LUCKNOW/NEW DELHI, JAN 12 (PTI): Once arch-rivals Samajwadi Party (SP) and Bahujan Samaj Party (BSP) announced Saturday their tie-up in Uttar Pradesh for the 2019 Lok Sabha polls, sharing 38 seats each and keeping the Congress out of the alliance. The parties, however, said they would not field candidates in Amethi and Rae Bareli, represented by Congress president Rahul Gandhi and UPA chairperson Sonia Gandhi. They also left two seats out of the 80 in the state for smaller allies, without naming them. But there have been talks with Ajit Singh’s Rashtriya Lok Dal. Fuel prices up 3rd day in a row

NEW DELHI, JAN 12 (AGENCIES): Fuel prices were hiked for the third consecutive day on Saturday. While petrol price went up by 19-20 paise in major cities across the country, diesel prices witnessed a 29-31 paise hike. In Delhi, petrol was retailing at Rs 69.26 per litre after today’s price revision while diesel is priced at Rs 63.10 per litre in the city. Meanwhile, petrol price stood at Rs. 67.08 per litre and diesel was retailing at Rs. 60.75 per litre in Dimapur. In the state capital Kohima, a litre of petrol and diesel was Rs. 67.89 and Rs. 61.36 respectively. Despite a dip in global oil prices on Friday, major PSUs have been increasing fuel prices considering the solid weekly gains posted global crude prices.

Drawing a parallel between the BJP and the Congress, the BSP chief said the Congress had imposed Emergency while the BJP is responsible for an undeclared Emergency. In 2014, the BJP had won 71 seats in Uttar Pradesh, which sends the largest number of MPs to the Lok Sabha. BJP ally Apna Dal bagged two. The SP won five seats and the Congress two, while the BSP drew a blank. At the press conference at a posh Lucknow hotel, Mayawati asserted that the two parties were entering into a long-term understanding. “This will last long, beyond Lok Sabha polls and in the UP Assembly elections,” the BSP leader said. Akhilesh Yadav avoided a direct reply when asked if he would support Mayawati for the prime minister’s post if the situation arose. “You know whom I will support,” he said. “I have said in the past that UP has always given the PM (to the country) and I will be happy if it gives a PM again.”

NSVDBSA on GiA funding issue

DIMAPUR, JAN 12 (NPN): Taking note of the issue pertaining to GIA (Grant-InAid) funds, Nagaland State VDB Secretary Association (NSVDBSA) Saturday informed that after detailed inquiry, in all 74 RD blocks, it was found that funds were already released for Dimapur, Peren and Mon. However, the fund was kept in the accounts of the respective deputy commissioners/chairmen of VDBs. In a press note, NSVDBSA president, Tohoshe Awomi pointed out that the release for the majority RD Blocks was delayed due to certain technicalities as most of the VDBs were still yet to furnish documents like-- Utilization Certificate, audit report of the previous funds released and New Scheme proposal which was required for the release of the fund. NSVDBSA has therefore urged BDOs to be in their place of posting and help the VDBs furnish all the required documents for the immediate release of the funds. NSVDBSA also appreciated the Leader of Opposition for bringing out the issue in the public domain, particularly the rural poor and for playing the role of constructive opposition.

DIMAPUR, JAN 12 (NPN): Coming under attack from the opposition par ty over Citizenship (Amendment) Bill issue, chief minister, Neiphiu Rio, Saturday expressed surprise that the NPF had raised its voice only now and remained silent when the Bill was introduced in July 2016. In this regard, he questioned whether the NPF was silent at that time since it was in alliance with the BJP then. “NPF and BJP were alliance partners in 2016 and were running the State government. During their time, the NPF did not oppose it. Only now when we are doing our best, they are trying to confuse people,” the chief minister was quoted by

He reaffirmed the Cabinet’s decision that the Bill in its present form needed review and expressed solidarity with those communities who would be affected if the bill becomes an Act. “The Bill has not even been passed. I do not know what the Opposition is trying to portray,” Rio said. The chief minister reminded that the Cabinet resolved to propose adoption of a resolution reaffirming all provisions of Article 371 (A) and to strengthen the implementation of the Inner Line Permit (ILP) as per Bengal Eastern Frontier Regulation, (BEFR) of 1873 in the next Session of the Nagaland Legislative Assembly. “We had also resolved to discuss with all political parties as well as with all stakeholders,” he said. President clears 10% quota bill Nagaland takes step towards organic farming NEW DELHI, JAN 12 (PTI): President Ram Nath Kovind has given his assent to the constitutional provision to provide 10-per cent reservation in government jobs and education to economically backward section in the general category. A notification issued by the Ministry of Law and Justice said on Saturday that the Constitution (103 Amendment) Act, 2019 has received the assent of the president. The Act amends Articles 15 and 16 of the Constitution, by adding a clause which allows states to make “special provision for the advancement of any economically weaker sections of citizens”. These “special provisions” would relate to “their admission to educational institutions, including private educational institutions, whether aided or unaided by the state, other than the minority educational

institutions”. It also makes it clear that reservation would be “in addition to the existing reservations and subject to a maximum of 10 per cent of the total seats in each category”. The bill was passed by Parliament on January 9. “For the purposes of this article and article 16, ‘economically weaker sections’ shall be such as may be notified by the State from time to time on the basis of family income and other indicators of economic disadvantage,” the notification read. Amendment of Article 16 stated, “Nothing in this article shall prevent the State from making any provision for the reservation of appointments or posts in favour of any economically weaker sections of citizens other than the classes mentioned in clause (4), in addition to the existing reservation and subject to a maximum of ten

per cent of the posts in each category.” While introducing the Bill in the Parliament, Union minister Thaawarchand Gehlot had said that at present, the economically weaker sections of citizens have largely remained excluded from attending the higher educational institutions and public employment on account of their financial incapacity to compete with the persons who are economically more privileged. According to the objects of the bill, “The directive principles of state policy contained in Article 46 of the Constitution enjoins that the State shall promote with special care the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation.”

DIMAPUR, JAN 12 (NPN): Nagaland, known for its rich biodiversity, is gradually making its entry into the organic farming market and towards this end efforts are being made to promote organic farming in the state. With a vision to make Nagaland one of the organic hubs of the country, a society called Nagaland Organic Konnect (NOK) supported by Investment and Development Authority of Nagaland (IDAN) organised a workshop on “Organic farming – Youth & the Future” at Hotel Acacia, here Saturday. NOK president and Professor (SASRD, NU), Akali Sema, said the society was established on November 26, 2018, with an aim to bring together all stakeholders of organic farming in Nagaland. She said

it envisions to, gradually, transform Nagaland from “organic by default” state to “organic by design” state. “We would create a robust database of information on organic farming, which is so vital for policy makers of the state,” said Sema. She said NOK also envisions Nagaland to be the organic hub of the country by making it the leading state in organic agriculture

and organic value chain for north-east region. Speaking at the inaugural programme as chief guest, advisor for I&PR, SCERT & Village Guards, Toshi Wangtung, said 90% of land in Nagaland was “agro friendly” and that organic farming has big potentials in the state. Pointing out that Nagaland could be one of the leading states in organic ag-

riculture and organic value chain for the north east region, the advisor queried why the state was not in the forefront amongst the north eastern states. GiA row: NPF legislators mount pressure on govt Enforce BEFR 1873 throughout Nagaland: NPRAAF tells govt

DIMAPUR, JAN 12 (NPN): Mounting pressure on the PDA government over the issue of Grant-inAid (GiA), NPF legislators of Phek on Saturday sought a clarification from the government on how Phek district was being denied GiA even after a lapse of almost a year of the funds being cleared by the state finance department. In a joint statement, Kuzholuzo Neinu, MLA 19 Phek AC; Yitachu, MLA 20 Meluri A/C; Chotisuh Sazo, MLA 18 Chazouba A/C and Kazhienyi Khalo, MLA 17 Chizami A/C, said they were appalled by the “flimsy excuse” of Rural Development (RD) department “in an attempt to shield the PDA mismanagement” of GiA by issuing press release with pompous technical terms to confuse the general public. They said the claim that the fund was released

to two districts and some blocks in another district had been disavowed by the respective districts. The legislators said the department was now passing the buck to the Central Ministry’s guidelines for nonpayment of the GiA. “This is nothing short of incompetence on the part of the State government and the department,” they said and asked if the state government and department were not in place to assist the public and accordingly accord them the benefits that the Centre grants. The MLAs maintained that the department should “not be adherent to safeguard the misdeeds of a few vested interest individual by making unsubstantiated claims at the expense of poor innocent villagers.” They said the delay of almost a year was uncalled for and the department should take utmost care when it

comes to the schemes that the Centre was providing lest a small and economically weak state like Nagaland was refused further sanctions for misuse and mismanagement of funds. Further, on the claims of the department that non-availability of bank accounts has been one of the restrictions enforced since the beginning of April 2018, the MLAs asked, if so, the department should explain as to how MGNREGA scheme has been implemented for the past years if so. They also alleged total violation of the Central Ministry’s guidelines of constituting a high level committee (HLC) and working out a sub-allocation by the HLC for the special additional grant. They said RD department overlooked the matter and changed the approved sub-allocation done by the HLC under the chairmanship of the state

chief secretary. “Would the Chief Minister who is also the Minister In-charge of the RD department, care to explain as to how the sub-allocation given to the communitized departments as per their requirements has been drastically reduced to bare minimum. Was the advice of the Advisor of RD department even taken when the government decided to disregard the High Level Committee?” the MLAs questioned asserting that this act of the government was a declaration of how “this NDPP-led government would continue to undermine the democratic system and the wishes of the people of Nagaland.” Wokha: Lone NPF legislator of Wokha district, Dr. Chumben Murry, asserted that NPF legislature party led by TR Zeliang was keeping a close watch on the functioning of the PDA government. DIMAPUR, JAN 12 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) Saturday appealed to the PDA government to immediately enforce Bengal Eastern Frontier Regulation (BEFR) 1873 in the whole state. NPRAAF through its information & publicity wing said this was resolved at its executive council meeting on January 11, 2019 in Dimapur. The forum also appealed to the government to strictly enforce BEFR 1873 in letter and in spirit to safeguard the indigenous rights of the people of Nagaland by issuing official memorandum enforcing Inner Line Permit (ILP) in all the districts. NPRAAF said the state of Nagaland Act 1962, Sec 26, which came into

effect from December 1, 1963, clearly states that all laws enforced would continue to be enforced in the state of Nagaland till repealed or modified. It said BEFR 1873, which was only applicable in Nagaland, should be strictly enforced, under which Inner Line Permit (ILP) was issued and enforced in the Naga Hills since that time. Forum maintained that the regulation has become even more necessary to be enforced across Nagaland and not only in Dimapur in the backdrop of Citizenship (Amendment) Bill 2016. NPRAAF said ILP would identify foreigners especially illegal immigrants, illegal foreigners and refugees from the indigenous Nagas. Further, NPRAAF said the regulation would

protect the state from illegal immigrants, illegal foreigners and refugees in applying of Indian citizenship to settle in the state as no other person except the indigenous inhabitant of Nagaland can even acquire Land permanently as per Nagaland Land Revenue Regulation Act 1978. The forum asserted that state government’s over dependence on Article 371A and taking refuge over it would only spell doom for the Nagas future unless the privileges and patronage the state enjoys under the Government of India was acted upon in deeds. Reiterating its stance against Citizenship (Amendment) Bill 2016, NPRAAF, however, appealed to Nagas to work together to prevent minimum damages following the Bill. K Y M C
