Speaker accepts Patton’s resignation
DIMAPUR, JAN 11 (NPN): Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier has accepted the resignation of former Home minister, Yanthungo Patton from membership of the 12th NLA w.e.f January 11. A press note from Commissioner and Secretary, N. Benjamin Newmai said that with Patton’s resignation, the Speaker has declared the seat under 37-Tyui assembly constituency as vacant.
Woman found dead
DIMAPUR, JAN 11 (NPN): Women Police Station has registered a case in connection with the death of a woman identified as Khonzani (24). According to a press note from Women PS, the police station received information on January 10 at 11:30 p.m, that the female was found dead at her residence in Supply Colony, Dimapur. The press note said that husband of the deceased, Vincent Pichamo Kikon (30), has been detained and post mortem of the deceased was conducted at Civil Hospital, Dimapur on January 11.
ZPO condemn case of fatal domestic violence
DIMAPUR, JAN 11 (NPN): Zeliang People’s Organisation (ZPO) has strongly condemned the incident where one Heleulungbe Lungalang from Heningkunglwa village, in a drunken state, allegedly beat his wife Namdeuyile to death. A press statement from ZPO secretary, Kerang Dumtta urged the law enforcing agencies to book the culprit and take appropriate action against him. The organization offered their condolences and offered prayers for strength for the bereaved family and for the departed soul’s eternal rest. ZPO further appealed to all to maintain peace and tranquillity in the area and let the law take its own course of action against the culprit.
Police order removal of crash guards, bull bars
DIMAPUR, JAN 11 (NPN): Vehicles owners with crash guards/bull bars installed on their vehicles have been directed to remove the fitments from their vehicles. An order from Sr. SP, Vekhosa Chakhesang said that the installation of crash guards and bull bars in motor vehicles violates Section 52 of the Motor Vehicles Act, 1988 and attracts a penalty. The order directed such vehicle owners to remove the fitments within 15 days from the issue of this order, failing which penalty will be imposed on the offenders as per provisions of the said Act.

Nagaland polls on schedule: HM
NEW DELHI/GUWAHATI, JAN 11 (PTI/ AGENCIES): Assembly elections in Nagaland, Meghalaya and Tripura are due in February-March and an announcement in this regard is expected early next month. The assembly election in Nagaland will be held on schedule, Home Minister Rajnath Singh said on Thursday amidst a demand by the state’s civil society groups for deferring the polls to facilitate a solution to the vexed Naga insurgency issue. This was conveyed by the Rajnath to Nagaland chief minister, T.R. Zeliang when the latter met him here Wednesday. “HM also told the Nagaland chief minister that announcing the dates for assembly elections is the prerogative of the Election Commission and the elections have to be held on schedule,” the office of the Home minister tweeted. During the meeting, the chief minister also gave some suggestions to the Home minister for a solution to the vexed Naga issue. “HM told him that

the negotiations of various Naga groups with the interlocutor will continue,” another tweet said. However, on Wednesday, Nagaland chief minister, T.R. Zeliang’s office issued a statement stating that the Union Home minister Rajnath had assured Zeliang that he would convene a meeting on the demand of the Naga people and convey the outcome of the meeting to Nagaland government. Zeliang had briefed Rajnath about the ‘desire’ by various civil society organisation and church leaders in Nagaland for “Solution before Election”. The chief minister’s office said, “Zeliang also pointed out that the government of India was engaged with different Naga political
groups- NSCN (I-M) and Working Committee of the Naga National Political Groups for early solution and that it was the desire of the Naga people for solution to arrive before the ensuing election.” In support of the demand, the chief minister submitted the resolution adopted by Nagaland Legislators Forum and parliamentarians and ex-parliamentarians on December 7, 2017, along with a copy of Nagaland legislative assembly resolution. Various civil society groups, including legislators, had appealed to the Centre to defer elections demanding “solution and not election.” Assembly elections in Nagaland, Meghalaya and Tripura are due in FebruaryMarch and an announcement in this regard is expected early next month.
EC may announce poll dates today
Election Commission of India is expected to announce on Friday dates for ensuing assembly elections in Tripura, Meghalaya and Nagaland.
According to reports, the full team of the Election Commission had already visited the three states to make a final assessment. Reports quoted an official source as saying that the Election Commission was likely to make a formal announcement on January 12, 2018.
EC publishes final e-rolls
Amid demand in Nagaland for postponing the assembly elections due next month until the centre announces Naga solution, Election Commission of India published the final electoral rolls that showed a decrease in the number of voters from that in 2013 election following some intensive cleansing of the rolls. According to TNN, Nagaland chief electoral officer Abhijit Sinha said that the final rolls published has 11,89,264 voters, lower than the electorate size of 11,92,377 enumerated in 2013. “The decrease is due to our cleansing of mostly multiple entries in the electoral rolls,” Sinha said. He said that 6,00,536 are male voters and female voters are 5,88,728.
Big BJP victory vital for peace, development in Nagaland: Rijiju NEW DELHI, JAN 11 (AGENCIES): Ahead of the Assembly polls likely next month, Minister of State for Home Kiren Rijiju, the BJP’s election in charge for Nagaland said that the Centre does not want to link talks with the NSCN (I-M) to the elections, The Hindu (TH) report stated. Excerpts of the interview with The Hindu TH: As election in charge for Nagaland, how do you propose to shape the campaign? Rijiju: This [election] is special and challenging as talks are going on between the NSCN (I-M) and our interlocutor [R.N Ravi]. While talks are going on, many people expect it to conclude fast and the poll process to start thereafter. We don’t want to link the talks with elections. Elections are a democratic process. There is an NDA government in Nagaland, where BJP is only a minor party. We got only one MLA elected last elections. The NPF also got into trouble because of internal conflicts and divisions. Even though Chief Ministers changed, the NDA government remained there.

D I M A P U R , JA N 1 1 (NPN): Hitting out at All India Congress Committee (AICC) secretary, Dr. K Jayakumar for crediting Congress for inking of the Framework Agreement between Government of India and NSCN (I-M), State BJP alleged that the Congress-led UPA government had adopted delaying tactics vis-à-vis the Naga political issue during its reign. In a statement issued on Thursday, the State BJP said everyone knew that it was only under Narendra Modi’s leadership that things were now moving forward. It also claimed that the North-eastern region was exempt from any form of restriction over food consumption. It further alleged that Congress had ruled Nagaland in the past, but
failed to deliver as per the aspirations of the people, and that rather corruption had bloomed in that era. The statement claimed that BJP believed in the Constitution of India and that it was committed to “positive secularism” as enshrined in the party’s own constitution. It said the party under Prime Minister Narendra Modi’s leadership treated politics beyond considerations of caste, familydominance, appeasement and vote-banks and that it was mainstreaming the politics of performance in the country. Meanwhile, the statement said that BJP would commence its second phase of booth-level training meetings from January 12 to 19 and cover Mon, Kohima, Phek, Wokha and Zunheboto districts.
KOHIMA, JAN 11 (NPN): Aboi District Demand Committee (ADDC) has reiterated that it would continue with its demand for a separate district of Aboi, even as it accused the State government of overlooking the May 16, 2017 notification that prioritised Aboi for examination and consideration. The organisation also served an ultimatum to the chief minister and warned that ADDC would resort to its own course of action, if the state government failed to concede to its demand at the earliest. Briefing media persons here Thursday afternoon, ADDC working convener Konwang Konyak asserted that Aboi, currently a subdivision, qualified to be upgraded to a district as it fulfilled all criteria and had the necessary facilities.
He said it had a population of 59,000 with three Assembly constituencies and 34 villages, excluding towns and unrecognized villages, five administrative offices (two SDO and two EAC) and one ADC office, three RD blocks and has 34 government departments with 10 departments having DDO powers. Asserting that upgrading Aboi to a district would also be economically viable, Konyak explained that it was a huge problem for people from upper Konyak areas to visit Mon town even for petty issues, which ultimately affected the local economy. The ADDC leader informed the media that in June 2017, Chang Khulei Sethsang, Phom People Council, Eastern Nagaland People’s Organisation and United Sangtam People’s Organisation had extended their support to the de-
mand for a separate Aboi district. On a similar demand for creating separate Tobu district, which was more than 100 km away from Mon, Konyak said currently Tobu area did not qualify to be upgraded to a district as there were pending disputes between Konyak and Chang communities. According to him, though Tobu was far off from Mon town, the pending disputes should be first resolved, before considering whether the area qualified to be made a separate district. Konyak also remarked that Tobu area did not meet the requisite criteria in terms of population or Assembly constituencies. He, however, added that it could be upgraded to an independent ADC headquarter as making it a district now would create problems.

TH: What about seat adjustment? Rijiju: We have not started the talks on seat adjustment, but we will definitely have a bigger share this time but we will not be unreasonable. During the elections in 2012, the BJP fought in very few seats, whereas in 2007 we won seven seats. An NDA government is absolutely necessary in Nagaland because the Congress that ruled the State for so long has failed miserably. The Naga people are aspiring for peace, and peace is possible only if we go with the plan adopted by Prime Minister Narendra Modi, who, within five months of assuming power, had signed a frame-
work agreement with the NSCN-IM. Of course, not every section of society and underground groups are endorsing the talks, but since it has been going on for long with the NSCN-IM, we cannot break it and have to continue with it. I n t h e f r a m ewo r k agreement we have made one thing clear —that sovereignty which the Naga rebels were asking for, will not be granted nor is it part of the discussions. The talks will be within the framework of the Indian Constitution. The BJP coming to power with a bigger share of seats in Nagaland is necessary for peace and economic development. TH: What is the status of talks on the Naga Accord? Rijiju: While talks are going on, we cannot disclose the status. When you had signed the framework agreement, it was said that only a few things remained to be stitched up. Govt drivers to hold ‘shanti march’
KOHIMA, JAN 11 (NPN): All India government drivers’ federation (AIGDF) has given a call for holding “shanti march” at the state level on January 18, 2018 and at the central level on February 2, 2018 to press for their charter of demands. In a press release, AIGDF (CC) president, Milan Raj Banshi, stated that holding of the proposed peace march was as per the AIGDF central committee meeting resolution adopted on November 5, 2017 in New Delhi. In this regard, the federation has informed all the affiliated association of the state, union territories and the central government to apprise their respective governments about their long-pending grievances (charter of demands of the federation) by submitting it to the governor/chief minister/administrator/chief secretary and deputy commissioner on January 18, 2018. AIGDF also informed all state/UT and central government associations to write to their governments requesting special leave for the drivers on January 18 and February 2.

No lessons learnt in quake-prone North East NEW DELHI, JAN 11 (AGENCIES): It is often said that earthquakes don’t kill people; it is the building that does. If building codes are not enforced in seismically active zones, even moderate intensity quakes can cause widespread damage to buildings and injure people. This is what is happening in the Northeast, a new study has pointed out. Manipur was hit with earthquake of intensity 6.7 on January 4, 2016 which caused devastation in state capital, Imphal, and adjoining areas. It provided an opportunity for scientists to understand risks posed to buildings and the state of construction practices in the region. While many buildings collapsed, it was noted that the damage caused to public building were disproportionate to the intensity of shaking. A report published in the India Science Wire stat-

ed that scientists from three Indian Institutes of Technology– Kanpur, Guwahati and Patna - undertook a reconnaissance survey of earthquake affected regions immediately after the quake, and revisited the area after three months to see the condition of damaged structures
and restoration work. It was found that while several reinforced concrete (RC) buildings in Imphal suffered varying degrees of damage, traditional wooden houses made using bamboo and wood - known as ShingKhim- reported no damages. Government buildings, cov-
ered in the study, were damaged heavily because they did not conform to seismic code of practices, and there is general lack of enforcement of existing regulations and codes. In addition, factors like inferior quality of raw materials and shoddy workmanship contributed to collapse of buildings. “The seismic risk in the region is growing at an alarming pace with increasing inventory of vulnerable construction,” the study has concluded. The 2016 quake, it said, “should be regarded as a preview of what is likely to happen in the event of a greater shaking expected for the region and should hasten the community to take necessary steps.” Dr Durgesh C Rai, a professor of civil engineering at IIT Kanpur, who led the study, told India Science Wire that “despite considerable awareness among the public about earthquakes
