Speaker accepts Patton’s resignation

DIMAPUR, JAN 11 (NPN): Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier has accepted the resignation of former Home minister, Yanthungo Patton from membership of the 12th NLA w.e.f January 11. A press note from Commissioner and Secretary, N. Benjamin Newmai said that with Patton’s resignation, the Speaker has declared the seat under 37-Tyui assembly constituency as vacant.

Woman found dead

DIMAPUR, JAN 11 (NPN): Women Police Station has registered a case in connection with the death of a woman identified as Khonzani (24). According to a press note from Women PS, the police station received information on January 10 at 11:30 p.m, that the female was found dead at her residence in Supply Colony, Dimapur. The press note said that husband of the deceased, Vincent Pichamo Kikon (30), has been detained and post mortem of the deceased was conducted at Civil Hospital, Dimapur on January 11.

ZPO condemn case of fatal domestic violence

DIMAPUR, JAN 11 (NPN): Zeliang People’s Organisation (ZPO) has strongly condemned the incident where one Heleulungbe Lungalang from Heningkunglwa village, in a drunken state, allegedly beat his wife Namdeuyile to death. A press statement from ZPO secretary, Kerang Dumtta urged the law enforcing agencies to book the culprit and take appropriate action against him. The organization offered their condolences and offered prayers for strength for the bereaved family and for the departed soul’s eternal rest. ZPO further appealed to all to maintain peace and tranquillity in the area and let the law take its own course of action against the culprit.

Police order removal of crash guards, bull bars

DIMAPUR, JAN 11 (NPN): Vehicles owners with crash guards/bull bars installed on their vehicles have been directed to remove the fitments from their vehicles. An order from Sr. SP, Vekhosa Chakhesang said that the installation of crash guards and bull bars in motor vehicles violates Section 52 of the Motor Vehicles Act, 1988 and attracts a penalty. The order directed such vehicle owners to remove the fitments within 15 days from the issue of this order, failing which penalty will be imposed on the offenders as per provisions of the said Act.

Nagaland polls on schedule: HM

NEW DELHI/GUWAHATI, JAN 11 (PTI/ AGENCIES): Assembly elections in Nagaland, Meghalaya and Tripura are due in February-March and an announcement in this regard is expected early next month. The assembly election in Nagaland will be held on schedule, Home Minister Rajnath Singh said on Thursday amidst a demand by the state’s civil society groups for deferring the polls to facilitate a solution to the vexed Naga insurgency issue. This was conveyed by the Rajnath to Nagaland chief minister, T.R. Zeliang when the latter met him here Wednesday. “HM also told the Nagaland chief minister that announcing the dates for assembly elections is the prerogative of the Election Commission and the elections have to be held on schedule,” the office of the Home minister tweeted. During the meeting, the chief minister also gave some suggestions to the Home minister for a solution to the vexed Naga issue. “HM told him that

the negotiations of various Naga groups with the interlocutor will continue,” another tweet said. However, on Wednesday, Nagaland chief minister, T.R. Zeliang’s office issued a statement stating that the Union Home minister Rajnath had assured Zeliang that he would convene a meeting on the demand of the Naga people and convey the outcome of the meeting to Nagaland government. Zeliang had briefed Rajnath about the ‘desire’ by various civil society organisation and church leaders in Nagaland for “Solution before Election”. The chief minister’s office said, “Zeliang also pointed out that the government of India was engaged with different Naga political

groups- NSCN (I-M) and Working Committee of the Naga National Political Groups for early solution and that it was the desire of the Naga people for solution to arrive before the ensuing election.” In support of the demand, the chief minister submitted the resolution adopted by Nagaland Legislators Forum and parliamentarians and ex-parliamentarians on December 7, 2017, along with a copy of Nagaland legislative assembly resolution. Various civil society groups, including legislators, had appealed to the Centre to defer elections demanding “solution and not election.” Assembly elections in Nagaland, Meghalaya and Tripura are due in FebruaryMarch and an announcement in this regard is expected early next month.

EC may announce poll dates today

Election Commission of India is expected to announce on Friday dates for ensuing assembly elections in Tripura, Meghalaya and Nagaland.

According to reports, the full team of the Election Commission had already visited the three states to make a final assessment. Reports quoted an official source as saying that the Election Commission was likely to make a formal announcement on January 12, 2018.

EC publishes final e-rolls

Amid demand in Nagaland for postponing the assembly elections due next month until the centre announces Naga solution, Election Commission of India published the final electoral rolls that showed a decrease in the number of voters from that in 2013 election following some intensive cleansing of the rolls. According to TNN, Nagaland chief electoral officer Abhijit Sinha said that the final rolls published has 11,89,264 voters, lower than the electorate size of 11,92,377 enumerated in 2013. “The decrease is due to our cleansing of mostly multiple entries in the electoral rolls,” Sinha said. He said that 6,00,536 are male voters and female voters are 5,88,728.

Big BJP victory vital for peace, development in Nagaland: Rijiju NEW DELHI, JAN 11 (AGENCIES): Ahead of the Assembly polls likely next month, Minister of State for Home Kiren Rijiju, the BJP’s election in charge for Nagaland said that the Centre does not want to link talks with the NSCN (I-M) to the elections, The Hindu (TH) report stated. Excerpts of the interview with The Hindu TH: As election in charge for Nagaland, how do you propose to shape the campaign? Rijiju: This [election] is special and challenging as talks are going on between the NSCN (I-M) and our interlocutor [R.N Ravi]. While talks are going on, many people expect it to conclude fast and the poll process to start thereafter. We don’t want to link the talks with elections. Elections are a democratic process. There is an NDA government in Nagaland, where BJP is only a minor party. We got only one MLA elected last elections. The NPF also got into trouble because of internal conflicts and divisions. Even though Chief Ministers changed, the NDA government remained there.

D I M A P U R , JA N 1 1 (NPN): Hitting out at All India Congress Committee (AICC) secretary, Dr. K Jayakumar for crediting Congress for inking of the Framework Agreement between Government of India and NSCN (I-M), State BJP alleged that the Congress-led UPA government had adopted delaying tactics vis-à-vis the Naga political issue during its reign. In a statement issued on Thursday, the State BJP said everyone knew that it was only under Narendra Modi’s leadership that things were now moving forward. It also claimed that the North-eastern region was exempt from any form of restriction over food consumption. It further alleged that Congress had ruled Nagaland in the past, but

failed to deliver as per the aspirations of the people, and that rather corruption had bloomed in that era. The statement claimed that BJP believed in the Constitution of India and that it was committed to “positive secularism” as enshrined in the party’s own constitution. It said the party under Prime Minister Narendra Modi’s leadership treated politics beyond considerations of caste, familydominance, appeasement and vote-banks and that it was mainstreaming the politics of performance in the country. Meanwhile, the statement said that BJP would commence its second phase of booth-level training meetings from January 12 to 19 and cover Mon, Kohima, Phek, Wokha and Zunheboto districts.

KOHIMA, JAN 11 (NPN): Aboi District Demand Committee (ADDC) has reiterated that it would continue with its demand for a separate district of Aboi, even as it accused the State government of overlooking the May 16, 2017 notification that prioritised Aboi for examination and consideration. The organisation also served an ultimatum to the chief minister and warned that ADDC would resort to its own course of action, if the state government failed to concede to its demand at the earliest. Briefing media persons here Thursday afternoon, ADDC working convener Konwang Konyak asserted that Aboi, currently a subdivision, qualified to be upgraded to a district as it fulfilled all criteria and had the necessary facilities.

He said it had a population of 59,000 with three Assembly constituencies and 34 villages, excluding towns and unrecognized villages, five administrative offices (two SDO and two EAC) and one ADC office, three RD blocks and has 34 government departments with 10 departments having DDO powers. Asserting that upgrading Aboi to a district would also be economically viable, Konyak explained that it was a huge problem for people from upper Konyak areas to visit Mon town even for petty issues, which ultimately affected the local economy. The ADDC leader informed the media that in June 2017, Chang Khulei Sethsang, Phom People Council, Eastern Nagaland People’s Organisation and United Sangtam People’s Organisation had extended their support to the de-

mand for a separate Aboi district. On a similar demand for creating separate Tobu district, which was more than 100 km away from Mon, Konyak said currently Tobu area did not qualify to be upgraded to a district as there were pending disputes between Konyak and Chang communities. According to him, though Tobu was far off from Mon town, the pending disputes should be first resolved, before considering whether the area qualified to be made a separate district. Konyak also remarked that Tobu area did not meet the requisite criteria in terms of population or Assembly constituencies. He, however, added that it could be upgraded to an independent ADC headquarter as making it a district now would create problems.

TH: What about seat adjustment? Rijiju: We have not started the talks on seat adjustment, but we will definitely have a bigger share this time but we will not be unreasonable. During the elections in 2012, the BJP fought in very few seats, whereas in 2007 we won seven seats. An NDA government is absolutely necessary in Nagaland because the Congress that ruled the State for so long has failed miserably. The Naga people are aspiring for peace, and peace is possible only if we go with the plan adopted by Prime Minister Narendra Modi, who, within five months of assuming power, had signed a frame-

work agreement with the NSCN-IM. Of course, not every section of society and underground groups are endorsing the talks, but since it has been going on for long with the NSCN-IM, we cannot break it and have to continue with it. I n t h e f r a m ewo r k agreement we have made one thing clear —that sovereignty which the Naga rebels were asking for, will not be granted nor is it part of the discussions. The talks will be within the framework of the Indian Constitution. The BJP coming to power with a bigger share of seats in Nagaland is necessary for peace and economic development. TH: What is the status of talks on the Naga Accord? Rijiju: While talks are going on, we cannot disclose the status. When you had signed the framework agreement, it was said that only a few things remained to be stitched up. The process has been simplified which is good, but sometimes, the whole issue will focus on one point. (Cont’d on p-7)

Govt drivers to hold ‘shanti march’

KOHIMA, JAN 11 (NPN): All India government drivers’ federation (AIGDF) has given a call for holding “shanti march” at the state level on January 18, 2018 and at the central level on February 2, 2018 to press for their charter of demands. In a press release, AIGDF (CC) president, Milan Raj Banshi, stated that holding of the proposed peace march was as per the AIGDF central committee meeting resolution adopted on November 5, 2017 in New Delhi. In this regard, the federation has informed all the affiliated association of the state, union territories and the central government to apprise their respective governments about their long-pending grievances (charter of demands of the federation) by submitting it to the governor/chief minister/administrator/chief secretary and deputy commissioner on January 18, 2018. AIGDF also informed all state/UT and central government associations to write to their governments requesting special leave for the drivers on January 18 and February 2.

If building codes are not enforced in seismically active zones, even moderate intensity quakes can cause widespread damage to buildings and injure people. This is what is happening in the Northeast, a new study has pointed out. Manipur was hit with earthquake of intensity 6.7 on January 4, 2016 which caused devastation in state capital, Imphal, and adjoining areas. It provided an opportunity for scientists to understand risks posed to buildings and the state of construction practices in the region. Williamnagar, Jan 11: A top commander of the outlawed Garo National Liberation Army (GNLA) was killed on Thursday when security forces raided a hideout in Meghalaya. Matchallang Sangma alias Vietnam, the deputy commander-in-chief of the GNLA was killed in a gun battle in a makeshift jungle camp outside Bawe Duragre village, located on the southern bank of the Simsang river, 20 km from Williamnagar, the district headquarters of East Garo Hills. “We launched an operation in the area based on a tip-off that some members of the group were taking shelter there,” said Ringrang Momin, a district police official. Sangma was wanted in several extortion, kidnappings and killings of people in Garo Hills and parts of West Khasi Hills. One AK rifle along with ammunition, China made hand grenades, Bangladeshi currency notes and other incriminating documents were recovered from the site, the police official said.

IMPHAL, Jan 11: Thadou Students’ Association (TSA) Thursday announced a 36hour bandh on four main national highways of Manipur from January 16 after the state government allegedly failed to address their demands. The bandh which would be effective from 6 am of January 16 would be imposed along ImphalMoreh, Imphal-Dimapur, Imphal-Jiribam, and Imphal-Churachandpur national highways. Addressing a news conference at Manipur Press Club, Imphal TSA general secretary Michael Lamjathang Haokip said that the 36-hours bandh which will commence from 6 am of January 16 would continue till 6 pm of January 17. The bandh is being

called over the failure of the state government to deliver justice in the May 5, 2017 Sugnu double murder case, the murder of Thongkhogin Haokip on February 29, 2016 and non-introduction of Thadou Kuki (MIL) subjects at higher secondary schools in the valley, he said. He further alleged that state government has failed to solve the gang-rape and murder of a 21-year-old private school teacher Nengkhokim Haokip alias Cicilia/ Shila from Moltinchan village in Chandel district. He said that a team of TSA met the superintendent of police, Kakching district, investigating officer (SDPO Kakching) of these cases and also ADGP (L&O) in this regards. TSA had even served ultimatum on December 22, 2017 to the state home department to bring justice in

the case on or before January 10, 2018 but no satisfactory action has been taken up to date, he added. On the matter of introduction of Thadou Kuki (MIL) subjects in the higher secondary schools in the valley, he alleged that the state government has in 2016 already issued an order for introduction of the same. “But, the order still remains a mere piece of paper and it has not been implemented till now,” he informed. While stating that TSA considers this as a deprivation of the rights of the Thadou tribal students to their language, the student’s leader warned that it would be compelled to resort to intensified forms of stirs if the state government failed to respond positively even after the imposition of the bandh.

Orphanage director held for molesting minor inmate

Lakhimpur, Jan 11 (PTI): The director of a private orphanage in Dhemaji district of Assam was arrested Thursday on the charge of molesting a minor inmate there, the police said. The girl also alleged that rape and molestation of inmates have been going on in the orphanage at Silapathar for long, but a section of the local people said the director is being framed. The 13-year-old girl lodged a complaint with the police that the director forcefully took her out of her room and molested her in another room on the night of January 7. After the FIR was lodged on January 8, the director was arrested and forwarded to judicial custody, district Superintendent of Police Nilesh Sawakare said. The girl said in the FIR that she had managed to escape

from the orphanage and took shelter in a neighbour’s house. Official sources said the orphanage sheltering around 100 orphans and destitute is funded by the Assam Social Welfare and Social Justice department. “Rape and molestation of the inmates are going on for a long time and she somehow managed to escape to expose it,” the girl alleged before the media. Some local organisations have also filed a separate FIR alleging illegal activities in the orphanage. A group of women also demonstrated before Silapathar police station yesterday demanding arrest of its director. However, a section of the local people claimed he is being framed by certain quarters as the orphanage has been operating successfully.

Gadkari ‘attacks’ Indian Navy for obstructing Mumbai dev Mumbai, Jan 11 (IANS): Union Shipping Minister Nitin Gadkari on Thursday “attacked” the Indian Navy for creating obstacles in “development projects in Mumbai”, including opposing the plans for a floating jetty at Nariman Point. Recently, the Bombay High Court declined permission to a private operator for building a jetty to launch seaplane services and a floatel since it did not get the green signal of the Indian Navy’s Western Naval Command, ostensibly for security reasons. “Actually, what does the navy have to do with Malabar Hill (in south Mumbai).They should be guarding the borders of the country,” Gadkari remarked at a function where he laid the foundation stone for an international cruise terminal along with Maharashtra Chief Minister Devendra Fadnavis. Giving a piece of his mind to Indian Navy accusing it of “creating roadblocks” in development projects, he sought to know why everyone on the navy wants to live in south Mumbai. “They have come to me seeking a plot of land... I will not give them even an inch of land, please don’t come again,” Gadkari declared, in the presence of top naval, maritime and government officials, including Western Naval Command chief Vice Admiral Girish Luthra. He said ever ybody wants to build quarters in south Mumbai’s prime land and opined that only a few important, senior officials should live there. “We respect you, but

Fadnavis said that this international cruise terminal is part of the government’s four-pronged policy to develop Mumbai on water, sky, ground and underground with water transport, new international airport, roads and flyovers, and the underground Mumbai Metro. “This will make Mumbai a global cruise destination, create huge employment opportunities, increase the number of tourists and contribute to the GDP growth of Mumbai and Maharashtra,” he said. Spread over 4.15 lakh sq. feet, the terminal will be equipped to host cruise ships with a capacity of around 5,000 passengers, with restaurants, shopping, recreated and leisure activities, which would also be accessible to the local population. In 2016-2017, around 55 international cruise ships carrying over 60,000 passengers touched Mumbai, and this figure is now expected to grow 10 fold to around 700 vessels annually. With Mumbai alone expected to handle nearly three-fourths of this estimated huge growth in cruise liner traffic, the government plans to develop other ports (besides Mumbai) like Goa, Mangaluru, Kochi and Chennai to cater to big and small international cruise ships.

SC to hear pleas for probe in judge B H Loya’s death New Delhi, Jan 11 (PTI): The Supreme Court Thursday agreed to hear tomorrow two separate pleas seeking independent probe into the death of special CBI judge B H Loya, who was hearing the Sohrabuddin Sheikh encounter case. A bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud, in the forenoon, took note of the submission seeking urgent hearing on the plea filed by Maharashtrabased journalist B R Lone for a probe into Loya’s death on December 1, 2014. Later in the day, another plea filed by Congress leader Tehseen Poonawala on the same issue was mentioned by lawyer Varinder Kumar Sharma for urgent hearing before the bench, which agreed to hear it along with the earlier one. Loya had died of cardiac arrest in Nagpur on December 1, 2014, when he had gone to attend the wedding of a colleague’s daughter. The issue came under the spotlight in November last year after media reports quoting his sister fuelled suspicion about the circumstances surrounding his death and its link to the Sohrabuddin case. Poonawala, in his plea, said the circumstances revolving around the death of the judge were “questionable, mysterious and contradicting”.

New Delhi, Jan 11 (IANS): Men performing biking stunts at Republic Day functions is history. The BSF has now trained 113 women bikers who will be riding on 26 350 CC Royal Enfield motorcycles to perform acrobatics and daredevil stunts at this Republic Day parade. The bikers, in the age group 20 to 31 and led by Sub-Inspector Stanzin Noryang, 28, from Jammu and Kashmir’s Ladakh region, would be a first all-women contingent from any force to perform biking stunts at the annual event that displays a mix of India’s military might and cultural prowess. Interestingly, Noryang didn’t know how to ride a bike when she volunteered to be included in the Border Security Force’s “women daredevil team”. That was in October 2016. But today she is confident she can not only ride but perform daredevil stunts with 10 other riders on single motorcycle. “I never thought of riding a bike because of fear. Now, I am confident of doing any stunt on a Royal Enfield Bullet -- a very heavy two-wheeler. I am proud of my seniors who trained and chose me to lead the team and perform stunts at the Republic Day event,” Noryang told IANS. Disqualify 20 AAP MLAs, Maken urges CEC New Delhi, Jan 11 (IANS): Delhi Congress President Ajay Maken on Thursday met Chief Election Commissioner Achal Kumar Joti and demanded the disqualification of 20 AAP MLAs at the earliest for allegedly holding offices of profit as Parliamentary Secretaries. Maken also submitted a representation on the matter to Joti. After the meeting, a Delhi Congress leader said that Maken apprised the CEC of the delay in the matter since it dates back to May 2015. “The CEC assured to look into the issue,” he said. The meeting between Maken and the CEC lasted around 20 minutes. The Congress had on June 9, 2016, moved the poll panel to seek disqualification of 21 AAP MLAs and has been pursing the matter ever since. S u b s e q u e n t ly, t h e proceedings were dropped against Jarnail Singh after he resigned as the Rajouri Garden MLA to contest the Punjab Assembly polls in February 2017. O

nce known as the Congress bastion, where the party had dominated politics and also ruled six of the seven north eastern states- Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura; today the situation has changed. The main competitor to the Congress has been the AGP in Assam, NPF in Nagaland, regional alliance in Meghalaya, MNF in Mizoram and Left in Tripura. That was till the ascendency of the BJP under Modi after 2014. Today, the single most potent challenger not only to the Congress but any regional party in the region is the BJP. The BJP managed to win 21 seats in Manipur and formed the government despite the Congress having won 28 seats. Interestingly, in Manipur the BJP polled 6,01,539 votes while the Congress polled 5,82,056 votes. In Assam, the BJP won 60 seats while the Congress( which ruled Assam for three consecutive terms) won only 26 seats from the 122 it held. However in terms of votes BJP got only 49,92,185 as against 52,38,655 for the Congress. In Arunachal Pradesh, the BJP came to power by engineering mass defections from the Congress and so cannot be credited with having won the election held in 2014. In 2014 assembly and Lok Sabha elections were held simultaneously where the Congress won 42 and BJP 11. However after nearly a year later, the BJP formed the government after engineering defections from Congress to PPA then to BJP. As stand, of the seven north eastern states, the BJP today rules in Assam, Arunachal Pradesh and Manipur . Along with NPF, BJP has a coalition government in Nagaland. In Tripura, the Left has managed to sustain its innings after dethroning the Congress since 1998. The BJP is eying Meghalaya where the Congress runs a coalition government . In Meghalaya the BJP on its own may not be able to gain much but in alliance with its NDA partner, NPP, it can hope to form a coalition government. However at this moment, it is speculative. The Congress in Meghalaya is still alive and kicking and according to observers, the party is not down but able to renew its strength even after some of its legislators have defected to BJP. The next focus of the BJP is on other more difficult states like Nagaland and Mizoram. In Nagaland, the BJP is likely to focus on winning as many seats and as per the statements of its party leaders, the party will contest all 60 seats. The BJP hopes to exploit the present confusion and division within NPF by playing the central card.The election scenario will be heavily dependent upon the issue of tickets by the NPF president Dr.Shürhozelie Liezietsu. The NPF troika- Dr.Shürhozelie, Neiphiu Rio and T.R.Zeliang- will be working overtime to get NPF tickets for their favoured candidates and which could lead to some frictions within. In this scenario the mention of NPP and NDPP and to an extent the BJP is being heard, as the parties that would benefit out of the NPF friction. In Mizoram, the BJP has very little chance of making it as the Mizo politicians are clear about their stand be it the Congress or the MNF. Thus, all parties will play hard to wing the elections in any of the three states and the outcome would be a psychological victory for any of them.

If we are in love with our Lord, obedience does not cost us anything— it is a delight. But to those who do not love Him, our obedience does cost a great deal. If we obey God, it will mean that other people’s plans are upset. They will ridicule us as if to say, “You call this Christianity?” We could prevent the suffering, but not if we are obedient to God. We must let the cost be paid. When our obedience begins to cost others, our human pride entrenches itself and we say, “I will never accept anything from anyone.” But we must, or disobey God. We have no right to think that the type of relationships we have with others should be any different from those the Lord Himself had (see Luke 8:1-3). A lack of progress in our spiritual life results when we try to bear all the costs ourselves. And actually, we cannot. Because we are so involved in the universal purposes of God, others are immediately affected by our obedience to Him. Will we remain faithful in our obedience to God and be willing to suffer the humiliation of refusing to be independent? Or will we do just the opposite and say, “I will not cause other people to suffer”? We can disobey God if we choose, and it will bring immediate relief to the situation, but it will grieve our Lord. If, however, we obey God, He will care for those who have suffered the consequences of our obedience. We must simply obey and leave all the consequences with Him. Beware of the inclination to dictate to God what consequences you would allow as a condition of your obedience to Him.

Why Naga Day?

he discussions and exchanges in the newspapers and social media on this subject of “Naga Day” have been vigorous and comprehensive. They have brought out the different views and perspectives held by different Nagas, and even by our regional neighbours and others beyond. So as we meet here today we can say we have a deeper, wider understanding of the subject and one another which is so important. There is no doubt the honest conversations during the last weeks havereopeneddoors people had started to shut to one another. The result would be more distrust. I am keenly conscious of the undeserved privilege given to me to say something at the start of this programme. Yet I would like to propose that this acknowledgement and celebration of what our history has given us should take us in the creative direction I believe God is showing us. And that is reconciliation within our society through the healing of our wounded relationships which will enable us to grow properly with mutual goodwill and co-operation lifting us up instead of the opposite bringing us down. FNR is committed to this all-important task, and it is of course the joint responsibility of all Nagas. The question “Why Naga Day” takes us back to what happened on this day 89 years ago. In 1929, on the 10th of January, in Kohima, the historic Naga Memorandum was submitted to the British Parliamentary Commission from London headed by Sir John Simon. The points made by the 20 members of the Naga Club who signed the submission are well-known to all Nagas. I do not need to elaborate them here. What Naga Club was and what it is being revived to become again will soon be made clear by another speaker. As we all know the clear, straightforward stand taken in the Naga Memorandum to the Simon Commission established the political position of the Naga people long before the British whose superior might defeated them left their Empire in South Asia in 1947. The modern Naga journey that started with the declaration in 1929 to to-

he United Naga Democratic Party would like to convey its appreciation to the FNR (Forum of Naga Reconciliation) for the recently held Naga Day on 10th January ‘18 at Kohima, affirming to uphold the Naga Hills Memorandum submitted to the Simon Commission on January 10, 1929. During the years 18321889 AD, Naga’s were under the British rule. But with the coming of American missionaries in 1885 AD, at a time when Naga’s were living the life of a savage and uncivilized living, conceiving Christianity at Mulong village and delivering it at Impur under Mokokchung district, we Naga’s were delivered with the love of Christ. The missionaries also brought education and unity. Unity because history says that the NEFA (ENPO)

day brings to mind an African folk saying: “He who wakes you up in the middle of the night to go on a long journey, you will thank him only after you have travelled a very long distance with him”. Today, on Naga Day, we are looking back and assessing the distance we have covered and what we have achieved. And many today may not at all be thankful to our pioneers who in 1929 woke their people up to go on the long journey. Because to today’s generation the journey has taken them to where we are and what we are today – stagnant, corruption ridden, without a satisfying purpose of life, and paralysed, therefore unmanageably destructive, if we are honest. At this baffling time we must not make our situation worse by denial of the facts and truth, our failures and shortcomings that have produced resentment, desire for revenge and poverty of spirit. Or, by becoming irresponsible, greedy, opportunistic exploiters of our people’s bewildering crisis for personal gratification, disregarding the terrible consequences for society. The time has come to reject the errors of hate, fear and selfishness of the past and take our society forward together. This will come down to a few points. 1. Because of the price the Nagas have paid to defend and build on the political position they articulated in the Memorandum to the Simon Commission Naga nationality has become a reality. It is not a small thing at all. Today we must appreciate and thank one another and God for what we have achieved, ending our blaming and condemnations for what has not been achieved yet. This thoughtless mutual blaming has damaged our relationships so badly. 2. Being human, we all make mistakes of all kinds and easily come short of the perfection and glory of God. Therefore, instead of putting each other down by criticism we should learn to inspire and raise each other up to do what is right, needed and best for the common good. We inspire others the moment we point out precisely the places where we, not others, have been or are wrong!

The only choice left for the people

Remember “Walk in the light as He is in the light …. The blood of Jesus Christ cleanses us from all sins”? Others are surprised by our simple truthfulness which gives them hope. They mutter to themselves “Damn it, if this rascal can be honest I too can!” I believe this is one of God’s elegant ways of building His kingdom on earth as it must be in Heaven. There’s no other project on earth more exciting, demanding and satisfying than building The Kingdom right here and now, the just society on earth. Everyone building it His way is a VIP! The Kingdom up there He will take care. By making others great no one becomes smaller. 3. To create an environment where our society can grow and develop as it should, we need people - leaders and led - who want nothing for themselves. God is able to use such people to build trust, hope and unity. I believe all this is do-able and on this very special day, let us all make a start and faithfully keep it up for the sake of our society and for the coming generations. Our homeland is most strategically and perilously placed at the meeting point of nations, races, religions, cultures and ancient civilisations. It is also one of the areas on the globe still quite green with rare bio-diversity hot spots. And we are surrounded by complicated and explosive problems that threaten to bring destabilisation to the entire continent. If the impacts of the challenges from outside are not to overwhelm us, but make us grow stronger as we should, we urgently need to reach out to one another and restore the health and spirit of our society whatever the cost may be to our pride, prejudices, fears and selfishness. These enemies are not worth our protection. These are compelling reasons for us to come together and celebrate Naga Day as we are doing today. hese days, the frequency by which Bandhs are being called for seemingly implies that any organisation, group or community can announce a bandh through a press statement along with the usual list of ‘what not to do’ and the conditioned citizens will comply by staying off the streets because let’s face it, nobody wants their vehicles smashed or their shops stoned till kingdom come. The Exercise of a right to protest should not infract the fundamental right of another citizen who is equally entitled to exercise his rights. India being a democracy the justification for imposing a bandh based on the right to protest seems good on paper but in reality, the contents of the said bandh spawns acts of vandalism; harassment, destruction of public and private properties, transport vehicles, private vehicles. The actual ‘contents’ of the said right to protest makes itself defeating and contradictory in itself- it is therefore imperative for the executive as well as the legislature to make a clear stand - a bandh cannot be recognized as a political right protected by the Constitution. And while at it on the legality of the bandh, the Supreme Court in a 1998 verdict had upheld a Kerala high court ruling declaring bandhs illegal and made it applicable to the entire country. It is however disheartening because the rate at which Bandhs are being imposed seems to suggest otherwisethat under no circumstances did any authority bestow so much power to any organization to dictate and pronounce fear in the minds of people by enforcing bandhs every now and then. All Nagas have the right to move around freely and establish entrepreneurial goals in parts and areas in which they want to set up their establishments. The culture of bandhs puts a stop these establishments and brings

with it not only economical loss owing its debt to the past and present but also creates a deficit for the future. Deserted streets or closed shops, schools and colleges do not define the success of a bandh No! On the contrary it is only when people voluntarily participate can we say it was a success- empty streets and closed business establishment being simply the product of fear from violent reprisals etc…A bandh takes away the individual freedom of a citizen and dilutes the importance of the issue because it is enforced by fear. One cannot simply do away with Bandhs - It brings immediate relief and prompt response from the concerned authority. As such the only fix to the current impasse might be possible by incorporating the “Principle of Checks and Balance” there must be a law to enforce the incorporated with penal measures. In the event of a bandh the organizers, leaders should be held responsible for any outward accident violence destruction of property. The 2004 verdict where the BJP and Shiv Sena were booked as per law for organizing a bandh in Mumbai as a protest against bomb blasts in the city is one fine example. During the prime ministership of Vaipayee, we have also seen that he has provided Nagaland a package of above 1000 crore for the development of the state. Even presently, PM Modi is also at works in regard to the Naga political issues and by what we are seeing today, we hope that the solution for the lndo-Naga problem is not very far off, and because of which, we hardly see any bloodshed in our society today. Decoding genome of HIV variant found in India

he Human immunodeficiency Virus (HIV) continues to engage scientists because of its complex nature. A team of scientists from India, UK and Spain have isolated near full genomes of HIV virus from a subset of South Indian patients - a subtype known as HIV clade C. Because HIV exhibits huge genetic diversity, the virus undergoes frequent genomic changes and each new variant differs in its response to therapy. Examining the entire viral genome can thus offer new clues for understanding infection dynamics and tracing the evolutionary history of different strains. For this, researchers made tweaked existing method for isolating and sequencing the viral genome. The researchers first isolated the virus from blood of 20 patients. But, unlike previous method where four overlapping fragments of viral RNA were amplified, the

scientists selected 6 overlapping RNA fragments for sequencing. This tweak was to ensure good data acquisition for HIV clade C. It also helped in improving efficiency and coverage of prominent viral genes -env and gag. Once multiple copies of these fragments were ready, genetic code inscribed in different RNA slices was decoded by an Illumina sequencer. Next, the fragments were arranged in correct order by referring to the existing HIV clade C genomes recorded in the viral genome database. In this way, scientists could generate 9 near full-length viral genome sequences. In the remaining samples, good sequence recovery was achieved across prominent viral genes like gag and env. Phylogenetic analysis reveals that in 18 cases the virus belonged to HIV clade C; one belonged to AIC type and the other resembled the B type. This shows that minor clades of

It is ironical that one has to keep on complaining year round about power cut and soon there is going to be change of government. Then the story will be taken up as chapter 1 all over again. How long will this dilemma continue in the state and how can one even think of progressing with such pathetic power supply. How can one talk of being at par with other states when we still lack the basic amenity. O

nce known as the Congress bastion, where the party had dominated politics and also ruled six of the seven north eastern states- Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura; today the situation has changed. The main competitor to the Congress has been the AGP in Assam, NPF in Nagaland, regional alliance in Meghalaya, MNF in Mizoram and Left in Tripura. That was till the ascendency of the BJP under Modi after 2014. Today, the single most potent challenger not only to the Congress but any regional party in the region is the BJP. The BJP managed to win 21 seats in Manipur and formed the government despite the Congress having won 28 seats. Interestingly, in Manipur the BJP polled 6,01,539 votes while the Congress polled 5,82,056 votes. In Assam, the BJP won 60 seats while the Congress( which ruled Assam for three consecutive terms) won only 26 seats from the 122 it held. However in terms of votes BJP got only 49,92,185 as against 52,38,655 for the Congress. In Arunachal Pradesh, the BJP came to power by engineering mass defections from the Congress and so cannot be credited with having won the election held in 2014. In 2014 assembly and Lok Sabha elections were held simultaneously where the Congress won 42 and BJP 11. However after nearly a year later, the BJP formed the government after engineering defections from Congress to PPA then to BJP. As stand, of the seven north eastern states, the BJP today rules in Assam, Arunachal Pradesh and Manipur . Along with NPF, BJP has a coalition government in Nagaland. In Tripura, the Left has managed to sustain its innings after dethroning the Congress since 1998. The BJP is eying Meghalaya where the Congress runs a coalition government . In Meghalaya the BJP on its own may not be able to gain much but in alliance with its NDA partner, NPP, it can hope to form a coalition government. However at this moment, it is speculative. The Congress in Meghalaya is still alive and kicking and according to observers, the party is not down but able to renew its strength even after some of its legislators have defected to BJP. The next focus of the BJP is on other more difficult states like Nagaland and Mizoram. In Nagaland, the BJP is likely to focus on winning as many seats and as per the statements of its party leaders, the party will contest all 60 seats. The BJP hopes to exploit the present confusion and division within NPF by playing the central card.The election scenario will be heavily dependent upon the issue of tickets by the NPF president Dr.Shürhozelie Liezietsu. The NPF troika- Dr.Shürhozelie, Neiphiu Rio and T.R.Zeliang- will be working overtime to get NPF tickets for their favoured candidates and which could lead to some frictions within. In this scenario the mention of NPP and NDPP and to an extent the BJP is being heard, as the parties that would benefit out of the NPF friction. In Mizoram, the BJP has very little chance of making it as the Mizo politicians are clear about their stand be it the Congress or the MNF. Thus, all parties will play hard to wing the elections in any of the three states and the outcome would be a psychological victory for any of them.

If we are in love with our Lord, obedience does not cost us anything— it is a delight. But to those who do not love Him, our obedience does cost a great deal. If we obey God, it will mean that other people’s plans are upset. They will ridicule us as if to say, “You call this Christianity?” We could prevent the suffering, but not if we are obedient to God. We must let the cost be paid. When our obedience begins to cost others, our human pride entrenches itself and we say, “I will never accept anything from anyone.” But we must, or disobey God. We have no right to think that the type of relationships we have with others should be any different from those the Lord Himself had (see Luke 8:1-3). A lack of progress in our spiritual life results when we try to bear all the costs ourselves. And actually, we cannot. Because we are so involved in the universal purposes of God, others are immediately affected by our obedience to Him. Will we remain faithful in our obedience to God and be willing to suffer the humiliation of refusing to be independent? Or will we do just the opposite and say, “I will not cause other people to suffer”? We can disobey God if we choose, and it will bring immediate relief to the situation, but it will grieve our Lord. If, however, we obey God, He will care for those who have suffered the consequences of our obedience. We must simply obey and leave all the consequences with Him. Beware of the inclination to dictate to God what consequences you would allow as a condition of your obedience to Him.

Why Naga Day?

he discussions and exchanges in the newspapers and social media on this subject of “Naga Day” have been vigorous and comprehensive. They have brought out the different views and perspectives held by different Nagas, and even by our regional neighbours and others beyond. So as we meet here today we can say we have a deeper, wider understanding of the subject and one another which is so important. There is no doubt the honest conversations during the last weeks havereopeneddoors people had started to shut to one another. The result would be more distrust. I am keenly conscious of the undeserved privilege given to me to say something at the start of this programme. Yet I would like to propose that this acknowledgement and celebration of what our history has given us should take us in the creative direction I believe God is showing us. And that is reconciliation within our society through the healing of our wounded relationships which will enable us to grow properly with mutual goodwill and co-operation lifting us up instead of the opposite bringing us down. FNR is committed to this all-important task, and it is of course the joint responsibility of all Nagas. The question “Why Naga Day” takes us back to what happened on this day 89 years ago. In 1929, on the 10th of January, in Kohima, the historic Naga Memorandum was submitted to the British Parliamentary Commission from London headed by Sir John Simon. The points made by the 20 members of the Naga Club who signed the submission are well-known to all Nagas. I do not need to elaborate them here. What Naga Club was and what it is being revived to become again will soon be made clear by another speaker. As we all know the clear, straightforward stand taken in the Naga Memorandum to the Simon Commission established the political position of the Naga people long before the British whose superior might defeated them left their Empire in South Asia in 1947. he United Naga Democratic Party would like to convey its appreciation to the FNR (Forum of Naga Reconciliation) for the recently held Naga Day on 10th January ‘18 at Kohima, affirming to uphold the Naga Hills Memorandum submitted to the Simon Commission on January 10, 1929. During the years 18321889 AD, Naga’s were under the British rule. But with the coming of American missionaries in 1885 AD, at a time when Naga’s were living the life of a savage and uncivilized living, conceiving Christianity at Mulong village and delivering it at Impur under Mokokchung district, we Naga’s were delivered with the love of Christ. The missionaries also brought education and unity. Unity because history says that the NEFA (ENPO)

day brings to mind an African folk saying: “He who wakes you up in the middle of the night to go on a long journey, you will thank him only after you have travelled a very long distance with him”. Today, on Naga Day, we are looking back and assessing the distance we have covered and what we have achieved. And many today may not at all be thankful to our pioneers who in 1929 woke their people up to go on the long journey. Because to today’s generation the journey has taken them to where we are and what we are today – stagnant, corruption ridden, without a satisfying purpose of life, and paralysed, therefore unmanageably destructive, if we are honest. At this baffling time we must not make our situation worse by denial of the facts and truth, our failures and shortcomings that have produced resentment, desire for revenge and poverty of spirit. Or, by becoming irresponsible, greedy, opportunistic exploiters of our people’s bewildering crisis for personal gratification, disregarding the terrible consequences for society. The time has come to reject the errors of hate, fear and selfishness of the past and take our society forward together. This will come down to a few points. 1. Because of the price the Nagas have paid to defend and build on the political position they articulated in the Memorandum to the Simon Commission Naga nationality has become a reality. It is not a small thing at all. Today we must appreciate and thank one another and God for what we have achieved, ending our blaming and condemnations for what has not been achieved yet. This thoughtless mutual blaming has damaged our relationships so badly. 2. Being human, we all make mistakes of all kinds and easily come short of the perfection and glory of God. Therefore, instead of putting each other down by criticism we should learn to inspire and raise each other up to do what is right, needed and best for the common good. We inspire others the moment we point out precisely the places where we, not others, have been or are wrong!

The only choice left for the people

Remember “Walk in the light as He is in the light …. The blood of Jesus Christ cleanses us from all sins”? Others are surprised by our simple truthfulness which gives them hope. They mutter to themselves “Damn it, if this rascal can be honest I too can!” I believe this is one of God’s elegant ways of building His kingdom on earth as it must be in Heaven. There’s no other project on earth more exciting, demanding and satisfying than building The Kingdom right here and now, the just society on earth. Everyone building it His way is a VIP! The Kingdom up there He will take care. By making others great no one becomes smaller. 3. To create an environment where our society can grow and develop as it should, we need people - leaders and led - who want nothing for themselves. God is able to use such people to build trust, hope and unity. I believe all this is do-able and on this very special day, let us all make a start and faithfully keep it up for the sake of our society and for the coming generations. Our homeland is most strategically and perilously placed at the meeting point of nations, races, religions, cultures and ancient civilisations. It is also one of the areas on the globe still quite green with rare bio-diversity hot spots. And we are surrounded by complicated and explosive problems that threaten to bring destabilisation to the entire continent. If the impacts of the challenges from outside are not to overwhelm us, but make us grow stronger as we should, we urgently need to reach out to one another and restore the health and spirit of our society whatever the cost may be to our pride, prejudices, fears and selfishness. These enemies are not worth our protection. These are compelling reasons for us to come together and celebrate Naga Day as we are doing today. hese days, the frequency by which Bandhs are being called for seemingly implies that any organisation, group or community can announce a bandh through a press statement along with the usual list of ‘what not to do’ and the conditioned citizens will comply by staying off the streets because let’s face it, nobody wants their vehicles smashed or their shops stoned till kingdom come. The Exercise of a right to protest should not infract the fundamental right of another citizen who is equally entitled to exercise his rights. India being a democracy the justification for imposing a bandh based on the right to protest seems good on paper but in reality, the contents of the said bandh spawns acts of vandalism; harassment, destruction of public and private properties, transport vehicles, private vehicles. The actual ‘contents’ of the said right to protest makes itself defeating and contradictory in itself- it is therefore imperative for the executive as well as the legislature to make a clear stand - a bandh cannot be recognized as a political right protected by the Constitution. And while at it on the legality of the bandh, the Supreme Court in a 1998 verdict had upheld a Kerala high court ruling declaring bandhs illegal and made it applicable to the entire country. It is however disheartening because the rate at which Bandhs are being imposed seems to suggest otherwisethat under no circumstances did any authority bestow so much power to any organization to dictate and pronounce fear in the minds of people by enforcing bandhs every now and then. All Nagas have the right to move around freely and establish entrepreneurial goals in parts and areas in which they want to set up their establishments. The culture of bandhs puts a stop these establishments and brings

with it not only economical loss owing its debt to the past and present but also creates a deficit for the future. Deserted streets or closed shops, schools and colleges do not define the success of a bandh No! On the contrary it is only when people voluntarily participate can we say it was a success- empty streets and closed business establishment being simply the product of fear from violent reprisals etc…A bandh takes away the individual freedom of a citizen and dilutes the importance of the issue because it is enforced by fear. New Delhi, Jan 11 (PTI): The Centre of Indian Trade Unions (CITU) Thursday denounced the decision of the government to allow 49 per cent foreign direct investment (FDI) in Air India, and said it was aimed at expediting the privatisation of the national carrier. “The (Narendra) Modi government had already decided to push Air India for wholesale privatisation. And to expedite such privatisation move, the government has now made this announcement of permitting 49 per cent FDI. “Actually, this is nothing but complete foreignisation of the national carrier -– a public sector company with its huge asset base and a high-revenue earning international service network,” CITU general secretary Tapan Sen said today. He has said that the government is taking the plea of huge loss Air India is being burdened with to justify its move, but the

NEW DELHI, JAN 11 (PTI): The Income Tax (I-T) Department on Thursday said it has attached more than 900 benami properties including flats, shops, jewellery and vehicles worth over Rs 35 billion. I-T Department said in a statement that it has stepped up action under the Prohibition of Benami Property Transactions Act, which came into force from November 1, 2016. The Act provides for provisional attachment and subsequent confiscation of benami properties, whether movable or immovable. It also allows for prosecution of the beneficial owner, the benamidar and the abettor to benami transactions, which may result in rigorous imprisonment up to 7 years and a fine of up to 25 per cent of fair market value of the property. The department had set up 24 dedicated Benami Prohibition Units (BPUs) under its Investigation Directorates all over India in May, 2017 to ensure swift action in respect of

Islamabad, Jan 11 (PTI): Pakistan Thursday kept mum over what action it will take against Mumbai attack mastermind Hafiz Saeed, but said it takes its “international obligations” very seriously. Foreign Office spokesman Mohammad Faisal while replying to a question during his weekly briefing said Pakistan is serious to implement UN sanctions against listed individuals and groups including Saeed. “As far as Hafiz Saeed is concerned, Pakistan takes its international obligations very seriously. We have been implementing the UN Security Council sanctions related to assets freeze, arms embargo and travel ban on all listed individuals and entities,” he said. The Foreign Office spokesman was asked about action being taken against the founder of the Lashkare-Taiba after a BBC report that he toured the UK in the 1990s to incite Muslims to become jihadis. Antonio Conte’s side dominated possession for long periods at Stamford Bridge – where the Video Assistant Referee system (VAR) was in operation – but lacked the killer instinct required to take a step towards the final. NWA to participate in NTWFI belt wrestling c’ship

Dimapur, Jan 11 (NPN): Nagaland Wrestling Association (NWA) will be participating in the 7th NTWFI Belt Wrestling Championship scheduled to be held from February 3to 7 at Panaji, Goa. The selection will be done in the following age and weight categories: 1: Junior (18-19 yrs): 54 kg, 59 kg and 65 kg 2: Seniors (20 yrs & above): 50 kg, 57 kg, 65 kg, 74 kg, 86 kg and +86 kg. Selection of players will be conducted on January 20 from 10:00 a.m onwards at IG Stadium Kohima. Therefore all intending wrestlers have been asked to attend the selection without fail. PARIS, Jan 11 (Agencies): Neymar scored a second-half penalty as fourtime defending champions Paris Saint-Germain toiled before overcoming 10-man Amiens 2-0 to reach the semi-finals of the French League Cup on Wednesday. PSG were again without leading scorer Edinson Cavani, who also missed Sunday’s French Cup rout of Rennes after returning late from his Christmas and New Year break in Uruguay. Shashi enters final at IOC to decide on women’s boxing nationals N.Korea Olympic participation

G e n e va , J a n 1 1 (IANS): The IOC has said it will host a four-party meeting to decide on the participation of North Korea in the PyeongChang Winter Olympic Games to be held in South Korea in February. The meeting was called following a joint proposal by the North and South Korea on Tuesday. International Olympic Committee president Thomas Bach will be joined by a delegation from the PyeongChang 2018 Organising Committee and delegations from the National Olympic Committees of both Koreas. The meeting would have to take a series of essential decisions including the number and names of athletes and officials from the North since the deadlines for registration have expired. It would also have to decide on the format of such participation, including questions related to the official protocol such as the flag, anthem, ceremonies and uniform.

Rohtak, Jan 11 (IANS): World youth championships gold medallist Shashi Chopra entered the final of the featherweight category to set up a high-octane clash against Asian Championships silver medallist Sonia Lather at the 2nd Elite Womens Boxing Championship here on Thursday. Shashi had to toil to emerge triumphant as Sonia of Andhra Pradesh -- her opponent in the semi-finals -- had done her homework well and had answers to her strategy. Sonia used her height to land her jabs and hooks while she kept a safe distance and was in the mood to end Shashi’s winning

momentum. However, Shashi’s undying spirit kept her alive in the bout as she launched a tremendous fightback. After being bogged down from the first round, she got back at her opponent and countered with her nimble feet and after the end of three rounds she registered a slender 3-2 win. In the flyweight category, Nikhat Zareen looked to be on course to get back to winning ways after her return to the ring but Ritu (Haryana) had other ideas as she upset the Telangana boxer with a comprehensive 4-1 victory. World Championship silver medalist Sarju Bala of Manipur assured her spot into the finals as she defeated Meenakshi of Railways with a comfortable 4-1 scoreline.
