KOHIMA, FEB 8 (NPN): Members of civil society groups and tribal organisations, students and elders hit the streets here on Friday to protest against the controversial Citizenship Amendment Bill (CAB), besides demanding resolution of the “Indo-Naga” political issue before the announcement of parliamentary elections. Led by Nagaland GB Federation (NGBF), the rallyists marched from Old MLA Hostel junction point to Raj Bhavan after a brief function and submitted two memorandums (President of India on the Citizenship Amendment Bill and Prime Minister of India on Solution to Indo-Naga Political issue) to the Secretary to Governor PB Acharya, since governor was out of station. In the memorandum addressed to the President of India, the signatories explained how Citizenship Amendment Bill posed the threat to the Nagas and minorities for the first time in the history of India in its 72 years of existence as a sovereign nation.

DIMAPUR, FEB 8 (NPN): To prevent power disruption during windy and rainy season, the power department has planned to carry out jungle clearing/cutting on February 9 from 7 a.m. to 11 a.m. within its jurisdiction. In a notice, the department has requested the council/community to ask residents/consumers to clear jungle/obstacles obstructing the feeders and LT distribution network in their respective surroundings. The department has also requested the public to help clear the jungle/ obstacles. The department said its 11 KV feeders and LT distribution networks get severely affected by wind and rain hampering stable power supply.

Power deptt cautions

DIMAPUR, FEB 8 (NPN): In view of the charging of new 66kV transmission line from Jalukie to New Peren, the power department has cautioned the public of Peren to keep away from the power line. In a notice, the department said it would be energizing the new 66kV Transmission line on February 11 and would remain charged thereafter. The power line would pass through Samzuiram, Jalukie B, Kejangwla and New Peren HQ.

They termed as unfortunate that the Union government was so determined to bring the amendment on the basis of religion, which was against the secular spirit of India’s constitution. Since Nagaland shared a porous border that stretched for more than 400 km with Assam and Arunachal Pradesh, the memorandum said it was practically impossible to totally restrict intrusion of outsiders into Nagaland despite restrictive rules. Pointing out that a law

was basically enacted to protect, preserve and enhance the betterment of its citizens, the memorandum said the CAB 2016 on the contrary was subjectively aimed at giving rights and protection to foreigners in India at the cost of its indigenous citizens. Highlighting the consequences and negative impact of CAB, the signatories urged President of India not to give his assent to the controversial Bill even when passed by both Houses of Parliament, besides withholding his

assent even if the Union government tried to bring in an ordinance in this regard. Also, in a separate representation submitted to Prime Minister Narendra Modi, the signatories conveyed Naga people’s hope that BJP leadership’s promise of “Election for Solution” would not be used as a tool to dupe the Naga public. The memorandum maintained that uncertainties loomed large in view of the last session of Parliament that would

conclude in second week of February, and the Parliamentary election would be announced in a couple of weeks. It added that the hopes of Nagas would once again fade into darkness and there was apprehension that all these years of negotiations might once again become a damp squib. It said that having negotiated for years, now there was no justifiable reason for the Centre to delay or fail to bring the peace talks to its logical conclusion. It further appealed to Modi not to fail the Nagas, but rather fulfil all that were promised so that the latter would not be forced to feel betrayed. Stating that Nagas were now “ever ready” to welcome and receive the outcome of the solution, the memorandum said “the very moment is the best opportunity to strike the deal when the ground is ripe.” Both the memorandums were signed by the representatives of civil society organisations, tribal bodies and various indigenous groups of Nagaland.

Defence Ministry note on Rafale deal rocks govt; opposition steps up attack NEW DELHI, FEB 8 (AGENCIES): The Narendra Modi government was on Friday rocked by a 2015 Defence Ministry note cited in a media report expressing strong objections to the “parallel” negotiations by the PMO in the controversial Rafale jet deal and came under fresh attack from Congress chief Rahul Gandhi. T h e C o n g r e s s ye t again demanded a Joint Parliamentary Committee (JPC) probe and AAP leader Arvind Kejriwal going to the extent of demanding an “independent” CBI raid to seize all related files and arrest everyone involved. Latching on to an article in The Hindu newspaper, which claimed that the Defence Ministry had raised strong objections to “parallel discussions” conducted by the PMO during negotiations for the Rs 59,000-crore fighter jet deal between India and France, the opposition leaders also raised questions on the role of Modi. Defence Minister Nirmala Sitharaman, however, dismissed the media report as “flogging a dead horse” and accused the opposition

of playing into the hands of multinational companies and vested interests. She also said that periodical enquiries by the PMO cannot be construed as interference. Leader of Opposition in Lok Sabha Mallikarjun Kharge asked for a JPC to be constituted on Friday amidst loud protests from the Opposition benches against Modi. AAP Rajya Sabha MP Sanjay Singh filed a police complaint and sought a first information report to be lodged against ‘direct and indirect beneficiaries’ including the Prime Minister. Singh wrote to the CBI and also marked copies to the Central Vigilance Commission and Comptroller and Auditor General of India. He cited the ‘disclosure’ made in the news report and sought an inquiry based on it. Earlier, Congress president Rahul Gandhi said that the PM’s involvement in the deal is now in ‘black and white’. “It is black and white that PM himself was carrying out a parallel negotiation. I want to speak to the youth of this country and every single member of the

armed forces. This is about your future. You defend us, you protect us, fight for us and die for us. PM has stolen Rs 30,000 crore of your money, bypassed a process and given it to his friend Anil Ambani. We demand a JPC,” Rahul said. CPI (M) general secretary Sitaram Yechury alleged that Modi has consistently undermined the Air Force and the Defence Ministry to benefit his “cronies” in the Rafale deal. His actions have hurt the public exchequer & damaged national security. These facts have been hidden from Supreme Court where a review petition is pending, Yechury tweeted. DMK President MK Stalin said: “PM Modi has come under the Supreme Court’s contempt. In its sealed envelope to SC, centre never mentioned PMO’s negotiations. Never ever in independent India, a PM was caught in such serious allegations.” Reacting to the report, former J&K chief minister Omar Abdullah tweeted, “I’d like to see how this one is explained by the talking heads aligned to the BJP...”

CSOs to go ahead with Feb 11 bandh Black flags and torchlight protest greet PM in Assam DIMAPUR, FEB 8 (NPN): Coordination Committee of tribe hohos, civil society organisations, various committees and mass-based organisations under aegis of Nagaland GB Federation (NGBF) Friday informed that the state-wide from 6 a.m. to 4 p.m. (10 hours) on February 11 will be imposed as scheduled. In a press note, the committee explained that the bandh had been called to protest the planned passage of Citizenship Amendment Bill (CAB) in Rajya Sabha, which it termed as “unconstitutional and against the sentiment” of the people of Northeast. The bandh has also been called to attract the attention of the Centre towards the seven-decade-old Naga issue. The committee has therefore appealed to “all-right thinking” Nagas to observe the bandh wholeheartedly and peacefully. Claiming that CAB

would strike at the very heart of indigenous people’s existence, the committee said it was imperative that all concerned Nagas should welcome the bandh to show “our deep resentment” to the Central government, that our right to existence cannot be toyed with”. Urging all tribe hohos to take responsibility of their own districts, the committee said media personnel, medical and emergency services, police, district administration officials, army, paramilitary forces, students and teachers on examination, train and flight passengers, pre-arranged programmes like weddings, etc, have been exempted from the purview of the bandh. It added that members of NSCN (I-M) attending their National Hoho from February 11 were also exempted from the purview of the bandh. It said respective tribe hohos were free to im-

plement their own modalities in ensuring the bandh in their respective areas. According to the committee, the message of the bandh to the Central government and successful expression of solidarity to “our North-eastern brethren” lay with the respective tribe hohos of 11 districts and two sub-divisions of Tseminyu and Meluri. It requested Naga Council, Dimapur to oversee enforcement of the bandh in Dimapur district with its 19 federating tribal units. The committee further urged the Naga people to respond to the call of Nagaland Joint Christian Forum for prayer and fasting on February 10 for resolution of the Naga political issue. Meanwhile, the committee has expressed its gratitude to all those who participated in the public march to Raj Bhavan in Kohima on Friday.

KOHIMA, FEB 8 (NPN): The State government’s belated cabinet decision to oppose the controversial Citizenship Amendment Bill (CAB), has been termed as mockery by NTC member Theja Therieh, who alleged that the lone Lok Sabha member from NDPP had voted in favour of the Bill. Addressing the public rally, Therieh said the NDA government at the Centre bulldozed Joint Parliamentary Committee (JCP) by getting the latter’s clearance and then took Lok Sabha for a ride by successfully managing to get the Bill passed. He alleged that hectic lobby was going on to pass CAB in Rajya Sabha by the NDA government trying to bring in a Supplementary Bill. He feared that even if the Bill fail to clear the Upper House of Parlia-

ment, the amendment to the Citizenship Act would be brought about through an ordinance by the Centre and no one could stop them. Therieh termed the State government’s decision to oppose the Bill as a mockery as the Lok Sabha member voted in its favour and said “the State has no moral right to tell Government of India that we are not for it”. Citing protests in the neighbouring States against CAB, the NTC leader said Nagas could not raise their voice due to divisions and trust deficit. He pointed out that Dimapur was completely crushed as there was no mechanism to enforce ILP and appealed to Government of India (GoI) to cover the entire administrative jurisdiction of Nagaland, including Dimapur, under ILP, adding that unless this was done, nothing would

happen as the State government was still was sleeping over it. He asserted that, if CAB becomes law, protective legislations like ILP and Article 371(A) would not be able to protect the State. He also questioned the ILP Committee the reason for delay in submitting its final report to the State government. Therieh also called upon ‘‘sons of the soil’’, (Nagas) must wake up, stand and protect their privileges. On Naga political issue, Therieh regretted that it had been 21 years since the negotiations had begun, and yet the desire of the Nagas to bring all groups together to the negotiation table as one entity had failed as the Nagas were not united and different groups had their own vested interest. However, he wondered that when eight NNPGs were in the peace process

and the negotiators had reached a level of understanding, what stopped GoI to sort out the differences and sign a final agreement. Reminding GoI of its promises of bringing in a solution within 18 months and “election for solution”, Therieh said “If the negotiators are not capable to negotiate on behalf of the Naga people, then better come out,” and asked New Delhi not to give false promises if it could not stand by them. In her address, NMA joint secretary Malsawmthangi Leyri said CAB would open the floodgates of more illegal immigrants into the State under the guise of religion. Pointing out that even ILP could not be implemented effectively, she said citing Article 371(A) as a protective gear was unfortunate as Nagas were well aware of the facts. (Cont’d on p-12)

DDGBA administrative units react to ‘majority’ claim

DIMAPUR, FEB 8 (NPN): Five administrative units of Dimapur District GB Association (DDGBA) have sharply reacted to a group of GBs claiming to be the “majority” who rejected the election of office bearers of the association on January 22, 2019. In a joint statement, the unit presidents said they had a joint meeting at KGPO Hall, Kuhuboto on February 8 in connection with the statement issued by GBs claiming to be majority. At the meeting, they said the units after thorough deliberation upheld DDGBA election/selection held on January 22. They said the house also condemned “vested interest group of three or four tribes with handful of GBs out of 763 GBs”. DIMAPUR, FEB 8 (NPN): Nagaland Board of School Education (NBSE) is all set to conduct HSSLC examination from February 12, 2019 and HSLC examination from February 13, 2019. This year a total of 39009 students would be appearing for the HSLC and HSSLC examinations. In HSSLC examination, a total of 15820 candidates (Arts-11860, Commerce-1319, Science-2641) are enrolled and would be appearing from 54 provisional examination centres. Out of 15820 candidates, 8335 are girls and 7485 are boys. In HSLC Examination, a total of 23189 candidates (11175 boys and 12014 girls) would be appearing for the examination from 79 provisional examination centres and 2 sub centres.
