Fuel prices hiked after two-day gap NEW DELHI, JAN 10 (AGENCIES): Petrol and diesel prices were revised upwards on Thursday after remaining stagnant for two consecutive days. The fresh rise in fuel prices comes after a spike in global crude oil rates. While petrol price was hiked by approximately 38 paise, diesel rates were increased by 29 paise. A litre of petrol will now cost Rs 68.88 in Delhi, Rs 74.53 in Mumbai, Rs 71.14 in Bengaluru, Rs 71.47 in Chennai and Rs 71.01 in Kolkata. Meanwhile, a litre of diesel will now be available at Rs 62.53 in Delhi, Rs 65.43 in Mumbai, Rs 64.58 in Bengaluru, Rs 66.01 in Chennai and Rs 64.30 in Kolkata. The fresh increase comes after crude oil rates spiked almost 12 per cent in the last seven days. On January 9, international crude oil prices continued its upward climb, rebounding sharply on decisions related to OPEC production cuts and US-China trade talks. Saudi Arabia’s assurance to cut oil production to the tune of 800 barrels per day, however, was the single-largest factor which has led to the rebound. Benchmark Brent crude oil is now touched the 60$-mark and Arab Petroleum Investments Corporation (APICORP) suggests that it could hover between $60 and $70 by mid-2019. Meanwhile, Morgan Stanley expects Brent crude oil to average at $61 throughout the year, down from its previous estimate of $69 a barrel. While oil lost one per cent market gain on Thursday, owing to swelling US supply, the mood remains upbeat.

Tribal body calls for 24-hour Assam bandh

Guwahati, Jan 10 (PTI): A conglomerate of tribal bodies in Assam has called a 24-hour bandh Friday to protest a bill that seeks to grant scheduled tribe status to six ethnic groups of the state. The bandh by the Coordination Committee of the Tribal Organisations of Assam (CCTOA) comes close on the heels of a 11hour strike called on Tuesday against the Citizenship (Amendment) Bill. “The central and state governments have hatched a plot to eliminate the genuine tribals of the state,” Aditya Khaklary, convenor, CCTOA, said here Thursday. The Constitution (Scheduled Tribes) Amendment Bill seeks to accord ST status to six ethnic groups -- Koch-Rajbongshis, Tea Tribes/Adivasis, Tai Ahoms, Morans, Motoks and Chutia -- was tabled in Lok Sabha

DIMAPUR, JAN 10 (NPN): NSCN (I-M)’s UT central administrative officer (CAO) has directed closure of shops and other business activities on Sundays “to mark the day as Holy.” In a press release, UT secretary Ghokuto Chishi warned hotels, lodges and other guest houses to “stop deploying prostitute or practicing immoral activities but rather extend support for the better society.” The UT authority has also appealed to various NGOs and business community within UT (Dimapur) to DIMAPUR, JAN 10 cooperate accordingly. Tuensang districts Thursday in separate statements slammed the PDA government for allegedly changing the sub-allocation which was approved by the high level committee (HLC). In a joint statement, NPF legislators of Kohima district including Khriehu Liezietsu, MLA, 10 Northern Angami A/C and Keneizhakho Nakhro, MLA 8 Western Angami A/C said that the NPF party led by Leader of Opposition, TR Zeliang, has been vocal about the disappearance of the Grant-in-Aid (GiA) for “It’s a war of words almost a year. with Rafale versus AW They alleged that the helicopter.” amount of Rs.96 crore sanc-

on Wednesday. The CCTOA accused both the governments for not taking the tribals into confidence while initiating the move. Khaklary said the bandh will begin from 5 am and end on Saturday morning with all essential services exempted from its purview. On Tuesday, the AASU, supported by more than 100 organisations, had called a state-wide bandh to protest the citizenship bill. Khaklary said Assam’s tribals will continue their struggle to defeat this move, which is aimed at deriving political mileage. Tabling of the Constitution (Scheduled Tribes) Amendment Bill “is an attempt to console the indigenous people in Assam by announcing the grant of ST status to six communities in the state and it will lead to deterioration in the prevailing situation in the state,” he said.

ment of India did not abrogate the cease-fire and that it was NSCN (K) which unilaterally abrogated the cease-fire on 2015. In this regard, Ravi said, “If NSCN (K) formally comes back and participate in the peace process then naturally cease-fire is restored”. It may be recalled that NSCN (K) had unilaterally abrogated ceasefire in March 2015, leading to multiple violent incidents, including attacks on security forces. It may also be mentioned that Khango-led NSCN (K) had placed a four-point demand before the Government of India for consideration— lift ban imposed on NSCN and removal of terrorist tag; rescind the bounties placed on NSCN leaders; repeal AFSPA/DDA on the enforced Naga areas and unconditional release of NSCN cadres arrested after the abrogation of ceasefire and undergoing trials or serving sentences in different prisons across the state/country.

CBI chief Verma shunted out; posted as DG Fire Services NEW DELHI, JAN 10 (PTI): In an unprecedented move, Alok Verma was Thursday removed unceremoniously as the CBI director after a high-powered panel led by Prime Minister Narendra Modi found that he had not been functioning with integrity expected of him. Verma, whose fixed tenure of two years was to end on January 31, is the first chief in the 55-years of the CBI’s history to face such action, officials said. He has been posted as Director General Fire Service, Civil Defence and Home Guards, under the Union Home Ministry. The charge of the CBI has been given to Additional Director M Nageshwar Rao, a government order issued on Thursday evening said. The panel which comprised Leader of Congress in Lok Sabha Mallikarjun Kharge and Justice A K Sikri, appointed by Chief Justice of India Ranjan Gogoi as his nominee, had met here Thursday evening after which a decision for Verma was taken.

NPCC asks BJP to quit PDA over Citizenship (Amendment) Bill DIMAPUR, JAN 10 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie has asked BJP to quit from the PDA government for bringing in and getting the Citizenship (Amendment) Bill, 2016 passed in Lok Sabha and its alleged failure to resolve the Naga political issue. In a press release, Therie asserted that the Bill 2016 was not acceptable to Nagaland as its objective clearly clashed with the interest of tribals and indigenous inhabitants, particularly in the Northeast, and it would compromise them despite previous safeguards. In the context of Nagaland, he declared that Congress stood by the 1963 electoral rolls as the basis for settlement. “We have conveyed

our stand that we do not approve the Bill at any cost when it was introduced last year,” he added. The NPCC chief alleged that BJP’s intent to grant illegal immigrants from Bangladesh, Afghanistan and Pakistan citizenship on religious grounds was encouraging further infiltration in the Northeast, which was already grappling with a wide range of issues stemming from illegal immigrants, including change in demography and dilution of inherent social, cultural and linguistic properties to the extent of the indigenous people being reduced to a minority. Mentioning that the State cabinet’s resolution to merely urge the Centre to re-examine and review the Bill without spelling out any proposal might

not yield results for it was clearly an attempt to “walk the tightrope not knowing which side to jump”, Therie asked chief minister Neiphiu Rio not to mislead the people by confusing with provisions of Article 371(A) and Bengal Eastern Frontier Regulation, 1873. According to him, Nagaland was already overcrowded with infiltrators and the youth had no jobs, leading to their exodus. He claimed that exodus of youth had become a major concern for Congress. “Our boys and girls don’t see any future in Nagaland. They have lost hope. They do not even want to return to Nagaland as merit no longer has place. Now, it is only nepotism, bias and backdoor appointments that prevail,” Therie alleged.

They claimed that RD department, “in an attempt to save their political masters, is squirming to find a safe passage out of it by throwing words like ‘guidelines’ ‘criteria’ et al.” Kohima district NPF legislators alleged that the department was also not performing as per Central Ministry’s laid down guidelines. inception changed the suballocation of the various communitized departments, which was approved by the HLC. “This attitude of the present government to randomly change things according to their whims and fancy is a dangerous precedent,” they said. Further, on the issue of the Citizenship (Amendment) Bill 2016, Kohima NPF MLA reminded the NDPP leadership that “for the fainthearted action of today, the future of the Nagas is being put at stake and the Nagas shall remember this in the coming days.” When the whole of Northeast was opposing

the Bill, they said the PDA cabinet “meekly” urged the Centre to ‘Re-examine and Review’. NPF MLAs of Kohima called upon the Nagas “to stand witness to this betrayal” and give the present government “a befitting reply democratically in the coming days.” Mkg NPF MLAs: NPF legislators of Mokokchung district accused the PDA government indiscriminately and insensitively managing public fund meant for the poorer section of the state. In a joint press statement, NPF legislators from Mokokchung including Imkong L Imchen, Dr. Nganshi Ao, Amenba Yaden and Dr. Imtiwapang said there had been rejoinders and counter rejoinders to the issue of GiA to the various VDBs of the state, but little was said “about the kind of anomaly which the NDPP led PDA government has in the first place created.” Delving on

the sub-allocation done by the HLC, the four legislators pointed out that after a proposal was sent by the state government, the centre (Niti Aayog) had been “gracious enough” to give an additional grant of Rs. 185.09 croroe to Nagaland which was sanctioned on November 8, 2017. Accordingly, they said that after the sanction, the HLC did the sub-allocation for the communitized department with RD department as the nodal department. However, the MLAs said that after the NDPP-led PDA government was installed in March 2018, the sub-allocation done by the HLC was altered, which they maintained was against the norm and practise. Four MLAs also provided figures (See table) for comparison of the sub-allocations done by the HLC and the PDA govt on its own. (Cont’d on p-7)

Central Bureau of Investigation Chief Alok Verma arrives at CBI headquarters in New Delhi, Wednesday. (PTI)

Kharge has expressed his dissent to the decision which was taken by a majority of 2:1. There were eight counts of charges against Verma in the CVC report presented before the panel which included alleged attempts to induct tainted officers, compromising probe in the case related to controversial meat exporter Moin Qureshi, IRCTC scam among others, they said. The officials said the panel, barring Kharge, felt that investigation, including criminal probe, was necessary, in some cases, and his continuation as CBI Director was not desirable, and

he should be transferred. The meeting of the committee was convened Wednesday which lasted nearly 30 minutes. It was convened again on Thursday at the residence of Prime Minister Modi at 7 Lok Kalyan Marg at around 4.30 PM. The meeting continued for nearly two hours with Kharge strongly arguing for giving a chance to Verma to present his case before the committee on the allegations levelled by the CVC against him. However, the Prime Minister and Justice Sikri did not agree with his position making clear his ouster from the agency.

JD(U) dismayed over passage of Citizenship Bill in Lok Sabha

DIMAPUR, JAN 10 (NPN): Janata Dal (United) Nagaland state unit Thursday expressed dismay over the passage of the Citizenship (Amendment) Bill in the Lok Sabha on January 8, 2019 despite stiff opposition not only from the opposition parties but even from the NDA allies. JD (U) Nagaland through its media cell asserted that JD (U) was the first political party to oppose the Bill by adopting resolution at its national executive meeting on July 8, 2018 in New Delhi. However, the party said the Lok Sabha, having numerical advantage, passed the bill thereby totally crashing the appeals of the indigenous people of the North East. JD(U), an ally of NDA at the centre, maintained that the Bill has set in a course of division amongst the people of the northeast on communal lines. “The passage of the Bill have ignited inflammable furnace causing grave injuries not only to the hopes of the indigenous people but even physical damages are being inflicted resulting even to the loss of innocent lives,” it stated. In the light of the above, the JD(U) Nagaland has reaffirmed its earlier stand endorsing the its national executive council meeting resolution opposing the Citizenship (Amendment) Bill. The party said it would continue to do so even being a part of the PDA government of Nagaland. The JD (U) Nagaland also expressed solidarity with the people of northeast in the fight and struggle against the passage of the Bill.

An article in The Indian Express had reported that the government will be making Hindi compulsory for students till Class 8 in the upcoming education policy.
