the government at the Centre to eliminate the indigenous people of Northeast from their own land and a part of BJP’s long term strategy to convert the region into a land of Hindus. BJP wants Hindunisation of entire country,” he alleged. MPP president said the party always stand for preserving and protecting ethnic identities of the state and the party would never allow compromising the identity of small communities.

DIMAPUR, JAN14 (NPN): Forum for Naga Reconciliation (FNR), after a long gap, has come out with a statement, on “the need to re-imagine the IndoNaga Peace Process” and raising Naga peoples’ voices through inclusive participation and transparency and to clarify that it is not part of the political process. In a statement, FNR said people, as per “ current political narrative as articulated in Naga-Land (not to be confused with the Indian State of Nagaland) are not optimistic about a breakthrough in the peace process.” It reminded about the “Declaration of the Naga Collective Spirit” at a meeting facilitated by FNR to reflect an ideological screen of One-Dimensional Politics. FNR also pointed out that since it was never part
of the political process with the government of India, it should not be under focus. FNR said the reason why there was an attempt to “pass the back to FNR” was to avoid the hurdle of sustainable peace and that the “scapegoating” was a “sign of weak questionable politics.” Reiterating that it has mandate of the Naga people, FNR also clarified that it is not a church organisation even if its members belong to Christians across institutionalised Church bodies. According to FNR, the concept of a “ re-imagined peace process has Reconciliation as the pivotal point that will determine whether an outcome can be implemented in a manner which is respectful, dignified, durable, sustainable and just, and therefore workable. NEW DELHI, JAN 14 (AGENCIES): Supreme Court on Monday kept a PIL challenging the Passport (Entry into India) Amendment Rules, 2015, The Foreigners (Amendment) Order, 2015 pending until Parliament decides on the passage of the Citizenship (Amendment) Bill 2019 bill in Rajya Sabha. The petition challenges the government order exempting “persons belonging to minority communities in Bangladesh and Pakistan, namely, Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who were compelled to seek shelter in India due to religious persecution or fear of religious persecution and entered into India on or before the 31 st December, 2014….,” from the application provisions of the Foreigners Act, 1946. The court said the notifications will become infructuous if the citizenship bill is passed by Rajya Sabha, asking the petitioner to raise the issue at an “appropriate time”. If the Bill is not passed by Rajya Sabha, then this petition can be entertained“, the Bar and Bench quoted Chief Justice of India Ranjan Gogoi as saying.
NEW DELHI, JAN 14 (PTI): Supreme Court on Monday issued notice to the Centre on a plea challenging the government’s notification authorising 10 central agencies to intercept, monitor and decrypt any computer system. A bench comprising Chief Justice Ranjan Gogoi and justices Ashok Bhushan and S K Kaul sought the Centre’s response within six weeks and said it would hear arguments on the interim stay after the parties are served the notices. “Heard the petitioner appearing in person and the counsels for the petitioners and perused the relevant material. Permission to appear and argue in person is granted. Issue notice in all the writ petitions. Issue notice also on the
prayer of interim relief/ application(s) for stay, returnable in six weeks. Interim prayer(s) will be considered after service of notice is complete,” the bench said. The court was hearing a batch of petitions, including those filed by advocates Manohar Lal Sharma and Amit Sahni, challenging the government’s December 20 notification. According to the government’s notification, 10 central probe and snoop agencies are now empowered under the Information Technology (IT) Act for computer interception and analysis, Home Ministry officials had said. Agencies include the IB, Narcotics Control Bureau, Enforcement Directorate, the Central Board of Direct Taxes (for Income Tax Department), Direc-
torate of Revenue Intelligence, CBI, NIA, RAW, Directorate of Signal Intelligence (in service areas of J-K, North East and Assam) and Delhi Police commissioner. The petitioners have claimed that the notification was “unconstitutional” and the “blanket surveillance” bad in law. Sahni in his plea, filed through advocate Preeti Singh, claimed that the December 20 notification was liable to be set aside according to the mandate of the right to privacy judgment delivered by a nine-judge Constitution bench of the top court. “The order dated December 20, 2018 is a blanket order and the same is against public at large, without any reasoning and the same is bad in law, therefore
the same is liable to be set aside,” he said in his plea. Manohar Lal Sharma sought to prohibit the agencies from initiating any criminal proceedings, inquiry or investigation against anybody under the provisions of the IT Act based on the notification. His plea claimed the notification was issued “to find political opponent, thinker and speaker to control entire country under dictatorship to win coming general election...” However, the government had said the rules for intercepting and monitoring computer data were framed in 2009 when the Congress-led UPA was in power and its new order only notified the designated authority which can carry out such action.
‘Modinomics’: tweaking of figures on jobs in India Rescue ops for Meghalaya NEW DELHI, JAN 14 (AGENCIES): One year ago, Narendra Modi seemed invincible. Now, after a 3-0 defeat in the Hindi heartland, analysts are saying he might find it difficult to get even 200 seats in 2019. Since December 2017, seven states where the BJP was a major player have voted in new state governments. In 2014, the party got 52% of the votes in these states. In assembly elections since then, the BJP’s voteshare has dropped to just over 40%. That means that nearly a quarter of those who voted for Modi in 2014 have moved away. Ground reports suggest their biggest grouse is the economy. Team Modi might harp on how fast India’s GDP is growing, but it has begun to sense that ‘Modinomics’ needs a mega tweak. For four years, the Modi government’s economic policies focused on keeping food prices
down, stopping a credit bubble from forming and bringing more parts of the economy under the tax net. To do that, MSPs were kept virtually static, a war was launched on NPAs and easy credit, 86% of the value of currency was demonetised and GST introduced. These reforms, cheered on by pink-paper pundits, hit the poor the hardest. Farm incomes didn’t keep pace with inflation, small businesses were starved of loans, cash-dependent operations had to shut shop, real estate transactions ran to a standstill, and smaller entrepreneurs lost market-share to bigger, more organised, players. All this, ultimately, meant one thing: a massive jobs crisis. India’s largest private data collector CMIE says over one crore jobs were lost last year alone. Even salaried jobs, the holy grail of the Indian job-seeker, dropped by 36 lakh between
early-2016 and mid-2018. However, that doesn’t tell the full story. Those with better technical qualifications and education did get jobs, but those at the lower end lost many more. For instance, the number of white-collar salaried jobs increased by 23 lakh between early 2016 and mid-2018. 50 lakh new jobs went to people with nonindustrial technical qualifications ranging from sales assistants to drivers, technicians to cooks. The number of industrial workers did drop till April 2017, but then recovered. By mid-2018, even salaried industrial jobs had gone up marginally, by 3 lakh, compared to early2016. The people who lost out were salaried support staff. Peons, sweepers, janitors, doormen, security guards, drivers disappeared from offices. Their count dropped by 96 lakh in the same period.
But has Team Modi left it too late? Even the 10% reservation for upper castes, presented as a quota for the economically poor, is unlikely to fetch anything more than goodwill. After all, this government has systematically cut down the number of available government jobs. In fact, each of Modi’s moves will take time to work on the ground. The Congress on Sunday targeted the BJP-led Centre over “growing employment” in India, citing a think-tank report to claim that over one crore jobs were lost last year. Referring to a report by the think-tank Centre for Monitoring Indian Economy (CMIE), Congress spokesperson Manish Tewari alleged that the BJP-led NDA government failed to fulfil its promise of providing two crore jobs every year and that the country lost one crore jobs instead. “During the 2014 elec-
tions, PM Modi had promised ‘’Acche Din’’ (good days), which included (providing) two crore jobs every year. In five years, this sums up to 10 crore (jobs). “But recently, a reputed think-tank, the Centre for Monitoring Indian Economy (CMIE), released a report on employment. It states that more than one crore people lost their jobs in just one year (2018),” he said. Tewari said according to the report, in December 2017, 40.79 crore people were employed. In 2018, it was reduced to 39.07 crore. “Which means more than one crore people lost their jobs. It is astonishing that more than 80 per cent of those unemployed were women and more than 90 per cent belonged to rural India,” Mr Tewari said citing the report. He also claimed that India’s unemployment rate increased to 7.4 per cent in December 2018.
miners make little headway
S H I L LO N G, JA N 1 4 (PTI): The Navy spent the whole of Monday to retrieve their unmanned vehicle which had got stuck during underwater searches for the 15 miners who have been trapped in an illegal mine here for over a month. The Navy’s efforts bore fruits and before calling an end to the operation Monday, they managed to reclaim the unmanned vehicle from inside the 370 foot-deep coal mine in Meghalayas East Jaintia Hills district, officials said. During the day, a team from a Chennai-based company that specialises in submersible robotic inspections launched their underwater search operations in the nearby abandoned mines using their smaller robotic vehicles, Operations Spokesperson R Susngi told PTI.
They have been tasked with preparing map of these rat-hole mines and see if there was any traces of the trapped diggers, the spokesperson said. He said senior scientist from Hyderabad-based CSIR-NGRI Dewashish Kumar has also begun electric topography survey in the area to identify the rock strata besides other important information. The efforts to de-water the main shaft, where the miners are trapped, were affected on Monday due to the Navy’s efforts to retrieve their unmanned vehicle which got stuck on Sunday night. Susngi said due to this operation the team from Kirloskar Brothers Ltd (KBL) could not operate their high-powered pumps and the de-watering process was affected. K Y M C
