The U.S. increasingly believes that Iran mistakenly shot down a Ukrainian airliner on Wednesday, according to multiple U.S. officials. The working theory is based on continuing analysis of data from satellites, radar and electronic data collected routinely by U.S. military and intelligence. President Donald Trump on Thursday said he suspected the crash was not due to mechanical issues, indicating that “somebody could have made a mistake on the other side.” “I don’t want to say that because other people have their suspicions,” Trump said, but added, “Somebody could have made a mistake on the other side … not our system...”

Govt okays Rs 5600 crore for NE Gas Grid N E W D E L H I , JA N 8 (AGENCIES): The Cabinet Committee on Economic Affairs approved Rs 5,559 crore in viability gap funding for a 1,656 km gas grid in the Northeast. The pipeline will be under Indradhanush Gas Grid (set up by staterun IOC, ONGC, GAIL, Oil India, and Numaligarh Refinery). It will cover eight states-- Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. IGGL will enhance availability of natural gas and ensure uninterrupted supply of natural gas to industries, domestic consumers and for transport purposes to establish a clean fuel led economy.

Census officials appointed DIMAPUR, JAN 9 (NPN): State government has appointed all DCs as principal census officers, ADCs (Hqs) as district census officers, ADCs (Ind charge) as subdivisional census officers, SDO(C)/EACs as charge officers, CEO/ADC as city census officers and ADC/ SDO(C)/EAC as town census officers to take, or aid in, or supervise the taking of, the Census of India 2021 within their respective jurisdiction. The officials have been delegated the power of appointing census officers under their jurisdiction.

N E W YO R K , JA N 9 (AGENCIES): Doubts have been cast over Iranian assertions that a deadly Ukrainian plane crash near Tehran was the result of technical failures, with independent aviation operations experts saying a “shootdown” was the most likely explanation. Iran is facing mounting pressure to explain the destruction of a civilian airliner near Tehran hours after Iranian forces launched missile strikes against US forces. The crash came three and a half hours after Iran fired a barrage of ballistic missiles at US bases in Iraq in what it said was revenge for the assassination of general Qassim Soleimani. Iran’s military said it had fired 22 missiles at Iraqi bases housing US troops in Erbil and Ain al-Asad. No US or Iraqi troops were killed in the bombardment. The plane, a Ukrainian International Airlines Boeing 737 plunged into a nosedive and exploded shortly after take-off from Tehran’s Imam Ayatollah Khomeini International Airport on Wednesday morning. While some aviation experts said it was too early to speculate, the OPS group, an aviation risk-monitoring group, said: “We would recommend the starting assumption to be that this was a shootdown event, similar to MH17– until there is clear evidence to the contrary,” highlighting photos of the crash site which they said “show obvious projectile holes in the fuselage and a wing section.” UIA has also discounted the possibility of technical problems,

insisting there was “nothing wrong” with the three-yearold Boeing 737-800, which had undergone a scheduled technical check only two days earlier. “We guarantee the safety of our aircraft and the high qualification of our crews,” a spokesperson said. So far, the investigation has been marred by confusion and controversy. Iran has already signalled that it would not be sending the black boxes to Boeing or America. According to Vadim Lukashevich, an independent Russian aviation expert, Iran does not possess

the expertise to analyse the flight recorders independently. Oleksiy Danilov, secretary of Ukraine’s Security Council, told Ukrainian media that officials were in Iran with a brief to look for any possible missile debris or evidence of a rocket strike. Ukrainian investigators may have some difficulty in gathering that evidence. According to Ukrainian media reports, debris from the crash site has already been tampered with and moved — raising doubts about the prospect of an independent investigation.

Country going through difficult times: CJI Supreme Court refuses urgent hearing on a plea seeking to declare CAA as constitutional NEW DELHI, JAN 9 (PTI): Chief Justice of India S A Bobde on Thursday observed that the country is going through difficult times and there is so much violence going on as the Supreme Court refused urgent hearing on a plea seeking to declare the Citizenship Amendment Act as constitutional. A bench headed by CJI Bobde expressed surprise over the petition and said this is the first time that someone is seeking that an Act be declared as constitutional. “There is so much of violence going on. The country is going through difficult times and the endeavour should be for peace... This court’s job is

to determine validity of a law and not declare it as constitutional,” the CJI said. “How can we declare that an Act passed by the Parliament is constitutional? There is always a presumption of constitutionality. If you had been a student of law at some point in time, you should know this basic premise,” Bobde said. The bench also comprising justices B R Gavai and Surya Kant said it will hear the petitions challenging validity of CAA when the violence stops. The observation came after advocate Vineet Dhanda sought urgent listing of his plea to declare CAA as con-

stitutional and a direction to all states for implementation of the Act. The plea has also sought action against activists, students and media houses for “spreading rumours”. On December 18, the apex court had agreed to examine the constitutional validity of the CAA, but refused to stay its operation. A bench headed by Chief Justice Bobde had fixed a batch of 59 petitions, including those filed by the Indian Union Muslim League (IUML) and Congress leader Jairam Ramesh, for hearing on January 22. Several petitions have been filed challenging the constitutional validity of the Act including by RJD leader Manoj Jha, Trinamool Congress MP Mahua Moitra and AIMIM leader Asaduddin Owaisi. Several other petitioners include Muslim body Jamiat Ulama-i-Hind, All Assam Students Union, Peace Party, CPI, NGOs challenging the Act.

Police lathicharge on JNU students at protest march in Delhi; many detained NEW DELHI, JAN 9 (AGENCIES): A huge protest march by students of Jawaharlal Nehru University-- bound for Rashtrapati Bhavan --- ended in lathicharge and largescale detentions by the Delhi Police Thursday. Frantic footage from the spot showed slogan-shouting students being dragged away and packed into buses by the police. Several students were injured and three busloads of protesters were detained by the police. Students, teachers and civil society groups -- including senior political leaders Sitaram Yechury, D Raja, Prakash Karat, Brinda Karat and Sharad Yadav -- had started the march this afternoon from Mandi House. The plan was to go to the offices of the HRD ministry and submit a memorandum regarding Sunday’s mob attack at the university campus and their demand for the resignation of the university’s vice-chancellor. Gov urges Cab to set development targets for 2020 DIMAPUR, JAN 9 (NPN): Nagaland Governor, R.N. Ravi Thursday urged the state cabinet to “set targets for their ministry/department for the year 2020 and closely monitor their implementation.” During the New Year breakfast meeting held at Raj Bhavan, with the cabinet ministers led by chief minister Neiphiu Rio, Ravi impressed upon the cabinet the imperatives of providing better roads, health services, education and livelihood to the people of the state. He also urged the cabinet to create more institutions for fair governance. The state cabinet reiterated their commitment and dedication to the service of the people of Nagaland. The chief minister also thanked the Governor for his initiative and expressed desire to have such meetings from time to time.

Amid screams of “Delhi Police murdabad (down with Delhi Police),” the detentions began. The

students have been taken to the police station at the Connaught Place, the heart of the city. On Sunday, a mob of masked men stormed the campus and targeted students in three hostels, unleashing mayhem with sticks, stones and iron rods by hitting inmates and breaking windows, furniture and personal belongings. The JNU students union has been demanding a rollback of the hostel and mess fee hike and had boycotted the registration process for the next semester.

CGBU condemns demolition of camp by Assam Police DIMAPUR, JAN 9 (NPN): Chakhroma GBs Union (CGBU) has strongly condemned the demolition of a camp set up by Nagaland government at Dillai Reserved Forest by Assam Police and Forest personnel on December 26, 2019. In a statement, CGBU president Rokovitso Kuotsu and secretary Thepfükuo Nagi said the action of the Assam government and its agencies without ascertaining the historical facts was highly uncalled for and could not be condoned. As custodian of customary rights and boundaries, CGBU, while aspiring for peaceful co-existence and live as good neighbours, appealed to the Assam Government to study history before taking any hasty actions. Quoting Sir Alexander Mackenzie’s book “The North East Frontier of India” to buttress its claim, CGBU said, the book (page no.106) mentions of an event where ER Grange (sub-assistant commissioner, Nagaon) and two GBs or chiefs (Lhouzirü Thevo and Yaselie Mera) of Samoogoodting (present Chümoukedima) entered into written engagements (Political Proceedings, 15th June,1840, nos. 98-99) to maintain friendly relations and to settle in the plains. It also

mentions that “Lands east of Mohung Dijooa” (now Manja Tinali, Karbi Anglong) were promised to them. Further, the Hydari Agreement reached in June 1947 states in 6ht paragraph that “the present administration division should be modified so as (1) to bring back into the Naga hills district all the forest transferred to Sibsagar and Nowgong District in the Past.” CGBU further stated that people of Chakhroma had always maintained and defended their brotherhood and good relationship with their neighbours, adding that the Angami Nagas never waged any war against the Mikirs/ Karbis because there was a solemn pledge between them. But, it termed as very unfortunate that the Assam government was establishing villages and encroaching “our land”. Hence any decision taken regarding the reserved lands without the consent of the owners would not be tolerated, it warned. While wishing to maintain good neighbourly relationship, CGBU said it viewed the action as highly provocative, and advised Assam to study history before indulging in such act of creating enmity between “our people”.

NPR, NRC unnecessary exercises: Ex-civil servants’ body NSF flays ‘unprovoked attack’ NEW DELHI, JAN 9 (AGENCIES): A group of over 100 retired civil servants issued an open letter on Thursday that asks people to insist that the government agrees to withdraw recent amendments to the Citizenship Act and scrap the plan to build the National Register of Citizens. The retired civil servants, who have come together under the aegis of the Constitutional Conduct Group, also countered the government’s latest effort to delink the Citizenship (Amendment) Act, National Population Register and the National Register of Citizens. “The three issues are linked,” it said in the open letter that appears designed to “acquaint people with the facts and “emphasise why these measures need to be resolutely opposed”. The open letter has the names of 106 retired civil servants, one-fourth of them had retired as secretary to the central government. It also includes

three former foreign secretaries, Shyam Saran, Shiv Shankar Menon and Sujatha Singh, former Indian ambassador to the UK Shiv Shankar Mukherjee, former telecom regulator Rahul Khullar, former chief of the top police body Meeran C Borwankar, former Asian Development Bank executive director P K Lahiri, and former cabinet secretary KM Chandrasekhar. Both NPR and NRC are unnecessary and wasteful exercises, the retired bureaucrats said, predicting that these would cause hardship to the public and entail expenditure better spent on schemes benefiting the poor. “It will also entail public expenditure that is better spent on schemes benefiting the poor and disadvantaged sections of society,” the letter added. “They also constitute an invasion of the citizens’ right to privacy, since a lot of information, including Aadhaar, mobile numbers and voter IDs will be

listed in a document, with scope for misuse,” CCG said. “Both the exercises flow out of the amendments in 2003 to the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003,” the CCG added. “Both were framed by the then NDA government in 2003,” CCG further stated. “The NPR has nothing to do with the Census of India, which is conducted every ten years and is next due in 2021,” CCG said. The NPR 2020, unlike the NPR 2010, asks not only for the names of the parents of the resident but also seeks to also record their dates and places of birth. A person who is not able to furnish these details for his/ her parents or, for that matter, for himself/herself, could well be classified a “doubtful citizen”. “We are apprehensive that this has the scope to be carried out an arbitrary and discriminatory manner subject to local

pressures and to meet specific political objectives, not to mention the unbridled scope for large-scale corruption,” CCG said. It also said that the NRC exercise in Assam has been equally error-ridden and has led to major discontent. They also asked the government to withdraw the Foreigners (Tribunals) Amendment Order, 2019 that empowers district magistrates to set up tribunals and is the precursor to a widespread exercise to identify “illegal migrants”. “The experience with Foreigners’ Tribunals in Assam has been, to put it bluntly, traumatic for those at the receiving end. After running the gamut of gathering documents and answering objections to their citizenship claims, “doubtful citizens” have also had to contend with these Tribunals, the composition and functioning of which were highly discretionary and arbitrary,” the open letter said.

DIMAPUR, JAN 9 (NPN): Naga Students Federation (NSF) has strongly condemned what it called the “unprovoked attack and brutalities” unleashed upon the students and teachers of Jawaharlal Nehru University (JNU) allegedly by masked right wing goons. NSF through its media cell stated that a university space should be one that encouraged minds to read, write, debate, and discuss. The federation stated that the students should also have the freedom to question the prevailing systems of governance. It affirmed that no attempt, whatsoever, should be made to mute the dissenting voices using means that were not in the right democratic and secular spirit. Further, NSF stated that the “barbaric attack” on the students and teachers of the nation’s premier university was a manifestation of the “growing xenophobic agenda of a certain section of people within the country which

is fueled by far right wing Hindu nationalist principles.” The federation maintained that the “terror” unleashed within the campus by extremist mob did not augur well for the future of Indian democracy and its institutions. NSF termed as “truly unfortunate and saddening” that students were not safe on the campus and even in the hostels. The apex Naga student body has, therefore, appealed to all the responsible authorities to take up immediate and necessary measures in all educational institutions across the country in order to ensure that the “unwanted precedent” set at JNU was not repeated in any other parts of the country. Meanwhile, NSF has extended solidarity to the student movement in JNU. It also demanded an independent and impartial probe into the incident and initiate strong actions against the perpetrators and all those who abetted the heinous attack. K Y M C
