Good and bad roads in Nagaland
Vehicles move on newly-paved road near Clock Tower in Dimapur (R) Loose asphalt over a portion of NH-702 under Mon district.
Staff Reporter
DIMAPUR, FEB 6 (NPN): Two roads in the State in recent times have caught both the imagination and ire of the people. While the recently repaired and relaid road in Dimapur from Old over-bridge near Hotel Tragopan to Clock Tower junction via Khermahal and the ongoing relaying of Tajen Ao Road from Clock Tower to DC Court junction bore testimony to good workmanship; on the other hand, the “peeling off ” of asphalt on NH-702 under Mon district that recently went viral on social media, only attracted strong criticisms.
Naginimora residents begin road works DIMAPUR, FEB 6 (NPN): Residents of Naginimora have begun construction of 4km road stretch at Naginimora town through contributions from the public. In a press release, Naginimora Konyak Union (NKU) stated that the estimated cost of the project was Rs.4. 68 crore, solely be funded by the public of Naginimora town. According to the union, the earlier estimate by PWD was Rs.3.23 crore, but after proper evaluation for construction of quality road by an engineer from Assam, the estimate was revised to Rs.4,68,84,360 crore. As per the agreement signed by the contractor on February 4, the union informed that the work will take five months and that the payback period was two years.
To get more inputs on what makes good or bad roads, this Reporter spoke to PWD Executive Engineer Er. Talitemsu and SDO Er. Nagashe Swu. He also disclosed that the relaying of asphalt along Tajen Ao Road and Kher mahal Road was awarded to Multi Builders, which also bagged contracts for key roads from Clock Tower to Dhobinala junction and from Holy Cross School junction to Bata Charali near the new flyover. He said the width of re-laying of Circular Road was seven metres (nearly 23 feet) which would extend to pavement in some
places. On the good workmanship along Khermahal and Tajen Ao Roads, Er. Talitemsu also assured that the same quality work would be carried out in the upcoming re-laying of 25 main roads in Dimapur. In this regard the PWD (Roads & Bridges) Dimapur division had also deputed its officers-- junior engineers and sectional officers to check quality of work. Contracts for all 25 main roads were awarded to ten (10) firms in November 2018, and the stipulated time for their completion was 12 months, excluding the monsoon season.
The contract included a “defect liability of 3 years”, which required that a contractor undertook repair works in case of wear and tear. On the recent video that went viral on social media showing deputy chief minister (in-charge of National Highways) Y Patton being apprised of the shoddy work on NH702 in Mon, Er. Talitemsu termed it “a clear case of a breach of contract”. He categorically stated that people should understand that the NH 702 episode was due to the contractor. Er. Talitemsu reiterated that any work done below specification amounted to breach of contract and reminded that it was time contractors woke up and stick to specifications. The executive engineer opined that had the name of the contractor been written on a road signboard, then the story would have been different. Meanwhile, Swu, who also spoke to this Reporter enlightened about the cause for the asphalt peeling off on NH-702. Swu maintained that

the cause was due to “carelessness” where the road surface was not brushed and dusted before coating the surface with bitumen then laying asphalt on the surface. He said it was due to such neglect that bitumen and stone chips mixture could not stick and could be peeled off with bare hands. On the present re-laying on roads in Dimapur, the SDO explained that the relaying comprised of two layers-bitumen and larger stone chips also called the bitumen macadem and the second (outer) layer of smaller stone chips and bitumen was called bitumen concrete. The thickness was 80 mm or around 3 inches. He pointed out that another key aspect while laying or constr ucting roads was cambering, which required the road to be sloped at a certain angle to prevent water-logging and direct rainwater to the drain or nullah. Swu further explained that in the past, the contract agreement was for “open graded premium carpeting” where the thickness was 20mm or less than an inch.

The house also resolved to submit a memorandum on the same day seeking a solution to the Indo-Naga political issue before the Lok Sabha elections. It also decided to set up a co-ordination committee to take up the issue further. The organisations further appealed to NNPGs and NSCN to sign MoU for early resolution of the IndoNaga political problem. This was stated in a press release by NGBF. Meanwhile, the Joint Committee on Prevention of Illegal Immigrants (JCPI) has announced its full support to the call by NGBF for a gathering at Kohima on February 8 at 11 a.m. for a public march from Old MLA Junction point to Raj Bhavan for submission of the memorandum. The memorandum would also appeal to the President to give his assent in case an ordinance was
passed by the Central cabinet bypassing Rajya Sabha, JCPI stated in a press note. And in order to ensure huge participation in the proposed public march, JCPI has urged Angami, Ao, Sumi, Lotha and Chakhesang tribes in Dimapur to send 15 representatives each, and the remaining other tribes to send 10 representatives each. All presidents of respective Dimapur-based tribal bodies under Naga Council have also been asked to submit names of their representatives to the council Office on Thursday so that transportation arrangements could be made. Stating that Gaon Buras were guardians of “our society”, the joint committee also lauded the NGBF for taking the burden of addressing two burning issues – CAB and Naga political issue – at this critical juncture.

During her 15-minute stay at the party office, security personnel had a hard time controlling the crowd that had gathered there. A large number of party workers welcomed her by raising slogans of “Priyanka Gandhi aayi hai, nayi roshni layi hai” (Priyanka Gandhi has come, she has brought light). “I am extremely happy to be here,” Priyanka told reporters soon after she reached Congress headquarters. She thanked her brother and Congress president Rahul Gandhi for entrusting her with the responsibility and said people of UP had given a lot to her family.

DIMAPUR, FEB 6 (NPN): Eastern Naga Students’ Federation (ENSF) has expressed surprise at the “cold response” from the state government and the school education department concerning the representation it had served on relaxation policy. In a press release, ENSF vice-president Hamnyei Angh and education secretary Kaibo Konyak reminded that it had on December 18, 2018 submitted a representation on relaxation policy for obtaining the professional qualification for those candidates belonging to six tribes. ENSF pointed out that the relaxation policy had come into force on January 9, 2009 for a period of ten years. However, it said there had been no response from the government as well as from the department. Questioning the state government and department, the federation even after all these years not a single B.Ed institution had been set up in the entire jurisdiction of Eastern Nagaland, adding that the department should be able to recognize the importance of setting up B.Ed institution. The federation has, therefore, strongly demanded that adequate B.Ed colleges be introduced in the districts of Eastern Nagaland. Stating that existing institutions cannot accommodate all those candidates seeking for admission, ENSF said the only alternative was for extension of the relaxation policy.
DIMAPUR, FEB 6 (NPN): Central Executive Council (CEC), Nagaland University Teachers’ Association (NUTA) has urged the state government to discuss in the assembly the claim that Article 371 (A) protects the state from the Citizenship Amendment Bill (CAB). In a representation addressed to the chief secretary, CEC, NUTA president Prof. Rosemary Dzuvichu and secretary general Prof. D Kuolie drew his attention to the Resolution No.3 on Art.371(A) and the Inner Line Permit (ILP) adopted at the consultative meeting held on January 31, 2019 at Police Complex Chumukedima. NUTA stated that the suggestions from some of the Tribe Hohos that protection by Art.371(A) must be discussed further in the Legislative Assembly did not figure in the Resolution No.3 of the meeting. Affirming its stand that Art.371(A ) may not be able
to protect the state from the Citizenship Amendment Bill once it becomes an Act, as the provisions of Art.371 (A) were categorically specific, the NUTA said the Union Home Minister also clearly stated in Parliament that CAB was for the whole country, adding that was where Nagaland stands affected. Further, NUTA reiterated that the Bill was “non secular” and would affect not only demographics of the region, but also the state of Nagaland and its indigenous inhabitants. “Citizenship will be based on religion, if this materialises and destroy the very basis of secularism,” it added. Asserting that the ILP currently has many loopholes, the NUTA said it supported the stand of extension of the ILP to Dimapur, which has been flooded by illegal immigrants. NUTA also backed the ILP committee recommendation for better checking and tracking mechanisms. K Y M C
